1. Introduction
Abu Dhabi Gas Liquefaction Company Limited (herein after called ADGAS)
operates an LNG Plant on Das Island, U.A.E. The plant consists of two identical
trains with associated utilities commissioned in 1977 and a third train with
associated utilities commissioned in 1994. Plant products are LNG, LPG,
Paraffinic Naphtha and molten Sulphur. These are exported through separate
jetties; one for LNG, LPG and Pentane (constructed in 1974-1975) and the other
for Molten Sulphur.
There are another two trains (OAG and IGD also known as train-4 and train-5)
which were commissioned in 2011 and 2014 respectively and are used to send
the processed gases to Abu Dhabi onshore.
Electrical Power is generated at Das Island by seven (7) numbers of power
generation units. ADGAS has total four power generators; two steam turbine
generating sets (LG1 and LG2) and two gas turbine generating sets (LG5 &
LG6). ADMA OPCO has three gas turbine generators (GT1, GT2 and GT3). The
two gas turbine generators, GT1 and GT3 are connected to 11kV double bas bar
switchgear in ADMA power station. The two steam turbine generators, LG1 &
LG2, are connected to ADGAS 11 kV Switchgear (substation L1). However other
three gas turbine generators GT2, LG5 and LG6 are connected to ADGAS 33 kV
switchgear (30-SWB-J1).
ADGAS intends to award the Front End Engineering Design (FEED) study
contract to an experienced engineering consultant for Utilities Training Plant
(UTP) at ADNOC Technical Institute (ATI) for providing Specialized Training to
ADNOC and ADGAS new hire groups of operations and maintenance
technicians. ATI has a purpose-built building, ready for use wherein UTP shall be
installed.
This Statement of Requirement (SOR) stipulate the relevant technical
requirement of this project & the CONTRACTOR'S scope of works/ services.
2. Definitions
In this SOR, the following words and expressions shall have the meaning hereby
assigned to them, save where the context otherwise requires:
COMPANY means Abu Dhabi Gas Liquefaction Company Limited (ADGAS).
"PROJECT" means the project of the FEED for Utilities Training Plant at
ADNOC Technical Institute.
"INSTALLATIONS means the facilities constituting the PROJECT.
"CONTRACTOR" means the firm or company with whom ADGAS has entered into
Agreement. During the tendering stage, Contractor corresponds to the Bidders.
UTP means Utilities Training Plant.

3. Project Objectives
ADNOC Technical Institute (ATI) located in Abu Dhabi provides training to new
and existing employees of ADNOC group of companies. The overall objective of
this scheme is to provide an UTP at ATI that can train UAE national technicians
on wide range of Utilities plants.
The aim is to create a REALITY WITHOUT RISK training environment, utilizing
real scale plant and equipment, with the exception of fuel gas (Propane), no live
hydrocarbons will be used on the facility. All safety and operational risk aspects
of the facility will be carefully considered throughout the design phase with
industry standard safety practices and policies being incorporated and adopted.
4. Project Description
This clause covers the basic description of the PROJECT and the main
performance requirements. The FEED proposals as per this statement of
requirement (SOR) shall be prepared by FEED Contractor and approved by
ADGAS. The information given in this clause is preliminary only and FEED
CONTRACTOR shall be fully responsible for accurately defining the PROJECT
requirements.
FEED contractor to utilize its global training experience and EPC training plant
capabilities to design and deliver a world class utilities training facility at ATI. The
plant will meet training and competence requirements of the ADNOC group of
companies. The complexity & physical size of Plant will be developed during the
FEED. Where appropriate (Company to decide), FEED contractor will study and
replicate the applicable existing ADGAS and ADNOC utilities to incorporate the
design features into the FEED and also use the wide range of ADNOC approved
engineering vendor equipment to ensure standards are kept in line with company
specific preferences.
ADGAS UTP shall be designed around four major utilities:

