This practice covers the materials, design and erection of buildings and shelters for processing plants, including
but not limited to buildings housing process or manufacturing equipment, control or service rooms, in-plant
sample laboratories, in-plant sanitary facilities, power station equipment, material receiving, handling and
storage facilities.

1.2

This practice applies to buildings located within or used directly for plant process, maintenance, or storage
facilities. When specified by the Owner, it may apply to other buildings not located within the plant.

An asterisk () indicates that additional information from the Owner, or approval by the Owner is required.

Local codes and standards may be substituted for the ones referenced herein provide the following provisions
are met:

Structural materials shall be steel, reinforced concrete, masonry, or other materials approved by the Owner's
Engineer.

Corrugated galvanized carbon steel sheets for roofing and siding shall be per ASTM A 525, with a minimum

Finish materials and painting, including colors, both interior and exterior, shall be approved by the
Owner's Engineer.

Wood or other materials which will support combustion shall not be used for interior or exterior finish
materials or trim.

Highly polished, slippery materials shall not be used for finished floor surfaces.
Stairways shall have non-slip treads.

e.

Concrete floors not subjected to heavy traffic or abrasion shall have a smooth float finish treated with
a non-dusting agent.

Concrete floors subjected to heavy traffic or abrasion shall have a metallic surface hardener.

Materials for buildings subject to extremely corrosive conditions such as the handling or storage of
fertilizers or corrosive chemicals will be specified.

If the basic type of construction is not specified, proposals employing the most economical type of
construction suitable for the required service and environmental exposure shall be approved by the Owner's
Engineer. Such proposals shall cover:

In addition to masonry, or metal sheet construction, proposals to use prefabricated construction, and materials
such as foamed cement blocks in metal frames or laminated aluminum-foam-plastic-aluminum, may be
submitted for consideration.

Buildings, and enclosures for electrical equipment, shall be appropriate for the electrical area classification
and environmental exposure.

Steel or reinforced concrete frames shall be used to support the roof of the building. However, in small
unoccupied buildings, walls may be used to support the vertical roof loads but shall not be of fragile materials
such as unreinforced masonry.

When specified as blast resistant, building shall be designed according to IP 4-3-2 or IP 4-3-4, as appropriate.

4.5

Unless otherwise specified, process equipment shall not be enclosed with walls or siding in areas where
flammable or toxic materials could accumulate.

Doors:
a. All exterior exit doors shall open outward.

ACCESS AND EGRESS

b.

Doors for access and egress of personnel shall be 3 ft (900 mm) x 7 ft (2100 mm) standard commercial
design. Larger doors required for installation and removal of equipment shall not be used for personnel.

Heavy duty door closers shall be provided if the building is pressurized.


Revolving doors are not permitted unless there is an outward swinging emergency door adjacent to the
revolving door.
Emergency exit doors shall be equipped with quick opening bars (panic bolts) on the inside, which must
override exterior locks.

Hardware for door locks and the master key system will be specified.

4.7

All buildings shall have at least two means of egress located at opposite ends of the building except that
one means of egress may be provided on small buildings as approved by the Owner's Engineer.

4.8

Buildings with more than one story shall have at least two means of egress from each upper story, one of
which shall be by means of an open exterior fire escape or an enclosed fireproof stairway.

4.9

All roofs in multistory buildings shall have a permanently installed means of access.

4.10

Windows for plant buildings shall be as follows:

Use of exterior windows shall be minimized and they shall not be installed unless specified.

Glazing shall be at least in (6 mm) fully-tempered laminate with a 0.06 in (1.5 mm) interlayer or
monolithic in (6 mm) fully-tempered with polyester safety film 0.004 in (0.1 mm). Where film is used, it
shall be applied to the inside face of exterior windows, and both faces of interior windows.
Windows sash and frames shall be of standard industrial types and sizes.

The largest dimension of exterior panes shall be less than 3 ft (0.90 m).
Surface area of each exterior pane shall not exceed 7 ft2 (0.65 m2).

FLOORS, AND SUBGRADE CONSTRUCTION

The finished ground floor level of any building shall not be less than 8 in. (200 mm) above the adjoining
grade.

A vapor barrier shall be installed between all concrete floors and the subgrade for floors laid on the ground.
Cellars, pits or trenches shall not be constructed under buildings located within 200 ft (60 m) of equipment
handling flammable liquids.

FIRE DETECTION, FIRE FIGHTING, AND PERSONNEL SAFETY

Equipment for fire detection, fire fighting, and personnel safety shall be provided as specified.

Mixing of steam and water to produce hot water shall not be permitted for wash basins and showers.

