Abstract
On 23 October 2008, Spring Singapore, the enterprise
development agency launched a national standard to
provide guidance on the classification and labeling of
hazardous chemicals to enhance safety and global
competitiveness of the Singapores chemical sector.
Analysis
SS 586 is intended to provide guidance to regulated
companies on how to comply with the Globally
Harmonised System for Classification and Labeling of
Chemicals (GHS). This standard is expected to be
used by chemical manufacturers, importers, suppliers,
users, and supply chain service providers.
GHS is a system for classifying chemicals based on
their hazardous properties, and communicating the
chemical's health and safety risks on labels and
material safety data sheets that accompany the
chemicals during transport and storage. The goal of
GHS legislation is that the same set of rules for
classifying hazards and the same format and content
for labels and safety data sheets (SDS) will be adopted
and used around the world in order to enhance the
protection of human health and the environment during
the handling, transport and use of these chemicals.
Singapore is under a deadline from the United Nations
and Asia-Pacific Economic Co-Operation (APEC) to
implement GHS legislation by the end of 2008. The
goal of SS 586 is to help Singapore implement the new
legislation by this deadline.
SS 586 is organized into three parts. Part 1 concerns
the transport and storage of dangerous goods. This
part sets out the guidelines on the hazard

and dangerous goods for transportation by road in
Singapore, which includes carriages in bulk, tankvehicles, vehicles with demountable tanks as well as
by vehicles carrying dangerous goods in packages. It
also provides guidelines for the emergency information
panel to be used for bulk storage of dangerous goods
in the workplace to convey relevant information to the
emergency responders for combating an emergency at
the work place.
Part 2 concerns Singapore's adaptations to the UN's
GHS legislation. Part 3 concerns the preparation of
safety data sheets. These parts provide guidance for
the implementation of the GHS in Singapore. The
requirements are based on the United Nations GHS
that provides for the global harmonisation of rules and
regulations on the classification and labeling of
chemicals as well as hazard communication about
chemicals, which include the preparation of Safety
Data Sheets. Safety Data Sheets provide
comprehensive information about a chemical
substance or mixture for use in workplace chemical
control regulatory frameworks. Both employers and
employees use them as a source of information about
chemical hazards, and their safety precautions.
As discussed in SS 586, the National Environment
Agency (NEA), the Ministry of Manpower (MOM), the
Singapore Civil Defence Force (SCDF) and the
Singapore Police Force (SPF) have set the following
timeframe for GHS implementation.
- All chemical manufacturers are required to comply
with SS 586 by end 2010 for single substances,
- Chemical manufacturers are required to comply with
SS 586 by end 2012 for mixtures.
- Chemical users are to comply by end of 2011 for
single substances, and by end 2013 for mixtures.
- Companies are also required to replace the existing
transport emergency information panels with SS 586
compliant panels by end 2010.

SS 586 is intended to assist companies like INVISTA
ensure compliance with Singapore's GHS
requirements. The document provides guidance on
how to comply with GHS requirements including how to
prepare safety data sheets and a compliance calendar.
INVISTA must comply with the requirements for
manufacturers by the end of 2010 for single
substances and by the end of 2012 for mixtures. In
terms of user requirements, INVISTA must comply with

Compliance Plan implementation plan to comply with the requirements of
SS 586 by the stipulated timelines. The plan will need
to be added into the sites' Compliance Plan and
tracked/monitored till completion.
