The World Tourism Organization is the only intergovernmental organization


established to offer an appropiate framework for the international consideration
of tourism policy matters as well as other subjects of interest to the sector. Its
global mission is to support sustainable tourism development yielding wealth,
creating employment, and promoting better understanding between races,
religions and human beings worldwide.
One of UNWTOs most important functions is to serve as a permanent source
of information for its Members and the world community. UNWTO fulfills this
task in part through its extensive programme of publications and the recently
launched programme of electronic products. The broad span of these
publications corresponds to the vast sweep both of the Organizations concerns
and of the needs of its Members.

This book, the second of its kind, contains a selection of more than 50
important speeches and documents delivered by UNWTOs SecretaryGeneral Francesco Frangialli during the period 1999-2000. For the
most part written by the author personally, the texts, preceded by an
introduction in the form of a letter to his colleagues in the French Cour
des Comptes (Court of Audit) are grouped into nine subjects. They are
followed by a conclusion a brief look at both the present and the
future of tourism, drawn from a report of the Secretary-General to the
Executive Council. Observations on International Tourism Vol.II is an
important and extremely useful book to anyone serious about tourism
issues and topics of current concern to the World Tourism
Organization.

2001-2003: An economic downturn, terrorism, conflicts, epidemics
no difficulty was spared tourism, hitherto one of the world economys
most thriving sectors. And yet, the collapse many were expecting did

Poverty Alleviation Through Tourism - A Compilation of Good Practices


With a view to further support governments and other institutions in
their endeavours, UNWTO has produced this publication in the series
on Tourism and Poverty Alleviation, including concrete examples of
private or public tourism projects and operations that have been
presented by UNWTO Member States as good, sustainable practices
in poverty reduction through tourism. In total, 26 cases were received
from 20 countries around the world.
Based on the seven approaches to alleviate poverty, outlined in the
previous publication Tourism and Poverty Alleviation: Recommendations for Action, this publication gives practical examples on their
implementation.

Tourism, Microfinance and Poverty Alleviation


Tourism can contribute to the fight against poverty in developing
countries, and more specifically in the least developed countries.
However, this potential is closely linked to the accessibility of financing
sources. With the aim of finding solutions to the numerous problems
involved in the financing of tourism development initiatives especially
for small enterprises and microbusinesses in developing countries,
the UNWTO in conjunction with PlaNet Finance, a leading microcredit
institution, is studying the possibilities of adapting microcredit to the
specific needs of the tourism sector. This report presents
recommendations for small tourism enterprises and microbusinesses
as well as microfinance institutions, with the objective of bringing
them together and thus stimulate tourism development that benefits
the poor. This report encourages governments and MFIs to adapt
lending terms to the specific characteristics of tourism activity and
poor populations.

Towards New Forms of Public Private Partnership


Although tourism is an activity sustained mainly by private initiative,
governments have traditionally played a key role in its development
and in the promotion of their countries as tourism destinations. Over
the past decade, however, there have been increasing signs of
disengagement from tourism by the public sector. This has resulted in

Visa Facilitation in the Silk Road Countries


Over the centuries, the Silk Road has been a vehicle for the exchange
of cultures, ideas, crafts, beliefs, peoples and technologies between
the East and the West, carrying conquerors, missionaries, traders,
geographers and more recently, tourists. 1991 saw a reawakening of
interest in the Silk Road with respect to cultural exchange, trade and
tourism. The number of tourists who have been travelling on the Silk
Road has been growing by leaps and bounds. In light of this UNWTO
has taken the initiative to create a long-term tourism project in order
to promote a special Silk Road tourism concept.
The Silk Road Project, since its inception has identified a number of
impediments militating against the growth of travel and tourism along
the Silk Road. Among these obstacles, travel formalities which involve
procedures such as visa processing and customs regulations stand
out as the most notorious. Study on Visa Facilitation in the Silk Road
Countries is an in-depth study to analyse visa procedures and other
facilitation regulations in force in the countries involved in the Silk
Road Project. It provides a set of recommendations on country-bycountry basis to bridge the gap between visa procedures in Silk Road
countries and those of other neighbouring countries which are
considered to be more viable and of internationally acceptable
standards.

Poverty alleviation has become an essential condition for peace,
environmental conservation and sustainable development, besides
being an ethical obligation in an affluent world, where the divide
between poor and rich nations seems to have increased in recent
years.
At the same time, while international and domestic tourist movements
continue to grow, there is stronger evidence that tourism, if developed
and managed in a sustainable manner, can make a significant
contribution to alleviate poverty, especially in rural areas, where most
of the poor live and where there are very few other development
options.

This report contains the summaries of the debates held and


conclusions reached at the World Ecotourism Summit and its
preparatory process, as well as the Quebec Declaration on
Ecotourism. The World Ecotourism Summit, was held in Quebec City,
Canada from 19 to 22 May, 2002. This was the principal event to
mark 2002 as the International Year of Ecotourism. The Summit was
an initiative of the World Tourism Organisation (UNWTO) and the
United Nations Environment Programme (UNEP). It was hosted by
Tourisme Qubec and the Canadian Tourism Commission. These four
organisations were the partners responsible for the Summit. The
purpose of the Summit was to bring together governments,
international agencies, NGOs, tourism enterprises, representatives of

For most islands, tourism is the main economic activity in terms of


income generation, employment creation, and foreign exchange
earnings. But due to their small size, islands are quite vulnerable to
the negative environmental and social impacts that tourism can
sometimes bring. That is why it is vital to plan, manage and monitor
tourism development in SIDS, aiming at sustainability objectives.
This UNWTO report presents a summary of the current status of
tourism in SIDS, while providing evidence of the key importance it has
for the sustainable development of many islands and for the

The Incidence of Sexual Exploitation of Children in Tourism is a study
prepared within the context of the International Campaign Against
Sexual Exploitation of Children in Tourism, co-funded by the European
Commission.
This publication is divided into two parts that examine the Commercial
Sexual Exploitation of Children (CSEC) in tourism networks from the
perspectives of both tourist-receiving and tourist-sending countries.
The report considers the effectiveness of existing international
campaigns, identifies critical areas involving the tourism industry and
makes recommendations for the prevention of this exploitation in the
short and long term. It also includes recommendations of how the
tourism industry can work, both in collaboration with other

Market Research

The main objective of the study is to create a conceptual framework


with a structural approach that can be broadly used in practical
marketing, especially communication, and product development. In
addition to this, the study consists of an inventory and analysis of
available quantitative data on city tourism and culture and a qualitative
survey of the supply side.

The UNWTO World Tourism Barometer is a new UNWTO service
published with the aim of monitoring the short-term evolution of

The Tourism Satellite Accounts Project reached a milestone with the
adoption of its Recommended Methodological Framework by the
United Nations Statistical Commission in March 2000. The aim of this
publication is to reflect about the main steps which have led to this

relative to statistical operations used to estimate visitor expenditure
associated with inbound tourism. In some of the cases which were
analysed, estimating expenditure is the main aim of these operations;

This multilingual Thesaurus on Tourism and Leisure Activities is the
fruit of over 20 years work seeking to develop a specific
documentation language to help search for information relating to
tourism activities. It can be used as a guide to tourism terminology, as
