want thank everyone who exercised their right to vote


in the local April elections. I am honored to serve the
residents and business community another four years. The
city council and I pledge to continue the open, honest, and transparent city government
that the residents and business have come to expect and deserve.
May brings about the new fiscal year for the city. The city council unanimously
approved its budget for the fiscal year May 1, 2015, to April 30, 2016. In summary,
the budget includes no city property tax increase and no water rate increase. Other
highlights include:
Continues current core services provided by the city.
Continues to provide residents a permit fee waiver on building permit fees.
Includes the replacement of 300 Ash trees that were removed due to
Emerald Ash Borer.
Includes a road maintenance program of 4.5 miles and allows for additional road
base repair as needed.
Includes approximately $1,400,000 in various storm water drainage improvements.
Estimates revenues sufficient to continue capital projects over the three year
budget forecast.
Continues concrete and road crack sealing maintenance program.
Includes funds to enhance street lights along 75th St.

The one certain way of defeating criminal behavior is to be proactive


and take full advantage of the partnerships and other relationships that we
are able to forge within our community. The Darien Police Department is
seeking your participation in a program utilizing current technology.
The program works as follows: Any private citizen or commercial business
that possesses a video surveillance system would register the system with the
Darien Police Department. In the event that an incident occurred near your
neighborhood or place of business, we would search the registry for anyone
who had registered a surveillance system near the incident. A member of
the Darien Police Department would then contact you to determine if your
video surveillance system captured any images of the incident. If so, with your
permission we would download your images and inventory them in order to
facilitate prosecution.
Each interested citizen or business owner should contact the Darien
Police Department Crime Analyst, Stacey Sherman, and provide your name,
address, phone number and if your system has any external view of your
property. Analyst Sherman will log your information into our data base.
You would only hear from the Darien Police Department if an incident
occurred near your residence. If you have video surveillance, we would
request permission to view and download it for evidentiary and apprehension
purposes.
Hopefully we have gotten you interested in partnering with the Darien
Police Department in this collaborative initiative to fight crime! You can

Building permit fees waived


The Darien City Council has approved a resolution to continue for the
third year in a row to waive certain building permit fees. The goal is to
encourage home improvements and provide a financial incentive to those
residents that are planning home projects. The proposal waives the building
permit fee for residents and business/property owners. Permits must still be
obtained, and fees paid to outside vendors necessary to ensure the safety of
the project are still applicable. Below is an example of permits that will have
permit fees waived now thru April, 2016 For more information please call the

Darien City News

The Mayor and City Council recently approved the 2015 Street Resurfacing
Program. This years program includes approximately 4.5 miles of roadways
throughout the city. The City of Darien is anticipating that construction
will be starting early May. Our goal is to improve the streets with little
inconvenience to the residents. Residents living on these streets will receive
flyers with information and timelines before the paving occurs. Progress
information will also be available through the citys website, darien.il.us,
Direct Connect, Facebook, the cable channel or by contacting the Municipal
Services Department at 630-353-8105.

will again offer reduced pricing to residents interested in replacing their
sidewalks, driveways and aprons. Suburban Concrete was awarded the bid
for 2015. The prices are as follows:

Resident wishing to replace their driveways should call Suburban Concrete
directly at 847-837-8805, and inform them you are a Darien resident.
Suburban Concrete will invoice you for the work.
Residents wishing to replace the sidewalk, apron or depress their driveway
curb should call City Hall at 630-353-8102. The city will invoice you for this
work.
The deadline to participate in this years program is July 3.

2015 Street Maintenance Program

Please
dont place branches out too early
Each year the City of Darien receives numerous calls about branches left
in the parkway for brush pickup. While the City of Darien chips branches
for residents, if they are put out too early they look unsightly next to the
road and if left on the grass could cause damage to the lawn. We ask that
you keep your brush away from the street and find an area in the backyard
until the next pickup. The brush may be placed at the curb the weekend
prior to the pickup date. You may also drop off the brush at the Public
Works Facility located at 1041 South Frontage Rd.
Your help in keeping Darien A Nice Place to Live is greatly appreciated.

Wood
chip delivery available
Wood chip delivery from the City of Darien will again be available

this year. There will be a delivery fee of $35 for a half load, which is
approximately three cubic yards of chips, and $55 for a full load, which
is approximately eight cubic yards of chips. Wood chips may be picked
up at the Public Works facility at no charge. The wood chips are double
ground and are delivered on Fridays. Please call Municipal Services at
630-353-8105 for more information or to schedule a delivery.

