All-NFP and SDM in a Local Church:

A Secret for Sharing
Antonio J. Ledesma, SJ

Archbishop of Cagayan de Oro

In June 2016, the Archdiocese of Cagayan de Oro celebrated the
tenth anniversary of its Responsible Parenthood and All-Natural
Family Planning (RP-ANFP) Program. About 1,500 NFP and Family Life
workers joined the celebration, which was also graced by the presence
and inspirational talk of Bishop Gilbert Garcera, Chair of the Episcopal
Commission on Family and Life.
Yet, despite this landmark anniversary in a local church, Natural
Family Planning has been called the second best kept secret of the
Church (next only to her social teaching). Although everyone talks about
the values of responsible parenthood and natural family planning, the
modern methods of NFP are not too well known, much less adopted.
Today, there are simplified methods of NFP that can easily be taught
and adopted. In particular, the Standard Days Method, developed by
Georgetown University in the late 1990s, has accelerated the acceptance
of NFP among rural and urban poor couples. It has also increased the
acceptance of the other NFP methods.
In 2003, the Prelature of Ipil pioneered the inclusion of SDM, a
simplified calendar method, together with the earlier-known methods of
NFP based on daily observations of cervical mucus or body temperature.
In 2006, when I was transferred to Cagayan de Oro Archdiocese, we
adopted the same All-NFP program that taught all the six current
scientific methods of NFP.
These are: Basal Body Temperature (BBT) method, Billings Ovulation
Method (BOM), Sympto-thermal Method (STM), Lactational Amenorrhea
Method (LAM), Standard Days Method (SDM), and TwoDay Method
(TDM). Lately our NFP counselors have added a variation of SDM with
Mucus Observation, akin to the earlier combination of body temperature
and cervical mucus in STM.
We call our pastoral program All-NFP because of its four connotations:
(1) we include all the modern scientific methods of NFP; (2) we reach
out to all parishes and chapel communities; (3) we promote NFP all the
way, without mixing it with contraceptives; and (4) we engage all familyoriented organizations, including government agencies, to promote NFP.
I. Scope and Pastoral Guidelines
Our area of coverage includes our 67 parishes and sub-parishes in the
city of Cagayan de Oro, the provinces of Misamis Oriental and Camiguin,
and one municipality in Bukidnon. We have also started pilot programs
with Protestant, Muslim, and Higaonon households. All three faith-based
communities have been receptive to the program. Muslim and Higaonon
women have remarked that NFP is more acceptable in their traditions
than the use of contraceptives.

In the archdiocese, we have collaborators with Maria Reyna-Xavier

University Hospital and the Department of Education Division of
Camiguin. The local government units of Misamis Oriental, Camiguin
and Cagayan de Oro have at one time or another set aside budgets for
NFP promotion. The regional offices of the Department of Health and
Population Commission have provided support for several training
seminars. In this engagement with government agencies, we make it
clear that we are promoting only NFP with our four pastoral guidelines.
These are: (1) We are Pro-Life, from the moment of conception to
natural death. (2) Our goal is Responsible Parenthood (not population
control). Planning ones family in order to adequately care for every child
that is born is the right and responsibility of Christian parents. (3) The
means we promote is Natural Family Planning i.e., achieving, spacing or
limiting pregnancies according to the natural fertility cycle of the human
body. (4) We strive to enable couples to make an informed and morally
responsible choice. This entails values formation, knowledge of all NFP
methods, and the formation of a right conscience. Pope Francis himself
has touched upon these four core values in his Apostolic Exhortation on

Love in the Family (Amoris Laetitia, no. 222).

With the assistance of Catholic Relief Services, we have produced

a manual in English for NFP Counselors and Trainors. This has been
subsequently translated into Cebuano, Hiligaynon, and Tagalog. We have
also produced other educational materials such as posters, flip charts
and the SDM vertical beads.

II. Program Implementation

After a period of trial and error, our NFP workers have arrived at a sixstep approach for a systematic and more extensive implementation of the
program throughout the archdiocese. The first step is a Parish Orientation
for all leaders, including the parish priest, council officers, chapel leaders,
etc. After this leveling off, the parish and chapel communities choose
participants to step two, which is a two-day Counselors Training on our
pastoral guidelines, fertility awareness, and the six NFP methods. For
step three, the trained counselors return to their local communities to
give a similar orientation on NFP to couples at the kapilya or barangay
level.
After this, the counselors are available for step four, which is the
counseling of individual couples at the household level. The counselors
can also make follow-up visits and keep written records of each coupleacceptor. Step five takes place when monitoring meetings with updated
reports are periodically held by counselors with their coordinators at
the parish, vicariate, and archdiocesan levels. Step six is the ongoing
spiritual formation for NFP counselors and couple-acceptors. This is
offered by our Christian Family and Life Apostolate (CFLA) on marriage
encounter, effective parenting, etc. Couple-acceptors are also encouraged
to be active in their Basic Ecclesial Community.
After a decade of program implementation, as of May 2016, our AllNFP teams have trained more than 4,000 counselors and have reached
more than 15,000 couple-users. Of these, 41% adopt SDM, 34% LAM,
and 19% BOM. BBT and TDM have 3% each. STM has less than 1%.

