ExecutiveSummary
The Woodville Solar Farm ("Project") is being planned by Invenergy Solar Canada ULC
(Invenergy Canada). The Decommissioning Plan Report has been prepared under the
requirements of the Renewable Energy Approvals (REA) process as outlined in Ontario
Regulation 359/09. The Decommissioning Plan Report provides an overview of all activities
during the decommissioning phase of the Project, as well as all activities related to the
restorationoflandandwaterandmanagingexcessmaterialsandwaste.
Properlymaintainedsolarpanelshaveanexpectedlifeofthirty(30)years,withanopportunity
for a lifetime of fifty (50) years or more with equipment replacement and repowering. The
report, however, assumes that at the decommissioning process will initiate upon the
termination of the leases with the landowners. The primary reason for the leases to be
terminatedwouldbethecompletionoftheprojectsusefullifeorthelackofapowerpurchase
agreementwiththeOntarioPowerAuthority(orlegalsuccessor)oranothergreenenergypower
purchaser.
The decommissioning involves removing the perimeter fences, any concrete foundations, the
cutting of any steel piles at a depth of about 1m below grade, and removal of all metal
structures (mounting racks and trackers), removing all PV modules, aboveground and
underground cables, transformers, inverters, fans, switch boxes, fixtures, and otherwise
restoringthepremisestoitsoriginalcondition.Ifitisagreeduponwiththelandowner,access
roadsmaybeleftinplacefortheircontinueduse.
InvenergyCanadaagreestomeetwiththelandownerpriortotheleaseexpirationdatetoensure
thatInvenergyCanadaperformsitsobligationstoremoveitspropertyandrestorethepremises.
Within twelve (12) months of initiating the decommissioning, Invenergy Canada will have
removedtherelevantcomponentsfromtheleasedland.
ThedecommissioningoftheprojectcomponentswillfollowtheOntarioHealthandSafetyAct
alongwithanyapplicablemunicipal,provincialandfederalregulationsandstandards.Aswith
the construction, a manager responsible for safety will bepresent on site for theduration of
thework.

InvenergyCanadawillensurethatthedecommissioningstageoftheproposedfacilityiscarried
out in accordance with REA requirements and the measures/practices as described in this
report. Invenergy Canada understands that the MOE Director of Approvals could request
specific decommissioning activities as a condition of REA approval that could include, for
example:
Providing notification regarding the plans to continue or cease the operation of the
proposedfacilitybytheendofpowerpurchaseagreement;
ProvidingnotificationregardingtheneedforanapplicationforamendmenttotheREA
tokeeptheproposedfacilityinoperationaftertheendofpowerpurchaseagreement;
Providingtimelinesforthestartandcompletionofthedecommissioningactivities;
Keepingthisreportupdatedtoensurethatwhenrequiredaportionofthefacilitywhich
isnotoperationalduetotechnicalfailurecanbeproperlydecommissioned;
Providingsiterestorationmeasuresthatwouldensurethatthenutrientcontentofthe
soilisrestored,ifnecessaryandifrequiredforagriculturalpurposes;
Providingrestorationofthesiteasclosetoapreconstructionstateasfeasible;and,
Providingadecommissioningcostestimateaswellasthemethodsforensuringthatthe
fundswillbeavailablefordecommissioningandsiterestoration.

INTRODUCTION
The Woodville Solar Farm ("Project") is being planned by Invenergy Solar Canada ULC
(InvenergyCanada).ThisDecommissioningPlanReportisbeingsubmittedtotheMinistryof
theEnvironmentasrequiredundertheRenewableEnergyApprovals(REA)processasoutlined
inOntarioRegulation359/09.Otherreportsincludedinthesubmissionpackageinclude:

InvenergyCanadaproposestodevelopaSolarPVProjectwithamaximumnameplatecapacity
of 10MW AC, located near Woodville, in the City of Kawartha Lakes. The renewable energy
facility will be rated as a Class 3 Solar Facility according to the O. Reg. 359/09. Invenergy
Canada has executed a contract with the Ontario Power Authority (OPA) for the purchase of
electricity generated by photovoltaic solar panels from the solar farm through the Provinces
FeedinTariff (FIT) program (enabled by the Green Energy and Green Economy Act). For

2.
METHODOLOGY
This Decommissioning Plan Report provides an overview of all activities during the

DECOMMISSIONINGDURINGCONSTRUCTION(ABANDONMENTOFPROJECT)
Whilenotexpectedandconsideredtobeextremelyunlikely,intheeventthatconstructionor
operation activities cease prior to facilitycompletion, with no expectation of construction re
start, the installed components will be removed and recycled and the site restored in
accordance with Equipment Dismantling and Removal, and Site Restoration procedure
describedbelowandinaccordancewithallapplicableregulations.Decommissioningactivities
suchasremovalofcablesandaccessroadswillbeconductedinconsultationwithlandowner.
Further, applicable mitigation measures as described in the Environmental Effects Monitoring
Plan(Section5.0oftheDesignandOperationsReport)wouldbeimplemented.

