PREAMBLE
We, the sovereign Filipino people, imploring the aid of Almighty God, in order to build a just and humane society, and establish a Government that shall embody our ideals and aspirations, promote the common good, conserve anddevelop our patrimony, and secure to ourselves and our posterity, the blessings of independence and democracy under the rule of law and a regimeof truth, justice, freedom, love, equality, and peace, do ordain and promulgate this Constitution.
ARTICLE IIDECLARATION OF PRINCIPLES AND STATE POLICIES PRINCIPLESSection 1.
he !hilippines is a democratic and republican "tate. "overeignty resides in the people and all government authority emanates from them.
Section 4.
he prime duty of the Government is to serve and protect the people. he Government may call upon the people to defend the "tate and, in the fulfillment thereof, all citi#ens may be required, under conditions provided by law, to render personal, military or civil service.
ARTICLE IIIBILL OF RIGHTSSection 7.
he right of the people to information on matters of public concern shall be recogni#ed. Access to official records, and to documents and papers pertaining toofficial acts, transactions, or decisions, as well as to government research data usedas basis for policy development, shall be afforded the citi#en, subject to such limitations as may be provided by law.
C. Election
ARTICLE VITHE LEGISLATIVE DEPARTMENTSection 2.
he "enate shall be composed of twenty$four "enators who shall be elected at large by the qualified voters of the !hilippines, as may be provided by law.
ARTICLE VIIEXECTIVE DEPARTMENT
Section 4.
he !resident and the %ice$!resident shall be elected by direct vote of the people for a term of si& years which shall begin at noon on the thirtieth day of 'une ne&t following the day of the election and shall end at noon of the same date, si& years thereafter. he !resident shall not be eligible for any re$election. (o person who has succeeded as !resident and has served as such for more than four years shall be qualified for election to the same office at any time.
ARTICLE XVIIITRANSITOR! PROVISIONSSection 2".
After the e&piration in )**) of the Agreement between the +epublic of the !hilippines and the nited "tates of America concerning military bases, foreign military bases, troops, or facilities shall not be allowed in the !hilippines e&cept under a treaty duly concurred in by the "enate and, when the Congress so requires, ratified by a majority of the votes cast by the people in a national referendum held for that purpose, and recogni#ed as a treaty by the other contracting "tate.
