ENVIRONMENT ASSESSMENT MANAGER


(Up to 3 roles)

About High Speed Two Limited

High Speed Two (HS2) Limited was established in January 2009 to investigate the
feasibility and credibility of building new high speed rail lines between London and
Scotland.

The first stage of work was the design of a new line between London and the West
Midlands, providing a connection to London Heathrow Airport. This work was
completed during 2009 and a report was presented to Government setting out our
findings. The report was supported by environmental, planning, cost and funding
assessments. Copies of our report and supporting analysis can be found at

Following delivery of that first stage of work HS2 Ltd was commissioned to start work
on detailed design work of routes north of Birmingham. This work is expected to be
completed during 2011. HS2 Ltd has also been commissioned to design and deliver
a public consultation on the route between London and the West Midlands as well as
manage any discretionary purchase scheme for properties affected.

HS2 Ltd is a non Departmental Public Body of the Department for Transport and is
entirely funded by Central Government. The organisational structure is set out below:

HS2 Limited is a small company of circa 35 people drawn mostly from the
Department for Transport and Network Rail. We are now looking to expand the team
to successfully deliver our new and expanded remit to Government.

The Teams

Environment & Planning

Environment and Planning leads on the environmental appraisal of the project, the
planning and land use requirements and implications. The team also leads on the
preparation for the consultation on the London to West Midlands route. The team is
led by Miranda Carter and is made up by four teams:

• Environmental Assessment
• Land & Property
• Safeguarding & Blight
• Consultation

Project Sponsor

The Project Sponsorship team is responsible for the overall programme of work, the
development of routes and the ownership of the business case. The team is led by
Ian Jordan. There are currently three main areas of Project Sponsorship:

• Analysis and Economics


• Business Case Development
• Project Management

Engineering & Operations

The Engineering and Operations team is headed by Professor Andrew McNaughton


FREng. The team oversees the technical and operational design of the options, both
in terms of construction and subsequent whole life capability and advises on the
interface issues with, and impact on the existing network and other technical aspects
of the project.

Corporate Services

The Corporate Services is headed by Suzanne Roddie and the team sit at the centre
of HS2 Ltd providing support and professional advice across the team. There are
currently five teams within Corporate Services:

• Finance, Procurement and Estates


• Human Resources
• Communications and Stakeholders
• Public Enquiries
• Board Secretariat

The Role

Environmental Assessment Manager

Purpose

To manage sustainability appraisal and related planning assessment of HS2 Ltd


proposed routes and to contribute to the delivery in 2011 of a robust and
comprehensive report to Ministers sufficient for them to reach decisions and prepare
for the launch of public consultation.

Management

Responsible for environmental assessment consultants’ budget of £550,000

Main Activities and Decision Making (Key Accountabilities)

• Provide expert advice and coordinate environmental input to the HS2 Ltd
proposed routes including input on general environmental constraints and
criteria at the relevant stages of the project as set out in the project plan,
ensuring that environmental considerations are given due weight alongside
engineering and business case and in the ongoing sifting of options, and
ensuring that environmental work undertaken meets the requirements of EU
and national law.
• Participate in working groups and stakeholder consultation meetings as
required, lead on the AoS Reference Group throughout the process.
• Assist in additional appraisal required by the Secretary of State and
Department for Transport on receipt of the HS2 Ltd Report prior to publication
and consultation of HS2 Ltd proposals later in 2010.

Candidate Requirements

• Analytical skills to evaluate complex data and draw out key issues
• Strong policy skills to interpret evidence provided by consultants
• Strong communication and interpersonal skills and an ability to draft quickly
and clearly
• Ability to work under pressure and take initiative in what will be rapidly
developing work
• Understanding of technical appraisal requirements including but not
necessarily limited to noise assessment, climate change and greenhouse gas
emissions, landscape, habitats assessment
• Understanding of UK legislation, regulations and policy on planning,
environmental assessment and stakeholder engagement
• Some background in the field of planning, environmental assessment and
wider sustainability appraisal

TERMS OF APPOINTMENT AND BENEFITS

This post is a permanent appointment.

Salary

We offer a competitive salary and will be dependent on your experience, skills and
qualifications. The salary may be reviewed annually.

Pension
HS2 Ltd is in the progress of designating a stakeholder pension provider – future
information will be available in due course.

Annual leave

The successful candidate will be entitled to 30 days paid leave in addition to standard
8 public holidays.

Eligibility to work in the UK

All applicants must have the right to live and work in the UK. Documentary evidence
will need to be produced at the interview stage and job offers may be conditional on
verification of right to work and other checks.

Age

In line with our commitment to equality of opportunity we do not impose an age limit
for this post. However the usual retirement age is 65.

Other outside activities

You should not do anything or take on any outside work, which might conflict with the
interests of High Speed Two Limited or its shareholder (Secretary of State for
Transport) or which is inconsistent with your official position. You will need prior
