Abstract
On 23 October 2008, Spring Singapore, the enterprise
development agency launched a national standard to
provide guidance on the classification and labeling of
hazardous chemicals to enhance safety and global
competitiveness of the Singapores chemical sector.
Analysis
SS 586 is intended to provide guidance to regulated
companies on how to comply with the Globally
Harmonised System for Classification and Labeling of
Chemicals (GHS). This standard is expected to be
used by chemical manufacturers, importers, suppliers,
users, and supply chain service providers.
GHS is a system for classifying chemicals based on
their hazardous properties, and communicating the
chemical's health and safety risks on labels and
material safety data sheets that accompany the
chemicals during transport and storage. The goal of
GHS legislation is that the same set of rules for
classifying hazards and the same format and content
for labels and safety data sheets (SDS) will be adopted
and used around the world in order to enhance the
protection of human health and the environment during
the handling, transport and use of these chemicals.
Singapore is under a deadline from the United Nations
and Asia-Pacific Economic Co-Operation (APEC) to
implement GHS legislation by the end of 2008. The
goal of SS 586 is to help Singapore implement the new
legislation by this deadline.
SS 586 is organized into three parts. Part 1 concerns
the transport and storage of dangerous goods. This
part sets out the guidelines on the hazard

SS 586 is intended to assist companies like INVISTA
ensure compliance with Singapore's GHS
requirements. The document provides guidance on
how to comply with GHS requirements including how to
prepare safety data sheets and a compliance calendar.
INVISTA must comply with the requirements for
manufacturers by the end of 2010 for single
substances and by the end of 2012 for mixtures. In
terms of user requirements, INVISTA must comply with
SS 586 by the end of 2011 for single substances and
by the end of 2013 for mixtures. INVISTA must also
replace its existing transport emergency information
panels with SS 586 compliant panels by the end of
2010.
