EXECUTIVE ORDER NO.

__
Series of 2013
AN ORDER ESTABLISHING THE METHODS OF 5S (GOOD HOUSEKEEPING), AND
PROVIDING FOR THE RULES AND GUIDELINES OF ITS IMPLEMENTATION
IN THE PROVINCIAL GOVERNMENT OF BULACAN
WHEREAS, Section 1, Article 10 of the 1987 Constitution declares in part that public office is a
public trust and that public officers and employees must, at all times, be accountable to the people, serve
them with utmost responsibility, integrity, loyalty, and efficiency;
WHEREAS, it is essential that efficiency be religiously observed and practiced at all work areas of the
government offices, in adherence to the aforementioned policy of public accountability and good
governance;

WHEREAS, to advance these noble objectives, it is imperative that the Provincial Government
of Bulacan adapt the methodology of 5S of organizing a work space for efficiency and
effectiveness through identification and storage of used items, regular maintenance of the work
area and sustaining the new order established;
WHEREAS, the Provincial Government of Bulacan is committed to promote good
housekeeping in all its workplaces in adherence to its Seven Point Development Agenda which
puts paramount consideration on Good Governance and Cleanliness;
WHEREAS, 5S which represents the five Japanese words of Seiri, Seiton, Seiso, Seiketsu, and
Shitsuke when translated means Sorting, Set in order, Systematic cleaning, Standardising, and
Sustaining;
WHEREAS, as a staunch advocate of cleanliness and healthy ecology, it is of the essence that
the Provincial Government promote cleanliness in all its offices and hospitals as an exemplary
act to be emulated by other local government unit;
WHEREAS, equally paramount is the enhancement of the employees productivity level in
consonance with the principles of 5S which in turn would yield positive outputs in terms of
efficient, pro-active and responsive public service;

WHEREAS, it is imperative that the Provincial Government of Bulacan promulgate a


comprehensive set of policies and guidelines establishing the observance of the 5S methodology
in all its offices and hospitals;
WHEREAS, equally important is the creation of a committee which shall incessantly monitor
and evaluate the implementation of the 5S in all offices and hospital under the auspices of the
Provincial Government of Bulacan and provide pertinent recommendations relative to the
awarding of the Best 5S Practitioner;
WHEREAS, pursuant to the provisions of Section 465 (2) (iii) of Republic Act No. 7160
otherwise known as the Local Government Code of 1991, the Provincial Governor has the power
to issue such executive orders for the faithful and appropriate enforcement and execution of laws
and ordinances;
NOW, THEREFORE, I, WILHELMINO M. SY-ALVARADO, Governor of the Province of
Bulacan, by virtue of the powers vested in me by law, do hereby order the observance of the 5S
methods in all offices and hospitals of the Provincial Government of Bulacan and the creation of
the 5S Committee through following provisions:
Section 1. Title.
This order shall be known as An Order Establishing the Methods of Good
Housekeeping through 5S and Providing for the Rules and Guidelines of its
Implementation in the Provincial Government of Bulacan or the PGB 5S Guidelines for
brevity.
Section 2. Scope.
This Executive Order shall be applicable in all offices and hospitals under the
Provincial Government of Bulacan.
Section 3. Policy.
It shall be the policy of the Provincial Government of Bulacan to ensure that
efficiency and good housekeeping be observed and practiced in all its offices and
hospitals and work through the following:
a. Seiri (Sorting) or elimination of unnecessary tools and materials in the work
area. Only essential items should be left and stored in easily-accessible places.
b. Seiton (Straightening) or proper arrangement of work, workers, equipment,
parts, and instructions to ensure the smooth flow of work without waste
through proper division of tasks and duties to address the demands;
c. Seiso (Systematic Cleaning) or the regular cleaning of the workplace and all
pertinent equipment to make it tidy and organized. It is also imperative that
cleaning is regularly performed at the end of every shift and everything is
restored in its right place;
d. Seiketsu (Standardize) or implementation of uniform procedures, guidelines
and set-ups in rendering the work and all operation;

e. Shitsuke (Sustain) or religious adherence to the rules and procedures to


prevent relapse and backslide.
Section 4. Enforcement of the 5S Methods.
To ensure the effective implementation and observance of good housekeeping
methods in the Provincial Government of Bulacan, the following measures shall be
undertaken:

Section 5. Composition of the 5S Committee.


There shall be a 5S Committee which shall spearhead the implementation and
evaluation of the 5S methodology, composed of the following:
Chairman

Provincial Administrator

Vice Chairman

Provincial Human Resources Officer

Members

One (1) Representative from each office/hospital


Of the Provincial Government of Bulacan

Section 6. Functions and Duties of the Committee.


The Committee shall perform the following functions:
a. Convene regularly and hold meetings.
b. Formulate plans and policies for the effective and efficient implementation of
the 5S methods in the Provincial Government of Bulacan;
c. Conduct a comprehensive evaluation twice every quarter of all the work areas
relative to good housekeeping methods;
d. Formulate guidelines and procedures in the selection of Best 5S Practitioners;
e. Give appropriate recommendations relative to the awarding of the best 5S
Practitioners;
f. Perform other analogous functions as may be required by the circumstances.
Section 7. The Secretariat.
The Provincial Human Resources Office shall serve as the Secretariat of the
Committee. The Secretariat shall exercise and perform the following duties and
functions:

a. Provide administrative support to the Committee such as arrangements and


preparation of pertinent documents for the conduct of meetings, and
preparation of minutes of meetings;
b. Take custody of all records and documents of the Committee;
c. Perform other duties that may be assigned by the Committee.
Section 8. Implementing Guidelines.
The Committee shall, at the soonest possible time, after this Order has taken
effect, convene and draft a corresponding comprehensive guidelines implementing the
provisions of the same, as well as criterion for the selection of the Best 5S Practitioner.
SECTION 3. Honorarium
The members of the TWG shall receive honoraria for services rendered, in
accordance with the existing guidelines of the Provincial Government in granting
honorarium and other pertinent laws.
SECTION4. Separability Clause
If any part or provision of this Executive Order is held invalid or unconstitutional
by any competent court, the other parts or provisions not affected shall remain valid.
SECTION5. Repealing Clause
All rules and regulations and other issuances or parts thereof that are inconsistent
with this Executive Order are hereby repealed or modified accordingly.
SECTION 6. Effectivity
This Executive Order shall take effect immediately after its signing.
