A STRATEGIC PLAN PROCESS

FOR THE
BUREAU OF INTERNAL REVENUE
(BIR)

EXECUTIVE SUMMMARY:
This case study is all about the new mandatory order disclosed by the Bureau of
Internal Revenue (BIR) to the public regarding the Electronic Filing and Payment
System (eFPS). Despite the BIRs intent to make the paying of taxes secured, faster
and more convenient through its unified and web-based automated eFPS, most of the
people find this a defeasible and self-validated method thats more susceptible to
corruption. The organization must postpone the implementation of the eFPS. They shall
develop and further study the said project. For this reason, a Strategic planning is
important to an organization because it provides a sense of direction and outlines
measurable goals. A strategic plan consultant brings experience, knowledge and a
fresh, objective perspective independent from the companys culture, politics,
sensitivities, and group think. (Linton, n.d.) Therefore, the needed data to come up with
an effective solution is the organizations mission and vision statement, its core values
as well as the other related information about the organization. The best method to use
is the SWOT analysis to diagnose the organizations problem. The study will conduct
surveys, interviews and debates among the involved parties to settle all the blues and
conflicts as well as in predicting the success of the proposed solution. A Mission and
Vision statement of the said organization is concise and clearly defined that helps in
determining its sweet spots. Tools to inform the public include techniques such as public
meetings, briefings, printed information, website and media. The use of Key
Performance Indicator (KPIs) helps the organization in measuring its outcomes and
outputs. The ideal time frame in cascading the strategies into operations is 4-6 weeks
(Olsen, n.d.). Consistent monitoring and evaluation process, continuous feedback,
conducting of public meetings and briefings, trust and confidence of the people,
competency of the employees and effective communication are the organizations
factors to success. Creating a feedback-oriented culture is a key to becoming a high
performing organization. Continuous feedback drives as a motivation to the employees.
Political influences and self-interest of the people, fostering commitment and
participation of the public and its financial capability are the key challenges that may
encounter by the organization as they go along the road. To monitor and evaluate the
outcome, they shall set up monthly strategy meetings and annual strategic review.

INTRODUCTION:
The study is all about the new mandatory order disclosed by the Bureau of Internal
Revenue (BIR) to the public regarding the Electronic Filing and Payment System
(eFPS), a new paperless method developed by the BIR to upgrade their current mode
of filing tax returns, including attachments, and paying taxes due through a technologybased design system.

CLIENT ORGANIZATION:
The Bureau of Internal Revenue (BIR) is under the supervision of the Department of
Finance (DOF) in carrying out its basic function of revenue generation to ensure
adequate annual income to suffice the needs of the country. Assessment and collection
of all national revenue taxes, fees and charges; Enforcement of all forfeitures, penalties,
and fines on internal revenue taxes, fees and charges; Execution of judgments in all
cases decided in its favor by the Court of Tax Appeals and the ordinary courts; and give
effect and administer the supervisory and police powers conferred to it by the Tax Code
and other laws are the mandate of the BIR. (Powers and Duties of the Bureau of
Internal Revenue, n.d.)

PROBLEM BRIEF:
Despite the BIRs intent to make the paying of taxes secured, faster and more
convenient through its unified and web-based automated eFPS to be used by the
qualified taxpayers mandated by the new Revenue Regulation of the BIR disclosed to
public, most of them find this a defeasible and self-validated method thats more
susceptible to corruption. Giving just a month to register themselves and imposing
penalties to non-compliance after the given date of filing make the people distress and
more reluctant as well. Having this said, The BIR will have a hard time achieving its goal
of meeting its revenue target through their proposed mandatory eFPs project.

NEEDED INFORMATION DATA:


The needed data to come up with an effective solution is the organizations mission and
vision statement, its core values as well as the other related information about the
organization (i.e. the issues encountered and how it resolved).

PROBLEM/ORGANIZATIONS DIAGNOSIS:
The best method to use is the SWOT analysis. The organizations strengths include its
human work force, resources and productivity. Its weaknesses are the lack of
confidence by the people to the organization and the ineffective implementation of rules
and regulations. Opportunity entails partnership with other organization for the success
of the project. Political influences and self-interest by the people within and around the
organization will be their greatest threat as they go along the road.

