As project proponent / sponsor for the PF 225 project, I am needing your assistance getting this permit
signed off on by CBP in Section V. This is delaying the arch surveys that need to take place in
completing the Del Rio EA. We have tried to get this signed by someone at sector but have run into
some resistance. This is a standard document that makes the Texas Historical Commission aware that
we will have arch surveyors out in the area.

Who should sign is CBP? Your guess is as good as mine, but I would start with (b) (6) We just need
the document signed so we can get on with our work.

There’s been a slight change of plans. On Wednesday, I need to check the location of the drilling
locations that the geotech crew is flagging tomorrow. I’ll be with a biological monitor from e2M named
Missy (I don’t have her last name yet). On Friday, I’ll be monitoring the geotech crew again while they
do the actual drilling.

Meanwhile, I’ve attached a copy of the Texas Historical Commission permit form for archaeological
survey. Can you arrange for getting signatures from your office (sections III and V) and from (b) (6)
with the city of Eagle Pass (sections II and IV)? My hope is to have this permit signed by
Thursday so I can run it to Austin.

If the permit signing process goes as I hope, that means I won’t need a Border Patrol agent on
Thursday.

I’ll call you tomorrow to arrange a place to meet. By then, I should be in touch with the biological
monitor so I can coordinate with her.
