1. SCOPE
This specification covers seat leak tests performed on all control valves manufactured by
Fisher Controls, unless otherwise specified on Large and/or Special Contract (LSC)
documentation. The tests described herein are acceptance tests and are not necessarily
indicative of the leakage that will occur in the field or that may be expected under different
test conditions.
With the exception of two additional standard air tests and a special tight shut off water test,
this specification is in accordance with ANSI/FCI 70-2.
The terms "bubble-tight", and "drop-tight" are meaningful only to the extent that they specify
shutoff at least as tight as Class IV leakage as defined in Table 1.

3. LEAKAGE SPECIFICATIONS AND CLASSES


The maximum allowable seat leakage as specified for each class shall not exceed the seat
leakage in Table 1 using the test procedure defined in Section 4. For Classes II VI, Class
Standard Air Tests and Class TSO, each and every valve shall be tested.
3.1 Class I
A modification of any Class II, III, or IV valve where design intent is the same as the basic
class, but by agreement between user and supplier, no test is required.
3.2 Class II
This class establishes the maximum permissible leakage generally associated with doubleport, double-seat control valves or balanced single-port control valves with a piston ring seal

and metal seats. Use test procedure Type A. To determine maximum allowable leakage,
refer to Paragraph 5.1.1.
3.3 Class III
This class establishes the maximum permissible leakage generally associated with Class II,
but with a higher degree of seat and seal tightness. Use test procedure Type A. To determine
maximum allowable leakage, refer to Paragraph 5.1.2.
3.4 Class IV
This class establishes the maximum permissible leakage generally associated with
unbalanced single-port, single-seat control valves and balanced single-port control valves
with extra tight piston rings or other sealing means and metal seats. Use test procedure Type
A. To determine maximum allowable leakage refer to Paragraph 5.1.3
3.5 Class V
This class is usually specified for critical applications where the control valve may be
required to be closed, without a blocking valve, for long periods of time with high differential
pressure across the seating surfaces. It requires special manufacturing assembly and testing
techniques. This class is generally associated with metal seat, unbalanced single-port, single
seat control valves or balanced single-port designs with exceptional seat and seal tightness.
Use test procedure Type B with water at the maximum operating differential pressure or test
procedure Type B1 with air at a 50 psid differential pressure. Refer to Paragraph 5.2.1 or 5.2.2
to determine the maximum allowable leakage for the pressure drop and port diameter in
question.
3.6 Class VI
This class establishes the maximum permissible seat leakage generally associated with singleport, resilient seat control valves either unbalanced or balanced with O-rings or similar
gapless seals. Use test procedure Type C. Table 2 gives the maximum allowable leakage for
the port diameter in question.
3.7 Class Standard Air Test - Sliding Stem Valves (SAT-SSV)
Maximum permissible seat leakage shall not exceed 0.05 std ml/min of air per inch of port
diameter per psi differential. Use test procedure Type D. Table 3 gives the maximum
allowable leakage for the port diameter in question at 50 psig. For other port diameters or
pressures not listed, see Paragraph 5.3.1.

Maximum permissible seat leakage shall not exceed 2.0 std ml/min of air per inch of nominal
valve size at a 50 psi differential. Use test procedure Type D. To calculate the maximum
allowable leakage, see Paragraph 5.4.1.
3.9 Class TSO (Tight Shut Off) Sliding Stem Valves (SSV)
This class is specified for critical applications where the control valve may be required to be
closed, without a blocking valve, for long periods of time with high differential pressure
across the seating surfaces. It requires special manufacturing assembly and testing
techniques. This class is generally associated with soft seat, unbalanced single-port, single
seat control valves or balanced single-port designs with exceptional seat and seal tightness.
Use test procedure Type B with water at the maximum operating differential pressure. The
maximum permissible valve plug seal and or seat leakage is zero drops (zero ml) of water for
a 30 second test period.

