POLICY REPORT AND AUTHORIZING THE CITY MANAGER TO EXPEND
FUNDS AND ADMINISTER THE ADVISORY COMMITTEE ON MINORITY

EQUITY PARTICIPATION

A resolution has been prepared which accepts the Oakland Equity


Participation Policy report prepared by staff which reflects the work
of
the
City
council
Task
Force
on
Minority/Community
Equity
Participation.
The resolution also provides $ 60,000 from the budget
of the Office of Economic Development and Employment to continue work
on equity participation policy.

Background
The proposed equity participation policy was presented to the City
Council's Committee on Economic Development, Community Development
and Housing on December 11, 1990 and again on March 19, 1991, when
the Committee accepted the pOlicy report.
Two of six recommendations
were endorsed by the committee in March:(
1)
to form an Advisory
Committee and to direct the Committee and staff to further develop
the implementation procedure, and ( 2) to provide adequate funding for
the foregoing activities including $60,000 from OEDE.
The other four
recommendations will be reviewed by the Advisory Committee.
In
addition,
the
Economic
Development,&
ommunity
Development
Committee requested that staff expedite the formation of the advisory
committee set forth in the policy.
On May 7,
1991, the Mayor
transmitted to the City council the appointment letter proposing nine
9) Committee members to the new Advisory Committee Minority Equity
Participation.
The Office of Economic Development will staff the new
Advisory Committee with assistance from the Offices of the City
Manager and the City Attorney..
The proposed Oakland policy seeks to redress identifiable patterns of
discrimination in the availability of economic opportunities arising
from development activities.

As a quid pro quo for City assistance,

developers would provide an agreed- upon financial return to the City


that reflects
the
level of City assistance,
or would
provide
increased minority, community and/or pUblic equity participation.

Recommendation
staff recommends approval of the resolution accepting the Oakland
Equity Participation Policy report and the two recommendations
endorsed by the Economic Development,
Community Development and
Housing Committee at its meeting on March 1991. To wit:(
1) to form
an Advisory Committee;
and ( 2)
to provide the necessary funding
including $60,000 from OEDE'S CDBG funding category.
Staff further
asks Council to commend the work of the task force moderator, Ed
Blakel~and the Task Force members for their effort and contribution
to this report.
