INTRODUCTION

1.1

SCOPE
This specification outlines the minimum requirements governing the thermal and
mechanicaldesign,manufacture,testing,packaging,guaranteesandsupplyofAir
CooledHeatExchangertobeinstalledonoffshoreplatform.

1.2

CONTRACTORSRESPONSIBILITY

TheContractorshallberesponsiblefordesign,manufacture,supply,inspectionand
testing ofthe Air cooledexchanger in accordance withthisspecification, codes/
standardsandattachedFunctionalSpecificationlistedinsection2.0

1.3

PROVENEQUIPMENT

The supplier shall have designed, manufactured, tested and supplied two (2) Air
CooledHeatExchangersetsofsimilartype,designandofequalorhigherratingfrom
theproposedmanufacturingplant.Contractorshallprovideevidenceofsatisfactory
operationofatleast8000hoursforoneofsuchunitwhenoperatinginsimilarservice
conditionsinoffshoreareas.

The Contractor is responsible for ensuring that all equipment and components
providedaresuitablefortheutilityandenvironmentalconditionsasspecifiedduring
theentiredesignlife.
4.2DesignLife,AvailabilityandReliability
Equipment shall be designed and constructed for continuous outdoor operation in
offshorecondition,andforaminimumservicelifeasindicatedelsewhereinthebid.
Inmakingassessmentsofavailability/reliability,theSupplierwillneedtoestimate
repairtime.Forthepurposeofmakingsuchestimates,thesuppliermayassumethat
the spares holding is in accordance with its submitted recommendations unless
otherwisestated.Hemayalsoneglectanydelaycausedbyfactorsnotdirectlyrelated
tothepackageinquestionunlessabasisforestimatingsuchdelaysisprovidedbythe
Purchase.Inthecaseoffailuremodeswhichmakeasignificantcontributiontothe
overallunavailability,thesuppliermayberequiredtodemonstratethathisassumed
repairtimescanbeachieved.
4.3AreaClassification
Electricalandinstrumentationaspectoftheequipmentwillberatedfortheapplicable
HazardousAreaclassificationaccordingtoAPIRP500definitions.
5.0BASICDESIGN
5.1General
Theheatexchangershallbeforceddraftwithextendedsurface(finned)tubes.
ThedesignoftheequipmentshallbemainlyinaccordancewithAPIStandard661
andASMESectionVIII,Div.1.Thevendorshallcompletelyfillupthedatasheetas
perAPI661(latestedition)andsubmititforCompanysreviewandapproval.
The thermal and mechanical requirements will be specified on the aircooled
exchangerdatasheet.
Each fan shall have an individual plenum chamber to prevent recirculation of air
throughidlefans.Thestructureshallbedesignedtoprovidefullairdistributionover

theentireheattransfersurface.Expandedremovableguardsarerequiredoverallfan
openings.Plenumchambers,hoods,fanguardsandsimilarancillaryequipmentshall
behotdippedgalvanized.

5.2 DesignLife
The process facilities design life is 25 years. Equipment shall be designed and
constructedforaminimumservicelifeof25yearsandforanuninterruptedperiodof
operationof5years.
5.3Motor&Drive
Electric motors shall meet the requirement of relevant ONGC Specifications FS
4008.Ifvariablespeeddrive(VSD)isrequired,themotorandVSDshallbematched.
Enclosures, cooling fans and fan blades for electric motor drives shall be
manufactured from corrosion resistant materials or be appropriately protected for
operationinanaggressivesaltladenenvironment.
Alockingstopswitchorbuttonforthefandriveshallbeinstalledadjacenttothe
appropriateelectricmotortoactasanemergencylocalstopandalockoutdevicefor
maintenancework.

5.3.1BeltDrives
DriveshallbebygearifspecifiedintheequipmentfunctionalspecificationsIfnot
specifiedelsewhereMultiVBeltcanbeprovided.Beltsshallbecertifiablestatic
conductingtype.Theelectricmotordriveendbearinghousingshallbefittedwitha

Toallowrelubricationwhiletheequipmentisoperating,greasingpointsshallbeoutside
anyequipmentguardingandsafelyaccessiblefromastablefixedplatform.

