SYNOPSIS
Malaysia has been known to experience seismic tremors originating from neighbouring countries, such as Indonesia and the
Philippines. Although there are a few active fault lines in East Malaysia (i.e. Sarawak and Sabah), but overall the West Peninsular
Malaysia is relatively free from direct seismic action. Nevertheless, the recent high intensity earthquakes in 2004 and 2005 from
Sumatra, Indonesia have severely jolted the population of Peninsular Malaysia with the generated tsunami and appreciable ground
movements. These have raised questions on the structural stability and integrity of existing building structures in Malaysia, in the
face of such seismic effect from Sumatra which is termed as Far Field Effect of earthquake. Recently, the local authority in the
form of the Public Works Department (Jabatan Kerja Raya or JKR in Malaysian term) has proposed some design guidelines for
concrete buildings in Malaysia, based on local research which has produced some microzonation maps arising from local ground
response analysis. These are yet to be finalized, and has not been confirmed .This presentation will provide some insights and
highlights some of the flaws and drawbacks in the proposed seismic design guidelines, for concrete buildings. Some
recommendations are proposed to enhance the applicability of such guidelines which would be able to take into account of the
actual far field effect of earthquakes to locally felt earthquake intensity. The speaker will also update on the formation of a
Technical Committee on Earthquake by IEM in which all major stakeholders in the local construction industry are involved, and the
various tasks ahead will be revealed. Lastly, the talk will touch on the spirit of volunteerism by professionals in contributing their
expertise, knowledge and time to the betterment of the engineering profession, particularly in developing national standards and
codes of practice, in which seismic code is just one of many.
BIODATA OF SPEAKER
Engr. Assoc Prof Dr Jeffrey Chiang is currently attached at Faculty of Engineering, Universiti Tunku Abdul Rahman. He
graduated from Wollongong University NSW Australia with BEng(Hons) Civil, in 1991 and PhD in 1995. Before embarking into a
career in the academia, he has a short stint as a Structural Engineer with Arup Jururunding Sdn Bhd KL. He is actively involved in
drafting the Malaysian Standards on design of concrete structures (as Secretary) and now as Chairman of TC on Earthquake. He
was the immediate Past Chairman of IEM Civil & Structural Engineering Technical Division, and currently the Honorary Secretary
of IEM. In the international arena, he is an active member of the International Committee on Concrete Model Code for Asia, as the
WG Coordinator on design.