4. TEST PROCEDURES
4.1 Test Procedure Type A
4.1.1 Test medium shall be clean air at 50-125F (10-52C). Seats may be wetted with
Stoddard solvent, water, or demineralized water.
4.1.2 The test pressure shall be the lesser of 50 psid or the maximum operating differential
pressure. Valves assembled for stock shall be tested at 50 psid.
4.1.3 Leakage flow and pressure data shall be accurate to 10% of reading.
4.1.4 The test medium shall be applied to the normal or specified valve body inlet. The valve
body outlet may be open to atmosphere or connected to a low head loss measuring device.
4.1.5 On sliding stem valve/actuator assemblies, the actuator shall be adjusted to meet the
operating conditions specified on the requisition. The net actuator thrust shall be the
specified maximum. Normal air pressure to an air-to-close actuator is 5 psi greater than the
pressure specified as "air to diaphragm" on the requisition. Normal air pressure to a springto-close actuator is 0 psig. No allowance or adjustment shall be made to compensate for any
increase in seat load obtained when the test differential pressure is less than the maximum
valve operating differential pressure. Net actuator thrust above the specified maximum is
not to be used.
4.1.6 On sliding stem valve body assemblies made for stock and tested without an actuator, a
test fixture should be utilized which applies an actuator load not exceeding those values
determined from Catalog 14 at a test pressure of 50 psid.
4.1.7 On eccentric rotary shaft valves (e.g., 8560, V500, CV500), the valve shaft shall be held
stationary during this test to prevent valve opening under test pressure.
4.1.8 When the leakage flow has stabilized, the quantity shall not exceed the value
established for the appropriate leakage class as determined in Paragraph 5.1.
4.2 Test Procedure Type B
4.2.1 Test fluid shall be clean water at 50-125F (10-52C).
4.2.2 The water test differential pressure shall be the maximum service pressure drop across
the valve, not exceeding the maximum operating pressure at room temperature as
determined by ANSI/ASME B16.1, B16.34, or B16.5.When service pressure drop is not

specified, valves will be tested at 100 psid. Pressure measurement shall be accurate to within
10% of reading.
4.2.3 Test fluid shall be applied to the normal or specified inlet of the valve body. The valve
shall be opened and the valve body assembly filled completely with water, including the
outlet portion and any downstream connecting piping, and then stroked closed. Care shall
be taken to eliminate air pockets in the valve body and piping.
4.2.4 For sliding stem valve/actuator assemblies, the water test differential pressure as
specified in Paragraph 4.2.2 is then applied with the actuator adjusted to meet the operating
conditions specified on the requisition. The net actuator thrust shall be the specified
maximum. Normal air pressure to an air-to-close actuator is 5 psi greater than the pressure
specified as "air to diaphragm" on the requisition. Normal air pressure to a spring-to-close
actuator is 0 psig. No allowance or adjustment shall be made to compensate for any increase
in seat load obtained when the test differential pressure is less than the maximum valve
operating differential pressure. Net actuator thrust above the specified maximum is not to be
used.
4.2.5 On sliding stem valve body assemblies made for stock and tested without an actuator, a
test fixture should be utilized which applies an actuator load not exceeding those values
determined from Catalog 14 at a test pressure of 100 psid.
4.2.6 On eccentric rotary shaft valves (e.g., 8560, V500, CV500), the valve shaft shall be held
stationary during this test to prevent valve opening under test pressure.
4.2.7 When the leakage flow has stabilized, the quantity should be observed over a period of
time sufficient to obtain the accuracy described in Paragraph 4.1.3.
4.2.8 For Class V the leakage rate thus obtained shall not exceed the value calculated per
Paragraph 5.2.1. The port diameter is understood to be the diameter of the point of seating
contact to the nearest 2mm (.06 in).
4.2.9 For Class TSO the leakage shall not exceed zero drops (zero ml) of water for a 30 second
test period.
4.3 Test Procedure Type B1
4.3.1 Test medium shall be clean air at 50-125F (10-52C).
4.3.2 The test pressure shall be 50 psid (3.45 bar).
4.3.3 Leakage flow and pressure data shall be accurate to 10% of reading.
4.3.4 The test medium shall be applied to the normal or specified valve body inlet. The valve
body outlet may be open to atmosphere or connected to a low head loss measuring device.

