The subject property has a General Plan designation of
Residential Low/Medium (2-6 dwelling units per acre)
and an underlying zoning designation of Residential Single-Family (RS 10,000). The rectangular-shaped site is
bordered on the north by Base Line Road, on the west
and east by existing residential development, and on the
south by the 210 Freeway.
On September 19, 2006, the Planning Commission approved Tentative Parcel Map #62534 to subdivide the subject site into three lots, ranging in size from 12,686 to
14,550 square feet in area (10,000 minimum lot size required per code). This approval also included a variance
to reduce the minimum lot widths of the lots (Parcel A
61 feet, Parcel B 53 feet, and Parcel C 60 feet), as
well as allow a reduction in the required 15-foot street
side yard setback along a portion of the Base Line Road
frontage to accommodate the existing slopes and a required street side yard wall. The subdivision proposal was
designed to preserve the slope area in its natural condition and incorporate it into the rear yards of the new lots.
The subdivisions approval was extended by various State
Assembly bills until September 19, 2016.
On July 29, 2014, the Planning Commission approved
a variance (File #13-V02) for two items related to the subdivision that included: 1) A new proposed reduction in
the required 15-foot setback along Base Line Road to accommodate a block wall with an eastern portion placed
on the street frontage property line and a western portion set back 13 feet from the street frontage property line;
and 2) A finding of impracticality from the requirement
to physically underground the existing offsite adjacent
overhead utility lines and allow payment of an in-lieu fee.
On July 19, 2016, the Planning Commission will consider the following project related items:
Extension of the Subdivision approval (Tentative Parcel Map File #62534), which creates three separate
lots for separate single-family homes.
A Variance (File #16-V03) to allow the previouslyapproved lot width reductions associated with the subdivision.
Extension of the previously-approved actions (File
#13-V02) to reduce the setback along a portion of the
Base Line Road frontage to accommodate a required
street side yard wall, as well as a finding of impracticality and allow payment of an in-lieu fee instead
of physical utility undergrounding along the street.
NOTICE IS FURTHER GIVEN that the Director of
Community Development has determined that the project is categorically exempt from the provisions of the California Environmental Quality Act pursuant to Sections
15061(b)(3), 15303, and 15305, in that the proposed subdivision, variance, and utility in-lieu request applications
involve the construction of a maximum of three, singlefamily residences that are consistent with local regulations and the General Plan, and that the property has access to all services. The variance application for a reduced street side yard setback is proposed, in part, to avoid
environmental impacts by allowing the subdivision to be
designed in a manner that will preserve the existing sites
native vegetation and slope areas. The in-lieu request also
does not result in any physical change to the environment.
Finally, pursuant to Chapter 3 of the City of Claremont
Local Guidelines for Implementing the California Environmental Quality Act (CEQA), an extension of a project approval is a listed activity determined to be exempt.
Therefore, no further environmental review is necessary.