Going beyond the archdiocese, we have partnered with the Catholic

Womens League and Hapag-Asa integrated feeding program of Assisi
Foundation to conduct counselors training seminars for participants
coming from more than 70 Catholic dioceses. About 17 dioceses have
also directly invited our trainors to strengthen their own NFP programs
e.g., Novaliches, Alaminos, Daet, Virac, Puerto Princesa, Capiz, San Carlos,
Dumaguete, Calbayog, Talibon, Malaybalay, Iligan, Pagadian, Jolo, Digos,
Marbel, and Cotabato. A network of Protestant pastors has availed of the
services of our trainors. The team has been invited twice to Bangkok in
Thailand and Battambang in Cambodia to give the same training with the
help of local translators.
Over the past two years, the archdiocese has helped form an All-NFP
network to reach out to other parts of the country. This growing network
initially includes the dioceses of Cubao and Novaliches, Caritas Manila,
CWL, Assisi Foundation, and other church-affiliated lay organizations.
Other dioceses and family-oriented organizations are welcome to join
the network to establish All-NFP support centers throughout the country
and to offer a positive alternative to the governments reproductive
health program.

Much of our NFP promotion is carried out by volunteer resident

counselors in their barangay or neighborhood. Almost everywhere we
have gone, we have met interest and readiness to adopt NFP once adequate
information is given. Some constraints to the program have been the lack

of funding for training seminars and monitoring meetings. There is also

the uneven performance of some volunteer counselors, which perhaps
is more than compensated by the dedication of other volunteer workers.
III. SDM as a Pastoral Imperative
Another constraint is the residual objection of some church groups
against the inclusion of SDM as an NFP method. This has persisted
despite the consensus statements of the bishops in 2003 and again in
2009 declaring SDM, provided it is not mixed with contraceptives,
as consistent with the moral teaching of the Church. The consensus
statement of 2009 respects the bishops prerogative to include or not
include SDM in his dioceses pastoral program at the present time. On
the other hand, it also asserts the right of any couple in any diocese to
adopt SDM as an NFP method.
What then is the Standard Days Method? As a method based on
fertility awareness, SDM provides a simplified and standardized calendar
method applicable for women with an average menstrual cycle of 26-32
days. It is estimated that four-fifths of all women have this average cycle,
which actually allows for variations within a six-day range. Days 8 to 19
are identified as the fertile period. Based on computer simulations, the
effectiveness rate of SDM is reported at 95.25%. With the help of colored
beads, the couple-user can easily mark the fertile and infertile days of the
womans menstrual cycle. SDM is actually a pastorally improved version
of the earlier Calendar Rhythm Method, which has enabled many more
couples to adopt NFP.

Based on our pastoral experience over the past ten years, many
couples have indeed adopted SDM as a natural family planning method
all the way, without mixing it with contraceptives. SDM has also become
the most widely acceptable method, because of its simplicity. Moreover, a
growing number of couples have learned to combine mucus observation
with SDM for greater assurance regarding its efficacy. Our records show
that BOM-users also increase with the increase of SDM-users a win-win
situation for All-NFP. It is in this light that we consider SDM as a breakthrough method that can accelerate the acceptance of NFP among

couples who want to go natural.

In the course of our program implementation, many of our NFP

workers have pointed out three felt needs of couples today: (1) They
want to plan their family in terms of family size and spacing of births
(especially after the first child is born); (2) They prefer Natural Family
Planning, provided they are given adequate information on fertility
awareness and natural methods; and (3) They want to choose among
NFP methods according to their own circumstances and preference. For
couples, SDM may be seen as an added option in practicing NFP; but for
the churchs ministry, SDM should be viewed as a pastoral imperative to
be included in the churchs NFP program so that couples can make an
informed and morally responsible choice.
But what is more convincing about the acceptability and efficacy of
SDM are the testimonies of couples themselves:
After my sister had her second child birth, I taught her SDM. It is
effective because its been three years and until now she didnt get
pregnant again. (Juliet Egao, 35 years, college level, 2 children)
SDM is comfortable to use, it is easy and has no side effects. Very
natural. We understand each other because the decision cannot be
done by the wife alone. (Thelma Flores, 43 years, high school graduate,
3 children)
It is good if SDM is taught to all married couples for it has many
benefits in life so that they will not have difficulties in taking care
of their children. (Celeste Mabalos, 36 years, college graduate, 2
children)

