ASSOCIATION OVERVIEW
Bangladesh Associaion o Sotware and Inormaion Services BASIS is the naional trade body or Sotware & IT
Enabled Service industry o Bangladesh. Established in 997, the associaion has been working with a vision o
developing vibrant sotware & IT service industry in the country. BASIS started its journey with only 7 charter
members. Today the membership stands at 997. Members o BASIS account or the lion share o the total sotware
& IT services revenue o the country.Being the largest associaion in ICT sector o Bangladesh, BASIS is organizing
dierent programs and aciviies and advocaing policy reorms or the overall development o the sector. The main
objecives o BASIS are as ollows;
Domesic market development by creaing awareness among potenial IT users rom both private and public sectors,
establishing market places or IT soluions and ensuring level playing eld or local sotware and ITE service industry
Internaional market development through networking and business linkage events as well as brand promoion o
the industry at internaional level
Capacity building of the member companies as well as the industry as a whole through
management/entrepreneurship development iniiaives, technology training and resource sharing
Member service development and delivery in dierent operaional and business support areas like nancing, tax,
export/import, remitance, oreign visit, contract & legal issues, IPR etc.
Advocacy for business friendly and enabling government policies or the development o sotware and IT enabled
service industry
Social contribuion towards the long term naional vision o becoming a technology driven knowledge economy,
paricularly through engaging with the young generaion or moivaing and guiding them or becoming uture
technology leaders, as responsible ciizen group.
BASIS has already gained modest success in ataining the above menioned goals. For domesic market creaion,
BASIS has wide range o programs and aciviies. Every year BASIS organizes BASIS SOFTEXPO, the biggest sotware
and ITES exposiion in the country. During the recent years, SOFTEXPO has become the yearly mega market place
where sotware & IT service companies in the country project their products and services to potenial IT users, both
at corporate/organizaional and individual level. BASIS periodically publishes sotware and IT service catalog
/directory or promoing local soluion providers to the potenial business clients. For development o market in
government sector BASIS has been working closely with dierent concerned Ministries and agencies o government.
BASIS is trying to play a catalyst role so that its members can eecively provide support and technical guidance to
dierent government iniiaives taken in line with the Digital Bangladesh vision o current government. Along with
these iniiaives o market development, BASIS also provides IT procurement advisory services to both public and
private sector clients.
With regard to export market development, BASIS regularly takes iniiaives or creaing exposure or member
companies to internaional markets with the help o dierent government and development agencies working in the
export development area. Such iniiaives include -arranging paricipaion at internaional IT airs & markeing
missions, business linkage programs or outsourcing, B B trade plaform etc.

Shameem Ahsan is one o the oremost gures in the
Bangladeshi ICT industry. Mr. Ahsan is an ICT entrepreneur, widely recognized or his work to improve the
reputaion o the Bangladeshi ICT industry in the global
space. He has played a pivotal role in the implementaion o numerous major policy changes related to the
ICT sector in recent years.
Mr. Ahsan is a General Partner or the Silicon Valley
based Venture Capital rm Fenox Venture Capital. He is
the only Bangladeshi based businessman who is a und
manager or a global company o such stature as Fenox,
which is a . billion dollar investment rm.
Currently, he is serving as the President o Bangladesh
Associaion o Sotware and Inormaion Services
BASIS , the largest naional trade body or IT and ITES
o this country. He is serving as a Director o Federaion
o Bangladesh Chamber o Commerce and Industry
FBBCI which is the top trade body in Bangladesh. He
is a Director o Agrani Bank, one o the largest banks in
the country.
He is the co-ounder & Chairman o Akhoni.com , one o
the premier e-commerce sites in the country, as well as
E-Generaion Ltd. Benchmark E-Generaion Limited
and Element Limited, amongst many others.
Shameem Ahsan has been lauded many imes or his

signicant contribuions to the growth and development o the ICT industry he has received the Best
Young Entrepreneur o Bangladesh award rom the
Prime Minister o Bangladesh at Dhaka Chamber o
Commerce Business Award; he was voted Top
Outstanding Young Person in Bangladesh by JCI and
awarded or his contribuion to the E-Commerce sector
by Computer Jagat. He is a member o the Prime Ministers Digital Bangladesh Task Force, which is the highest
policy making body to monitor and implement the vision
o building Digital Bangladesh and elevaing Bangladesh
to the status o a middle income country.