DECOMMISSIONINGAFTERCEASINGOPERATION
Intheeventthattheoperationofthesolarfarmclosesdown,theinstalledcomponentswillbe
removed and recycled and the site restored in accordance with Equipment Dismantling and
Removal,andSiteRestorationproceduredescribedbelowandinaccordancewithallapplicable
regulations.Aswiththestepsfordecommissioningduringconstruction,mitigationmeasuresas
described in the Environmental Effects Monitoring Plan (Section 5.0 of the Design and
OperationsReport)wouldbeimplemented.
3.3.
RESTORATIONOFLANDSNEGATIVELYAFFECTEDBYTHEFACILITY
Aswiththeprojectsconstruction,noiselevelsaroundthedecommissioningworkwillbehigher
thanaverage.Properstepswillbefollowedtominimizethisdisturbance,suchasworkingonly
during daylight hours. Also, as with the projects construction, road traffic in the area may
increase temporarily due to crews and equipment movements. Further details on site
restorationareincludedinSection4.2.

4.1.
EQUIPTMENTDISMANTLEINGANDREMOVAL

Thisdecommissioningplanisbasedoncurrentproceduresandexperience.Theseprocedures
maybesubjecttorevisionbasedonnewexperiencesandrequirementsovertime.
4.2
SITERESTORATION
Oncetheonsitesolarfarmequipmentisremoved,itisexpectedthatthesitewillbereturned
toitsformeragriculturaluse.Someminorsitegradingmayberequired.Topsoil(ifremoved)
will be reapplied to allow for agricultural production. Site restoration activities will be
undertakenwiththeinputofthelandowner.
The access road will be left at landowners requests or graded to restore terrain profiles (as
much as possible), and vegetated. If removed, filter fabric will need to be bundled and
disposedofinaccordancewithallapplicableregulations.Theformerroadareasmayneedto
bebackfilledandrestoredtomeetexistinggrade.Thismaterialmaycomefromexistinglong
termberm,stockpile,ornearbysoils.
4.3
MANAGINGEXCESSMATERIALSANDWASTE
During the decommissioning phase, waste materials will be removed in accordance with
applicable local requirements, at a minimum; however it is the goal of Invenergy Canada to
recycle all project materials as much as possible, and to work with local subcontractors and
wastefirmstosegregatematerialtoberecycled.Asanexample,sincethemountingracksare
made up of manufactured metal,it is anticipated that nearly 100% ofthe above grademetal
structuresaresalvageable.
InvenergyCanadawillberesponsibleforthelogisticsofcollectingandrecyclingofPVmodules
and to minimize the potential for modules to be discarded as municipal waste. The module
recyclingprogramincludestheglassandtheencapsulatedsemiconductormaterial,whichwill
becollectedbyInvenergyCanadaandrecycledeitherintonewPVmodulesorotherproducts.

Table1outlinestheanticipatedenvironmentaleffectsofthedecommissioningactivities.
Within120moftheprojectlocation,therearetwoidentifiedwaterbodies(i.e.,alake/pond
and a permanent stream), as defined by Ontario Regulation 359/09. No decommissioning
activitieswilloccurwithin30mofawaterbody,thereforeallpotentialnegativeenvironmental
effectsoftheprojectareconsideredtobeindirecteffectsassociatedwiththedrainageareafor
eachwaterbody.Further,thesmallwaterbodyfeature(i.e.,pond)identified72mfromthe
projectlocationhasnotoverylowpotentialtobenegativelyaffectedbytheactivitiesrelated
totheWoodvilleSolarFarm.Thewaterbodyhasnodirectoverlandconnectiontotheproject
locationandthestreamconnectingthewaterbodytothemainstreamislikelyflowingaway
from the water body (i.e., discharging water from the pond). None of the decommissioning
activitiesareexpectedtohaveanyphysicalorfunctionaleffectonawaterbodyprovidedthe
appropriatemitigationmeasuresareimplemented.
Similartotheconstructionphase,soilerosionandsedimentationcontrolmeasureswillbere
implemented during the decommissioning period and until the site is stabilized in order to
mitigateerosionandsilt/sedimentrunoff.
The environmental effects monitoring plan (EEMP) prepared for the Woodville Solar Farm is
targeted towards environmental effects that have potential to occur during the
decommissioningofthefacility.ThepotentialnegativeenvironmentaleffectsoutlinedinTable
1 are specific to the significant features identified within 120 m. The EEMP for construction,
designandoperationsactivitiesisoutlinedintheConstructionPlanReportandtheDesignand
OperationsReport,asapplicable.

9.
