About

Passavant Energy & Environment

Passavant-Roediger GmbH has evolved into Passavant Energy &


Environment (PE&E), thereby expanding its portfolio to include Green
Energy solutions and complement project delivery from full turnkey
EPC contracts to holistic solutions for Water, Sludge and Energy
Re-Use. PE&Es solution provision is well-defined as a comprehensive
benefit: PE&E offers EPC contracting, O&M service provision and
financing, as required by the client, but under the umbrella of a
global water and energy resource optimization scheme. PE&E is able
to offer both financial and technological long-term and sustainable
benefits.
Established in 1842 in Germany, Passavant developed ground
breaking technologies and processes in municipal wastewater,
sludge, water and industrial wastewater treatment, including the
companys in-house world renowned sludge digestion technology,

which is a pioneering system for the production of usable materials


from sewage sludge. In the process PE&E has continuously re-defined
positively industry norms and its systems have been adopted by
hundreds of waste water treatment plants all over the world. The
company also brought the Lamella separator technology for water
treatment to excellence, which is a PE&E state-of-the-art four stage
process used for water treatment.
Today, PE&Es steady growth and the establishment of various
subsidiaries in Europe, the MENA region and Asia open a gate to
acquire businesses in new markets. The company has won awards for
projects world-wide, including, but not limited to North Africa, UAE,

The 4th UN World Water Development Report 2012 warns of an


impending water crisis. With global population rising rapidly, there
is a steady increase in demand for water, which is lowering water
supplies worldwide.

PE&E has led from the front in the development of anaerobic sludge

SEQUENTIAL GAS LANCE MIXING SYSTEM

TURBO-LME PROCESS

Passavant Energy & Environment innovated the technique of injecting


gas directly above the digester bottom, via flexible insert lances. This
method delivers three crucial advantages. It prevents the buildup
of deposits, even in shallow digester bottoms. It also eliminates
the need for continuous operation of the mixing system which
brings down operation costs. It also facilitates easier maintenance
of digesters by allowing for cleanup work while the digester is still
operating without having to empty the digester.

One of the biggest challenges in water treatment and


purification is binding the impurities than can be separated
from water by using sedimentation processes. Passavant Energy
& Environments unique Multi-chamber flocculation, combined
with a lamella separator, achieves optimal sludge concentration
by thickening the separated floc in a single stage. The unique
lamella geometry creates a high quality of effluent that was not
achievable previously. The system is able to operate under high
hydraulic loads with additional maximum sludge thickening.

water works in Botosani county was responsible for the rehabilitation
and extension including Civil works, supply and commissioning of
mechanical and electrical equipment for two turn-key water works
(mechanical and chemical treatment and sludge treatment).

The Bucecea treatment plant had a capacity of 700 l/s and the
Catamarasti Treatment Plant also required the construction of
Hydropower Plant (turbine), new laboratory, rehabilitation of
2 x 10,000 m storage tanks.
PE&E was appointed as General contractor for complete equipment for
treatment of organic rich waste fraction with anaerobic digestion. The

COMPANY INTRODUCTION

1.1

General Company Background


Passavant Energy & Environment GmbH is a European-Based Subsidiary of Drake and
Skull International PJSC, which is a U.A.E. based, public joint stock company. Passavant
Energy & Environment GmbH operates in process engineering and mechanical, electrical,
instrumentation, control and automation (MEICA) engineering as well as construction and
construction management, providing a design and build service for water, wastewater, sludge
and waste treatment systems. Passavant Energy & Environment GmbH operates globally,
throughout Europe, the Middle East, the Far East, including China, North Africa and many
other overseas countries.
Having the necessary experience and the ability to be independent in the selection of the best
process and equipment for each system allows the Passavant Energy & Environment
GmbH to provide clients with the most appropriate and cost-effective solution to meet their
requirements.
Passavant Energy & Environment GmbH has an integrated team of dedicated
professionals with an unparalleled level of expertise that enables the company to undertake
projects in the ranging from mid-size (several millions) to major projects as a general EPC
contractor (turnkey contracts with values up to hundreds of millions of Euros).
From the companys German headquarters in Frankfurt, Passavant Energy & Environment
GmbH operates throughout the country and has wide representation through agents, fellow
group companies and licensees in various European, Asian, African and Middle East countries
which enables the company to service its multi-national clients.

Design Capability
PASSAVANT ENERGY & ENVIRONMENTs design facility plays a vital role in every
stage of a project or contract, employing its vast experience in formulating cost effective
solutions to water, wastewater, sludge and waste treatment problems.
This process and MEICA engineering expertise is fully utilised in designing all types of
installation from a complex automatic air, water or wastewater processing plant, to a single
piece of equipment for integrating into an existing system.
All mechanical and process design is undertaken in-house either in Germany or within the
local subsidiaries.

