Referenece: Your letter No.235/2-D dated 13-05-2015

This is with reference to your above letter and this is to state with great concern
that the contents of your letter, being of prime importance, have been conveyed to this
office at a very belated stage in spite of clear cut directions to you about completion of
the schemes in June 2015. Further your letter/report does not provide any detail
regarding the nature and extent of differences that exist according to you between the
strata at site and as mentioned in the Report of Geology Department Peshawar.
Therefore, you are directed to provide the details/ replies of the below mentioned points
without further delay, to move further in the matter:
1- Copy of your office letter vide which Geology Department Peshawar was
requested to conduct Soil investigation/strata classification.
2- Original Report submitted by Lecturer of Geology Department Peshawar.
3- Why, after receiving the Report submitted by the Geology Department Peshawar
on 05-06-2014, the same was not cross-checked/compared by you with site at
that time?
4- Why the Revised PC-Is/detailed cost estimates were prepared by you fully
based on above Report, which according to you is incorrect, signed and
submitted by you to this office for further process?
5- The revised PC-Is were further submitted to Deputy Commissioner through
Superintending Engineer C & W Circle Battagram on 24-10-2014 and accordingly
Revised Administrative Approval was issued by Commissioner Hazara Division
Abbottabad on 28-01-2015. Why no such report was made by you even during
the processing of PC-Is for more than 3 months?
6- Even after passing of further three and a half months after Revision of scheme,
no such report was made by you, which is astonishing, unacceptable and needs
explanation/justification.
7- A total of more than 11 months have passed since submission of the above
Geology Report and more than 6 and a half months since submission of Revised
PC-I/Cost estimate by you without any such report from your end. Such a long

period of almost one year without any such report clearly reflects gross
inefficiency in discharging your official duties, keeping this office and the higher
Authorities in darkness, and a willful silence by you during this period, which may
hint towards a possible mala-fide on your part in the matter.
Therefore, in order to move ahead regarding the issue, you are directed to
provide the above details/replies along with the KM-wise/RD-wise differences in
strata classification ascertained by your geological expertise, if any, and as
provided by the Geology Department Peshawar, within 5 days time, repeat 5
days time, to this office. You are further directed to submit the Technical
Sanction Estimate of the work also within a week time as the Contractors have
approached this office time and again for clearance of their pending liabilities, as
payments without it stand irregular as per B & R code.
In case of non-compliance of above and further delaying of the matter by
you, the same shall be reported to higher Authorities for necessary action under
E & D Rules against you, and the responsibility of delay in completion of scheme
or any other complication will also rest upon you.
