Method Statement
Mobilization & Establishment of Site Facilities
UEI will perform their pre-construction activities from their Main Office in Doha. Site offices
complete with telephones, fax, computers, printers etc will be established, together with all
necessary Stores, Workshop, Site sanitation facilities for office staff & workmen and First Aid
facilities.

The aim of the project manager is to carry out the work efficiently to achieve completion within
the cost limitation of necessary of the contract sum. Company policy is to manage our
proportion of the work and if necessary other trades , to succeed. In the absence of realistic
recourse to contract law taking a heavily contractual and negative stand will only cause bad
feeling. A more imaginative approach is favored to achieve results
It is essential to commence work in an efficient and effective manner. it is so often the case that
more time is lost on site in the opining few weeks of a project than at any other. Time lost is
rarely recovered so as far as is possible each week should be treated as the last.

The Project Manger is the highest authority on site. He has full control over the works and is
empowered to represent the company and make decisions he sees fit. He is responsible to the
Operation Manager and may call upon the support of the Main Office at his discretion.

Project Team
UEI will establish a dedicated project team in Doha to undertake the project
responsibilities. This includes planning, drawings, procurement, installation, QA/ QC, Safety,
Testing & commissioning activities. This team will also be responsible for the co-ordination and
incorporation of all data provided by the specialist equipment suppliers and subcontractors.
The project team will initially undertake a detailed review of the Project to ensure that the scope
of work is fully identified and reflected in the project construction program.
A detailed project construction program will be prepared / submitted for approval soon after the
award of the contract which will include :

Mobilization

Drawing Submissions

Material Submissions

Installation activities

Pre-commissioning activities

Testing & commissioning activities

Inspection & Approvals from Statutory Bodies / Local authorities

Demonstration of interface / integration of various systems

Snagging / Punch lists / Sign Off

Handing Over of systems & spares

Submission of As-Built drawings / O&M manuals

Training of Clients operatives

Project completion

Demobilization

Drawing and material submittals with supporting data will then be prepared and submitted for
approval in a timely manner to suit procurement / installation requirements and milestones.
All documents will be strictly in accordance with the approved Project Quality Manual.

Drawings
It is the intention of UEI to use as much as possible of the drawings and specifications issued for
construction.
UEI will prepare and obtain approval of the Project Consultants for the following :

Builders-work Drawings
Installation / Shop / Fabrication Drawings
MEP services co-ordination drawings
Schedules / Schematics / Calculations / Charts
As-built Drawings

The procedures of the Drawing Offices will comply with the requirements of the approved
Project Quality manual of UEI.

Material Proposals

Place of Manufacture

The manufacture of the approved equipment & materials will primarily take place at
manufacturers works.

The procurement of various electromechanical equipment will take place in accordance with the
quality procedures, which are independently audited. This will ensure that only materials
suitable for purpose will be delivered to site.

Packing and Delivery

After factory tests the equipment will be disassembled if necessary for shipment and shall be
suitably packed at the manufacturers works for shipment to site. Delivery to Doha shall be
generally by sea freight packed in standard 20ft or 40ft containers with special containers as
appropriate. Any oversize, heavy lift items will be shipped break bulk. Cables will be shipped
on cable drums in sizes and weights such that they are economical for shipping. From Doha port
the plant shall be transported to site by road. The equipment will not be reassembled until it is
positioned in its final location.

Manufacturing and Delivery Periods

The manufacturing and delivery periods for the major items of plant will be indicated in the
Tender Program to suit the access date and power-on dates indicated in the preliminary
program.

Site Storage

To minimize the storage of equipment at the works area, deliveries will be planned to coincide
with the construction sequence. Wherever possibly, equipment will be delivered to its ultimate
location direct from the ship. Equipment will be packed such that it can be left unopened in the
works area for a limited period should it be necessary.

Delivery to Site

Planning and Co-ordination

At the programming stage, access dates for the delivery routes and the installation sites shall be
clarified with Authorities and designated contractors. This is particularly important for
equipment, which will be delivered directly to site from the port.

Progress meetings & regular site visits will be required to update the information about the site
progress and to coordinate access and other requirements.

Suitability of area prior to delivery of materials

Prior to delivery, all arrangements which have been previously agreed with others will be
checked so that.

All access roads are suitable for delivery lorries.

The areas adjacent to the entrances are cleared for parking vehicles and unpacking.

Protection is in place on any delicate architectural finishes that may be susceptible to


damage.

Delivery corridors and plant rooms are cleared of all temporary materials and debris.

Wet trades civil works inside all the plant rooms is complete with permanent doors
provided.