promoion o the Bangladeshi ICT industry overseas and
has been working irelessly to bring greater investment
into Bangladesh. Through a series o speeches,
keynotes and talks at various events all over the world,
he has elevated the presence o the Bangladeshi ICT

SDL also earned popularity as a customized soluion

Execuive Director
Mr. Sami Ahmed currently holds the posiion o
Execuive Director o BASIS. He is also serving on the
BASIS Execuive Council board as an Ex ocio member.
He is responsible to oversee and manage aciviies o
BITM as well. Prior to joining BASIS, Mr. Sami Ahmed
was a consultant with the Access to Inormaion Project
o the Prime Minister s Oce. He was responsible or
the Innovaion component which included developing
capacity or Innovaion among both public and private
sector stakeholders, manage Innovaion Fund, run
Innovaion Camps, and lead R&D on innovaive products. He also advised relevant Ministries on ICT projects
when necessary and managed several projects including

Disinguished Members of BASIS,
Assalamu Alaikum. It gives me great pleasure to extend to you all a very warm welcome to this 7th Annual General
Meeing of BASIS on behalf of BASIS Execuive Council. I would like to take the honor of presening the report of the
Associaion for the year

Dear Industry Colleagues:
We are glad to menion here that, the year
had been very momentous in terms of aciviies, achievements and
a huge number of new iniiaives and innovaions. The year of
will undoubtedly be remarkable as BASIS has
made a number of successes both locally and internaionally.
Local Market Development
This year BASIS has taken several major iniiaives for overall development of local IT and ITES sector. BASIS has organized mega events like Digital World
and Bangladesh Internet Week in partnership with the ICT Division and
other stakeholders to promote the local industry. BASIS has been working closely with Bangladesh Hi-Tech Park
Authority in implemening and giving support to STP- , Janata Tower and Kaliakoir Hi-Tech Park project to address
the oce space issue of BASIS member companies. This year BASIS has organized the Code Warriors' Challenge
contest. Its objecive was to sensiize IT Students and Young Professionals about the required skills of the real life IT
industry. Digital Investment Summit
was another iniiaive for local market development. This event marked
a strong commitment from dierent eniies to invest and to promote investment in the ICT sector and create a drive
for digital soluions through mobile technology. BASIS has organized several startup events in partnership with dierent eniies to support the new iniiaives of BASIS member companies, such as Seedstars World, Connecing Startups Bangladesh, Accelerator Program with Founders Insitute, and Techrockers.
Internaional Market Development
B B and internaional fairs work as a markeing success factor for internaional market development. 9 B B matchmaking sessions were held in Bangladesh and foreign locales between BASIS member companies and companies
from USA, Netherlands, Uganda, Hungary, Brazil, Kenya, Malaysia, Thailand, Myanmar, Denmark, Qatar, UK and
Japan throughout the year. Also, BASIS paricipated in TiE Silicon Valley Conference, CeBIT
in Germany,
CeBIT Australia, Gitex Technology Week
in Dubai, Global Exhibiion in Services GES Delhi, North American
Bengali Conference NABC and th Japan IT Week. Several workshops to improve the export compeiiveness of
BASIS member companies were also organized under the NTF-III project.
BASIS was accorded the membership of Asia Pacic ICT Alliance APICTA in the 8th Execuive Meeing of APICTA
held at Singapore in March
. APICTA works with the partner countries for the development of the ICT trade
bodies of the Asia Pacic Region and the economies as well. The membership increases the business opportuniies
in the ICT sector of the dierent countries of Asia. BASIS has also paricipated in the APICTA ExCo Meeing and
APICTAInternaional Awards in Sri Lanka.

