GovernmentofIndiahasapprovedtheDigitalIndiaprogrammewiththevisiontotransformIndiaintoadigitallyempoweredsociety
and knowledge economy. Digital India is an umbrella programme that covers mulple Government Ministries and Departments. It
weavestogetheralargenumberofideasandthoughtsintoasingle,comprehensivevisionsothateachofthemcanbeimplemented
as part of a larger goal. Each individual element stands on its own, but is also part of the enre Government. Digital India is
implementedbytheenreGovernmentandbeingcoordinatedbytheDepartmentofElectronics&InformaonTechnology(DeitY).
ThevisionofDigitalIndiaiscentredonthreekeyareas,viz.,(i)InfrastructureasaUlitytoEveryCizen(ii)GovernanceandServices
on Demand and (iii) Digital Empowerment of Cizens. Digital India aims to provide the much needed thrust to the following nine
pillarsofgrowthareasassummarisedbelow:
BroadbandHighways
This covers three sub components, namely Broadband for All Rural, Broadband for All Urban and Naonal Informaon
Infrastructure.
UnderBroadband for All Rural, 250 thousand village Panchayats would be covered by December, 2016. DoT will be the nodal
DepartmentandtheprojectcostisesmatedtobeapproximatelyRs.32,000Cr.
Under Broadband for All Urban, Virtual Network Operators would be leveraged for service delivery and communicaon
infrastructureinnewurbandevelopmentandbuildingswouldbemandated.
NaonalInformaonInfrastructurewouldintegratethenetworkslikeSWAN,NKNandNOFNalongwithcloudenabledNaonal
and State Data Centres. It will also have provision for horizontal connecvity to 100, 50, 20 and 5 government oces/ service
outlets at state, district, block and panchayat levels respecvely. DeitY will be the nodal department and the project cost is
esmatedtobearoundRs15,686Crforimplementaonin2yearsandmaintenance&supportfor5years.

UniversalAccesstoMobileConnecvity
Theiniaveistofocusonnetworkpenetraonandllthegapsinconnecvityinthecountry.
Alltogether42,300uncoveredvillageswillbecoveredforprovidinguniversalmobileconnecvityinthecountry.
DoTwillbethenodaldepartmentandprojectcostwillbearoundRs16,000CrduringFY201418.

PublicInternetAccessProgramme
The two sub components of Public Internet Access Programme are Common Service Centres and Post Oces as mulservice
centres.
CommonServiceCentreswouldbestrengthenedanditsnumberwouldbeincreasedfromapproximately135,000operaonalat
presentto250,000i.e.oneCSCineachGramPanchayat.CSCswouldbemadeviable,mulfunconalendpointsfordeliveryof
governmentandbusinessservices.DeitYwouldbethenodaldepartmenttoimplementthescheme.
Atotalof150,000PostOcesareproposedtobeconvertedintomulservicecentres.DepartmentofPostswouldbethenodal
departmenttoimplementthisscheme.

eGovernanceReformingGovernmentthroughTechnology

Government Business Process Reengineering using IT to improve transacons is the most crical for transformaon across
governmentandthereforeneedstobeimplementedbyallministries/departments.
Theguidingprinciplesforreforminggovernmentthroughtechnologyare:
a. FormsimplicaonandeldreduconFormsshouldbemadesimpleanduserfriendlyandonlyminimumandnecessary
informaonshouldbecollected.
b.Onlineapplicaons,trackingoftheirstatusandinterfacebetweendepartmentsshouldbeprovided.
c.Useofonlinerepositoriese.g.schoolcercates,voterIDcards,etc.shouldbemandatedsothatcizensarenotrequiredto
submitthesedocumentsinphysicalform.
d. Integraonofservicesandplaorms,e.g.UIDAI,PaymentGateway,MobilePlaorm,ElectronicDataInterchange(EDI)etc.
shouldbemandatedtofacilitateintegratedandinteroperableservicedeliverytocizensandbusinesses.
ElectronicDatabasesalldatabasesandinformaonshouldbeelectronicandnotmanual.
WorkowAutomaonInsideGovernmentTheworkowinsidegovernmentdepartmentsandagenciesshouldbeautomated
toenableecientgovernmentprocessesandalsotoallowvisibilityoftheseprocessestothecizens.
Public Grievance Redressal IT should be used to automate, respond and analyze data to idenfy and resolve persistent
problems.Thesewouldbelargelyprocessimprovements.

eKran(NeGP2.0)Electronicdeliveryofservices
Thereare31MissionModeProjectsunderdierentstagesofegovernanceprojectlifecycle.Further,10newMMPshavebeen
addedtoeKranbytheApexCommieeonNaonaleGovernancePlan(NeGP)headedbytheCabinetSecretaryinitsmeeng
heldon18thMarch2014.
TechnologyforEducaoneEducaon
AllSchoolswillbeconnectedwithbroadband.Freewiwillbeprovidedinallsecondaryandhighersecondaryschools(coverage
wouldbearound250,000schools).Aprogrammeondigitalliteracywouldbetakenupatthenaonallevel.MOOCsMassive
OnlineOpenCoursesshallbedevelopedandleveragedforeEducaon.
TechnologyforHealtheHealthcare
EHealthcare would cover online medical consultaon, online medical records, online medicine supply, panIndia exchange for
paentinformaon.Pilotsshallbeundertakenin2015andfullcoveragewouldbeprovidedin3years.
TechnologyforFarmers
Thiswouldfacilitatefarmerstogetrealmepriceinformaon,onlineorderingofinputsandonlinecash,loanandreliefpayment
withmobilebanking.

