earthquakes, volcanic
eruptions, and landslides.

least 31,835 Filipinos have
reportedly been killed and
94,369,462 have been

The Metro Manila Earthquake Impact


Reduction Study (MMEIRS)
y Conducted by the MMDA, PHIVOLCS, and JICA with

support from the Government of Japan through MMDA


Resolution No.04-03
y LGC 1997 and PD 1566 mandated all LGUs, government

agencies with participation of the private sector to


enhance their respective capacities to prevent,
prepare for, and respond effectively to disaster
situations.

Reduction Study (MMEIRS) Findings
Possibility of 7.2 Magnitude earthquake occurring along the
Fault on the Eastern part of Metropolitan Manila.
Another scenario is a strong earthquake at Manila Bay capable
of generating a 2-meter high tsunami affecting the western
coastline of Metro Manila
Effect is characterized by strong ground shaking (Intensity 8 &
9) along most parts of Metro Manila, Liquefaction, and
Landslides causing severe damage to buildings (mostly
residential), thousands of deaths and injuries, disruption of
lifelines and services, and widespread fires

Public safety which includes the formulation and


implementation of programs and policies and procedures to achieve
public safety, especially preparedness for preventive or rescue
operations during times of calamities and disasters such as
conflagrations, earthquakes, flood and tidal waves, and coordination and
mobilization of resources and the implementation of contingency plans
for the rehabilitation and relief operations in coordination with national
agencies concerned.

Disaster preparedness and specific essential services during the response


stage except rehabilitation

Two (2) components:

Preparedness of government resources for employment during emergencies


within the control of MMDA, national agencies and organizations
belonging to the MMDRRMC and the 17 constituent LGUs

Preparedness of private organizations

Complimentary and supportive to the Disaster Preparedness and Response


Plans of the 17 component LGUs but defers to the NDRRMC for support in
areas and concerns beyond its capacities

Enhance the response capability of the Authority through regular


emergency planning, coordination, equipment buildup, training, and

y Rehabilitation and Recovery of Metro Manila
{

The imperative to rebuild Metropolitan Manila after a disaster places


an extraordinary responsibility upon the MMDA, the LGUs, other
government agencies, and the communities to respond to the
challenge of rehabilitation with a great sense of urgency and
sensitivity.

A Master Plan has to be crafted to pursue rehabilitation and


reconstruction with emphasis on the empowering process of
communities.

It is the role of the communities in making informed choice for


recovery and rehabilitation through the dissemination of
information, technology, and best practices.

It is better to plan when


it is not needed, than not
to have planned when it
was necessary.