BASIS Outsourcing Awards was held for the th ime this year to recognize the outstanding performances of
individuals and IT Firms who are engaged in IT/ITES outsourcing contribuing to the export market. About

Capacity building
BASIS has taken iniiaives to train and employ
IT professionals within the next three years under the Skill
for Employment Investment Program SEIP , a project of the Ministry of Finance, mostly funded by the Asian
Development Bank.
BASIS Insitute of Technology and Management BITM oers industry ceried IT skill training to create skilled IT
professionals. BITM is soon going to start its aciviies in Chitagong. BITM also oers Export Coaching Program
ECP and dierent capacity building workshops.
BASIS provides strategy and policy support to the LICT project, a project of Bangladesh Computer Council BCC
under the Ministry of Posts, Telecommunicaion and Informaion Technology. The project aims to create
,
skilled workforce in IT for sustainable development of the IT and ITES industry.
Formaion of Working Groups
BASIS has launched BASIS E-commerce Alliance, BASIS Womens Forum and BASIS students forum in
. BASIS
E-commerce Alliance was launched with dierent stakeholders of the eCommerce eco-system, including eCommerce
companies, banks, courier service, insurance companies, nancial intermediaries, fCommerce, etc. The main objecive
is to understand the challenges of the eCommerce sector and to take iniiaives with all the relevant stakeholders to
grow the eCommerce market in Bangladesh.
BASIS Womens Forum was formed to advocate paricipaion of women in IT iniiaives. BASIS students forum was
launched to create a bridge between the IT industry and the Universiies and address the academia-industry gap.
New chapter
BASIS has opened a new chapter in Chitagong with a view to expand IT business, creaing skilled manpower and to
decentralize the overall aciviies. A ve member convening commitee has been formed iniially.
Policy Persuasion
As a consequence of repeated persuasion from BASIS, NBR withdrew VAT on e-commerce businesses, and
extended the exempion of income tax for sotware and ITES companies ill
, in the Naional Budget

Bangladesh Bank has published an SRO empowering BASIS to cerify Sotware Imports through e-Delivery.
BASIS has worked closely with the Ministry of Commerce in formulaing the ICT chapters of the Import and Export
Policies of

BASIS submited specic recommendaions to Secretary of Banking and Financial Insituion Division to make
necessary amendments to simplify IT entrepreneurs access to Equity and Entrepreneurship Fund EEF .
BASIS has made suggesions and is working with CPTU to make necessary changes in Public Procurement Rules
PPR , to make the policies more IT industry friendly.
BASIS is advising SEC on the small-caps policy, a policy that will allow IT Companies to paricipate in IPO with more
realisic paid-up capital for the IT Industry. BASIS also played a key role in developing the Venture Capital Policy,
which was published under Alternaive Investment Rules by SEC in June

BASIS is a major stakeholder in formulaing the many policies of ICT Division and its dierent bodies Cyber
Security ACT, Hi-Tech Park and STP Policy, etc.
Members Services
Access to nance is a signicant and enduring problem for the industry. BASIS and IDLC have jointly launched a
nancial service program called IDLC Udbhabon to improve SMEs access to nance where loan faciliies for startups, short term loan, loan to buy domesic sotware or IT enable services and commercial space will be oered.
IDLC will not only provide the nancial services for ICT companies but also will refer its SME/corporate clients to
BASIS if they wish to purchase any sotware. These clients will enjoy a special discount from BASIS. Besides, IDLC
will provide loans to the companies who wish to purchase sotware from the BASIS member companies.
BASIS iniiated a new service in associaion with Standard Chartered Bank named SCB ERQ Account , which is
SCBs bundle oering of Savings Account and an US Dollar ERQ Exporter Retenion Quota account. The service
is for individuals and rms involved in service export in non-physical form such as outsourcing, BPO, business
services, research and advisory services etc. The service is free of cost for BASIS member companies. To facilitate,
BASIS will issue tesimonial / cericate to the outsourcing professionals which will help them to avail the oer of
the bank.
Besides these, BASIS provided necessary policy supports to its members
Special Iniiaive for Local Market Development
BASIS has submited a Proposal of Program from Non-Development Budget PPNB to the government with an aim
of expansion of IT & Sotware Industry and local market development. The proposed iniiaive includes the following
aciviies: arrange policy workshops to ensure paricipaion of local sotware and IT companies in public procurements, build customer awareness of home-grown sotware and ITES, industry & market research, Made in Bangladesh markeing/PR/branding, sotware Expos in seven divisional ciies, local market one-to-one matchmaking,
markeing and business process training for IT professionals, B B portal for sotware companies, and build a market
dedicated to sotware.

