AN ORDER ESTABLISHING THE METHODS OF 5S (GOOD HOUSEKEEPING), AND
PROVIDING FOR THE RULES AND GUIDELINES OF ITS IMPLEMENTATION
IN THE PROVINCIAL GOVERNMENT OF BULACAN
WHEREAS, Section 1, Article 10 of the 1987 Constitution declares in part that public office is a
public trust and that public officers and employees must, at all times, be accountable to the people, serve
them with utmost responsibility, integrity, loyalty, and efficiency;
WHEREAS, it is essential that efficiency be religiously observed and practiced at all work areas of the
government offices, in adherence to the aforementioned policy of public accountability and good
governance;
WHEREAS, to advance these noble objectives, it is imperative that the Provincial Government
of Bulacan adapt the methodology of 5S of organizing a work space for efficiency and
effectiveness through identification and storage of used items, regular maintenance of the work
area and sustaining the new order established;
WHEREAS, the Provincial Government of Bulacan is committed to promote good
housekeeping in all its workplaces in adherence to its Seven Point Development Agenda which
puts paramount consideration on Good Governance and Cleanliness;
WHEREAS, 5S which represents the five Japanese words of Seiri, Seiton, Seiso, Seiketsu, and
Shitsuke when translated means Sorting, Set in order, Systematic cleaning, Standardising, and
Sustaining;
WHEREAS, as a staunch advocate of cleanliness and healthy ecology, it is of the essence that
the Provincial Government promote cleanliness in all its offices and hospitals as an exemplary
act to be emulated by other local government unit;
WHEREAS, equally paramount is the enhancement of the employees productivity level in
consonance with the principles of 5S which in turn would yield positive outputs in terms of
efficient, pro-active and responsive public service;