Water
Steam
Power Generation
Air & Nitrogen

Energy Management & waste heat recovery systems shall also be provided.
The UTP shall be designed with modularized packages and shall include user
friendly state of the art Integrated Control & Safety Systems most preferably from
Honeywell. FEED contractor will work with ADNOC and ADGAS key asset
stakeholders to ascertain the competencies required for trainees and ensure that
this is ultimately linked to both curriculum and plant design. The curriculum
entails developing the understanding of field engineering, operations and
maintenance concept by linking them to the subjects studied during graduation

by the candidates. Hence the modules need to be developed in such a way that
there is a clear link between the theory and the actual working of the system.
The UTP shall include the followings:
1. Raw water System
Incoming raw water is stored in raw water storage tank where primary
pollutants such as particle of clay, suspended solids and most of the turbidity
from the raw water are removed through filtration.
The filtered water is used for fire-fighting, feed for demineralized water
system, services water distribution and desalinated water system application.
Fire water hydrant shall be provided in the facility.
2. Demineralized Water System:
Used to remove ions / dissolved minerals completely from filtered water
before it is fed to the boiler. Mineral ions such as cations of sodium, calcium,
iron, copper, etc. and anions such as chloride, sulphate, nitrate, etc. are
common ions present in water. The demineralized water package operates on
principles of ion exchange, degasification and polishing.
3. Steam System
Demineralized water from the water storage tank is used for the boiler plant.
Water is fed into the boiler for steam generation. The generated steam is
used in plant process and plant utility. Steam is then condensed and
condensate sent to the deaerator. Steam generated at boiler is SH steam
(High pressure) which uses letdown system to provide SM steam (Medium
pressure) and SL steam (Low pressure). Along with steam generation, heat
recovery steam generator (HRSG) unit shall also be considered.
4. Instrument Air System
An air compressor is used to compress the atmospheric air, which is then
stored in the wet air receiver which acts as a buffer for the air dryer plant. An
air dryer removes all moisture contained within the stored air thus producing
dry air. This dry air is stored and supplied as instrumentation air to a
distribution header, building management system and nitrogen generation
package.
5. Nitrogen Generation System
Instrument air is fed to the nitrogen generation package where the oxygen is
removed resulting in a high concentrate of inert nitrogen gas. Nitrogen gas is
used to provide a blanket to tanks. Oxygen is removed from the instrument air
by membrane or PSA (Pressure Swing Absorber) and cryogenic distillation
technologies.

6. Chemical Injection System


This shall consist of two packages:
Corrosion Inhibitor: In this package, the required amount of chemical is
injected into the system at the required pressure either continuously or
intermittently to prevent internal corrosion caused by dissolved oxygen in the
system.
Demulsifier: In this package, the required amount of chemical is injected into
system at a required pressure either continuously or intermittently, thus acting
as an emulsion breaker.

7. Power Generation System


Natural gas or any suitable fuel gas available in ATI shall be provided to
generate the power. As natural gas pipeline and other suitable fuel gas
source are not available in ATI, fuel gas (propane) shall be supplied either
from a bank of cylinders or propane tanks which shall be housed in blast
resistant enclosure for which gas detection and ESD systems shall be
considered, to a gas engine at the required pressure for power generation. As
a large number of cylinders might be required, the possibility of using the
propane tanks instead of bank of cylinders shall be considered.
After combustion, the exhaust gas heat shall be recovered through the waste
heat recovery system before being flared to atmosphere.
Additionally steam based generation shall also be provided to generate the
power.
For the amount of power generated more than what could be used by ADGAS
Utilities Training Plant at ATI, a detailed study shall be conducted to decide
the use of that extra power generated.
The facility for synchronization of the generators with local grid and
associated safety practices shall be provided.
5. Scope of Works/ Services
The CONTRACTOR shall carry out all works required for satisfactory completion of
the PROJECT in conformity with the requirements indicated herein & other clauses
in the statement of requirement. CONTRACTOR shall carry out the FEED study for
UTP which shall include, but not be limited to, the following:
1. Submission of technical queries related to optimization suggestions and their
resolution.
2. The basis of design for all the training units.
3. The feed and product specifications and their designed capacity for all the
units.

4. A detailed conceptual explanation and drawings for steam generation along


with HRSG.
5. A detailed conceptual explanation and drawings for portable water
module/system along with chemical injection system details such as capacity,
name of chemicals, quantity, storing aspect and material handling.
6. A detailed conceptual explanation and drawings for power generation. For
propane gas system based generation unit, the followings need to be
defined/developed:

The procedure for propane conversion into gas from liquid propane
cylinders.
The amount of propane required per unit of power generation in terms of
MMSCFD/MW or alternative unit.
The voltage rating of power generation units and detailed procedure for
hooking them to local grid.
The required pressure for feeding the propane fuel gas into GTG.
The procedure for utilizing the waste heat.
7. A detailed conceptual explanation and drawings for air and nitrogen system.
8. The list of all auxiliaries required for UTP.
9. In addition to the electrical equipment/systems already part of the above
mentioned modules, the following equipment/systems shall be provided as
the part of UTP:

EExd Junction Boxes.