Digital World
was the largest tech expo in Bangladesh. Held from the 9- February
, this event was a
massive success, with hundreds of thousands of visitors coming to see the latest technologies and products
showcased by the IT sector of Bangladesh.
Digital World
was organized by the ICT division, under the Ministry of Posts, Telecommunicaions and
Informaion Technology and the Bangladesh Associaion of Sotware and Informaion Services BASIS . Digital
Bangladesh is an idea that includes the use of IT for management, administraion and governance to ensure
transparency, accountability and delivery at all levels of society and state. Digital World
was built upon the
previous successes of Digital World
, with the objecive of reinforcing technology and knowledge centric growth
needs of Bangladesh and Asia through capitalizaion of market economy and boosing human development.
The event was inaugurated by Honorable Prime Minister, Sheikh Hasina and was atended by such notable names as
Sajeeb Ahmed Wazed, ICT adviser to the Prime Minister and also by Zunaid Ahmed Palak, State Minister,Ministry of
ICT.

Objecive

The vision of Digital World


was to showcase the accomplishments of Bangladeshi in IT/ITES to a global
audience, help brand Bangladesh as a worthy desinaion for IT investment and as the startup capital of Asia, bring
together experts from all over the world and promote the free ow of ideas and increase familiarity of local people
with IT and ITES.

E-commerce in Bangladesh has evolved over ime in just

Bangladesh Internet Week

Bangladesh Internet Week was a joint iniiaive by the ICT Division, BASIS and Grameenphone, held on September

to promote internet usage amongst the people o Bangladesh. This week-long series o events consisted
o three expos happening in three major ciies throughout the country, Dhaka, Rajshahi and Sylhet, as well as digital
airs happening in every upazila o the country.

Objecive

Bangladesh Internet Week intended to meet certain objecives to empower Bangladesh as a naion with the tool o
technology in its grasp. The core objecives were to connect the unconnected, to create awareness about mass uses
o Internet, to create million new internet users, to uplit the homegrown internet products, to connect
million
people in the course o 7 days and to increase the Internet penetraion.

Target group

The target groups o Bangladesh Internet Week were:


Internet and Product Developers o Bangladesh: Bangladesh Internet Week served as a major plaform or internet
based businesses to showcase their products and services to reach a massive audience.
New users o Internet: Through Bangladesh Internet, we encouraged a greater number o people to avail the benets
o the internet. Through Bangladesh Internet Week, achieving the goal o million new internet users had been targeted.
People in the grass roots level: A large percentage o the country is unconnected. More oten than not, this percentage is amongst the people rom the grass roots level who can be most beneted rom being connected to the internet.
Youth: The youth are heavy users o the internet. Through the Bangladesh Internet Week, BASIS exposed them to
the numerous products and services, as well as the benets o the internet.

Country s biggest internet est had major exposiions showcasing internet technologies, applicaions and sotware

Upazila Digital Mela

Through the Upazila Digital Mela & Internet Week iniiaive, we hoped to increase their awareness o the lie changing capabiliies o the internet or employment, educaion, eCommerce, agriculture, health benets, eGovernance,
public services, entertainment and so orth all throughout Bangladesh. Showcase o some o the key technologies and
applicaions showcased at the main expos were conducted in 87 Union Digital Centers.

Talk shows

7 talk shows were telecasted on TV under the ramework o Bangladesh Internet Week. Following are the topics o
the talk shows: Creaing an ecosystem or the growth o Internet, Raionale Taxaion Policy or ICT Industry, Key
policy support required or growth o E-Commerce in Bangladesh, Challenges or naionwide internet coverage,
Importance o Intellectual Property: Bangladesh Perspecive , Mobile Applicaions: Changing Lives and Commercial
Freedom or ICT industry.

Tech Events

The tech events were organized with the goal o enriching the knowledge o the students who visited them and were
also another avenue to inorm the students about the benets o the internet and how it can help them in their lives.
The tech events covered a wide range o topics some were very technical events which were aimed at imparing
specialized knowledge while others were more general and accessible to students.