Floor drains shall not be installed in control rooms or electrical substations. They may be used in other
buildings where they will handle only oily waste water, and shall be connected to an appropriate sewer system.
Sample rooms, laboratory sinks, and similar drains containing oils, but free of corrosive chemicals, may
discharge to the industrial sewer system, if it is provided with oil collection facilities. If no oil collection facilities
are provided, the discharge shall be via an oil collecting sump and then to the appropriate oily water sewer
system.
A running trap with double hub vented to the atmosphere shall be installed in the sewer line at a point where
the drain or soil pipe leaves the building.
All drain connections to the sewer system shall be through a submerged inlet, providing a 6 in. (150 mm)
minimum seal.

Acidic or caustic waste lines shall not be connected to the industrial or sanitary sewer system. Neutralization
or other treatment, as required, will be specified.

5.6

Installation of vitrified clay pipe shall be per ASTM C 12, using Class A bedding suitable for a minimum load
factor of 3.4. Gaskets shall be suitable for the chemicals anticipated and subject to approval by the Owner's
Engineer.

5.7

Corrosive chemical drains shall consist of a vitrified clay elbow set flush in the concrete floor or paving and
vitrified clay pipe to an acid sump or chemical sewer. A strainer of acid resisting materials shall be placed in the
top of the elbow to prevent the drain from plugging with refuse.

Sanitary waste from toilet facilities, lavatories, and floor drains in wash rooms and rest rooms, etc., shall
discharge into sanitary sewers.
Piping for sanitary sewers shall be cast iron (soil pipe or equal) per ASTM A74 (M). Gaskets shall be per
ASTM C443 (M).
Sanitary sewers shall form a separate system into which no oil or other waste may be discharged.

SANITARY SEWER SYSTEMS

If facilities for the treatment of raw sanitary waste in bulk are not available in a plant or municipal sewer
system, sanitary sewers shall discharge into septic tanks when specified.

5.12

Absorption bed for septic tanks. If an absorption bed cannot be provided for septic tanks, the effluent may be
discharged into the industrial sewer if approved by the Owner's Engineer provided that the industrial sewer
waste discharge permit requirements are met and that the outlet from the septic tank is properly sealed to a
minimum of 8 in. (200 mm). A vent shall be provided on the septic tank or on the line between the septic tank
and the house trap.

HEATING, VENTILATION, AND AIR CONDITIONING

Building heating and cooling systems, as specified, shall be designed with the capability of maintaining the

Heating medium may be steam, hot water, or electricity. The contractor shall prepare an economic comparison
of proposed alternative heating systems. Hot water and steam shall be free of contaminants and toxins.
The heat generated by both equipment and personnel shall be considered when calculating ventilation
and cooling loads.

For buildings located in an electrically classified area and which do not contain sources of toxic or
flammable materials, there shall normally be a minimum of four fresh air changes per hour. However, any
building or room containing equipment handling toxic or flammable materials shall have a minimum of six
fresh air changes per hour where the electrical classification is Class 1 Division 2. This shall include gas
compressor rooms, cold process pump rooms, in-plant sample labs, sample storage rooms, chemical blending
rooms, etc.
Where these areas contain open flames or other ignition sources, e.g., unclassified electrical equipment,
there shall be a minimum of 30 air changes per hour.
Air intake stacks shall be located based on the electrical area classification of the enclosure.

6.6

Explosivity analyzers and toxic material detection equipment, as required, will be furnished by Purchaser or
vendor, as specified.

6.7

The permissible noise level criteria for fans will be specified.

6.8

Pressurized ventilation in buildings shall be provided only when required by the electrical area classification
as specified. Pressurization shall be designed to maintain a positive pressure of 0.1 in. H2O (0.025 kPa).

6.9

In pressurized, forced draft ventilated or air conditioned buildings, installed spare fans and motors shall
be provided as specified only where a mechanical breakdown of the system would stop the operation of critical
facilities in the building for an unacceptable length of time or would cause a hazardous condition.
Toilet rooms, locker rooms, wash rooms, sample labs, battery rooms, and any rooms containing toxic or
flammable materials shall be vented directly to the atmosphere. No air from these rooms shall be
recirculated to another room or other part of a building.

Humidification of ventilating air in air conditioning systems may be effected by injection of potable water or
steam. Steam shall not be used if there is a possibility of hydrocarbon contamination in the steam system.

ADDITIONAL REQUIREMENTS FOR CONTROL HOUSE BUILDINGS

Control houses shall be of reinforced masonry or reinforced concrete construction with a structural steel or
reinforced concrete frame.

Materials and design shall be such as to minimize condensation on inside surfaces of the building.
At least one door to the outside shall be designed as an emergency exit.

Ventilation system:
a. The ventilation system shall be designed to provide continuous air movement to eliminate stagnant air.

