STATEMENT OF THE PROBLEM

As per under the Article II, Section 8 of Republic Act (RA) No. 9246 known as the
Philippine Librarianship Act of 2004, the libraries in the Philippines should be mandated under
the Government with minimum standards that define the basic sources for a functional library.
And in every higher education institution shall maintain a library fit to these standards for each
degree program with adequate collections and materials in accordance to the policies and
standards prescribed by the Commission on Higher Education for each degree program under
another different article which is the Article IV, Section 27 of Manual Regulations for Private
Higher Education of 2008 (MORPHE). This study aims to know whether or not the University
Library of Pamatasan ng Lungsod ng Maynila, a government funded university situated at the
heart of Intramuros, Manila, is basing its policies, its system to standards set by the Department
of Education under the rule of law and to inform everyone, especially the students about the
library and its capability to a certain extent of which it can help the students in cultivating their
acquired knowledge on whichever particular branch of learning they are in.
There are certain specific questions in addition to the general problem stated of which
should also be answered. The questions are as follows:

What is the current state, its strength, limitations, and services of the Pamantasan ng
Lungsod ng Maynilas University Library that would aid the students in the academic
programs they are under?
What are the existing standards and the problems encountered by the Pamantasan ng
Lungsod ng Maynila in its pursuance comply to these said standards?
Is there a possibility that the standards of the Univesity Library of Pamantasan ng
Lungsod ng Maynila to be altered or changed to fit to the standards set by Department of
Education? If there is, what are the possible actions that can be directed to make it
happen? How long can it take?
How do these standards affect the students, academically speaking?

SCOPE, LIMITATIONS AND DELIMITATIONS

This study circulates and is delimited to the purpose of figuring out whether if the
University Library of the Pamantasan ng Lungsod ng Maynila is complying to the standards set
by the Department of Education. As there are many ways that this study can be approached, the
researches would make use of the qualitative type of research on this subject matter which makes
use of non-numerical data from inquiring and investigating peoples thoughts, opinions, feelings,
views and lifestyles regarding the object of the study. The researchers will base its study on the
data inquired from the chief librarian that the researchers will conduct an interview from in
which the findings would also be based upon. The respondent would be the chief librarian who is
currently working at the Pamantasan ng Lungsod ng Maynila for the first semester of the school
year 2016 2017. The study is confined and surrounding only to the information that the chief
librarian would provide, excluding other faculty members and the students of Pamantasan ng
Lungsod ng Maynila.
