PURPOSE

RESPONSIBILITIES

To ensure that scaffolding is designed to be fit for


purpose and safely constructed by competent
persons in accordance with applicable regulations,
standards or codes of practice.

REQUIREMENT TO THIS PROCESS


National regulations, standards and codes of practice in the country of operation. Where no national
regulations, standards or codes of practice exist, BS EN 12811-1:2003 Temporary Works Equipment.
Scaffolds Performance Requirements and General Design and TG20:08 Guide to Good Practice for
Scaffolding with Tubes and Fittings (NASC), shall be used.
National standards of competency for scaffolders applicable in the country of operation. Where no national
standards of competency exist the standards of competency in the UK Construction Industry Scaffolders
Record Scheme (CISRS) shall apply.

SCAFFOLDING COMPETENCIES
The OIM and responsible Departement Heads shall ensure that personnel engaged in the design, erecting
and dismantling of scaffolding are trained and assessed as competent to the levels determined in the UK
Construction Industry Scaffolders Record Scheme or its local national equivalent.

Basic Scaffolder
Has attended an appropriate training programme delivered by an accredited training provider and has been
assessed as competent to erect basic scaffolding less than two (2) metres in height without supervision, and
to erect scaffolding above 2 metres in height under the supervision of competent person.

Advanced Scaffolder
Has attended further, advanced scaffolder training delivered by an accredited training provider, or has
received training under a recognised manufacturer / supplier scheme, and has been assessed as a competent
person to design and supervise the erecting of scaffolding structures of the form and type to be worked on.

Scaffold Inspector
All scaffolding inspection should be carried out by a competent person whose combination of knowledge,
training and experience is appropriate for the type and complexity of the scaffold being inspected.
Competence may have been assessed under CISRS or local national equivalent scheme, or an individual may
be suitably experienced in scaffolding work and have received additional training under a recognised
manufacturer / supplier scheme for the specific configuration being inspected.
A non-scaffolder who has attended a suitable scaffold inspection course and has the necessary background
experience would be considered competent to inspect a Basic Scaffold, for example a department head.

NOTE: whenever practicable the scaffolding inspector shall not be the same person who designed and
supervised the erection or alteration of the scaffolding.

SCAFFOLDING DESIGN
Unless a scaffold is a basic configuration under 2 metres in height the scaffold shall be designed by
calculation by a competent person to ensure it will have adequate strength and stability, including
weathervaning and vessel movement on a floating offshore facility.
For scaffolds that fall outside the scope of 'Basic Scaffolds' the design information should describe the
sequence and methods to be adopted when erecting, dismantling and altering the scaffold.
Handover certificates should refer to relevant drawings, permitted working platform loadings and any specific
restrictions on use.

SPECIAL PURPOSE SCAFFOLDS


Engineered scaffolds for special functions such as heavy lifts shall be purpose-designed by an accredited
engineer. The scaffold assembly shall be verified by a scaffolding inspector and the work team that will work
with the scaffold. The inspector shall submit evidence to the design engineer that the scaffold has been
constructed as per design. The scaffold shall be kept under quarantine until it is released for use by the design
engineer.

SCAFFOLD ERECTION, ALTERATION AND DISMANTLING


Erection, alteration and dismantling of scaffolding above 2 metres in height or complex design scaffolding such
as suspended scaffolds or shoring shall be done under the direct supervision of a competent person. This may
be a qualified Advanced Scaffolder, a design engineer, providing they possess the necessary industry
experience, or alternatively an individual who has received training under a recognised manufacturer / supplier
scheme to the limit of the configuration(s) involved.
The person in charge of the scaffolding work shall:
Ensure there is a Permit To Work, Job Safety Analysis and Toolbox Talk (including escape routes in a
emergency), before work commences;
Ensure that the scaffolding tubes, fittings and any planks used comply with the applicable standards, are
in good condition and are fit for purpose;
Barriers and signs are erected to prohibit passage of other personnel through the work area;
The scaffold is bonded to a suitable earthing point;
The scaffolding is erected, altered or dismantled in accordance with the scaffolding design plan;
Ladders, handrails, kickboards, in-fill netting (when used) and planks are secured in place;
Completed scaffolds are inspected prior to use and have Scafftags attached at the entry points;
The department for which the scaffold was built agrees that the scaffolding as erected or altered is suitable
for the intended use;
Personnel erecting, altering or dismantling scaffolding wear the appropriate PPE, including suitable fall
arrest equipment;
Tools used by the scaffolding team are secured by lanyards or other means to prevent dropped objects;
Fittings and equipment being hoisted to heights are contained in lfting bags or are appropriately slung;
All adjacent live process equipment is protected from falling objects or otherwise protected from damage;
The scaffolding register is updated with the materials used (or returned to storage after dismantling); and
The integrity of long-term scaffolding structures is verified every seven (7) days.