Note: This applies to areas behind instrument panels, above false ceilings, in crawl spaces, in pipe
trenches, cable trenches, below false floors, etc., as well as to the control room proper. Use of
space above false ceilings and below false floors as air plenums may be considered.
b. An explosivity analyzer shall be installed in the air intake and be connected to an alarm in the control
house. Detection of combustibles shall be set at 25% of the lower explosive limit.
c. The design shall provide for the shutdown of the ventilation systems to areas with fixed fire extinguishing
systems upon activation of the extinguishing units.
Fast-response smoke or fire detectors shall be furnished and installed per the following:

Location. Detectors shall be located in rooms where people are not normally present, and in rooms
housing computers or major electric equipment. Office rooms do not require detectors. Detectors shall
be located in subfloor areas with enclosed cable runs.
Installation. Detectors shall individually alarm at a panel in the main control room. Each alarm shall be
identified with the location of the detector. Alarm shall be both audible and visible.

Hand held portable extinguishers shall be furnished. The type, size and number shall be specified.
Air filtration shall be provided to control allowable contaminant levels for operating equipment such as
electronic instrumentation and computers in accordance with the equipment suppliers recommendation.
No liquids or gases, except steam, instrument air, water, and fresh air from a safe location shall be piped into
the control house.
All water systems and any sanitary system piping shall be routed around process control and computer
facilities if not directly involved in computer equipment cooling.
All piping, wiring and conduit (power, signal, control) entering the buildings shall be sealed at the point of
entry.
Sample laboratories and battery rooms that are part of a control house building shall have direct access to
the outside and shall not have any direct access to the control room.

Offices that are part of a control house building shall be accessible without having to enter the control room.
The control room shall have direct access to the plant area.

An accessway of at least 2-1/2 ft (750 mm) shall be provided between the back of the panel board or
console instruments and the control house wall or wall-mounted assemblies. This area shall be totally
enclosed and provided with at least two doors for quick egress from behind the panel.
Acoustical wall and ceiling materials shall be provided in the design of control rooms to minimize noise.

7.16

Fire break walls with a one-hour fire-rating shall be provided around critical process control and computing
equipment. Physical compartments containing combustible material must be separated from critical process
control and computing equipment by a fire break wall or fire resistant cabinets to provide improved fire
protection.

7.17

Intrusion detection alarm systems must be provided for process control system and computer facilities only
when the facilities are located such that they are unmanned and subject to break-in. In those cases, doors
to the facilities must be designed to prevent forced entry and access must be prevented through air intake,
exhaust ducts or similar openings.

7.18

Water detectors shall be installed under raised flooring if standing water is a possibility, as specified.

ADDITIONAL REQUIREMENTS FOR BUILDINGS FOR INDOOR SUBSTATIONS

8.1

Buildings for indoor substations shall conform with the requirements of IP 16-6-1 and design loads shall be
according to IP 4-1-3.

8.2

Buildings shall have reinforced masonry or reinforced concrete walls with steel or reinforced concrete frames
supporting the roof, and they shall not have windows.

8.3

When substations have walls or ceilings in common with operator or instrument rooms, the substation shall be
separated from all other parts of the building by construction that has a two-hour fire resistance rating.

8.4

An unloading platform shall be provided outside the building at the double doors, capable of supporting the
largest and heaviest equipment installed.

8.5

Stairways shall be provided outside buildings elevated above grade for access to all doors.

A smooth finished floor is required, and shall be within + 0, - 1/8 in. (+ 0, - 3 mm) to equipment support rails
imbedded in the floor. Equipment having removable elements which roll out onto the building floor shall be
mounted level with respect to the finished floor so that elements can be rolled in and out of their compartments.

8.7

Concrete floor shall be painted. The type of painting will be specified.

ADDITIONAL REQUIREMENTS FOR LOCKER, SHOWER, WASH AND REST


ROOMS

The number and general arrangement of lockers, water closets, urinals, wash basins, showers and other
sanitary accessories will be specified. Where compliance with a code or standard by local jurisdiction is
mandatory, the requirements presented therein shall also be met. Facilities shall be based on the maximum
number of employees on day work or the maximum number of employees on a single shift for shift work.

Inside toilet rooms without windows shall have forced air ventilation.
A floor drain shall be provided in each locker room, wash room, and rest room, and shall tie into a sanitary
sewer system.
A janitor's closet shall be provided accessible from the locker and washroom. It shall be equipped with a mop
sink, hot and cold water, storage space for cleaning equipment, and a lock on the door.
Interior finish materials shall be of a sanitary nature such as tile floors and wainscots and plaster walls and
ceilings.

All parts of heavy machinery supports shall be independent of adjacent foundation and buildings. Concrete
floor slabs adjacent to the machine foundation shall be spaced a minimum of 1/2 in. (13 mm) from the
foundation. The space between the two shall be filled with a flexible joint filler and sealer. Heavy machinery is
any equipment having reciprocating or rotary masses as the major moving parts (such as reciprocating or rotary
compressors, pumps, engines, and turbines) and having a gross plan area of more than 30 ft2 (2.8 m2) or a total
weight greater than 5000 lb (2300 kg).

