Assessed the environmental situation, and developed an action plan through

cooperation with countries that are members of the UNEP. Furthermore, it is a need to give
significant attention for the global responses about all the programs as the key role to play in
promoting coordination, integration and systemic considerations and to ensure their scientific
independence and credibility as well as their legitimacy and relevance to the full and
meaningful participation of environmental restoration. On the other hand, focused on
enhancing the effectiveness of global institutions, building the basic institutional, legal and
human capacity for effective environmental management at the national level to manage the
process of environmental restoration and community-based management.
Most of the new agreements have established new, independent bureaucracies and this
proliferation has fragmented authority in international environmental governance. Thus,
while the creation of the various environmental conventions , treaties and protocols can be
viewed as an achievement, it also raises the need for continuing support in developing
countries. In other words distinguishing feature of the more effective treaties is the
development through the interplay of organized scientific communities and a moderate to
strong international institution. The scientific community informs treaties that reflect an
understanding of the problems and their solutions, while the institutions integrate the science
into draft treaties, help promote the ideas of the restorations, coordinate meetings, compile
information repositories, provide incentives to states to participate in negotiations and assist
member states in complying with their obligations. One widely used policy tool across all
regions is strategic environmental assessment, which helps to integrate national
environmental policies.