Mr. Jose Moreno named 2015


Great Starts in District 61 honoree

The Darien District 61 Educational
Foundation is proud to announce
the second recipient of its Great
Starts in District 61 recognition
award, Mr. Jose Moreno. Its an
honor to celebrate former students
like Moreno who are following
interests they discovered while here
in District 61, says Foundation
Chair Barbara Finnegan. Its exciting
to follow up with them after theyve
left the district and see the exciting
paths theyve taken in their lives.
Moreno credits the projects he did
in his Discovery enrichment class
with encouraging him to pursue
engineering in college.
Visitors to the Foundations
website can view two videos
recorded by Moreno. In both,
he addresses the students of
District 61, sharing his personal
message to themone in English
and one in Spanish. Both videos,
along with personal photos and a
Conversation with Jose can be
found at darien61foundation.org.
Now 19, Moreno attended
kindergarten at Fairview Elementary
School. He spent his entire
K8 career in District 61 schools,
graduating from eighth grade at
Eisenhower Junior High. Moreno
is currently studying electrical
engineering and pursuing a double

minor in entrepreneurship and


computer science at Purdue
University in West Lafayette, IN.
Moreno was able to enter college as
a second-semester sophomore and
credits this achievement in part to
the education he received in District
61 that allowed him to take two
years worth of advanced-placement
courses in high school.
Moreno fondly recounts memories
of his time in District 61. In A
Conversation with Jose Moreno
posted on the Foundations website,
he recounts memorable moments
highlighting special teachers along
the way. He recalls learning group
dynamics while building a house
made of newspaper in his Discovery
enrichment class. Moreno says he
uses the lessons learned during
this project in his team-centered
engineering projects at college today.
In his video message to current
students he says, Youre so blessed
at District 61 to have such great
teachers who fully support you and
are actually concerned with getting
you ahead as a student and as a
person. Moreno perfectly captures
the goal of a District 61 education
when he states, A school is a place
that fosters the development of a
student in terms of their role in a
community, not just the scores they

receive on exams. He stresses the


importance of being unique and
being confident in that uniqueness.
He counsels grabbing opportunity
whenever it presents itself.
In a second video message
delivered in Spanish and directed to
bicultural Spanish-speaking students,
Moreno discusses how being from

another culture
and speaking a
second language
is a big positive.
He is the son of
immigrant parents
from Mexico.
He was born in
Mexico City and
received American
citizenship when he
was a fifth-grader
at Mark DeLay.
He encourages
bicultural students
to keep their ability to speak a
second language strong by practicing
at home with their parents and
family.
After college, Moreno wants to
work in the aerospace industry
because he believes humanity is on
the verge of entering a new space
age and he wants to be a part of

that excitement. He has his sights set


on eventually establishing his own
company after gaining experience in
the corporate environment.
When hes not studying, Jose
enjoys playing soccer at the gym
and plays in a band he formed with
other students who hail from all
parts of the world: a drummer from
England, a guitar player from Brazil
and a singer from Russia. The band is
called Tower Six (facebook.com/

her positive impact was felt throughout the building.
Mary Swenson, a graduate of

Miami University and the University


of Illinois began working in District
#61 in 1983. She spent the next 32
years as the Social Worker at Mark
DeLay School. She is also known
as the coordinator of the District
Lifetoucher Program which connects
seniors with students needing extra
academic assistance.

Donna Adams, a graduate of
Western Illinois University, began
working in District #61 in 1996 as
a teachers aide for ESL, Kindergarten, and Special Education. She

New Technology
ready for PARCC

The District #61 Community
Rocks!! Thats the message for this
years Boosterthon Fun Run at both
Mark DeLay and Lace Elementary
Schools in DarienRockn Town
Live! The goal of the DeLay/Lace
PTA, is to raise $10,000 to update
both of the school music programs.
Every student, in preschool
through 5th grade, participates
in music classes each week. Our
music teachers, Ms. Sarah Elger
at Mark DeLay and Mrs. Andrea
Behegan at Lace, will be integral in
coordinating purchases to support
their curriculum. The districts music
curriculum follows the National
Core Music Standards. In order
to enhance the students learning,
Ms. Elger and Mrs. Behegan have
compiled a wish list. Some of the
items that they have investigated
include: (Wooden) Xylophone $600,
Metallophone $300, Preschool
Curriculum $160, Game Plan
Curriculum for K5th grade $1,000,
adaptive instruments for both
buildings, Bass Bar $450this is
similar to a xylophone but its one
huge bar, Choir Chimessimilar
to bells, $600 for 12; $1,900 for
37, Movement Props (scarves
and rhythm ribbons) $100, song
collections that are designed for
students to sing at holiday time or
spring program, to name a few. Both
music teachers feel exceptionally
fortunate to be in a district that
has a designated class and space for
music in each building. They are so
grateful for all of the support from
administration, parents and students.
These supplies would help their
students be successful with the rigor
of the new standards.
The Boosterthon leaders will have
us groovin to the tunes right from
the start. This is our 2nd Annual