NBR organized a weeklong naional income tax airs across the country on September 6- ,

Connecing Startups

ICT Division and Bangladesh Hi-Tech Park Authority BHTPA , with support rom BASIS and BCC have developed a
process to select the companies to be incubated at the First Government Sotware Technology Park STP - through
Connecing Startups Bangladesh.
The Connecing Startups Bangladesh - Startup Compeiion was launched on October 8 and was open or applica
ions or one month. From the group o potenial startups, a handul will be chosen or incubaion at the Janata Tower
Sotware Technology Park - which will be declared next year.

The Internaional ICT and BPO conerence was held in Kampala, Uganda during

M Rashidul Hasan, Vice President o BASIS discussed the developments in Bangladesh IT industry in the Internaional
ICT and BPO conerence in Uganda on 8 October. He atended the conerence in response o the invitaion rom UN
Internaional Trade Centre ITC . The conerence was organized by Uganda ICT Associaion. Apart rom that he also

BASIS opened a new chapter in Chitagong on June 8th with a view to expand IT business, creaing skilled manpower and

Import Remitance Against Purchase of Sotware Through eDelivery


BASIS persuaded Bangladesh Bank o the need o authenicaion cericaion as a pre-requisite or imporing sotware
through eDelivery. Bangladesh Bank has relaxed its oreign exchange regulaion allowing purchase o sotware
through eDelivery without prior permission. Bangladesh Bank has issued a direcive regarding the same. The guidelines said that authorized dealers Banks may allow their customers to arrange customs assessment o the sotware
ater being saised orm the cericaion issued by BASIS to the eect that the purchase o sotware is genuine and
sourced rom reliable suppliers.

SCB-BASIS: ERQ Account for Outsourcing Companies and Individuals

BASIS iniiated a new service in associaion with Standard Chartered Bank named SCB ERQ Account , which is SCB s
bundle oering o Savings Account and an US Dollar ERQ Exporter Retenion Quota account. The service is or
individuals and rms involved in service export in non-physical orm such as outsourcing, BPO, business services,
research and advisory services etc. The service is ree o cost or BASIS member companies. To acilitate, BASIS issues
tesimonial / cericate to the outsourcing proessionals which helps them to avail the oer o the bank. Under this
service, customer can park the payment received through inward remitance in USD account and BDT account

making it easier for Bangladeshi companies to have access to funds and to scale up. Previously there was absence of
a legal framework for the set-up of private equity and venture capital funds. BASIS President Shameem Ahsan urged
the authoriies to iniiate Venture Capital Policy quickly in a meeing with Bangladesh Security Exchange Commission

As a part of the requests that were made to the government to withdraw the proposed % VAT on E-commerce,
another joint Press conference by BASIS, Bangladesh Computer Samity BCS and Internet Service Providers
Associaion of Bangladesh ISPAB was organized. BASIS president Shameem Ahsan, BCS President A.H.M. Mahfuzul
Arif and ISPAB President M.A. Hakim spoke in the press conference on behalf of their respecive organizaions.
Shameem Ahsan remarked that a large number of recommendaions were given by BASIS, ISPAB and BCS to the

IT Skilled Manpower

As a part of BASIS One Bangladesh vision to create million IT professionals within

spread throughout the country. BASIS training programs are going to be started in seven divisions of the country in
addiion to Dhaka.BASIS will train and employ
IT professionals free of cost within the next three years by this
training program. The training will be given to create Skilled IT professionals under Skill for Employment Investment
Program SEIP , a project of the Ministry of Finance.
Training labs will be established in the seven divisions of the country under this project, as stated in the program. Training
has started in Dhaka this year and soon it will start in the rest of the six divisions. Five thousand trainees in the rst year
and nine thousand each in the next consecuive two years will be trained in dierent areas of IT sector. The trainees will

The Internaional Trade Centre ITC and the Dutch Centre or the Promoion o Imports rom developing Countries CBI