1.4

Project Management
When undertaking Turnkey contracts Passavant Energy & Environment GmbH controls
all elements of the civil and MEICA engineering to ensure that progress, quality and cash flow
are all tightly maintained.
This involves Passavant Energy & Environment GmbH in the detailed programming of
the works, strict budgeting and time control of the sub-contractors, formulating and applying
quality assurance procedures and liaison with the client to ensure that the project is brought in
on-time, on budget and to specification.

Computerisation
Computerisation is part of PASSAVANT ENERGY & ENVIRONMENTs commitment
to implement the latest technology in data processing. The systems implemented and utilised
range from simple word processing to the most sophisticated computer aided design software.
All computers within the company are connected through one duty and standby network that
allows easy access and sharing of data between the different users.
The latest issue of Autocad is used for producing drawings, ensuring efficient operation and
neat presentation. Bills of materials along with all the related specifications are extracted from
the drawings and presented in custom built reports.
Hydraulic analyses and process calculations are generated using in-house written programmes.
Projects are planned, budgeted and monitored through the aid of computer management
systems and HAZOP studies are conducted using a proprietary software package.
Accounting data is completely stored and processed by the Groups own in-house written
package which incorporates the Group accounting procedures and allows easy enhancements.
Instant access to drawings and project engineering details are available worldwide using
PASSAVANT ENERGY & ENVIRONMENTs computer communication facility.
PASSAVANT ENERGY & ENVIRONMENTs trained engineers and staff are always
developing new ideas to optimise the use of computers and thus improve the efficiency and
quality for the ultimate benefit of clients.
According to the clients request, we are able to control and to operate the plants via internet
connection with the plants operational software. This allows a fast reaction in case of
problems.

Installation of Plant and Equipment


During the plant installation, integrated planning and control for both the client and the
supplier is essential to avoid any delay or disruption to the clients site area or production
programme.

Whenever possible, Passavant Energy & Environment GmbH will schedule the installation
work to minimise or eliminate any possible disruption by utilising the clients quiet periods,
such as plant shut-downs and low production periods.
The companys success in achieving these aims is demonstrated by the client often placing
additional contracts with Passavant Energy & Environment GmbH even before the initial
contract has been completed.
1.7

Plant Commissioning
To ensure the optimum operation of any process plant it is imperative that the plant is
correctly and fully commissioned. This requires a total understanding of both the process and
equipment, in addition to the plants capabilities and operating procedures.
Prior to completion of all contracts, Passavant Energy & Environment GmbH provides its
commissioning team to test and commission the plant equipment and the overall process.
Several sets of working drawings and operating manuals are always supplied with each
contract.

1.8

Operator Training
If the plant is to be operated at peak performance, it is essential that the plant operators are
fully aware of the plants functions and capabilities.
Passavant Energy & Environment GmbH provides a custom designed, on-site training
programme that ensures the plant operatives and the client are familiar with the process,
equipment and operating procedures of the plant installation.
Together with working drawings and operation manuals, the training programme provides the
operatives with the knowledge to enable the plant to operate at its optimum performance.
In addition, Passavant Energy & Environment GmbH offers a technical back-up service
that fully supports the client and can be particularly useful during the initial period of the plant
operation, when the operators are acquiring their experience.

Operation Contracts
Passavant Energy & Environment GmbH holds contracts for the operation and
maintenance of water, wastewater, sludge and waste treatment plants. Passavant Energy &
Environment GmbH employees who are adequately qualified and trained for each contract
carry out the required O&M works. These contracts involve the responsibility for producing
treated water/wastewater suitable for discharge to supply mains or to receiving streams and
include all operational costs.

1.10

After Sales Advice


Arrangements can be made for plant audits to be conducted on a regular basis so that
operational performance is maximised thus enabling minimum operating costs to be realised.
This service can range from weekly monitoring of operating data up to regular planned visits
to an agreed schedule.

Since its establishment Passavant Energy & Environment GmbH has been successful in
maintaining a high rate of growth and has always been able to fulfil its financial commitments

plants. Sophisticated wastewater treatment technology from the inlet to the outlet inclusive of
sludge treatment as well as customized process technologies for every step of the process, be
it the mechanical, biological or clarification stage or even advanced wastewater treatment
technologies for reuse applications.
PASSAVANT ENERGY & ENVIRONMENTs Process Engineering capabilities include
important mechanical processes like inlet pumping, pre-treatment as well as primary,
secondary and tertiary wastewater treatment. In addition, chemical processes such as emulsion
division, flocculation/precipitation, neutralization, oxidation and disinfection are applied.