Mobilebasedemergencyservicesanddisasterrelatedserviceswouldbeprovidedtocizensonrealmebasissoastotake
precauonarymeasureswellinmeandminimizelossoflivesandproperes.
b.TechnologyforFinancialInclusion
FinancialInclusionshallbestrengthenedusingMobileBanking,MicroATMprogramandCSCs/PostOces.
c.TechnologyforJusce
InteroperableCriminalJusceSystemshallbestrengthenedbyleveragingeCourts,ePolice,eJailsandeProsecuon.
d.TechnologyforPlanning
Naonal GIS Mission Mode Project would be implemented to facilitate GIS based decision making for project planning,
conceptualizaon,designanddevelopment.
e.TechnologyforCyberSecurity
NaonalCyberSecurityCoordinaonCenterwouldbesetuptoensuresafeandsecurecyberspacewithinthecountry.

InformaonforAll
Open Data plaorm and online hosng of informaon & documents would facilitate open and easy access to informaon for
cizens.
Governmentshallproacvelyengagethroughsocialmediaandwebbasedplaormstoinformcizens.MyGov.in has already
been launched as a medium to exchange ideas/ suggesons with Government. It will facilitate 2way communicaon between
cizensandgovernment.
Onlinemessagingtocizensonspecialoccasions/programswouldbefacilitatedthroughemailsandSMSes.
Theabovewouldlargelyuliseexisnginfrastructureandwouldneedlimitedaddionalresources.

1Crstudentsfromsmallertowns&villageswillbetrainedforITsectorjobsover5years.DeitYwouldbethenodaldepartment
forthisscheme.
BPOs would be set up in every northeastern state to facilitate ICT enabled growth in these states. DeitY would be the nodal
departmentforthisscheme.
3lakhservicedeliveryagentswouldbetrainedaspartofskilldevelopmenttorunviablebusinessesdeliveringITservices.DeitY
wouldbethenodaldepartmentforthisscheme.
5 lakh rural workforce would be trained by the Telecom Service Providers (TSPs) to cater to their own needs. Department of
Telecom(DoT)wouldbethenodaldepartmentforthisscheme.

A Mass Messaging Applicaon has been developed by DeitY that will cover elected representaves and all Government
employees.1.36Crmobilesand22Lakhemailsarepartofthedatabase.

BasketofeGreengstemplateshavebeenmadeavailable.CrowdsourcingofeGreengsthroughMyGovplaormhas
beenensured.EGreengsportalhasbeenmadeliveon14thAugust2014.
Biometricaendance
ItwillcoverallCentralGovt.OcesinDelhiandisalreadyoperaonalinDeitYandhasbeeniniatedintheDepartmentofUrban
Development.Onboardinghasalsostartedinotherdepartments.

All universies on the Naonal Knowledge Network (NKN) shall be covered under this scheme. Ministry of HRD is the nodal

Standardised templates for Government email are under preparaon and would be ready by October 2014. This would be

Cieswithpopulaonofover1millionandtouristcentreswouldbeprovidedwithpublicwihotspotstopromotedigitalcies.
TheschemewouldbeimplementedbyDoTandMoUD.
SchoolBookstobeeBooks
AllbooksshallbeconvertedintoeBooks.Min.ofHRD/DeitYwouldbethenodalagenciesforthisscheme.
SMSbasedweatherinformaon,disasteralerts
SMS based weather informaon and disaster alerts would be provided. DeitYs Mobile Seva Plaorm is already ready and
availableforthispurpose.MoES(IMD)/MHA(NDMA)wouldbethenodalorganizaonsforimplemenngthisscheme.
NaonalPortalforLost&Foundchildren
a.Thiswouldfacilitaterealmeinformaongatheringandsharingonthelostandfoundchildrenandwouldgoalongwayto
checkcrimeandimprovemelyresponse.
b.DeitY/DoWCDwouldbethenodaldepartmentsforthisproject.

Some of the aforemenoned projects are under various stages of implementaon and may require some transformaonal
process reengineering, renements and adjustment of scoping and implementaon strategy to achieve the desired service level
objecvesbytheconcernedlineMinistries/DepartmentsattheCentral,StateandLocalGovernmentlevels.