Minutes of the Meeting of 15th AGM of BASIS


The 15th Annual General Meeting (AGM) of the members of BASIS was held on December 28, 2013 at 11:30 am at
BASIS Auditorium, Level-5, BDBL Bhaban, 12 Kawran Bazar, Dhaka-1215. Mr. Shameem Ahsan, President, BASIS
presided over the meeting.
The attendance sheets of the members present at the AGM are enclosed herewith separately. (Annexure-I).
Mr. Shameem Ahsan, President, BASIS welcomed all members present at the AGM according to the list of Agenda.
Agenda-1: Conrmation of the Minutes of the 14th AGM held on December 29, 2012
Discussion:
BASIS President placed the Minutes of 14th AGM held on December 29, 2012 to the house and the members present
took part in the discussion on the Minutes.
Decision:
As the Minutes was recorded properly, Mr. Zillur Rahim, Chairman, Computer Today proposed and Mr. GSM Shamsuzzoha, Head of Business Development from Digi-Infotech seconded to adopt the Minutes and then after the Minutes of
the 14th AGM was con rmed.
Agenda-2 : Consideration and adoption of the Annual Report 2013.
Discussion:
BASIS Secretary General Mr. Russell T Ahmed presented the Annual Report for the year 2013 and then after the oor
was declared open for discussion.
Mr. Sayedul Islam Mazumder of Mazumder IT Limited proposed to include the news of BASIS members participation in
the Indian IT show in the Annual Report.
Mr. Habibullah N Karim, President, Technohaven Company Ltd. said that we are not outside the economy and price
quotation has gone down severely for govt. tenders. Many large companies are facing these problems and have opted
and gone for cost cutting because of existing adverse political situation. We should seek more incentives and have to
draft a plan to overcome this existing obstacles and crisis to submit to the govt. policy makers.
BASIS Secretary General Mr. Russell T Ahmed mentioned that, in this regard, BASIS, BACCO, ISPAB and BCS had a
meeting last week to submit a joint proposal to the Government & Opposition party. BASIS Secretary General was
present on behalf of BASIS at this meeting.
Mr. ManzururRahman from ICT Alliance also said that letters may be given to different govt. bodies, but we have to

Mr. Nahid Ahmad, Managing Director of ValuPlus Computer Systems said that if the current political situation remains
for one more year then we may send letters to both leaders of the two (Ruling and Opposition) parties after adequate
planning and brainstorming.
Mr. T I M NurulKabir, CEO of Spinnovation Ltd. said that ICT industry is an important and instrumental tool for negotiation with the Government as it is a prospective sector and a future leading industry for economic development of the
country contributing like BGMEA, BKMEA. But it is a concern that these sectors are losing buyers and have to address
this issue immediately and to overcome this crisis, a committee can be formed.
Mr. Md. FazlurRahmanTalukder, Managing Director of New Era Software suggested increasing the capacity of
technology usages for members like using video conferencing etc.

Mr. Habibullah N Karim, President, Technohaven Company Ltd. informed that all major Chambers and Associations are
going for Media campaign and coverage and advertisements in newspapers for overall image up grading. BASIS may go
like that.
Mr. Mush qurRahman, Dy. Managing Director of Spectrum Engineering Consortium Ltd. said that there is a damage
done to the ICT industry and to revamp this, the print and electronic media should be used for image building and
prospectus.
Mr. Rashed Kamal, CEO of The Databiz Software Ltd. suggested that some speci c steps may be taken such as to halt all
websites and thus making the country collapse for a bit of time for ensuring that Govt. and the opposition party will sit
together to resolve this unusual political situation.
Mr. S K Kabir, IBCS-Primax Ltd., said that it has been very dif cult to pay salaries of our company. Work orders have
been held up. We should have taken initiatives to protest earlier by protesting on the roads. All members should be
called for mass protest on the roads and if needed opposition can be met.
Decision:
After the threadbare discussion, Mr. A K M Ahmedul Islam, General Manager, ServicEngine Ltd.proposed and Mr. T I M
NurulKabir, CEO, Spinnovation Ltd. seconded to adopt the Annual Report 2013 and and thus the Annual report was
adopted.
Agenda 3: Consideration and Adoption of the Accounts of the Association with Auditors Report for the year
2012-13.
Discussion:
Mr. Shah Imrul Kaeesh, Treasurer BASIS placed the Accounts of the Association and the Auditors Report for the year
2012-13 before the meeting.
Mr. Nahid Ahmad, Managing Director, ValuePlus Computer Systems said that although the income is sustainable with
an amount of Tk. 6.8 million but the growth rate is not satisfactory. The growth rate 7.5% would have been satisfactory.
Mr. Sawdesh Ranjan Saha, Satcom Computers Ltd. commented that cash and bank balance is satisfactory but interest
from income should be included in the schedule and major notes should be present there.
Mr. Munir Ahmed, Aranee IT Limited, expressed satisfaction regarding communication of BASIS to its members but also
said that from next time onwards, other expenses should be noted head-wise.
Decision:
Mr. Munir Ahmed from Aranee IT Ltd. proposed and Mr. Sk. AbulHashem, Managing Director, IECB seconded to adopt
the Accounts of the Association with Auditors report for the year 2012-2013 and thus it was adopted.
Agenda-4: Appointment and xation of remuneration of Auditor for 2013-14.
Discussion:
Mr. Shah Imraul Kaeesh, Treasurer, BASIS placed the quotations collected from four different Chartered Accounts rm
to nominate the suitable one.
Decision:
After a threadbare discussion and reviewing, Mr. SawdeshRanjanSaha, Satcom Computers Ltd. proposed for the same
Audit rm who audited last year and seconded by Mr. A Towhid, IBCS-Primax Ltd. along with Mr. Rashed Kamal, CEO,
The Databiz Software Ltd. and thus the Ashraf Uddin and Co. was nominated as Auditor for the year 2013-14.