AlladjustersandfastenersassociatedwithVbelttensioninganddrivecomponent
alignmentshallbesuitablecorrosionresistantstainlesssteel.TheVbelttensioning
andsecuringarrangementsshallexternaltotheequipmentguardingandallowsafe
adjustmentwhilethefanisoperating.
Fanandfandrivesshallbefittedwithsuitableremovableguardsofnonsparkingmaterial.
Equipmentguardingshallallowthedrivetraincomponents,e.g.beltsandpulleys,tobe
safely observed during operation without disturbing the guarding. Guards shall be
manufacturedinnonsparkingmaterials.Aluminiumisnotacceptable.

Individualsectionsofguardsweighingmorethan50KGshallbehingedtothecooler
structure,andprovidedwithsuitableliftinglugs.
Motorenclosuresandtheirfansshallbeconstructedofmaterialsthatwillbesuitable
foroperationinanaggressivemarineenvironment.
Vbeltdrivesareenvisaged.Oneextrasetofbeltsshallbeprovidedforeachfan.
5.3.2GearBoxDrive:Gearboxshallhaveminimumservicefactor2asperAGMA
standard.
5.4Vibration
CoolersshallmeetthevibrationrequirementsdetailedinSpecNo5004inthebid.All
motorrotorsshallbedynamicallybalanced.Avibrationsignatureshallbeprovided
formotorandfanbearingsduringworktesting.Vibrationtestpointsshallbeclearly
markedforfuturereferencetestandtransducersshallbefittedatmeasuringpointsand
suitablywiredtolocationatlocalcontrolpanelfortakingvibrationmeasurementwith
aportableinstrument.
Eachfanshallbeprovidedwithavibrationcutoutswitchinstalledonthefanshaft

bearinghousingtomotorvibrationduetofanimbalanceand/orbearingwear/failure.
Uponreachingshutdownvibrationlevels,theunitcontrolwillshutdownthefanand
lockitout,Theswitchshallbeaccessiblewhenthefanisrunning.
Thevibrationcutoutswitchshallbemanualresettype,range02g,SPDTcontacts
for230V,50Hz,housedinanenclosureratedforthehazardousareaclassification.

5.6Louvres
Louversshallbeopposedactiontype.Uponlossofcontrolofairpressurethelouver
bladepositionshalladjusttofullyopen.
5.7Header
The header shall be of the shoulder plug type, fitted with hexagon type heads.
Threadedaccessholesshallbelargeenoughtoprovideadequateclearanceforthe
normaloperationofarollerorsimilartypetubeendexpander,withoutundueriskof
damagingtheplugholethreads.
Allmainheaderlongitudinalandendclosureseamsshallbefullpenetrationwelds.

Theminimumthicknessofpartitionplatesorstiffeningplatesinsideheadersshallbe
thatthicknessrequiredforstrength,plustwicethespecificcorrosionallowanceor
12.5mm,whicheverisgreater.
Theminimumcorrosionallowanceshallbe3mm,unlesstheheaderboxisfabricated
fromcorrosionresistantalloys.

Partitionandstiffenerplatesshallbeweldedfrombothsides,alongtheirfulllength.
Fullpenetrationweldsshallbeusedandtheweldgroovescompletelyfilled.Incaseof
partition/endplateweldsonly,wheretheendplatesaredesignedtobeselfsupporting,
i.e.excludingthesupportinginfluenceofthepartitionplate,continuoussealwelding

5.8TubeBundle
Allheatexchangersshallhaveasurfaceareaatleast10%greaterthanthatrequired
forthemaximumthermaldutyspecified..
Eachhorizontalpartitionplateshallbeprovidedwitha6mmdrainhole.
Passes in multipass units shall preferably be arranged so that inlet and outlet
connectionsareatthesameendofthesection.
Airsealbaffleminimummetalthicknessshallbeatleast3mm.

consider the force acting radially together with the moment acting either in
longitudinalorcircumferentialdirection.