During this special Year of Mercy, with the increasing number of NFP
couple-users, our program strives to continue carrying out its mission
of service to the poor in consonance with the Churchs moral teaching.
This has become more urgent with the governments renewed focus on
promoting mostly contraceptives in its reproductive health program.
NFP is an open secret to be shared with many more couples. The more
we promote natural family planning, an NFP worker has remarked, the
sooner contraceptives will die a natural death.

House of Hope Foundation Turns 19

AWRACO Elects New Officers

for 2016-2018
Sr. Teresita C. Espina, FSP

The Association of Women Religious in Cagayan de Oro (AWRACO) elected

a new set of officers for the Pastoral Years 2016-2018. They are:

Sr. Lorna P. Cababaan with the staff of House of Hope Foundation

Romeo O. Luzano Jr., RN
Albertito Miguel G. Madrieta, RN

The House of Hope Foundation,

Incorporated (HOHFI) is a custodial
psychiatric care facility that is currently
the largest in Northern Mindanao. It is
owned by the Archdiocese of Cagayan de
Oro City under the Ad Extra Ministry. The
facility is located at the center of Upper
Palalan, Lumbia, Cagayan de Oro City. It
aims to serve all the people of Christ that
have been afflicted with mental illness
such as depression, schizophrenia, and
bipolar disorder just to name a few of
the plethora of mental illness diagnoses
found in the Diagnostic and Statistucal
Manual of Mental Disorders. By Gods
grace, the foundation continues to
survive up to this day through the
generosity of its benefactors and other
kindhearted people who give away their
time and resources to help the mentally
ill patients who are the hardest to love
but need love the most.
The House of Hope Foundation,
Incorporated celebrated its 19th
Foundation Day last June 26, 2016 with
the theme: House of Hope Foundation:
The Family of Mercy and Compassion.
The celebration started with the Holy
Mass with Archbishop Antonio Ledesma,
SJ, D.D. as the presider and Monsignor
Tex Legitimas, PC, SSJV as the Homilist.
In his homily as the co-founder of HOHFI
he shared its humble beginnings as a
very small institution until it developed
into the largest custodial psychiatric
care facility operating in Northern

Mindanao today. What happened? How

it happened? Who made it possible to
happen? God has shown His great mercy
and compassion through the generosity
of our benefactors, sponsors, donors,
friends and collaborators.
A short program followed after the
Holy Mass. Sr. Lorna P. Cababaan, MCM,
the Administrator of the foundation
delivered her welcome address. A drama
presentation based on a true to life story
of a former patient underscoring how
he successfully recovered under the
care of HOHFI and how he leads a new
life in Christ. Song and dance number
presentation followed. This program
was participated by the patients and the
staff of the foundation. The foundation
proved that despite the mental illness
of the patients they are still capable of
doing tasks which have a relatively high
level of complexity, and in contrary to the
preconceived notions that their mental
illness renders them totally dysfunctional
and thus incapable of ever going beyond
mental tasks. The final presentation
was a song of thanks and praise to God
that was dedicated to everyone that
continues to show us that God provides
for the needy through the kindness of
our generous benefactors and all HOHFI
collaborators.
The occasion was graced by the
presence of the Archbishop of the
Archdiocese of Cagayan de Oro, priests
and sisters. Board of Trustess officers and
members, benefactors, collaborators,
friends and all recovered clients and
their families.

Mothers as Ilaw ng Buhay

Fr. Joseph Montemayor, SSJV

Fr. Joseph Montemayor, SSJV,

pointed out that one of the most
beautiful and faith- nourishing practice
among Catholics is their devotion to
the Blessed Virgin Mary. Perhaps, it is
because we believe in the importance
of a mother in our life. We call them
Ilaw ng Tahanan and Ilaw ng Buhay
because they give us lifes direction,
care and love.