Discussion:
The following issues were discussed in the AGM:
Mr. AKM Ahmedul Islam, ServiceEngine Ltd. emphasized that BASIS should create more pressure on the Government

to reduce the internet prices so that BPO setup at district level and outside Dhaka would be cost effective. In this
connection, BASIS must sit with Telecom industry.
Mr. Jahidul Hasan Mitul, Executive Director of Business Automation Ltd. said that an invitation has been sent to mobile
apps companies for a meeting with ICT ministry. He opined that BASIS should be ready with what steps should the
Government take to increase business and create for awareness and customers.
Mr. Ariful Hasan Opu, CEO of e-Soft suggested that a welfare fund may be generated for extending support for any
emergency need or purpose of members including any accidental expenses.
Mr. Shaikh A Shahid, CEO, LeadSoft Bangladesh Ltd. enquired regarding the progress of hiring a CEO for BASIS.
BASIS President Mr. Shameem Ahsan said that two head hunting companies have been engaged regarding the matter
and also advertisement have been given in newspapers for the post of Executive Director of BASIS.
Mr. S Kabir Ahmed, Managing Director of IBCS-PRIMAX Ltd. said that to employ a CEO budget should be increased.
Mr. Khalilur Rahman, Managing Director of Ace Data Products opined to allocate fund for recreation of members.
Mr. Forkan Bin Quasem, Managing Director of Spectrum Engineering Consortium Ltd. suggested to have various
speci c policies for software import, system integrations, maintenance and network capacity and HRD.
President of BASIS Mr. Shameem Ahsan said that, BITM will work relentlessly to achieve higher goals. 21,000 software
& BPO professionals will be created through ADB program and 30,000 software & BPO professionals will be created
through World Bank Project.
Mr. T I M Nurul Kabir emphasized that BASIS should take some steps towards IPR. Government has drafted laws and
the company act is being changed. So we need to address these challenges and changes via lobbying.
Mr. Jahidul Hasan, Executive Director, Business Automation Ltd. mentioned that Government procurement is very
sensitive and a bit slow which can be expedited through strong persuasion of BASIS.
Mr. Shoeb Ahmed Masud, Director, Business Automation Ltd. mentioned that VAT related cell at BASIS shall provide
counseling. This cell will provide counseling towards registration of Software Company for VAT.
Mr. Mush qur Rahman, Dy. Managing Director, BASIS said that Tk. 1000 -7000 crores of Banking software has been
procured by bankers. We need to think about value chain. Through using dot net, java we cannot move forward using
these as only tools.
Mr. Habibullah N Karim, President, Technohaven Company Ltd. said that the internet price is given for 150 GB and we
are using 80 GB, the rest is to be sold to outside the country and this has to be stopped and these should be distributed
to all in this country. He also added that IPR is an important aspect and source code should not be demanded as it is a
major asset for any company. We should make a continuous protest against it. He also mentioned that delegation of
power should to given to the BASIS secretariat. BASIS is determined to submit proposal to both the Alliance party.
As there was no other agenda to discuss, the meeting was ended with vote of thanks to and from the chair.