NozzlesandPiping

NozzlesshallconformtofunctionalspecificationforUnfiredPressureVesselsno5601.
FlangefacingfinishandpressuretemperatureratingsshallcomplywithASMEB
16.5.FlangeconnectionsshallnotbelessthanDN50mm.
Sliponflangesarenotpermitted.FlangedconnectionsDN80andsmallershallbe
ANSI300#rating(min).
ThermowellconnectionsshallbemadewithhorizontalDN25NPS6000#couplings
orthreadolets.Pressuregaugeconnectionsshallbemadewith NPShorizontal
6000#couplingsorthreadolets.
Thecontractorshallsupplythenecessarypipingtoprovideasingleoutletandasingle
inlet for each process stream if several nozzles are provided in a header. The piping
manifolddesignshallbesubmittedtotheCompanyforacceptancepriortofabrication.

Expansionbellows.

Expansionbellowsarenotacceptable.

5.14

Structural

Dynamicloadingsshallbeconsideredinthedesignofexchanger,includingsupport
saddles.Itshallincludewindload,seismicloadandotherapplicableloads.
Aminimum4liftinglugsshallbeprovidedtoallowasinglepointlift.Safeworking
loadcalculationsshallbesuppliedbythecontractorforthelugs,allowingforafactor
safetyof2.5,againstallowablestressforthelugs,basedonthefullloadbeingcarried
ontwolugs.ADynamicliftfactorof2.0shallbeutilized.Allliftinglugsaretobe
attachedbyfullpenetrationwelds.

5.14.1

Supports

Heatexchangershallbesupportedonasubbasethatwillbedesignedtofacilitate
weldingtotheplatformdeckorstructure.Dynamicloadingsshallbeconsideredinthe
designofexchangers,includingsupportsaddles.
The Contractor shall provide in their design means of accommodating thermal
expansion and contraction. Support shall accommodate thermal expansion by
preferablyusinganoncorrodingslottedholeslidingarrangement.
Structuralsupports,includingthosethatarepartofthetubebundleandbedplates
shallbehotdipgalvanized.
Eachheatexchangershallbeprovidedwithtwoearthingbosses,weldedtotheheat
exchangersupportsaddles.Structuralsupports,includingthosethatarepartofthe
tubebundleandbedplatesshallbehotdipgalvanized.
Allexternalattachments,includingthecompletesupportsandsaddleplates,shallbe
sealedagainstcorrosionbycontinuouswelding.

5.14.2

MechanicalAccessFacilities

For safe operation, inspectionandmaintenanceactivities,walkways, accessways,


laddersandplatformsshallbeprovided.Specifically,accesstoallowroddingofall
tubesfromeachend,accesstothemotordrives,fanbearings,upperfanenclosure,fan
hubs, instruments andvalvesshallbe provided. Service deckingorplatformshall
allowsafeaccessformotororfanremovalfromundertheplenumtoalocationthat
can be accessed by a suitable crane/lifting device. Design shall ensure all drains,
vents,filling&adjustingpointsarereadilyaccessibleandthatnomajorofcomponent
isrequiredwhencarryingoutroutinemaintenanceactivity.
Wheretheelevationofthebottomoftheheaderishigherthan2meter,theContractor
shallprovideplatformssupportedfromexchangerstructuretogiveaccesstotheinlet

andoutletheaders.TheContractorshallprovideoneladdertoeachheaderplatform

5.15

Materials

The Heat Exchanger shall be suitable for operation in outdoor conditions, in a

6.0 INSPECTION,TESTINGANDCERTIFICATION
6.1 General
InspectionandtestingshallbecarriedoutattheManufacturersworkandshallbe
witnessedbytheCompanysauthorizedrepresentativesand/orcertifyingagency,if
required.
TheresponsibilityforinspectionrestswithContractor.However,theCompanyand
theirauthorizedrepresentativereservetherighttoinspecttheheatexchangeratany
timeduringfabricationtoensurethatmaterialsandworkmanshipareinaccordance
withthisspecification,relevantcodesandstandards.
Contractorshallprovideaprojectedshopschedulewithappropriatefabricationstages
atthetimedrawingsaresubmittedforapproval,theyhighlighttheinspectionactivity
schedule.
6.2NonDestructiveExamination
The NDE of exchangers shall comply with the requirements of functional
requirementsforUnfiredPressureVessel
6.3Testing
HydrostaticTestshallbecarriedoutinthepresenceofCompanysappointedinspector.
The equipment shall be hydro tested at maximum allowable test pressure of the
equipmentforatleasttheminimumdurationasspecifiedinthecode.