THE WORTH OF STRAT PLAN IMPORTANT:


Strategic planning is important to an organization because it provides a sense of
direction and outlines measurable goals. It is a tool that is useful for guiding day-to-day
decisions and also for evaluating progress and changing approaches when moving
forward. Moreover, a well-developed strategic plan provides multiple benefits to
congregations. These include a deeper sense of belonging, a more efficient and
effective use of resources, and a stronger sense of shared vision and purpose. A
strategic plan consultant brings experience, knowledge and a fresh, objective
perspective independent from the companys culture, politics, sensitivities, and group
think. (Linton, n.d.) The consultant facilitates and drives major strategic initiatives and
serves as a sounding board for management from an objective viewpoint. Strategic
consultants provide a companys management team with a framework for making
effective decisions about their direction. They provide a way of thinking about how to
deal with the future and a process to guide decision-making.

DATA GATHERING PROCEDURE:


The study will conduct surveys to all the qualified taxpayer under this project. The
printed surveys are composed of well-defined questions with their corresponding subquestions to be able to come up with the desired result. Conducting of interviews and
debates among the involved parties will also be beneficial to settle all the blues and
conflicts as well as in predicting the success of the proposed solution.

MISSION STATEMENT:
The Bureau of Internal Revenue is committed to collect taxes for nation-building
through excellent, efficient and transparent service, just and fair tax laws,
uplifting the life of every Filipino. (Mission and Vision of the Bureau of Internal
Revenue, n.d.)
The mission serves as the internal anchor for everything that an organization does. It
shapes an organizations internal corporate culture that makes the employees to stay on
track. A good mission statement is usually clear and concise that declares your
organizations purpose. The BIRs mission statement is brief and explicitly explained
that enables everybody to understand the thought. It answers the four main questions
that are needed in creating the mission statement such as: What do we do? How do we
do it? Whom do we do it for? What value are we bringing?

VISION STATEMENT:
The Bureau of Internal Revenue is an institution of service excellence, a partner
in nation-building, manned by globally competitive professionals with integrity
and patriotism. (Mission and Vision of the Bureau of Internal Revenue, n.d.)
A vision statement provides direction and road map into the future. It helps an
organization to set priorities. It provides guidance for decision-making as well as shapes
the organizations strategy. The BIRs vision statement neither time-bounded nor future-

oriented one but is clear and reflects the organizations values and sets standards of
excellence.

ORGANIZATIONS SWEET SPOT:


The Bureau of internal Revenue (BIR) has been dedicated themselves to be an
instrument towards nation-building. The employees share a collective commitment and
persistence in providing a just and fair services to the public. They are passionate and
more willing to do the best and most of themselves to ensure an effective and efficient
tax collection system. Maximizing the capabilities and knowing ones strengths of every
employee help the organization in providing excellent services.

COMMUNICATING THE FINDING:


Tools to inform the public include techniques such as public meetings, briefings, printed
information (fact sheets, newsletters and bulletins), and websites; and even through
press and media may use to provide members of the public with the information they
need to understand regarding the project, the decision process, and also to provide
feedback on how public input influenced the decision.

PROPOSED SOLUTION AND STRATEGIC GOALS:


The organization must postpone the implementation of eFPS. They shall develop and
further study the said project - the advantages and disadvantages they may get, the
factors they need to consider, the circumstances they may encounter as they go along
the road, the mechanisms on how to execute the project and clearly identify who are the
subjects to be covered by this. Moreover, the strategic goals statements that are stated
below are of what the organization wish to achieve over the period of the strategic
planning process with its means. These include the following:

To provide a more efficient and effective system of payment and collection of

taxes through re-organizing the features of the eFPS


To gain the trust and confidence of the people to the organization through

conducting of public meetings


To foster peoples participation through surveys, interviews etc.
To ensure transparency and accountability among the officers and employees

through giving monthly reports and updates


To be a part in nation-building through effectively collecting of taxes

ACTION PLAN:
The first thing to do is to refine all the uncertainties and to settle all the insufficiencies of
the project detailed by detailed. They may ask opinions of the public regarding the eFPS
through surveys, interviews, public meetings and debates. From the result of the said
actions, they may get intelligent ideas for the betterment of the project. They shall also
improve its features to make it easier for the users to use. They must make their eFPS
sites faster and more accessible to everybody. The organization shall also disseminate
explicitly-explained information to public more effectively before the implementation of
the proposed project. They shall give the public an ample time to further assimilate the
project. The organization must also invest more time and effort in monthly strategy
meetings with established reporting to monitor progress. They shall set up annual
strategic review dates, including new assessments and a large group meeting for an
annual plan review. Also, they must be clear on to what extent this will apply and who
the subjects to be covered by this project are.