Boosterthon and we know a little bit


more of what to expect. This years
message is clear: digital devices tend
to keep students inside and isolated.
The goal is to get students out and
about within their community and
make connections with others.
EVERYONE has a voice and can
make a difference!
This initiative has FIVE Community
Challenges: (from their site)

means putting someone elses
needs in front of your own.
Volunteer in your community or
serve your family by asking how
you can help them.
Amplify others: You have the
power to make others stronger
with your words. Pretend

and teachers have great feedback
(helpful advice), giving you the
opportunity to grow into the best
person you can be. You just have
to listen.
Play hard: Whether you play
a sport or an instrument, its
important to exercise 60 minutes
a day by playing hard and staying
healthy.
Thank your crowd: Your biggest
fans are your parents and teachers.
Say a giant, THANK YOU, for
their endless support. Gratitude is
a sign of great community.
There is an online component
for parents to register donations
for the students and Skylerts, our
family email system, will go home
to families to keep them updated
on the event. For the students, it
is more than just raising money for
their school. It is about having fun
with their friends and learning how

The event will be promoted
schoolwide through its duration.
Mrs. Kompare and Ms. Dwyer will
give a shout out each morning during
the announcements. Parents will
have the option of making a one time
flat donation, or pledge a certain
amount per lap that their student
will complete. All donations are
appreciated!
Even if students arent able to
make a monetary donation to the
event, all students are able to
participate in the fun run that will
be held in May. DeLay and Lace will
run on different days so parents of
students in both buildings are able to
cheer them on. There will be music
blasting to motivate the runners
and water breaks to stay hydrated.
Teachers and staff will help to keep
track of the laps that the students
complete. All students and staff will
receive a fun run t-shirt at no cost.
We would like to thank you for
your continued support of this PTA
initiative that was new to us last
year. Your help is what makes this
possible.
This fundraiser and its music will
move us to earn money for our
schools.

This past March students in


grades 38 took part in the State
of Illinois new assessment, PARCC.
PARCC stands for Partnership
for Assessment of Readiness for
College and Careers. This new
assessment took the place of our
old Illinois Standard Achievement
Test. The PARCC assessment is a
computer-based test that assesses
students abilities to think critically
and apply their knowledge they
have learned through the Common
Core Standards taught within their
classrooms. The students will
take the PARCC assessment twice
during the school year. The PBA
(Performance Based Assessment)
PARCC will be administered in
March, while the EOY (End of
Year) PARCC assessment will be
administered in May.
The goal of the PARCC assessment
is to give schools information that
can be used to assist in improving
instruction, while also assisting in
meeting the needs of every student.
The PARCC will equip parents with
the knowledge of how their child is
progressing academically over the
course of their schooling.
During the past PBA PARCC
assessment, students were asked to
engage in texts and solve real-world
problems. They were asked to write
essays and answer questions that
resembled high-quality instruction
they see within the classroom.
We in District 61 are very lucky
to have a wonderful supply of
technology at our fingertips. This
technology is crucial, not only for
the PARCC assessment, but also
to allow students the experience
of 21st Century Learning on a daily
basis. Because of the technology
available to the students, they were
very successful as they embarked on
the testing this Spring.

The Sportsplex has put together
a fall youth soccer program for
children in grades PK to 8th grade
that you and your child will love.
Participants will be placed on teams
that will practice on Wednesdays and

