Monthly Checklist For Depot

ANNEXURE 1.L(iv).1

TANKS

Notes :
i.

For all intent and purposes, this monthly checklist is based on API 653 Tank Inspection, Repair, Alteration
and Reconstruction

ii.

The scope covers both the tank and its foundation.

iii.

Primarily, this monthly checklist serves as a quick reality check for in-service tanks based on general
observations at identified critical areas during a site walk around.

iv.

As far as practicable, this monthly checklist should be applied to a cluster of tanks (not exceeding 10 tanks
and must be within a common bunded area) in the tank farm.

It is assumed that most of the tanks are either flat bottom or cone down bottom equipped with a water draw-off
sump.

A Master Index of all the tanks within the Depot is expected to be in place and relevant information should
include the following:
- Tank Diameter & Height (Designed)
- Date of Construction
- Rated capacity
- Product Service

On item A(7) - Roof Appurtenances and A(8) - Access Structures, subject to local operating procedures, below
are few pre-conditions that must be met before access to the floating roof is permitted;
- Floating roof has to be less than 1.5 metres below the top rim before descent onto the floating roof is
permitted. Otherwise, confined space entry requirements would have to be applied.
- Tank must be dormant.
- An assistant has to be stationed at the gauging platform to be on a lookout.
- Inspector spends not more than 15
Minutes on the deck to carry out visual inspections.

Tank Foundation

i.

Visually check the tank foundation to ensure


all rainwater run-offs is directed away from the
tank bottom plates.

ii.

Visually inspect for cavities under foundation


and possibly vegetation against bottom of tank.
Visually check for sapling and cracks on
concrete / asphalt pads.

Look for areas where leaching of product has


left rock fill exposed, which indicates
hydrocarbon leak.
Visually check the condition of the bottom plateto-foundation seal, if any
Visually check underflow leak detection pipes for
presence of product, if applicable

Tank Grounding System


Check to ensure that conducting strips / lugs
are intact and firmly secured to the tank

Side Entry Mixer


Visually check for leaks around the mechanical
seal etc.

Shell Appurtenances

i.

Visually check for cracks or signs of leakage


on weld joints at nozzles, man ways and
re-inforcing plates.
ii.

Visually check that the correct size and


number of bolts have been used and that
adequate threads are exposed at either end of
the stud bolts

iii.

Visually check tank valves for any leaks

iv.

Visually check for flange leaks and leaks


around bolting and at all other miscellaneous
nozzles.

Visually check for general pitting & corrosion
and paint failures i.e. blistering, flaky, cracking
etc
Visually check for distortion especially in the
tank upper shell strakes

iii.

Visually check for grooving and pitting on


inner-side of shell strakes

iv.

Where possible, visually inspect wind girder


and handrail for corrosion damage [ EFRs ]

Tank Roofs & Seal System

i.

Visually check for external corrosion and


pitting and tell-tale signs of thinning of roof
plates ( underside corrosion ) e.g. holes or
presence of rust scales on the internal floater

ii.

Look for indication of standing water


(significant sagging of fixed cone roof deck
may indicate potential rafter failure or
excessive tank settlement)

iii.

Visually check whether secondary seal /


weather-shield is in good condition with no
appreciable gaps between seal and shell
[ EFRs ]

iv.

Visually check whether roof seal lightning


shunts are in position and in contact against
the shell [ EFRs ]

v.

Visually check whether floating deck is in a


fairly level position. If found tilting, it may
possibly be due to leaking pontoons. [ EFRs ]

Visually inspect exposed portion of the


gaugewell for tell tale signs of thinning ( inner
side corrosion )

ii.

Inspect condition and proper functioning of


sample hatch cover

Check to ensure screens on roof mounted


vents / rim vents covers are not blocked

iv.

Visually check condition of roof guide (at the


gaugewell) particularly the condition of the
rollers for grooving [ EFRs ]

v.

Check pressure/vacuum [P/V] vents for general


condition and freedom of operation

vi.

Ensure that the drainholes or strainers into the


centre deck sump is not blocked by debris
[ EFRs ]

vii.

Ensure that the isolation valve for the roof


drain is open, well greased and operable,
where possible [ EFRs ]

viii.

Ensure that the earthing cables connecting the


floating deck and the shell is intact and in good
condition [ EFRs ]

Visually check the general condition of the
tank gauging system. Please refer to Loss

handrails and spiral stairway steps for
Corrosion and paint failure.

ii.

Visually check the general condition of the


gauging platform. [ EFRs]

Visually inspect rolling ladder steps for


corrosion & mechanical failure. [ EFRs ]

Visually check for wear and corrosion where


rolling ladder attaches to gauging platform.
