Castleton Public Library, Board of Trustees

May 2016 Minutes


Monday, May 16, 2016
Welcome/Pledge of Allegiance: The meeting was called to order by President Karis-Nix
at 7:03 p.m. No pledge was receipted due to the absence of a flag.
Roll Call: Present: Olivia Karis-Nix, President; Ryan Mullahy, Vice President; Nathan Hans,
Treasurer; Sarah Niemitalo, Trustee; Maria Marcucci, Trustee; and Melissa Tacke, Library
Director. Absent: Mary Claire Aitken, Trustee.
Adoption of Agenda
The agenda was amended upon the motion of Treasurer Hans, seconded by Trustee
Niemitalo. The agenda, as amended, was approved 5-0.
Public Comment
None.
Presidents Report
President Karis-Nix informed the Board of the initiative of the Village of Castleton to
establish a bi-weekly Farmers Market to be held during the summer months on the first and
third Friday of the month, between 4:00 p.m. and 7:00 p.m. The Board discussed the
possibility of having the Library represented at the Farmers Market.
Secretarys Report
No further changes were made to the May 16, 2016 meeting minutes. Trustee Marcucci
motioned to adopt; Treasurer Hans seconded. Approved 5-0.
Treasurers Report: Treasurer Hans presented the monthly Check Detail, Profit & Loss,
Balance Sheet, Profit & Loss Budget vs. Actual, and Reconciliation Detail statements for
April 2016. Treasurer Hans further informed the Board that the Library currently has surplus
funds in the amount of approximately $30,000.00 (a more definite number will be known by
the scheduled June 2016 meeting of the Board of Trustees). In an effort to spend down this
surplus, the Board agreed that Director Tacke will review and propose various projects for
the Boards consideration. Treasurer Hans further noted that, year to date, the Library is
currently $700 below the budgeted amount of anticipated income from fines.
Trustee Niemitalo motioned to approve the Check Detail report; Vice-President Mullahy
seconded. Approved 5-0.
Directors Report
Director Tacke presented her monthly report in the new format implemented at the April
2016 meeting, which includes statistics that show circulation, program use, and social
media connections. Director Tacke further reported on the Librarys inventory and her
successful efforts to weed the collection. It was reported that efforts were being made to
seek bullet aid from Senator Marchione. It was also reported that planning for the Librarys
summer reading program was well underway. It was also reported that staff meetings were
going well.

Friends Report
Friends of the Library President Barbara Kelp reported about a new fundraising effort held
in cooperation with Boscovs department store, titled Friends Helping Friends. The
fundraising event will be held on October 18, 2016. President Kelp further informed the
Board that Music in the Park would be held for 5 weeks, beginning on June 7, 2016.
Committee Reports
Administrative Committee- Vice-President Mullahy and Trustee Niemitalo agreed to
undertake a review of the Librarys current evaluation process for the Director title. The
Board agreed that it would be beneficial to conduct the evaluation of the Director in
September of each year and move away from the evaluation being tied to the Directors
date of hire. A goal of July 2016 was set by which this review would be completed and
recommendations would be made.
Finance CommitteeTreasurer Hans reported the need for additional Trustee participation
on the Finance Committee. Trustee Marcucci graciously offered to join the committee.
Operations/Capital Projects Committee Trustee Marcucci indicated that there was nothing
new to report.
Policy Committee: Treasurer Hans and Vice-President Mullahy reported a proposed
whistleblower policy will be reviewed and revised if necessary and presented to the Board
for its approval.
Old Business
The Upper Hudson Library System Annual Dinner requires attendees to RSVP by no later
than May 23, 2016.
August Movie Series at Schodack Island State Park Director Tacke will look into the issue
of liability insurance for the Library relating to the movie series
The librarys word-of-mouth marketing for the coming month is to tell three people about the
Librarys summer reading program. The kick-off for the program will be held on June 23,
2016 between 11:30 a.m. and 1:30 p.m.
New Business
Library Trustee Association Institute Treasurer Hans reported regarding the availability of
public construction grants and the role such grants could play in supporting and enhancing
the Library.