OUTCOMES AND KEY DELIVERABLE:


Measuring outcomes and outputs are important. Outputs will be the specific products or
elements of service provided by the organization that serve as drivers of the outcomes.
Outcomes are related to the changes or difference made as a result of the
organizations outputs. The better the outputs align with the stakeholder outcomes, the

better those outcomes will be achieved. (Barr, 2009) The use of Key Performance
Indicator (KPIs) helps the organization how well they are performing in relation to the
strategic goals and objectives as well as in evaluating its success. After implementing
and doing monthly assessment in the proposed solution, it is expected that the payment
and collection of taxes will be easier and more convenient to the both parties.
Confidence of the public is expected to regain by the BIR. With this, peoples
participation in terms of paying taxes, following rules and regulations and involving
themselves to organizations future programs and projects will be promised. The BIR
and the public will have a harmonious relationship with one another. Taxation in the
Philippines will be more efficient and effective that leads to nation-building.

TIME FRAME:
Execution is the process that turns strategies and plans into actions in order to
accomplish strategic objectives and goals. The ideal time frame in cascading the
strategies into operations is 4-6 weeks. (Olsen, n.d.) Execution of the plan shall always
check every quarter or month. After giving an ample time in executing the proposed
project, success or failure of the project will determine through setting of indicators. This
will be the time to which the management shall decide what the next thing to do for the
best of the whole organization.

CRITICAL SUCCESS FACTORS:


Indicators are signs of progress they are used to determine whether the
program/intervention is on its way to achieving its objectives and goal. Through a welldefined plan of the proposed project, chances of failing lessen. It is a long-term
designed project that totally leads its way to success. Monitoring and evaluation helps
the organization to stay focus and opens their door to progress. Also, conducting of
public meetings and briefings settles all the conflicts between the two parties that
establish trust and confidence of the people which leads to participation. Continuous

feedback from the public, competency of the employees and effective communication
are also organizations keys to success.

FEEDBACK AND UPDATE:


Feedback accelerates achieving higher levels of performance. Creating a feedbackoriented culture is a key to becoming a high performing organization. For an
organization to create an open, feedback-oriented culture, people need to be receptive
to giving and receiving feedback, and to understand when and how to give it. (Cribari,
2013) Continuous feedback drives as a motivation to the employees. It increases the
efficiency of the employee and the effectiveness of the job well done. It boosts the
employees to give their best and holds up the employees morale too. Also, continuous
feedback minimizes the time taken to complete a given task/project. (Jose, 2014)
Effective and timely feedback is a critical component of a successful performance
management program and should be used in conjunction with setting performance
goals. The different methods of giving feedback are: 1.) Feedback Sandwich- it involves
corrective and generic praise feedback, 2.) E(vidence), E(ffect) and C(hange) or EEC improvement is the focus of the feedback, and 3.) Group Feedback involves the entire
team for giving feedback for each member. (Cochran, 2013)

KEY CHALLENGES:
Political influences and self-interest of the people within and around the organization will
be the hardest challenge they will encounter. This may be the barricade in implementing
the proposed solution efficiently and effectively. Fostering commitment and participation
of the public may be difficult for the organization to deal with. Furthermore, financial
capability may also challenge the organization since funds serves as the lifeblood of
an organization to continue their service.

MONITORING AND EVALUATING OUTCOMES:


Monitoring is the systematic and routine collection of information from projects and
programs while evaluating is assessing, as systematically and objectively as possible, a
completed project or program. (Monitoring and Evaluation, n.d.) It helps the
organization to learn from experiences for improving its practices and activities in the
future. The organization shall set up monthly strategy meetings with established
reporting to monitor the project. They must set up annual strategic review dates,
including new assessments and a large group meeting for an annual plan review too.
Engaging the publics feedback through conducting of monthly assessment will help the
organization for future-decisions to make.
