Case Studies:

1. The fact that there is a discovery of a lot of coliforms on the island is not
quite surprising. The test was done six years after the first inhabitants settled
on the island. Due to lack of information, the people residing on the island are
dumping their solid and liquid wastes without any sanitary criterions. Waste
segregation and disposal is very improper and unhealthy. Me as a public
servant will do an information drive to the people. Seminars and forums
about proper waste disposal and segregation should be prepared and applied
to the whole population. At the same time however, I will formulate a
strategic plan on how to get rid of existing wastes on the island. A proper
sanitary landfill in the island will be perfect because transferring the waste by
water transportation could be risky and costly.
2. Illegal and irresponsible logging has been the problem of our country ever
since. This dilemma has brought a lot of catastrophes in the country which
claimed a lot of Filipino lives already. If the problem with irresponsible logging
persists, we will be doomed even only by a simple tropical depression. If I
were in the position of Rick, I will not allow Alonzos illegal activities. It is also
impossible that he does not have any idea that what he was doing is illegal
because he is a government official himself. Whether he accept my stand or
not, it is final. Even if his purpose is good and want his dead comrades to be
properly buried, his means and resolve is still illegal. There could be a lot of
ways which were legal. If he insists, I will report the incident to the proper
authorities to handle the situation. For me at least, I was able to fulfill my job.
3. Whistle-blowing is a very sensitive and profound action when it comes to the
workplace most especially in a government office. There will be a lot of
advantages and disadvantages on the whistle-blowers side. Everything could
be placed at risk even your job and your honor. However, in Glendas case, I
would not prefer her to go immediately to the media because it may create a
ruckus and make the situation even worse. It could also put her and her
familys life in danger. The best thing to do is to seek legal counsel and get an
advice on what to do best. Another option is to approach the concerning
body, the DENR in this case, to look into it and investigate on the matter. It is
not the only way, but it is the best way for her to have a peace of mind.
4. In my job now as a public servant, I hear a lot of situations and cases similar
to Ronnies. I think bribery has always been incorporated automatically in the
government despite the governments effort to implement the anti-fixer and
anti-red tape act. And this is one thing that disgusts me the most. If I were
Ronnie, I would not accept the money. Even if it could be viewed as a gift,
because I know that it is somewhat related to the services that I have given
to Ms. Santos. I would rather have her upset and dismayed than to accept the
money and view myself as someone not different from the people I am
disgusted to. I am not a hypocrite and I cannot be bribed. I will just give Ms.
Santos a thorough explanation on why cant I accept the money. Everything
that I do is my job and oath as a public servant and I do not need any extra
pay for it. I will also tell her that there is no need for her to do it because even

if her will is good, the means will always be illegal and bad and that is the
most important thing that she should understand.
It is really improper and unethical as a government employee to use
government properties for personal use. It doesnt matter whether it is a
government vehicle or even a sheet of paper. How much worse can it get if
you bring it home? On the situation given, I would agree with Cynthia.
Bringing of office supplies like what Emy is doing is simply stealing from the
government. It can also be considered as stealing from the people. If
someone like a client will have a knowledge of this, or witness it in person, it
will be very humiliating on my part as a co-employee. People will conclude
that this is our doings and all of us will just be generalized. Also, a true public
servant should live up to his or her oath and words to prioritize public interest
over personal concern.
Not everything that is legal can be automatically assumed moral. The laws
are made for a purpose to be absolutely good and fair but it does not mean
that it also considers morality into picture. Yes, it may, but not every situation
can be viewed upon the creation of a certain law. For example, we as humans
view gambling as immoral and wrong in the eyes of the people. However, the
government promotes a type of gambling through the PCSO which handles
lottery and sweepstakes and PAGCOR for games and amusements like
casinos. Is it legal? Yes. Is it moral? It depends on how will people view it. It is
like choosing the lesser of two evil. The proceeds of these agencies are added
to the national funds and can be distributed for projects that can help the
poor. Also, it is used in building schools and hospitals as well. It may
symbolize gambling, but it is like looking at a single tree and not the whole
forest. Moreover, there are laws like R.A. 9287 and P.D. 1602 which prohibits
the felonious act of gambling most especially number games. The
government never failed to distinguish the difference between illegal and
legal gambling.
Entering the government service means you are also entering a modest and
non-luxurious life. You must refrain from displaying and exhibiting any
extravagant type of living. This rule does not give any exemptions whether
you can afford something or not. Living modestly is not as hard as it sounds.
One should not automatically assume that entering the public service will
make you rich. It is because displaying a luxurious life may also make the
public conclude that something fishy is going on inside your agency. In order
to avoid that, the Civil Service Commission mandated these rules and
guidelines. There are a lot of other occasions and situation where you can use
the dress and other accessories that you want. The dress code mandated by
the CSC is just a way avoid misunderstanding and other issues. Bottom line
is, one must give up luxury for the interest of the public.
People say that refusing to accept one's gift is an insult to the person. But in
our case as public servants, receiving gifts could lead us to issues that could
give us bad reputation. Or worse, termination from government service. As a
public servant, we must be careful when it comes to receiving presents may
it be in good faith most especially when the person giving you gifts is a client
or a former client. This act of generosity may be viewed as bribery and could

lead to your work hanging by a thread. When it comes to receiving gifts, you
must be aware that it should be not as a reward for something she has done.
In this situation, Josie is the right one. Adela has been receiving small gifts
but regularly for a long time already. It could create a mutual understanding
between them that Adela cannot refuse any transactions or services that the
client wants her to do because of those gifts. We should remember that all
government employee's individual and personal services should always be for
free.
9. Government vehicles should, at all times, only be used for official purposes
directly related at work. No matter what the excuse is, using it even for
indirect personal purposes is against the law. If in any way I happen to see a
government vehicle parked at an unusual place, I could assume that the
driver and the passengers are using it for personal use. However, in some
cases that I am aware of, I believe that it is also a part of the "official use" of
the vehicle to be used to go to the nearest eatery during lunch time most
especially if the assigned location is a rural area. We cannot endanger the
lives of the employees walking by foot on an unfamiliar terrain just to go for
lunch. It is official because it is used while in the act of duty. Aside from that
and other considerable situations, government vehicles should only be used
for official purposes because they are government properties. As a law
abiding citizen, informing the proper authority about these matters is the
best thing I can do if I ever encounter one.
10.Professionalism should always be the prioritized trait of every government
employees and officials. The best way to show this practice is to be punctual
at all times and follow the official time required by the agency. Another way
of showing professionalism is being a good example to your subordinates and
supervised employees. As the boss, you must lead the team into being good
government personnel. In Roy's case, he is in every way right about what he
said that being a boss does not exempt you from following the official time.
But what Roy's reasoning about the distance travelled between home and
office should exempt one from being marked as tardy. Distance will never be
an excuse. Moreover, he can request for a flexible time and may be lucky if
his reasons and purpose will have his appeal approved. For the both of them,
it is wrong to have this kind of unprofessional conversation knowing that both
of them are wrong. When it comes to following office hours, no one is
exempted.