Diesel engine as backup to turbine generator.
Transformers.
AC Uninterruptible Power Supply System.
Synchronization system.
VSD.
MOV.
Locating underground cables and cable joints.

10. Detailed equipment layout plans and elevations for all the system together
inside the building.
11. The detailed calculation for required load parameters for training equipment.
12. Modeling in 3D Auto Cad.
13. A detailed conceptual explanation and drawings for material lifting.
14. The detailed philosophy for spare handling and maintenance needs &
detailed maintenance procedures.
15. A detailed conceptual explanation and drawings for HSE Management
System.
16. A detailed procedure for permit to work system.

17. HAZOP shall be performed to identify all hazards and operability issues
associated with the training modules. The HAZOP shall identify system
robustness and reliability issues such as single point failures, common point
failures, etc. and recommend corrective actions that will mitigate or eliminate
such detrimental effects.
18. E-HAZOP shall be performed for the electrical system separately and a
workshop shall be arranged to identify failure points and recommend
mitigations for the same.
19. Two design and progress review workshops shall be conducted.
20. Constructability review workshop shall also be carried out separately.
21. FEED deliverables shall include the followings as minimum:

Philosophy & Calculations


Basic design and process description.
Plant control & instrumentation philosophy.
Plant operation and shutdown philosophy.
Maintenance procedures/requirements.
Inspection plan & procedures.
Emergency shutdown and de-pressuring philosophy.
Emergency response plan/guides.
Equipment sizing calculations for all the discipline
equipment/systems.
Heat and mass balance calculations.
Utility requirement/utility summary calculations.
The detailed calculation for required load parameters for training
equipment.
HSE Philosophy.

Specifications & Data sheets:


Specification for all discipline equipment/ systems, references to
codes and standards, rules and regulations and type/selection of
equipment/systems.
Electrical equipment data sheets.
Equipment process & mechanical data sheets.

22. Attend handover workshop between ADGAS Engineering and Projects. In


case of any deficiency found during the workshop, the same shall be
completed/closed by FEED contractor.
6. Drawings and Documentation Requirements
CONTRACTOR shall comply with the documentation / data requirements as
detailed in ADGAS Engineering Records Procedure. Electronic copies of all
documents are also required. CONTRACTOR shall be responsible for furnishing all
data / drawings in proper form and quantity in accordance with these requirements.
CONTRACTOR shall supply 3 (three) copies of general documents, calculations
and project procedures. However, any drawings or other technical packages
requiring ADGAS approval shall be submitted in seven hard copies.
7. Pre-bid Site Visit
FEED contractor is responsible for making himself familiar with existing facility at
ATI before bidding to enable him to submit a satisfactory bid. A site visit report shall
be submitted to the COMPANY for the same.
8. Time Schedule
1. FEED contractor shall complete the works within four months from the date of
ADGAS award of the contract.
2. FEED contractor shall provide a time schedule for all proposed actions
starting from acceptance of ADGAS Contract award. All activities shall be
listed in a bar-chart form with week as unit time scales. All milestones, critical
and near- critical activities shall also be clearly marked. Weightage of each
activity in relation to all services shall be stated in a separate column on the
time schedule. Through this time schedule, the Consultant must demonstrate
that the works will be completed by the date indicated in the tender invitation
documents.
3. Documents submitted for review by the FEED contractor shall be reviewed by
ADGAS within 10 working days. A minimum of two reviews shall be
considered. FEED contractor shall schedule/plan their activities and
manpower considered the review time to meet the overall four months project
duration.
9. Retention of Documents
1. Notwithstanding any provisions to the contrary which may be included
elsewhere in this contract, CONTRACTOR shall at no cost to ADGAS, retain
all documents relating to the work for a minimum period of three (3) years
from the date of expiry of warranty.

2. In the event ADGAS notifies CONTRACTOR of any discrepancies or disputes


between the parties, CONTRACTOR shall retain all documents pertaining to
the notified discrepancies or disputes until written agreement is obtained from
ADGAS waiving the need for continued retention beyond the period
stipulated.
