All activities on refuge lands need to consult with me (the Refuge) or I


will delegate it to one of the Assistant Managers here. We track all
activities not conducted by refuge staff on the refuge, as best we can.
Therefore, any actions associated with planning, design, etc. associated
with the border fence should be cleared by me before they access the
property, mostly so that I can document the activity through a Special Use
Permit and insure the activity won't impact nesting birds, destroy rare
plants, contaminate wetlands, etc., etc.,
Please put these folks into contact with me as early as possible prior to
their needing access, so I have time to work up the permit.

I appreciate your assistance in this matter.

Thanks (b) for your prompt response. The aerial surveys are complete
for now(6)
Project O-7 through O-10 (South of Donna to Relampago). The
surveyors will be leaving the Rio Grande Valley tomorrow for Arizona and
will not return until a later date (unknown at this time), but they will
have to eventually survey the rest of the projects.

The environmental surveyors took care of the USFWS tracts with the
permit a couple of month's back, now we will be having many other survey
crews from real estate and engineering. How would USFWS like to handle
them???

Example
1) US Army Corps currently has a survey crew from Houston called
Landtech measuring the purchasing swath for the Fence Project (PF-225).
As of now they have skipped USFWS properties, but need to measure USFWS
tracts. How would you like to handle them??

2) US Army Corps/Baker Engineering will be sending another engineering


survey crew that will be taking borings (soil) samples. How would you
like to handle them??

I spoke with my supervisors about this a couple weeks ago, because DHS
was
under the impression that we prohibited this requested action. If
targets
can be adequately space and placed off-refuge, that would be preferable
for
us, but if indeed it is necessary for targets to be placed on the refuge
tracts, I will issue a Special Use Permit to the lead person overseeing
this action. Please put them into contact with me and I'll get started
on
the permit, which will identify what refuge tracts will be affected, on
which days, and how long the targets can be expected to remain in place
on
the property, etc.... I will definitely work with you on this
component,
because the information collected will be valuable to us as well.

The engineering survey crews will be in the Rio Grande Valley conducting
surveys for the Fence Project from Project O-1 in Roma to Project O-21.
As
of right now we do not know the exact dates.

We currently have a survey crew placing plastic targets out for Aerial
photos in Project O-7 through Project O-10. Since we do not have
permission for the surveyors to be on USFWS property, the targets were
placed outside of the property. Have you been made aware of these
flyovers
and do we have permission to place the targets on USFWS property?

In the very near future we will also have another engineering crew
conducting boring (soil) samples
How do you want us to approach these surveys??
