33,000.00

II.

RATIONALE:

It is a well known fact that one of the dilemma we are facing


nowadays are cases which are related to drug addiction and
abuse not only in our city but also in other places of our country.
Therefore there is indeed a dire need to address this situation in
order to mitigate if not eradicate this societal menace.
In doing so, the establishment of a Special Drug Education
Center for out-of school youth (OSY) and street children
is in accordance with Section 46, Article IV of R.A 9165
otherwise known as An Act Instituting the Comprehensive
Dangerous Drugs Act of 2002 is in fact necessary .
The law further states that with the assistance of the Board, the
Department of the Interior and Local Government (DILG), the
National Youth Commission (NYC) and the Department of Social
Welfare and Development office (DSWD) shall establish in each of
its provincial office a Special Drug Education Center to be headed

by the Provincial Social Welfare and Development Office. Also, it


declares that Local government units shall appropriate a
substantial portion of their respective annual budgets to assist in
or enhance the enforcement of this Act giving priority to
preventive or educational programs and the rehabilitation or
treatment of drug dependents.
The Special Drug Education Center is a community-based facility,
which serves as a venue in promoting preventive and
developmental services to equip the OSY and street children with
the knowledge and coping skills to prevent drug and substance
abuse.
The citys Special Drug Education Center will serve as a venue to
educate the vulnerable children with regards to drug related and
other vices issues. The target benificiaries are those rescued
children who are curfew violators, children in conflict with the law,
OSYs, street children and child labourers who are the vulnerable
children in the city.
We might lose our battle in saving the lives of our children from a
future of substance/drug abuse. This is a trend that must be
reversed if we dream to empower our children to have healthy
lifestyles and become successful individuals.

III.

VISION, MISSION, CORE VALUES, GOALS

1. VISION:

na kaaraman para malikayan an problema sa bawal na droga
kag manlain-lain na bisyo.
2. MISSION:
Maihatag sa aton mga kabataan an tama na kaaraman para
epektibo na makalikay sa agda san bawal na droga kag

manlain-lain na bisyo para sa pag protehir sa inda buhay kag


futuro.
3. CORE VALUES:

- sinsero na pagserbI
-dili mapanghusgar
-aktibo na partisipasyon
4. GOALS:
- Mailikay an aton mga kabataan sa paggamit kag pag-abuso
san bawal na droga kag manlain-lain na bisyo
- Para makaaram an mga kabataan sa mga maraot na
epekto san bawal na droga kag manlain-lain na bisyo
-Magiyahan an aton mga kabataan para sa tama na
kaaraman kag pagprokurar para maging produktibo na
Masbateo.
- Maitanum sa isip kag puso san aton mga kabataan an
halaga san inda buhay kag futuro
IV.

STANDARD OPERATING PROCEDURE O MGA GIYA SA


PAGMANEHAR SAN SPECIAL DRUG EDUCATION
CENTER

1. ADMISSION/PAGBATON SAN KLIYENTE


a. Pagkuha san mga personal na datus san mga kliyente- sa
pag baton sa kliyente, an iya personal na detalye
pagakuhaon san staff na naka duty.
b. Assessment/Pag-adal san sitwasyon san kliyente

ORIENTATION
a. Information Dissemination- an kabataan pagahatagan san
mga materyales pareho san mga babasahun, booklets,
pamphlets kag papakitaon san pelikula na nagatukdo sa
pag-likay sa mga maraot na bisyo pareho san droga, alak

kag sigarilyo. Kaupod man sani an pag-edukar sani na mga


kabataan san mga maraot na epekto sani na mga bisyo.
3. COUNSELING O PAGGIYA
a. Base sa assessment/pag-adal san sitwaston san kliyente
kag obserbasyon sa pagkonduktar san oryentasyon, an
bata personal na kakaistoryahon san social worker kag
staff hali sa city health office para mas hadarom na
maaraman an iya sitwasyon kag problema. Dagdag pa,
mahatagan san tama na giya kag payo/advice.
4. TERMINATION OF THE CASE O PAGTATAPOS
a. Pakatapos mahatagan san oryentasyon kag counseling an
bata, papapirmahon siya sa logbook kag kontrata na
nagapa tunay na siya natukduan san tama na kaaraman
para mailikay an sadiri sa mga maraot na epekto san
droga kag manlain-lain na bisyo.

sitwasyon kag kondisyon san bata labi na gayod idto na
nag-amin na sinda nagagamit na sani na mga bagay.

SPECIAL DRUG EDUCATION CENTER

Advocacy materials will be posted


on the walls for childrens easy
comprehension. This will cover the
causes and ill effects of drugs,
cigarettes
and
alcohol.
Also,
ordinances for the protection of
children will be posted focusing on
its salient features.

This serves as the special drug


education desk where social
worker and staff from CHO will
conduct individual interview and
counseling to clients.
