With successful launch of IRNSS-1G on April 28, the seventh and last in
constellation of satellites that make up the Indian Regional Navigation Satellite
System (IRNSS), India completed its mission for a regional navigational system
on a par with US-based GPS. The system will be called NAVIC (Navigation with
Indian Constellation).
The IRNSS would aid terrestrial, aerial, marine navigation, fleet tracking
and disaster management. The service can also be integrated with mobile phones
in the country.

PRESIDENT RULE IMPOSED IN UTTRAKHAND
Central government recommended to the President to
invoke Article 356 in Uttarakhand to impose the
Presidents rule in the state as the present government
led by Harish Rawat lost the majority support.
On March 18, the state govt failed to secure majority vote
for passing the bill. This caused a constitutional crisis as
no state govt can spend money from April 1 based on a
failed Appropriation bill.

MULTILINGUAL PORTAL BHARATAVANI
Ministry of HRD has launched the portal Bharatavani the largest online repository of dictionaries in India. It
is a single point source for multiple language learning,
content and technology in 22 scheduled languages,

RBI MAINTAINS GROWTH RATE AT 7.6%
The Reserve Bank in its first policy review of the year
expects the economy to grow by 7.6 per cent in the
current fiscal on the back of favourable monsoon,
slightly lower than the upper end of governments
projected rate of 7-7.75 per cent.

Fitch Ratings has lowered Indias economic growth
forecast for next fiscal to 7.7 per cent, but maintained

100% FDI ALLOWED IN E-COMMERCE
The government has allowed 100% foreign direct
investment (FDI) in the marketplace format of ecommerce via the automatic route but not under the
inventory led model. This means that companies such as
Amazon and Alibaba can set up an online marketplace
legally now where sellers can hawk their products.

REPO RATE LOWERED TO 6.50%
The RBI announced a 25 basis cut in its policy interest
rate on April 5, lowering it to more than five-year low.
The new repo rate now stands at 6.50 per cent.
However, the reverse repo rate has been hiked by 25
basis points to 6 per cent. The new Marginal Standing
Facility and Bank Rate stand at 7.00 percent.
The move is likely to lower the rate of interest on bank
loans, facilitating the pace of economic growth.

NAVAL EXERCISE WITH ASEAN FORCES
The ADMM-Plus (ASEAN Defence Ministers Meeting
Plus) Exercise on Maritime Security and Counter
Terrorism (Ex MS & CT) was held in Brunei. The nine
day naval exercise aims to strengthen the strong
bilateral ties and extensive maritime interactions
between India and ASEAN countries.

ARMY RAISES NEW GORKHA BATTALION
The Army has raised a new Gorkha battalion comprising
entirely of Gorkha troops of Indian domicile. The new
battalion, the Sixth Battalion of the First Gorkha Rifles
(6/1GR), christened Kanchi Paltan, has been raised at
Sabathu in the Shivalik foothills near Shimla, that houses
the 14 Gorkha Training Centre.

FORCE 18 HELD IN PUNE
The multinational mega Military Exercise Force 18 was
held in Pune, Maharashtra from March 2 to 8. Hosted by
Indian Army, it included 18 forces from ASEAN and
several other countries.
The theme of the exercise was `Humanitarian Mine
Action (HMA) and `Peacekeeping Operations (PKO).

WORLDs WHOs WHO IN PANAMA LEAK
A massive leak of 11.5 million documents from a law
firm in Panama reveals how the world's current rich
people, politicians and celebrities hide their money in
Panama. The documents, dubbed the Panama Papers,
were obtained by a Munich-based daily newspaper.
The names figuring in the leak included aides to Russian
President Vladimir Putin, Malaysian Prime Minister Najib
Razak's son Nazifuddin, family of Chinese President Xi
Jinping, Amitabh Bachchan.

film scholar died on 4 March 2016. He was 82. He was
the founder and former director of the National Film
Archive of India.
P A SANGMA: Former Lok Sabha Speaker passed away
at the age of 68. He was co-founder of the Nationalist
Congress Party and remained Chief Minister of
Meghalaya from 1988 to 1990.
KUMARIMUTHU: Famous Tamil Comedy actor died in
Chennai. He was 77.
Ustad Ali Ahmad Hussain Khan: Eminent Shehnai
exponent died in Kolkata. He was 77.
LLOYD S. SHAPLEY: Veteran Mathematician from USA,
winner of Nobel Prize in Economics for his study of
strategic decision-making called game theory, died in
Tucson, USA. He was 92.
JOHAN CRUYFF: The Netherland's soccer legend died
of lung cancer in Barcelona, Spain. He was 68. He is
credited with some of the greatest triumphs of the
famous Barcelona Football Club.
GEORGE HENRY MARTIN:
The legendary music
producer, popular as the "Fifth Beatle", passed away in
England. He was 90. Winner of 6 Grammy Awards, he
held Guinness World Records for the most successful
producer ever with more than 50 Numbers.
PAT CONROY: US novelist whose best-selling novels
include 'Prince of Tides' and 'Water is Wide', died at the
age of 70 in South Carolina, USA.

CYCLONE ROANU: A strong cyclone lashed the coastal
areas of Andhra and Odisha causing heavy rains coupled
with gusty surface winds affecting the normal life
seriously.
SRI LANKA: Severe flooding has forced half a million
people to flee their homes in Sri Lanka as the torrential
rains and landslides claimed over 100 lives. The worsthit areas were in Colombo's north-eastern suburbs
along the Kelani River.
FORT MCMURRAY: City in state of Alberta in Canada
was in news as it suffered one of the worst wildfires,
torching over 1,600 homes and other buildings and
forcing more than 80,000 residents to flee. The local
govt has declared state of emergency to handle the
situation effectively.