SLUDGE TREATMENT

5.1

Overview
Passavant Energy & Environment GmbH has had an essential share in the development
of anaerobic sludge stabilization and equipment: Moreover; our expertise obtained from the
supply, installation, commissioning and maintenance of more than 1,500 plants worldwide is
incorporated into the design of each new plant. We plan highly loaded digestion plants which
can be safely operated through digestion times of nearly 14 days.
Our modern digesters can also be used for the joint or exclusive treatment of bio waste.
In order to meet the manifold and sophisticated demands on modern digestion plants, the
following conditions are important for a good and quick digestion process:
The supplied raw sludge must be well and gently seeded with re-circled sludge.
A thorough mixing of the digestion tank is indispensable.
The temperature in the tank must be constant in time and place.
The solids content in the tank must be constant.
Long-term deposits must be prevented.
Closed layers of scums must be prevented and easy removal of floating solids must be
ensured.
Quick degassing of sludge must be possible and foam formation must be safely
detected.
The equipment must be reliable in operation.
Flexibility of the mode of operation must be guaranteed.

Design of Digestion Plants


Due to the multiple demands on digestion plants, it is not possible to establish universal
design guidelines. The digester and its equipment are designed individually for each client and
are customized to their special needs.
The diagram of a modern digestion plant given below can thus only serve for the procedural
assignment of the various components of the equipment described in the following.
Equipment Components of Digestion Plants
The equipment components listed in this document are produced by Passavant Energy &
Environment GmbH as licensed professional firm according to DVGW G 301 (Rules of the
German Technical and Scientific Association for Gas and Water).
We set great store by supreme processing quality, as gas produced during the digestion process
is very corrosive. Our skilled welders are supervised by a professional welding engineer.
Moreover, all components made of stainless steel are pickled in a dipping bath in a
workmanlike manner after their production and are then passivated.
As a matter of course, we are able to supply proof for all used materials according to EN
10.204 by test report 3.1 B, as it is legally required in Germany for the gas sector.

The residues from modern waste water treatment put the operating company to considerable
expense due to the necessary treatment and disposal measures.
Anaerobic sludge digestion was developed decades ago and today is an integral part of every
sophisticated sludge disposal concept. Passavant Energy & Environment GmbH is a
leader in the design and optimization of this process.
Benefits of the Passavant Energy & Environment GmbH system include:

Reduction of the sludge volume by about 50%, thus requiring smaller aggregates and
plants for dewatering, drying, incineration or dumping.
Reduction of the organic sludge volume by up to 50% without using expensive electric
energy, thus ensuring a relative odourless sludge as well as improved sludge dewatering
properties.
Reduction of the sludge volume, thus fewer chemical substances needed for
conditioning and reduced disposal expense.
Elimination of the difficulty to dispose of grease trap residues and simultaneous
fermentation in the digester.
Production of biogas whose energetically utilization can ensure in many cases the selfsufficient operation of treatment plants.
Reduced space required because the aeration tanks are much smaller due to higher
sludge load.
In conjunction with a pasteurization stage, the sludge can be safely disinfected and its
reuse can thus be regarded as hygienically safe.

7.0

WASTE TO ENERGY

7.1

Overview
Passavant Energy & Environment GmbH has the necessary know-how to design suitable
waste treatment processes for different types of waste that can considerably contribute to
saving our resources. Our plant technology focuses mainly on the digestion of organic waste
fractions, yet equally involves using components which help to produce regenerative energy or
can treat excess process water.
In a very early process stage the waste stream is split into an organic rich waste fraction,
subject to anaerobic digestion and an overflow fraction, subject to sorting and recycling.
Anaerobic Digestion Process
As we know today the anaerobic methane digestion is running on three phases under
participation of different groups of microorganisms. It must be emphasised that all
degradation steps occur simultaneously at the same time in the digester. All groups of
bacteria live together in a tight symbiosis. To achieve a complete anaerobic
degradation of organic material each group of bacteria must be working as they are
strongly dependent from the intermediate products of another group.
Consequently from both the reaction kinetic point of view and the process point of
view Passavant Energy & Environment GmbH strongly recommends the single
step wet digestion carried out as intensified digestion with proper mixing, very low
temperature gradient and very low concentration gradient which supports the bacteria
symbiosis and guarantees highest biogas yields.
Furthermore hygienisation can be achieved by a thermophilic wet digestion.
Wet Waste Treatment
The fine fraction is fed to the feed preparation tank where it is transformed into a
liquid suspension by adding process water coming from the dewatering equipment and
clean water.
The feed preparation process is operated continuously. One of the most important
features at this stage is the unique opportunity to separate the mineral fraction
containing sand, stones, glass, ceramic etc. from the organic suspension which is fed to
the digesters with the Passavant Energy & Environment GmbH feed preparation
system.
It particularly is very important for industrial scale bio-waste treatment processes to
remove minerals which are contained in the waste in considerable amount and could
cause serious damage such as sand blockages, wear and tear of pumps, pipes and
valves if they were not properly removed.
This very important feature of heavy reject separation is performed by a special
backwashing and heavy reject removal procedure, which is periodically applied and
embedded in the Passavant Energy & Environment GmbH continuous feed
preparation process. The heavy reject separation must be followed by a wet digestion
process.
Fertilizer Product (from source separated bio waste)
The fertilizer can be used to improve the soil. A special characteristic is that it can
hold water over a long period. Degradation during fermentation is sufficient to
produce a fresh bio-solid product, which can be utilised for agricultural purposes, or
for land reclamation. The stabilised product can be marketed for horticultural,