Fr. Joseph Montemayor celebrated

the Feast of Our Lady of Fatima on
May 13, 2016, at Fatima Chapel, Velez
St., Cagayan de Oro City. It is not
by chance that we chose her as our
Patroness because Our Lady of Fatima
has touched every heart and soul. Our
Blessed Mother Mary is our companion
in the journey of faith, he said.
The Blessed Virgin Mary appeared
to a little girl Lucia and her cousins
Francisco and Jacinta at the mountain
of Fatima, Portugal. Her message was
about repentance and the conversion
of sinners, the importance of prayer
and sacrifice, the devotion to the
Immaculate Heart of Mary, praying
the rosary and the frequent reception
of the Sacraments of Penance and the
Eucharist.
There are many shrines built to
give honor to Our Lady of Fatima. He
said that we have to be thankful to
God for giving us Mary and be grateful
to her for accompanying everyone to
Jesus. (Bag-ong Lamdag News)

and he feels he does not deserved such
gift which moved him to be zealous in
the mission. Second, he has a deep and
personal attachment to Jesus Master. He
placed Christ at the center of his life so
that he can truly say, Life to me is Christ.

BUOTBUOT!?

GENESIS: MGA BINUHAT SA DIOS

Kon ako lang untay pabut-on kon ugaling aduna koy gahum (emergency
power) alang sa kausaban sa Pinas, kini maoy akong pagabuhaton basi
sa akong nakuhang mga datus. (Philippines land area is 299,404 sq.
kilometers=30 million hectares=300 billion sq.meters with a population of
102,250,133 in 2016 statistics and 92 million households).
70% agrikultura ug 30% teknolohiya.
mapuy-an.
mapuy-an. Dili ba? BUOTBUOT!?
Kitang tanan nasayod
naman sa kabililhon sa yuta. Natawo kita diha sa yuta ug gakabuhi kita diha
sa yuta ug mamatay kita diha sa yuta. BUOTBUOT!? Ang agrikultura mao
ang lingtunganay sa usa ka katilingban. (agriculture is the backbone of the
pagbyahe, kon adunay tubig busog ang tawo, tanom, mananap ug yuta. Kon
Lisud man pud tong wala
lagi drug adik ug mga kriminal apan wa poy makaon. Kini ang programa
nga klaro gyud nga tubag sa atong batakang panginahanglan.(backyard
gardening sa tanan). BUOTBUOT!?
BUOTBUOT!?
Daghan pa kaayong yuta nga way gamit mao nga atong gamiton kini alang
sa kalamboan sa pinas.Magbahin kita sa yuta. Kaya! BUOTBUOT!? Kon
BUOTBUOT!? Grabe ka manggialamon ug may
daghang kahibalo ang mga Pinoy. Daghan tang maayong mabuhat isip mga
Pinoy.
Gikan baya
sa yuta ang atong ginakaon. Kasagaran ang mga dato karon nadato tungod
sa yuta. Kay naa silay yuta ug daghan silag yuta. Ang yuta dili gabarato ug
kon gamiton pa kini mas mumahal pa gani. BUOTBUOT!? Miabot lang sa
akong alimpatakan nga basin mao kini ang kabubut-on sa Dios nga atong
buhaton sa gasa sa yuta nga iyang gihatag kanato. Nga magbahin kita niini
ug ato kining gamiton aron mabuhi kitang tanan isip mga sinagop nga mga
anak sa Dios. BUOTBUOT!?
unta kini. Amen! BUOTBUOT!?

Culmination of Flores de Mayo

Most of the youth volunteers at
the shrine are themselves by-products
of marian devotion Flores de Mayo
years ago. They have now grown into
responsible adults who volunteered
to be catechists who passionately give
their time to teaching children about
the Catholic faith. This year, after all the
preparations and month-long catechesis,
they successfully held the culminating
activity on May 30, 2016.
The program started with the
recitation of the Holy Rosary led by
Sr. Marge Manabat, TMM followed by
the offering of the AVE MARIA letters
by dear little angels who sung the Ave
Maria. They then had the Halad sa
Bulak kang Mama Maria or offering of
flowers to Mother Mary.
The culmination Mass which was
presided by Fr. Joel R. Lasutaz, SSS
delivered his homily and interacted with
the children by asking them questions.
At the end of the mass, they had a group
picture with Fr. Joel and Sr. Marge.
A short program took place at
the entrance of the shrine and special
awards were given to the kids. There
were fun presentations from Santuario
Eucaristico, St. Joseph Chapel and San
Roque Chapel. The activity concluded
with a community song entitled:
Panalangin sa Ina ng Santo Rosario by
Jamie Rivera. The program ended with
the distribution of school supplies and
the requisite group picture.

a success. (Santuario Eucaristico News)

