Background:
GEF/UNDP Project entitled Improving Energy Efficiency for Lighting & Appliances Project
is a national executed project which is implemented by the Ministry of Electricity and Renewable Energy, its objective
is to facilitate a comprehensive market transformation of the Egyptian market towards the use of more energy efficient
electrical appliances at a level where cost efficiency is proven.
Objective:
The Project is a need for a communication officer to assist the project in increasing the awareness of the benefits of
efficient lighting technologies and efficient home appliances and convincing decision makers to transform to these
efficient technologies to save their money through reduction of their electricity bills and thus reflecting a gross reduction
in energy consumption that will lead to better economy. And his duties are as follows:

Scope of Work:
Communication strategy:
The Communication Office should have a clear communication strategy and associated work plan in line with the project
to ensure the awareness of energy conservation through:

Develop, maintain and update the country advocacy and communication strategy and associated work plan.
Strategy and work plan include: an environmental and stakeholder assessment; objectives; target audiences;
messages and media mix; resources; specific actions, activities and products; monitoring and evaluation of
impact; success and opportunity for improvement; ongoing refinement of the strategy.

Media relations:
The Communication Office should have a well maintained and continually developed contact list of journalists and media
outlets covering all media print, TV, radio, web, photo etc. and a successful process of communicating and
maintaining regular contact and close collaboration with the media to introduce the successful stories of implemented
projects through:

Promote a better understanding of the necessity of energy conservation issues by carrying out media, information
and education activities
Develop, maintain and update media relations contact list/database.
Establish, document, review and refine process of communicating with media contacts, including press
conferences and events, issuing of media materials etc.
Draft and edit articles, press releases, successful stories and other advocacy materials.
Ensure rapid and accurate information dissemination to the media, National Committees, NGOs, and other
appropriate audiences.
Identify, develop, distribute and evaluate variety of media materials in multiple, appropriate formats (Press
releases, feature stories etc). Ensure or enhance the quality of messages transmitted to the press, partners and
public.
Collaborate with mass media through activities such as organizing project site visits, facilitating photo coverage.
Monitor and evaluate the use and effectiveness of media materials and share results and findings.

Networking and partnerships:


The Communication Office should have a well maintained and continually developed contact list of decision makers,
stakeholders, individuals, groups and organizations, whose support are essential to/can assist in achieving the advocacy
and communication objectives. Effective working relationships with the UN communication counterparts are developed,
maintained and enhanced through:

Develop, maintain and update partners contact list/database.


Help establish, document, review and refine process of working collaboratively with partners, including meetings,
Memorandum of Understanding (MOU), information sharing etc.
Identify opportunities to strengthen the capacity of partners through appropriate, access to information, supplies
and equipment and through knowledge sharing.
Monitor, evaluate and share results and findings with partners

Celebrities and special events:


The Communication Office should have a well maintained and continually developed contact list of appropriate,
nationally-known personalities who have been identified, engaged and support UNDP effort and who actively participate
in special events and activities through:

Develop, maintain and update celebrities contact list/database.


Help establish, document, review and refine process of working with celebrities, including special events, media
opportunities, field visits etc.
Preparing information materials (e.g., press releases, programme summaries, country fact sheets and media kits)
to Highlight the achievements of the pilot projects.

Sponsors mobilization support:


The Communication Office should coordinate between vendors to raise sponsors in order to prepare a media campaign
that supports the energy efficiency products through:

Ensure regular communication and co-ordination with relevant communication with sponsors to introduce the
energy conservation as a goal and prepare a full media campaign to highlight the benefits of energy efficiency
products like ""

Workshops & seminars organization:


The Communication Office should prepare annual workplan for workshops and seminars that will be conducted regularly and
who are the targeted groups attending each through:

Prepare annual workplan and gather focal points and decision makers in small seminars to introduce the results of the
implemented pilot projects and convince them to do the same. And provide them with technical support and feasibility
study case by case.
Introduce methods of funding either through the project or through the Loan guarantee Company.
Follow-up with the decision makers to convince them with implementation.

Monitoring and evaluation:


Communication baselines are established against which the achievement of objectives of the communication strategy are
regularly evaluated; analysis is undertaken to continuously improve the effectiveness of communication strategy and
activities; results and reports are prepared and shared.

Provide technical support to ensure that a set of communication performance indicators is identified and adjusted
as necessary, and these communication indicators are incorporated or fed forwarded in the Annual Management
Plan, Annual Work Plan, etc.
Conduct timely and accurate monitoring and evaluation activities to ensure the communications objectives are
met and the strategy is effective.
Undertake lessons learned review of successful and unsuccessful communication experiences and share
observations/findings with the project.

Working relationships:
The Communications Officer will have to work closely with all project officers on a daily basis. He/She will maintain
close interaction with communications and program staff, and with entities associated with communications and
conservation work within and outside the governmental sectors as well as residential and commercial sectors

Qualifications:

The candidate should have high level of integrity, accountability, and punctuality and be willing to work beyond
normal working hours.
He/she should be a good team player.
Education: Bachelors Degree or post education in communications, journalism, public relations or a related field.
Experience: At least ten years of similar work experience is required. Candidate should be able to work
independently with minimum supervision and guidance from supervisors. Demonstrated and extensive social
media experience is an added advantage.
Skills: Excellent written and oral English communication skills and proficiency are required. He/she should have
advanced working knowledge of MS Office (Word, Powerpoint, Excel).
