From the point of view of the citizens of Delhi, what matters is that systems are

transparent and day-to-day work is attended to. This does not need statehoodonly
good governance.

In the short run, I would suggest that local policing functions - i.e. the ones that don't have
anything to do with national security considerations - should be handed over to the State
government. So too can the DDA. If the Delhi government needs land for its facilities, it can
decide on its own to have any realistic chance of being reformed
