Ans.

If No, Why?
Ans. In my opinion, although there was also provision about the sustainable development/spatial
planning but no TMAs did not bother to make their plan because of the non
availabities/deficiency of town planners and other technical staff.

Despite of the Revival of the System (PLGO. 2001), the Bureaucratic Supervision still
existed, do you think will this help the Mayor / Chairman in decision making?

Ans.no this will not help then in decision making process. All the decision will be made with the
assistance and approval of house/elected persons.

The roll of Town Officer Planning & Coordination is set aside, and all charges have been
given to the Chief Officer, Do you think is it a right option?

Ans. Because chief officer is not a technical person even they are not well educated, they have no
knowledge about city planning and their rules and regulations.

The Municipal Waste Companies & Cattle Market shall be established in all CDGs, what
would the role of elected person in your point of view, where it is run by people appointed by
the Provincial Government?

The roll of Town Officer Finance is overlook, (PLGA, 2013), Punjab Finance Commission
will manage the financial matters of the local bodies, what would be then role of TOF, where
Provincial Finance Minister will head that matter?

Ans.

In my opinion, these will not be managed or controlled by the appointed persons.

All the accounts/ heads of income and expenditure will also be maintained by TOF.

Do you think Local Government should have power to impose taxes prior to seeking
approval from the Provincial Government?

Why? It is compulsory for all the Local governemnts to seek approval of their taxes/ceases
from the government.

PLGA 2013 focuses on urban renewal in metropolitan and municipal corporations; however
the clause of urban renewal has been excluded from the functions of municipal committees.
how would you comment on it?

Ans. In past, we did not find any single example of urban renewal project executed by the
TMAs or even in the small cities. Thats why it has been excluded from the functions of MC.___

PLGA, 2013 has lack of focus on compact development, as it population is growing


exponentially and its arable fertile is depleting at high pace, how would you comment on it?

Ans.

Urban Renewal in PLGA, 2013 focuses on metropolitan and municipals corporations, dont
you think it should be included for municipal committees?

infrastructure, do you think that it covers the subject of sustainable transport?

Ans.

District government shall provide the fund and assistance to MC for land

use planning.

In your opinion, to what extent the Jurisdiction of TMA should be to check urban sprawl?

Ans.

TMA should check the urban sprawl in the outer limits of city boundary or in peri urban

areas.
15.

Any suggestions for improvement in PLGA, 2013?

Ans.

For betterment of city and their sustainable development decision making power should

be given to the TO(P&C) not to the so called beuracrates or mayor/chairmans.