UJJAIN: The month-long Simhastha Kumbh mela, one of
the largest congregations of Hindus, began in Ujjain on
April 22 on the banks of Kshipra River.
LATUR: City and district in Marathwada region of
Maharashtra was in news as it faced severe water crisis,
especially in the villages. The district with a population
of around 2.45 crore has suffered one of the worst
drought in recent years.
KOLLAM: In the worst-ever pyrotechnics tragedy to
strike Kerala, 110 persons were killed and close to 400
injured, many of them grievously, when a huge dump of
firecrackers stored for celebrations, exploded near the
Puttingal Devi Temple near Kollam, causing extensive
damage to nearby buildings.
TRIMBAKESHWAR TEMPLE: Famous temple of Lord
Shiva in Nashik, Maharashtra was in news as trustees of
the temple decided that even men devotees will not be
allowed to enter the sanctum sanctorum of the temple,
reportedly to avoid the entry of women devotees.

India's ace cueist Pankaj Advani has created history in
Abu Dhabi by clinching the Asian 6-Red Snooker title,
becoming the first in the world to hold both world and
continental titles in 6-red snooker at the same time.

Elizabeth in South Africa.

The West Indies lifted the World T-20 title in both the
men's and women's section. Mens team defeated
England and womens team routed the Australian team.
The finals were played at Kolkata's Eden Gardens.
The West Indies team is popularly known as Caribbeans,
after the name of the group of island countries which
jointly form this team.

theme for this year is "Autism and the 2030 Agenda:

Autism is a serious developmental disorder in children

APRIL 5: NATIONAL MARITIME DAY
Observed in India to commemorate the sailing of Indias
first steamship Loyalty on April 5, 1919 from Mumbai to
London. All major ports observe this day celebrating

journeys.

Observed across the globe to disseminate knowledge
and awareness about human health and promoting
healthier living habits across the globe. This year the

It marked the beginning of the New Year for a number of

The Supreme Court has ruled that the RBI and

RBI has hiked Priority Sector Lending (PSL) norms
for Regional Rural Banks (RRBs) from 60 per cent at
present to 75 per cent of their total lending

All new loans and renewals will now be priced

maturities every month-overnight rates, one
month, three months, six months and one year.
Like base rate, banks will not be allowed to lend
below MCLR, except for few categories, like

played a key role in the 1971 Bangladesh Liberation
War, died of a cardiac arrest in New Delhi. He was 92.
JASWANT SINGH RAJPUT: Two time Olympic gold

INTRODUCTION
The Constitution of India is the supreme law of India. It
lays down the framework defining fundamental political
principles, establishes the structure, procedures,
powers and duties of government institutions and sets
out fundamental rights, directive principles and the
duties of citizens. It is the longest written constitution of
any sovereign country in the world. Dr. Bhimrao Ramji
Ambedkar is regarded as the chief architect of the
Indian Constitution.
The Constitution was adopted by the
Constituent Assembly on 26th November, 1949 and
came into effect on 26th January, 1950, which was
chosen to commemorate the Poorna Swaraj declaration
of 1930. With its adoption, the Union of India officially
became the Republic of India, replacing the Government
of India Act, 1935 as its fundamental governing
document. India celebrates the coming into force of the
constitution on January 26 as the Republic Day.
The Preamble to the Constitution declares India a
sovereign, socialist, secular, democratic republic,
assuring to all its citizens justice, equality, and liberty,
and endeavors to promote fraternity among them.
THE CONSTITUENT ASSEMBLY
The Constitution was drafted by the Constituent
Assembly, elected by the members of provincial
assemblies. The 389-member Constituent Assembly
took 2 years, 11 months and 18 days) to complete its
task. The Constituent Assembly set up a Drafting
Committee under the Chairmanship of Dr. B.R.
Ambedkar to prepare a Draft Constitution. The first
temporary president of the Constituent Assembly was
Dr. Sachchidananda Sinha. Later, Rajendra Prasad was

STRUCTURE
The Indian constitution is the world's longest
constitution. At commencement, it had 395 articles in 22
parts and 8 schedules while in its current form, it has 25
parts containing 448 articles, 12 schedules, 5
appendices and 122 amendments.
BACKGROUND
With the coming into force of the Constitution, the
Indian Independence Act was automatically repealed.
India ceased to be a dominion of the British Crown and
became a sovereign democratic republic.
SOURCES
The Constitution of India is drawn from many sources.
Considering the needs and conditions, the framers
borrowed different features freely from previous
legislation, primarily the Government of India Act, 1935.
After independence, both the nations got a separate new
constituent assembly, with sovereign powers to help it
draft and enact a new constitution.
Many people call the Indian constitution a copy paste
work or a beautiful patchwork as most parts have been
copied from the Government of India Act, 1935 and the
constitutions of other countries. Our founding fathers
chose to incorporate what they found most suitable in

PREAMBLE TO THE INDIAN CONSTITUTION
Though the Preamble is an operative part of the Indian
constitution, yet it serves several important purposes. It
explains the ideals and objectives of the constitution.
After the 42nd amendment in 1976, the Preamble reads:
WE, THE PEOPLE OF INDIA, having solemnly
resolved to constitute India into a SOVEREIGN
SOCIALIST SECULAR DEMOCRATIC REPUBLIC and to
secure to all its citizens:
JUSTICE, social, economic and political;
LIBERTY, of thought, expression, belief, faith and
worship:
EQUALITY, of status and opportunity and to
promote among them all;
FRATERNITY, assuring the dignity of the individual
and unity and integrity of the nation;
IN OUR CONSTITUENT ASSEMBLY, this 26th day of
November 1949, do HEREBY ADOPT, ENACT AND
GIVE TO OURSELVES THIS CONSTITUTION.
