1. However, per IEC 60826 Section 6.2, only the wind loads on conductor can
be reduced by 40%. For sag tension calculations and for wind load on tower
body, this reduction cannot be done as per the relevant section of the
standards. The clarification as provided, contradicts with IEC 60826. Please
clarify.
2. Since our load calculations and design calculations are complete, this
revision will require re-calculating the loads and re-designing all 5 types of
towers. Therefore,[Name] will need additional 3 weeks of extension in bid
closing.
3. The Technical Clarification No. 4 has a lot of elements impacting the design
efforts so far. We kindly request KETRACO to postpone the bid closing date to
6th of October, 2015.

In Section 2.1 of Lot A& Lot B Volume II of the Bidding documents states that
the main offer for the conductors shall be Aluminum Conductor Composite
Core (ACCC). Section 2.1.1 of the bidding document further states that the
conductor shall conform to the following International Standards and cites
ASTM B987 which sets forth the Standard Specification for Carbon Fibre
Composite Core/ (CFCC/TS) for use in Overhead Electrical Conductors. It
appears from this section that Aluminum Conductor Composite Core (ACCC)
and Carbon Fibre Composite Core/ (CFCC/TS) are intended to mean and refer
to composite core conductor which meet the standards of ASTM B987 and all
other requirements of the tender documents. Please confirm that the terms
Aluminum Conductor Composite Core (ACCC) and Carbon Fibre Composite
Core/ (CFCC/TS) are intended to mean and refer to composite core conductor
which meet the standards of ASTM B987 and all other requirements of the
tender documents and that the manufacturer or supplier of ACCC or CFCC/TS is
the bidders choice.