Mary and the Filipino Saints. They

also included the 3 oclock prayer of
the Divine Mercy which preceded the
regular offering of prayers, songs,
A-V-E M-A-R-I-A symbolic letters and
offering of flowers to the Blessed
Mother.
In response to the second
encyclical of Pope Francis, Laudato Si:
On Care For Our Common Home, they
discussed and planned activities aimed
at reducing and eventually eliminating
environmental degradation.
To launch this set of naturefriendly events, the children were
involved in the vegetable-planting
activity. Each child was instructed
to make use of plastic bottles as pots
where they can grow vegetable seeds.
Growing vegetables does not only
encourage healthy living, but most
importantly, it also helps to combat
global warming - an alarming threat

not just to nature, but to humankind

as well.
As the children patiently waited
for their plants to grow, they eagerly
participated in other eco-friendly
activities such as the clean-up drive
held around the vicinity of the parish
where they were taught proper
waste management and appropriate
segregation of rubbish. They were
also encouraged to observe proper
recycling, highlighted through the
May Pera Sa Basura activity. The
children exercised resourcefulness and
creativity in making new and usable
products from disposable materials.
All these ecological activities
aimed at giving the children ideas on
how to take care of the environment
in their own simple ways. These acts
may seem little, but if these young
people incorporate these practices
in their lives, and help in sharing it,

this collective effort will eventually

create a huge, positive impact in the
preservation of Mother Earth.
A good start ends great! The
parish culminated the Flores de Mayo
activities by organizing the Santacruzan
2016. A dazzling procession for Mary
and the crowning of Reyna Elena were
successfully completed on the last
Saturday of May. The people were
jubilant as they witnessed this years
Flores de Mayo. The activity was not
only restricted to the active spread
of spiritual awareness, but it also
involved a dynamic appreciation and
preservation of the environment. The
Church is hopeful that with all these
activities, the people will realize that
the human race has to honor, protect
and care for our two mothers: the
Blessed Virgin Mary and Mother
Nature.

Celebrating Flores de Mayo for Mother Mary and Mother Earth

By: Laarni Navales

For the whole month of May,

Our Lady of Consolation Parish of
Opol celebrated one of the most
distinguished traditions of Filipino
Catholics: the Flores de Mayo. This
years celebration was unique and
marked with a highly significant twist.
Headed by Rev. Fr. Amie P. Balacuit,
SSJV, the parish priest, the youth who
facilitated the activities incorporated
the contents of Pope Francis Laudato
Si to the catechism traditionally taught
to the children.
A total of 80 children aged 4 to
16 years participated in the activities.
These included a two-hour discussion
for religious lessons which comprised,
but were not limited to, teachings
about the Bible, instructions regarding
basic prayers and faith, the different
sacraments, and knowing the life of

Ad Intra and Ad Extra Ministries Hold Pastoral Planning

by: Sweet Kristine Ace Adorio

On June 20-21, 2016 more than

80 delegates attended the Ad Intra
and Ad Extra Ministries Pastoral
Planning held at the Chapel of the
Holy Shroud of Turin, Divine Mercy
Shrine Pastoral Center, Ulaliman, El
Salvador, Misamis Oriental.
Archbishop Antonio J. Ledesma,
SJ, DD presented the objectives of
the gathering: We are here to listen
to all the reports, explore linkages
and plan together. He pointed out
Pope Francis call for a joyful Church
in his encyclical letter, Evangelii
Gaudium, and who shows and
shares the mercy of the Lord. He also
reiterated the Popes challenge to
be responsible stewards of creation
expressed in Laudato Si and the
beauty of family life in Amoris
Laetitia. He also reminded everyone
of the resolution to be a poor and
open Church as underlined by PCPII and to evaluate the ministries
considering the theme of the
Archdiocesan Synod, The Gospel is
Preached to the Poor.
Msgr.
Florencio
Salvador,
SLD shared his insights on being
missionary disciples of Christ. He
said that the joy of the Gospel fills
the hearts and lives of those who
encounter Jesus. However, one must
be ready to embrace the mystery
of the cross, and to deny oneself of

Abp. Ledesma and Participants of Ad Extra and Ad Intra Pastoral Planning

the comforts and pleasures of the

world. Afterwards the assembly was
divided into groups and all members
shared their joyful and challenging
experiences in their respective
ministries.
During the integration, Ms.
Venus Guibone, one of the professors
at St. John Vianney Theological
Seminary, gave her assessment after
the reports of all ministries. She
said that the programs are alive and
all-embracing, and have established
structures from the national down
to parish level. The people are called

volunteers not social workers who

recognize the need for God, for
linkages, partnership, trainings and
spirituality. To realize their programs,
they need the support and patience
of the priests, and to tap the richness
and giftedness of each ministry.
The calendar workshop was
finished and featured the year-long
activities of both ministries this
pastoral year.
The Ad Intra Ministry is headed
by Director Fr. Garry Igot and the