6.4NamePlate
Each complete heat exchanger shall be provided with a type 316 stainless steel
nameplatesecurelyattachedtotheshell,andlocatedonthatitisclearlyvisibleafter
installation.Nameplateshallberivetedtoabracketweldedontotheexchanger.The
followinginformationshallbeaddedtothenameplate:

7.0SPAREPARTSANDTOOLS
The Contractor shall provide parts for initial start up and commissioning. A
recommendedpartslistforoneyearsoperationshallalsobesubmitted.Listshall
includepartnumber,partdescription,serialnumberanddeliveryleadtime.
AllsparepartsfurnishedbyContractorshallbewrappedandpackagedsothatthey
willbepreservedinoriginalasnewconditionundernormalconditionsofstorage.
Spare parts shall be properly tagged and coded so that later identification as to
intendedequipmentusagewillbefacilitated.
Theyshallbepackagedseparately,clearlymarkedasSparePartsandshippedatthe
timeastheequipment.Packagelistshallbefurnishedsothatthepartscanbehandled
withoutuncratingifrequired.
Thefollowingshallbesuppliedasaminimum:

1 10%approx.sparestudboltsandnutsforeachjointsize,oraminimum
of4,exceptforboltssubjecttohydraulictensioning,whereacomplete
setshallbeincluded.
2 Twosparesetsofgasketsforallblankedconnections,girthflangesand
floatingheadconnections.
3 Twosparesetsofdrivebelts.

9.2PreparationforShipment
Afterfinalhydrostatictest,theaircooledheatexchangershallbedriedandcleaned
thoroughlyofallgrease,loosescale,rust,fluxandweldspatter,bothinternallyand
externally.
Allmachinedsurfacesandthreadconnectionsshallbeprotectedbycoatingwithrust
preventive.
Flangedopeningsshallbeprotectedwithsteelplatecoversattachedbyproperbolting
orstrappingandsealedwithplasticcompound.

Screwedconnectionsshallbeprotectedwiththreadedforgedsteelplug.
Thecontractorshallberesponsibleforloadingandheatexchangerstopreventany
damageduringshipment.
When shipped loose, all instruments, valves parts etc. of a shell and tube heat
exchangershallbetaggedwithitemnumbertofacilitateinstallationinthefield.Tags
andwireshallbestainlesssteel.

10.0

WARRANTY
Vendorshallhavefinalandtotalresponsibilityforthedesignandperformanceofall
equipmentfurnishedbyhim.Vendorshallwarrantthattheequipmentfurnishedby
him and the performance of the said equipment is in accordance with this
specificationandgeneralcodes.

Vendorshallwarrantandguaranteethatallthematerialsandequipmentsincorporated
intheentireequipmentunderhisScopeshallbenew,andallworkshallbeofgood
quality.
Vendorshallalsoberesponsibleforallsystemanddetaileddesigning,theaspectsof
whichmaynothavebeencoveredinthisspecificationasregardstheworkmanship,
performanceetc.,oftheequipmentsuppliedbyhim.
Vendorshall,uponnoticefromCompany,makegoodathisownexpensealldefects
foundduringthewarrantyperiodexpeditiously.
Vendorshall,ifrequired,supplytheservicesofanexperiencedengineertosupervise
thecorrectionofanydefectsfoundduringthewarrantyperiod.
Vendorshallalsowarrantandguaranteeallwork,materialsandequipmentfurnished
byanySubVendorandwhichisincorporatedinthePackage.
THERMALANDMECHANICALGUARANTEES.
Thethermalandmechanicaldesignofheatexchangersshallbetheresponsibilityof
thecontractor.
Thermaldesignsshallbecompletedusinganapprovedsoftwarepackagesuchas
HTRI,HTFSorequivalent.Designshallbeapprovedbythecompanypriortothe
commencementofanyfabrication.
ContractorshallprovideboththethermalandMechanicalguaranteefortheequipment
andshallbebasedontheprocessandmechanicalconditionsdetailedindesigncriteria.
