KGMCTA ANNUAL REPORT 2010

Respected teachers, colleagues, and my dear friends,


The last one and half years have been memorable for me as Secretary of the
association. The year 2008 – 2010 witnessed a series of developments especially pay
revision, Career Advancement Promotion Programme and above all the issue of ban
on private practice.
The following is a brief report of the activities.
(1) Pay Revision
The Association has done a tremendous job in materializing the pay revision
and getting a reasonably good salary for its members.
Non Practicing Allowances of 25% with its relevant DA, 15% Patient Care
Allowances without ceiling are some of the attractive benefits in the pay revision. The
ceiling on Patient care allowances was removed as per our discussion with the
government But the issue of private practice still remains a distressing matter for the
members in Clinical Departments.
An Associate Professor will get Rs 80,000 and a Professor will get nearly 1
lakh as monthly salary.
The salary for new recruit Assistant Professors and cadre Assistant Professors
is also reasonably good even though not attractive as Associate Professor and
Professors.
The effort put in materializing the pay revision is much and there was great unity
among the members in achieving the goal.
But the issue of Private Practice ban has made much division among the
members and it will take time to heal this. The association has been demanding
optional private practice without any reduction in NPA or PCA for those who were
not practicing.
Time Bound Promotion
In the 2000 Pay revision, the time frame for promotion to Associate Professor
was 10 years, and now it has been reduced to 8 years; and in superspeciality

departments it has been reduced to 5 years with post super specialty degree period as
2 years.
Additional professor
KGMCTA demanded TBCP upto the level of professor, however government
was not agreeable. In view of the extension of retirement age, there was stagnation at
Associate professor level. The new post of Additional professor was created to give
CAP for associate professors.
Demand of KGMCTA to reduce the time period to become Additional Professor from
Associate Professors from 5 years to 3 years has not been heeded by the Government.
The time frame stipulated to become Associate Professor from Assist.
Professor and Additional Professor from Associate Professor according to Medical
Council of India criteria is 4 and 3 years respectively. KGMCTA had also demanded
this 4+3 duration in Career Advancement Promotion Programme.
“Physical Presence”
The term ‘Physical Presence’ as eligibility for regular Promotion and Career
advancement Programme Promotion has been deleted from the criteria. Earned leave
and all other eligible leave are now counted as service. This is a great achievement of
the association.
Pending TBCP
All pending cases of TBCP as associate professors were taken up with the
government and now it has been agreed that all such persons will get their due TBCP
Administrative allowance
We could obtain administrative allowance for more categories even though it is
not complete.
Superspeciality department
The entry cadre post for those with MD/MS in superspeciality was that of
lecturer as per the pay revision order. This was changed as per our demand to that of
Asst professor and two increments are now sanctioned for those with superspecailty
degrees.

Medical Conference allowance
Though this was in the draft for pay revision, unfortunately medical conference
allowance was not mentioned in the pay revision order. This was repeatedly brought
to the notice of the government and now sufficient budget allocation has been
provided for this purpose. The guidelines are expected soon.
MSc Anatomy Issue
KGMCTA has observed a protest day on 18-6-2009 to expose the issue of back
door entry of MSc graduates into Medical Education Service. Residents, House
surgeons and medical students also participated in the protest day. Association
strongly opposed the move to recruit MSc graduates into Medical Education Service
in a meeting with Director of Medical Education service on Feb 2010 by putting
forwards creative suggestions which include- the procedural delay in reporting the
vacancy position, notification and examination for these posts should be reduced and
if postgraduate candidates in these specialty are not available, then those with MBBS
should be recruited in the same notification itself. It was agreed that MSc candidates
will not be employed if MBBS candidates are available for Lecturer posts in non
clinical departments
Paper publication clause and academic performance requirement:- Organization
stood in front for getting the moratorium regarding the clause of paper publication.
Further attempts to bring in new criteria for CAP has been objected by the association
tooth and nail.

Central Executive Committee of KGMCTA has started Official website of
KGMCTA for giving information to its members regarding the organizational
matters, important government orders, CMEs and to share the news and views of its
members.Dr R Binoj, CEC member from Thrissur unit is entrusted with this task and I
take this opportunity to congratulate him who has put much effort in this venture.

VRS & Sabbatical leave

KGMCTA demanded and discussed with the Government the feasibility of
availing the voluntary retirement scheme and sabbatical leave for its members. We
have to proceed with this demand in further discussions also.
DNB Issue
Association has given a representation to Health Minister, Health Secretary and
DME to settle the issue of non recognition of the DNB by the Medical Council of
India. Efforts are to be continued to make necessary law amendments to get this
things materialized.
Medical University=
Although the association whole heartedly welcomes the medical university, we
have strong reservation regarding its constitution and we have apprehensions
regarding integration of different systems of medicine. Our vision and commitment is
for a modern Medical University with the five Government Medical Colleges forming
the University department and we should like to have all academic excellence though
dedicated research.
I would like to express my whole hearted and sincere thank to Dr. Varghese
Thomas President KGMCTA, Dr, Kishore. S. Central Treasurer, Dr. Shajahan P.S,
Dr. Tigy Thomas Jacob, Dr. Mohan. K and all the members of KGMCTA for their
whole hearted support in times of need. I congratulate office bearers of Alappuzha
unit- Dr. Y Shajahan,Org chairman, Dr. Aravind,Org Convener, Dr. Ajith Prasad Org
Secretary and CEC members of Alappuzha unit-Dr.Manoj Venugopal,Dr
Sreekanth,Dr N.R.Sajikumar for organising the 41st State conference in an excellent
manner. With your suggestions guidance and active participation the leadership can
make the association stronger over the days to come. Once again I thank you all for
your kind cooperation.