4.3.5 On sliding stem valve/actuator assemblies, the actuator shall be adjusted to meet the
operating conditions specified on the requisition. The net actuator thrust shall be the
specified maximum. Normal air pressure to an air-to-close actuator is 5 psi greater than the
pressure specified as "air to diaphragm" on the requisition. Normal air pressure to a springto-close actuator is 0 psig. No allowance or adjustment shall be made to compensate for any
increase in seat load obtained when the test differential pressure is less than the maximum
valve operating differential pressure. Net actuator thrust above the specified maximum is
not to be used.
4.3.6 On sliding stem valve body assemblies made for stock and tested without an actuator, a
test fixture should be utilized which applies an actuator load not exceeding those values
determined from Catalog 14 at a test pressure of 50 psid.
4.3.7 On eccentric rotary shaft valves (e.g., 8560, V500, CV500), the valve shaft shall be held
stationary during this test to prevent valve opening under test pressure.
4.3.8 When the leakage flow has stabilized, the quantity shall not exceed the value
established for the appropriate leakage class as determined in Paragraph 5.2.2.
4.4 Test Procedure Type C - Class VI
4.4.1 Test medium shall be clean air or nitrogen gas at 50-125F (10-52C).
4.4.2 Pressure of the test medium shall be the lesser of the maximum rated differential
pressure across the valve or 50 psid (3.45 bar).
4.4.3 Leakage flow and pressure data shall be accurate to 10% of reading.
4.4.4 The test medium shall be applied to the normal or specified valve body inlet. The valve
body outlet will be connected to a low head loss measuring device.
4.4.5 On sliding stem valve/actuator assemblies, the actuator shall be adjusted to meet the
operating conditions specified on the requisition. The net actuator thrust shall be the
specified maximum. Normal air pressure to an air-to-close actuator is 5 psi greater than the
pressure specified as "air to diaphragm" on the requisition. Normal air pressure to a springto-close actuator is 0 psig. No allowance or adjustment shall be made to compensate for any
increase in seat load obtained when the test differential pressure is less than the maximum
valve operating differential pressure. Net actuator thrust above the specified maximum is
not to be used.
4.4.6 On sliding stem valve body assemblies made for stock and tested without an actuator, a
test fixture should be utilized which applies an actuator load not exceeding those values
determined from Catalog 14 at a test pressure of 50 psid.
4.4.7 On eccentric rotary shaft valves (e.g., 8560, V500, CV500), the valve shaft shall be held
stationary during this test to prevent valve opening under test pressure.

4.4.8 When leakage flow has stabilized, the quantity shall not exceed the values in Table 2.
For port diameters not listed, the maximum allowable leakage shall be calculated by linear
interpolation. When using the bubble method, round up to the nearest bubble per minute.
The nominal port diameter shall be as specified on the requisition.

1. Bubbles/minute as tabulated are a suggested alternative, based on a suitable calibrated measuring device:
in this case, a 0.25 inch (6.3mm) x 0.032 inch (0.8mm) wall tube submerged in water to a depth of 0.12 - 0.25
inches (3-6mm). The tube end shall be cut square and smooth with no chamfers or burrs and the tube axis
shall be perpendicular to the surface of the water. Other apparatus may be used, provided they correctly
indicate the leakage.

4.5 Test Procedure Type D


4.5.1 Test medium shall be clean air at 50-125F (10-52C). No solvent or liquid shall be used
on the seats or seals.
4.5.2 Pressure of the test medium shall be the lesser of the maximum rated differential
pressure across the valve or 50 psid (3.45 bar). Sliding stem valves assembled for stock and
all rotary shaft valves shall be tested at 50 psid.
4.5.3 Leakage flow and pressure data shall be accurate to 10% of reading.
4.5.4 The test medium shall be applied to the normal or specified valve body inlet. The valve
body outlet will be connected to a low head loss measuring device.
4.5.5 On sliding stem valve/actuator assemblies, the actuator shall be adjusted to meet the
operating conditions specified on the requisition. The net actuator thrust shall be the
specified maximum. Normal air pressure to an air-to-close actuator is 5 psi greater than the
pressure specified as "air to diaphragm" on the requisition. Normal air pressure to a springto-close actuator is 0 psig. No allowance or adjustment shall be made to compensate for any
increase in seat load obtained when the test differential pressure is less than the maximum
valve operating differential pressure. Net actuator thrust above the specified maximum is
not to be used.
4.5.6 On sliding stem valve body assemblies made for stock and tested without an actuator, a
test fixture should be utilized which applies an actuator load not exceeding those values
shown in Table 3.
4.5.7 On eccentric rotary shaft valves (e.g., 8560, V500, CV500), the valve shaft shall be held
stationary during this test to prevent valve opening under test pressure.
4.5.8 When leakage flow has stabilized, the quantity shall not exceed the values found in
Table 3 or calculated per Paragraphs 5.3 or 5.4 for the appropriate leakage class.