COMPRESSOR SHELTERS

Unless otherwise specified, gas compressor shelters where flammable materials are handled shall be
constructed with at least three sides open from the ground level to a minimum of 8 ft (2.4 m) above the
operating platform. In addition, continuous roof ridge ventilation shall be provided.

10.4

For compressors with bottom process piping connections, the operating floor shall be elevated to avoid
pits or trenches for piping.

10.5

Vent lines from seal oil reservoirs shall be extended above the highest point of the compressor shelter roof.

ADDITIONAL REQUIREMENTS FOR REACTOR BUILDINGS

Auxiliary structures for operation and maintenance shall be per IP 4-2-1 except that floors in reactor buildings
where flammable or toxic materials are handled shall be of open grate construction for ventilation purposes.
However, if hazardous solids such as phosphorous pentasulfide are to be charged into reactors, the charging
area shall have solid flooring.
Design loads shall be per IP 4-1-3.
Unless otherwise specified, reactor buildings where flammable materials are handled shall be constructed
with at least three sides open from the ground level to a minimum of 8 ft (2.4 m) above the operating platform.
In addition, continuous roof ridge ventilation shall be provided.

ADDITIONAL REQUIREMENTS FOR MAINTENANCE SHOPS AND STORAGE

The basic layout, equipment, and type of construction for maintenance shops and storage buildings will be
specified.
Design loads shall be per IP 4-1-3.
Spray systems, when specified, shall incorporate the following design features:

The location of the main actuating valve shall be at least 50 ft (15 m) horizontally from the area under
protection. The valve shall be identified by a sign.

Spray heads shall have a minimum orifice opening of 1/2 in. (13 mm).
Flushout connections shall be installed to permit flushing all sections of the system with fresh water.
They shall be capped or flanged.
A strainer with a valved blowoff connection shall be installed in the main feeder pipe to the sprays. The
maximum size openings of the strainer shall be 1/4 in. (6 mm) and the ratio of free screen area to pipe
cross-sectional area shall be 3 to 1. Blowoff valve size and connection shall be NPS 2 (50 mm).

otherwise specified.

ADDITIONAL REQUIREMENTS FOR BUILDINGS HOUSING CHLORINE


EVAPORATORS

13.1

Evaporators shall be housed in a heated building if the ambient temperature can drop below 55F (13C).

13.2

The building shall be force ventilated as follows:

Ventilation shall be by dual fans, one continuously operating and one manually started back-up. Each
fan shall be capable of supplying a minimum of 150 cfm (250 m 3/h) or six room changes per hour,
whichever is greater.
Each fan shall be equipped with a manual starter or a contactor-type motor starter with two wire
control having undervoltage release. Fan motors shall be 3-phase. The manual starter, or, for two wire
control the start/stop switch, shall be mounted on the exterior of the shelter.
The back-up fan, when used in conjunction with the main fan, shall have sufficient capacity to ensure that
the inside temperature of the building will not exceed 100F (38C) or 11F (6C) above the ambient,
whichever is higher.
Air shall be taken from a Class I Division 2, or nonclassified area.

Fans shall be located at the bottom (near grade) of the building and fitted with diffusers to direct
ventilating air to all parts of the building.

f.

Air exhaust louvers shall be located near the roof in the corners, and near the floor located to prevent
vapor accumulation.

g.

A flow switch shall be provided on each fan to give an alarm on low flow. This switch shall be connected
to an alarm in the control house.

Final design of the ventilation system and location of air intakes and exhausts shall be approved by the
Owner's Engineer.
A sign listing precautions relative to the handling of chlorine and procedures in case of accidents shall be
posted at the entrance to the building.

It is preferred that the fuel supply tank be located outside where temperature conditions permit.

A block valve for outside storage shall be provided in the fuel supply piping outside the building.
Diesel engine exhaust shall discharge to atmosphere at least 15 ft (4.5 m) above the roof and 25 ft (7.5 m)
from any ventilation air intake. The exhaust pipe and muffler shall be insulated and metal jacketed to prevent
oil from containing hot material.

Ventilation air shall be taken from:


a. The main air system when the room is integral with a control house.

b. A fan taking air from a nonclassified area when in a separate building.


Air intakes shall be located near the top of the wall. Air exhaust louvers shall be located near the floor. Loss
of ventilation air shall sound an alarm in the control house.
A fire detector shall be installed in the room and shall sound an alarm in the control house.
Carbon-dioxide or dry chemical hand fire extinguishers, shall be located outside the room at each entrance.
Two doors shall be provided, located at opposite ends of the room or shelter. Both doors shall be emergency
type per Par. 4.6e of this practice.
Electrical equipment shall be suitable for unclassified locations.