All doors are large enough for the passage of the equipment.

Background lighting is available at all locations.

Suitable hoists and lifting beams are provided.

All cable containment provided by the Designated contractor is complete, tested for
continuity and identified by colored markings.

Proper security control has been arranged by the Civil Contractor.

Delivery Methods

Delivery by Road

All equipment and materials will be delivered by lorry either directly to the installation site or to
the works area. Normally, a lorry equipped with hydraulic crane will be used, but for heavy lifts,
a separate mobile crane will offload the equipment. The equipment will usually be delivered with
the shipping packing intact for protection during transit.

All cranes, lifting pulley blocks and slings will be fully tested and certified and visually checked
each time. All materials will be properly secured on the lorries.
Movement from point of offloading to final location will be done by the use of lift trucks or
skids, as appropriate, along the designated delivery routes.

Installation Proposals

The installation will be carried out under the control of the respective Project
Manager. Installation specialists from certain manufacturers will also be utilized. Our
installation methodology is set out below.

Planning and Coordination

During the planning stage, all relevant information about the assembly methods of the equipment
will be examined to check the requirement for special tools as well as site requirement in terms
of floor leveling, floor fixing methods and clearance. Detailed method statements will be
prepared and agreed prior to any installation commencing. These method statements will clearly
identify the proper sequence of working; highlight any safety risks and the action to be taken to
mitigate these risks.

Interfaces with Designated Contractors will be identified and recorded.

The works program will be developed to indicate that the works can be installed within the time
restraints of the project.

Site Possession

Prior to installation work commencing, a joint site survey with the Main Contractor will take
place to ensure that the area is suitable for work to commence.

Generally all installation works are carried out concurrently with other building trade contractors
and UEI will fully coordinate with them to avoid abortive work.

Other contractors would have to take the consent of the supervisor of UEI team if they need to
access the area where currently work would be in progress. Also they would have to arrange all
necessary protection to UEI work done in that area.

Installation

All work will be installed in accordance with the agreed method statements and monitored by the
Project quality plan to ensure the quality of installation.

Particular points relating to specific elements of the works are given below:

Main Equipment e.g. Transformers, DG sets, Chillers, AHUs, LV Panels, etc.

During the design development stage, physical sizes of all equipment will be thoroughly checked
with the room sizes, requirements of designated contractors and maintenance clearances.

Prior to commencing the installation, the room must be complete, dry and dust free with lockable
doors fixed. The floors must be leveled to within the manufacturers tolerances.

The installation method will generally be in accordance with the installation instructions
provided by the manufacturer and agreed in the method statement. Most equipment will be
sectionalized to ease shipment and will be reassembled on site. Leveling is the prime activity for
switchgear erection. All panels will only be tightly coupled after the level is
checked. Temporary protection will be attached on the instrument surfaces until testing and
commissioning. Tapes to minimize migration of dust will temporarily seal all vent holes on the
panel surfaces.

Cables

Cable routes will be designed so that account is taken of bending radii, separation and
segregation of the cables to be installed. A thorough review of cable containment provided by
Designated Contractors will be undertaken during the design phase.

For programming, the cabling exercise will be properly planned so that the cable will be laid in
the most economical manner in each location.

Prior to installation, all containment will be checked thoroughly to ensure that it has been
installed to the working drawings. Before any cable is pulled the entire route will be checked to
be sure that there are no obstructions alone the route.

Inside the buildings, the cables will generally be pulled by hand from the drums (mounted on
cable jacks) onto the pre-erected tray/hangers, dressed and cleated.

Cables running in external trenches will generally be installed using cable winches. The cable
will be transferred immediately to the duct or onto hangers and cleated.

All cable cuts will be sealed with proper end caps provided by the cable manufacturer.

Testing and Commissioning Plan

Inspection and test plans will be prepared and agreed in advance of any testing. These will
identify what tests or inspections are required, when they have to be performed and what records
have to be kept. The tests will basically follow the test requirement stipulated in the tender
document. The testing and inspection will be generally performed at 3 stages: inspection at
receipt and unpacking of equipment; testing and inspection of the equipment
at completion of assembly; testing and inspection at completion of connection and prior to
commissioning.

All tests and inspections will be coordinated with the Authority in advance for arrangement of
witnesses and certification.

All energized equipment will be controlled via a permit system, which will be strictly
enforced. Permanent locked doors will be required on plant rooms before energizing any
equipment.

Training

On site training shall be provided for the Authority personnel as set out in the specification.
Discipline wise details pertaining to the scope of training shall be forwarded for approval.