Darien History

On December 13, 1969, city of


Darien was incorporated through
a referendum that passed by just
42 votes. However, its rich history
dates back to 1833.
The first group to settle in the
area traveled from the New England
states by water, using the Erie Canal
and the Great Lakes, settling along
an old stage coach route which is
now Interstate 55. Among the first
to arrive was Thomas Andrus (born,
1801). Leaving his family in Vermont,
he came to Chicago in 1833, where
he worked driving oxen teams and at
construction jobs. In 1835, Andrus
brought his wife and children back
with him to this area.
Elisha Smart and his wife, Eliza,
arrived in 1838. The Smarts settled
on a farm located between the Cass
church and Andruss inn. Today this
is the Carmelite Carefree Village
site. Other famous early settlers
included the Oldfields (1850) who
raised cattle on 2000 acres. The
Hewlitt family (1913) built the barn
that remains intact today in Meyer
Woods. Franklin Blanchard opened
his cheese factory in 1881McDonalds stands there today. In 1903
Martin Madden built a summer home
to look like the White House in
Washington, DC. He called it Castle
Eden. Today, Castle Eden is a part of
the Aylesford Retreat Center of the
Carmelite Fathers.

This area was a very quiet farm


community until after World War
II. In the late 1940s, with faster
automobiles and better roads, many
Chicago residents chose this area to
escape the noise and dirt of the city.
Many of the Lace farmers, who had
been struggling to survive, sold sell
their land to residential developers.
The first two subdivisions built were
Marion Hills and Brookhaven. Then
Clarefield and Hinsbrook were built.
As more people moved into the
area, businesses were built to meet
the needs of a growing population.
This meant an increased demand for
municipal support and services, such
as fire and police protection.
Through the efforts of The Combined Homeowners Study Group
incorporation was presented as the
best option for residents. It was
felt that it could be accomplished
economically and provide the much
needed services that the growing
population demanded.
Prior to the incorporation of the
city, there were many prominent
organizations coming forth in the
community. Some of these groups
were the P.T.A., Girl and Boy Scouts,
Lace Marion Youth Club (todays
DYC), Pioneers Club, Marion Brook
Sanitary District and last but most
certainly not least Womans Club.
These organizations gave promise to
an expanding community of volunteers that could embrace a future
city.
After many failed attempts at passing incorporation, on Dec. 13, 1969,
the referendum results were 1212
votes for and 1170 against. The
City of Darien was incorporated by
42 votes. There was cause for celebration, but much had to be done
to get a city structure in place and
open up for business.
Darien has seen many changes
within its boundaries in the past
44 years. Today the community is
thriving with nearly 9,000 homes and
over 22,000 residents.

Low energy prices
Lower energy prices for
consumers are like a tax cut that
should help support earnings for the
consumer sectors. Lower fuel costs
also help lower transportation costs,
which may benefit railroads, airlines,
and shipping logistics providers
(though lower fuel surcharges may
mitigate benefits).

settlements should continue to
abate. And financials earnings
fell modestly during the year ago
quarter compared with first quarter
2013, potentially setting the stage
for upside surprises with an easy
comparison. Low interest rates still
hurt but may be already factored

Stellar cost management


Profit margins for S&P 500
companies remain near record
highs and probably held up well
overall during the first quarter of
2015. Wage gains are the biggest
component of the S&P 500
companies costs, and wage gains
remain moderate at about 2%
despite the drop in unemployment
(based on the March 2015 jobs
report). Commodity prices are
another big corporate cost and
those priceseven beyond oil
continue to fall. The Bloomberg
Commodity Index has fallen about
4% year to date after a double-digit
decline in 2014. And borrowing costs
remain low.

ISM Signal hanging in there


Our favorite earnings indicator,
the Institute for Supply Management
(ISM) Manufacturing Index, has
continued to signal earnings gains
over the next six to nine months and
offers an encouraging sign regarding
where earnings may be headed.
Although the index pulled back
during March 2015 due to temporary
factors, it remains in expansion
territory at slightly over 50 (50 is
the breakpoint between growth and
contraction for the index) and well
above the sub-40 levels that have
historically signaled recession.

European growth picking up


This one is a double-edged
sword, because one of the reasons
European growth is picking up is
the weak euro and its effect on
European exports. That same weak
euro (and corresponding strong
dollar) is a drag on profits earned
in Europe translated back into
dollars. Nonetheless, on the margin
we expect a good number of U.S.
multinationals to cite improved
economic conditions in Europe.
(Slightly) better environment for
financials
Increased volatility helps the
trading divisions for the big money
center banks and brokerage firms.
Currencies are likely to prove
particularly rewarding for the

First quarter 2015 earnings will
likely not be very good, due to the
drags of low oil prices and the strong
dollar. However, results for S&P 500
companies may exceed dramatically
reduced expectations and we see
better prospects for earnings as
the year progresses. We continue
to expect earnings to drive stock
market gains in 2015, but investors
may need to be a bit more forward
looking.
