This letter from the Deputy Director (East) of the Pakhtunkhwa Highways Authority discusses issues with excavation work carried out by a contractor for an optical fiber cable project along the Maqsood - Lora – Ghoragali Road. In continuation to above, this is to state again that the excavation works in
shoulders of Maqsood - Lora Ghoragali Road have been done by your Contractor under the above Project for laying of Optical Fiber Cable without obtaining any NOC from our Competent Authority and no work-plan has been shared with this office for the activities being carried out by your Contractor. The undersigned has visited the road and this is to state with concern that the excavation work and back filling along the road in which has so far been carried out in approx 25 Kms from Ghora Gali end, has not been done in appropriate manner. The back filling has been done without any leveling / dressing and compaction and residual excavated earth is found lying as heaps along the road. The loose back-filled shoulder areas have shown settlement and water is easily seeping into the shoulders and under the Asphalt Wearing course and causing damages. Open trenches have been left at numerous locations which are touching the edge of the asphalt surface and causing damage to it. The surface has also been cut and damaged where cable has crossed the road from one side to other. Due to above, and having no work plan shared with this office, this office cannot carry out the routine maintenance activities on the road, resulting in deterioration in the road condition. In light of the glimpses of the road condition presented above, it is suggested that a joint meeting may be conducted in the office of undersigned at an early date to discuss the issue of obtaining proper NOC in line with the SOPs of this Authority and carrying out the work accordingly in close liaison with this field office in the best interest of the Government and the public. An early response from your end is requested.