agriculture, forestry and gardening purposes. The stabilized fertilizer can also be used
without any dewatering as a liquid fertilizer.

8.1

Sludge Digestion Sequential Gas Lance Mixing System


Passavant Energy & Environment GmbH has gained experience in the installation of
more than 1,500 digestion tanks. On the basis of this expert knowledge and our experience
gained in the maintenance and operation sector, we have developed a special system for the
injection of digester gas. With this method, the gas is injected via flexible insert lances shortly
above the digester bottom. This allows, even in case of shallow digester bottoms to prevent
the formation of deposits.
In addition, the Passavant Energy & Environment GmbH digester gas injection system
provides for the possibility of maintenance works at the mixing system even during operation
of the plant. It is thus not necessary to empty the digester at regular intervals for maintenance
purposes. As an outstanding advantage of this system, however, has to be mentioned that
continuous operation of the mixing system is not required, thus considerably reducing
operation costs.

Turbo-LME
The Turbo LME principle is based on the combination of the turbo-flocculation process and
the lamella separator with integrated thickener-rake unit (LME).
In this process the multi-chamber flocculation is used for the production of an extremely
sedimentable floc which is separated from water in the adjoining lamella separator and which
is thickened in one single step in the thickener up to the optimum sludge concentrations.
Highly turbulent flocculation stages, contact sludge return and individually defined energy
input are component parts of the Passavant Energy & Environment GmbH system which
enables ideally use of the reaction kinetics.
Thanks to the special and unique lamella geometry, the process provides an up to now
unattainable effluent quality, even in the case of high hydraulic loads with additional maximum
sludge thickening.
Application fields of the Turbo-LME-Process:
The turbo-LME process can be adapted to the most diverse requirements by varying the
treatment stages.

Package Plants
Passavant Energy & Environment GmbH offers a wide range of standard design package
system for a lot of different applications, such as for water or sewage treatment (including
tertiary quality) or reverse osmosis plants.
Advantages of a package system are the quick deployment, remote area operation and of
course the proven technology and performance. In addition, delivery time to site is very short
(between 6 and 12 weeks), with only minimum start-up and de-commissioning times.
Relocation of a package system is always possible if required. The full automation provides for
an easy operation.

HEALTH AND SAFETY

10.1

Responsibilities
All employees have the responsibility to co-operate with the directors/supervisors to achieve a
healthy and safe workplace and to assist them in attaining a high standard of compliance with
those duties.
This document and its contents do not exempt sub-contractors from their statutory duties on
health and safety, but are intended to assist them in attaining a high standard of compliance
with those duties.
Sub-contractors wishing further guidance are referred to the Standard Rules and Conditions
for Contractors as issued by Passavant Energy & Environment GmbH GmbH.
Safety training, inspections, accident investigations etc, are the responsibility of the directors
as named above depending upon the area concerned.

10.2

Special Training
Due to the very varied nature of the contracts undertaken by Passavant Energy &
Environment GmbH any project that may present unusual work conditions will only be
undertaken following any specialised training as may be deemed necessary.

10.3

Protective Equipment
Any requirement for the use of protective equipment must be adhered to. Passavant Energy
& Environment GmbH will issue Free of Charge any protective equipment found necessary
for its employees on the strict understanding that such equipment will be used and maintained
to a satisfactory level.
Any faulty equipment must be reported immediately and not used in any circumstances.
It is the responsibility of any sub-contractor to equip their personnel suitably for any work to
be undertaken. Passavant Energy & Environment GmbH reserve the right in any contract
to supply sub-contract employees the correct safety equipment required for the work to be
carried out if in the opinion of Passavant Energy & Environment GmbH that:
