Dear Editor:
In the course of the recently-completed
right to take phase of the city of Claremonts eminent domain lawsuit against
Golden State Water, evidence was introduced
which demonstrated that the city of La
Vernes water agency (the prospective operator of Claremonts post-takeover municipal water agency) exceeded the 15 parts per
billion action level for lead in drinking water on more than one occasion; that it had violated regulations regarding the handling and
reporting of water quality samples; and that
its reports contained errors which understated
the lead test results.
Remarkably, our city leaders do not seem
to care. It ought to be inconceivable that we
would entrust the operation of Claremonts
water system to an agency with such a questionable commitment to public health, but no
other alternative was ever even considered.
Having initiated a contested hearing
where the judge must decide if it is necessary
and in the public interest for Claremont to take
over our water system, it should have been
obvious to the citys retained law firm that
the competency and integrity of La Vernes
water system operations would be highly relevant; and yet, despite the fact that this firm
has billed us several million dollars in fees,
engaged in prolonged contract negotiations
with La Verne and examined tens of thousands of documents during pretrial discovery, they somehow overlooked the history of
La Vernes lead testing.
Of course, it is also possible that the members of the Claremont council and staff were
made aware of the lead problems and chose
not to share this information with the public. In any event, whether the lack of disclosure was deliberate or not, the consequences are the same: Claremont no longer
has a viable plan for the takeover of the water system.
Unfortunately, the failure to identify and
deal with this issue has proven to be a costly mistake. The city has already spent approximately $4 million for our own legal and
consulting fees, and will be required to reimburse Golden State Water a similar amount
if the court rules against us. And in the unlikely event that the court rules in Claremonts
favor, we cannot afford to waste another dime
on a venture that is certain to fail.
At this point, the only responsible thing to
do is pull the plug on this ill-fated endeavor, cut our losses while we can still afford to
pay for them, and commit ourselves to a
heightened regard for the prudent stewardship of our citys finances in the future.

The November 8 election will be here before we know it. There are 17 state propositions on that ballot. The League of Women
Voters has studied and taken positions on
these topics. The local LWV will present recommendations in an easy-to-remember format by combining ballot propositions of the
same topic. First, we will cover propositions
relating to education and childrens needs.
Vote yes on 51: School Bonds: K-12 and
Community College. All California schoolchildren deserve school facilities that are in
good repair and are equipped to provide a 21st
century education. In a perfect world, we
wouldnt need to borrow to build. But this is
not a perfect world. Our facilities needs are
massive and require a large infusion of
funding. It has been eight years since the last
statewide bond measure was passed.
Chronic underfunding from the state
leaves most public school communities unable to adequately address their needs, increasing the danger of greater disparities
among them. Many have passed local bonds
but due to insufficient state matching funds,
that money remains unspenta situation this
bond measure will help remedy.

Vote yes on 55: Childrens Education and
Health Care Protection Act. Prop 55 is key
in maintaining economic recovery and
growth in California by continuing the
current income tax rates on the wealthiest
two percent of Californians. Established by
the voters in 2012, Prop 30 has moved California toward financial stability and adequate funding for education and other services like health care. Without Prop 55, we
will be back to the days of pink slips for
teachers, and overcrowded classrooms and
community colleges.
The local LWV will be back soon to report on our recommendations for other
propositions.

Wednesday, August 31
A Claremont man was arrested after
allegedly breaking a guitar on someone
during a fight. Paul Morquecho, 45, was
taken into custody on the 100 block of
Olive Street following a verbal argument
around 7 a.m. Thursday morning. Mr.
Morquecho reportedly pushed the victim
to the ground and smashed the guitar on
her. The victim was treated for multiple
injuries, and Mr. Morquecho was arrested for assault causing great bodily injury.

According to a police report, a man
got out of an older model silver BMW in
the Peppertree Square parking lot and
broke the passenger side window of an
week.

Tuesday, August 30
Police are looking for a man who was
caught on tape using a prepaid card from
a stolen bag. The victim left the bag on
top of his car while driving away from
his home on August 7. When he went to
retrieve the bag, it had already been
taken, Lt. Mike Ciszek said. On August
30, the victim noticed the card had been
used four times within the past month,
with three of the transactions at Vons on
the 500 block of east Base Line Road.
Surveillance cameras captured the suspect using the card. He is described as a
Caucasian male in his 50s, about 5 feet,
10 inches tall, weighing 280 pounds,
wearing a black shirt, black pants and a
black and blue hat. Anyone with information is urged to contact the Claremont
Police Department at (909) 399-5411.

break-in occurred between 10:30 and
11:30 a.m., Lt. Ciszek said. The thief and
a fellow passenger are described as Hispanic men, around 30 years of age, both
with shaved heads and one with a goatee.

contact the Claremont Police Department.
Thursday, September 1
A mother and son were arrested for fiduciary elder abuse after police found
out they were taking money from an elderly family members bank account. The
mother, Jennifer Jackson, 41 of Claremont, initially called police after she
found out her son, 21-year-old Michael
Oden, withdrew $100 from the victims
bank account. Police arrived to the home,
and a further investigation revealed Ms.
Jackson had allegedly withdrawn $2,700
from the victims account for personal
use. Both Ms. Jackson and Mr. Oden
were arrested and transported to CPD
jail.

A San Bernardino man was arrested
after passersby saw him waving his shirt
around and talking to himself just south
of the Village. Officers arrived near the
intersection of Indian Hill Boulevard and
Santa Fe Street after witnesses saw the
manidentified as 51-year-old Antonio
Davillaexhibiting the bizarre behavior.
He was found to be under the influence
of a controlled substance and was transported to CPD jail.

A 15-year-old girl was arrested after
she and a 16-year-old friend were caught
driving a stolen golf cart that belonged to
Pomona College. The incident occurred
near the intersection of Fourth Street and
Columbia around 11:30 p.m., according
to Lt. Ciszek. When police arrived and
interviewed the girls, they both admitted
the golf cart did not belong to them. The
15-year-old, who was in the drivers seat,
was arrested for stealing the cart, booked
at CPD jail and released to her parents.
Her friend was held for violating curfew
and was released to her parents.
Friday, September 2
An Upland man was arrested on an
outstanding warrant after reportedly
punching another man in front of The
Press. Demetrius Shaw, 22, allegedly
threw the punch during a dust-up at the
bar around 11 p.m. and then fled the
scene. He was later located near the intersection of First Street and Harvard Avenue and was detained. The victim did
not want to press charges against Mr.
Shaw for the punch, but a check of Mr.
Shaws record revealed an outstanding
warrant from Los Angeles. He was arrested and transported to CPD jail.
Saturday, September 3
Police are looking for a hit-and-run
suspect who fled the scene of a car accident near the intersection of Claremont
and Foothill Boulevards. The accident
which occurred around 10:45 p.m.involved a Mitsubishi Galant and a Ford
F150. The driver of the Galant told police the F150 slammed into his car on the
eastbound side of Foothill, destroyed a

cause it is underutilized. The seminary is under review for its accreditation by the Western Association
of Schools and Colleges.
In light of monetary constraints at CST, the WASC
review board has mandated that the school shore up
its financial situation, with the sale of excess lands
being among the top recommendations. CST was put
on warning in February 2015 in regard to financial
sustainability. CST made progress, and the WASC
Senior College and University Commission team
(WSCUSC) commended the college for its work toward correcting a $4 million shortfall. WSCUC will
revisit CST this fall.
With the $25 million CST says is a fair price, the
school could reconcile the debt. It could also, as outlined in its strategic plan, begin to renovate the facilities on the main campus core it plans to retain. First
up would be upgrades to the library, which, like the
other buildings, is more than 50 years old.
The age, and background, of CST facilities, which
were master-planned and built by renowned mid-century architect Edward Durell Stone, are of interest to
local preservationists.
Theres no easy formula for estimating the value of
assets like the Mudd Theater, according to David
Shearer, president of Claremont Heritage.
Its architecturally important. The whole campus
is, he said, emphasizing that the theater should be a
candidate for adaptive reuse rather than destruction.
Ms. Edwards acknowledges that CST has had
some financial difficulties of late, which have coincided with a downtick in the enrollment in theological
seminaries nationwide.
But the college is remaining vital, she said, and, in
fact, has welcomed a historically large population of
some 385 students for the fall of 2016 by offering the
convenience of online study and by broadening its
outreach.
CST is a Methodist-founded, ecumenical, interfaith campus, Ms. Edwards told the COURIER,
sharing that the incoming student body hails from 27
faiths or practices, 13 countries and 21 US states.
We are building on a relatively simple educational
philosophy: desegregating religious education so that
students learn about others as they learn about themselves. Its a groundbreaking approach to ministerial
education and Christian formation. For some, this is a
controversial approach; but research showsand we
know from experiencethat students who learn in
this environment gain a deeper appreciation of their
own tradition while better understanding their neighbors faith and choices.
Evidence of that played out this year when we hit
a recordenrollment level for Methodist students: 40
in our incoming class, Ms. Edwards said. The sale
of this land, at fair-market value, supports ouressential mission and the physical space needed to support
it.

have an impressive record collection, which included
vintage German and Irish folk songs, my older sisters
friends liked my mom. They said she was the cool
mom because she let them play Bob Dylan, the
Mamas & the Papas and Donovan.
She took this same spirit with her when, in 1973,
she starting teaching fifth and sixth grade at Chaparral
School for what would become a 20-year career. My
mom would spend hours at home not just grading papers but preparing projects for her students. I remember her once being frustrated that she couldnt play a
song by Cat Stevens for her students, because it referred to when Mary dropped her pants in the sand.
It was a good thing my mom liked trying and doing
new things. It probably made it a bit easier for her
dealing with me in addition to my sister and younger
brother, as I grew up severely disabled in a wheelchair
and with impaired speech. She put up with hours of
doctor appointments and hours and hours more of
therapy sessions, eager to learn how she could help me
make my life the best it could be.
As exhausting and daunting as Im sure it was
going to all those appointments, trying out new equipment and new and sometimes counter-intuitive ways
of doing thingsshe was always excited to see what I
could accomplish and how much more I could possibly do. As a child and a young teenager, Mom always
encouraged me in this exploration. She sometimes did
it in sneaky ways and sometimes in ways that surprised even herself. Going on movie dates with her
was nothing, just the beginning or, really, the ending.
When we lived in Berkeley for a year in the late
1960s, there were days when she would let me skip
school. We would take off and go into San Francisco,
when the city wasnt so crowded, and the two of us
would wander around Ghiradelli Square and the Cannery, imagining what we would do with the exotic and
gourmet foods and laughing at the silly bubble furniture in the shops.
During the year we lived in Italy she would, as ex-

racial profiling. We must educate ourselves about the diverse array of Muslims living in our country in order to reduce our anxiety; we are excited to host
an imam whom we hope can open our
hearts to the goodness of other perspectives. All those who stand for peace,
both Muslim and Christian, should be
able to link arms for the benefit of our
world.
Ultimately, what is at stake is the
legacy we are leaving for our children.
Will we leave them a legacy in which
we assert our dominance at the expense
of others, claim God for our own agenda and create sharper distinctions between us and them? Or can we finally
say that 15 years of fear is enough, and
create a legacy where we are not held
back by what we dont understand,
where we take ourselves outside of our
comfort zones to learn more, and where
we will finally create equality for all
people?
I think thats a legacy we can all
strive for, Muslim and Christian alike.

Claremonters among
first finishers in the Mt.
Baldy Run-to-the-Top
The 51st annual Mt. Baldy Run-tothe-Top was held on Labor Day on the
slopes of Mount San Antonio.
Four-hundred and seventy-five people participated in the 7.1-mile trail run
through the Angeles National Forest,
which begins at the entrance to the Mt.
Baldy Ski Lifts parking lot, at 6,000
feet, and finishes on the summit of Mt.
Baldy, at 10,064 feet.
The top three men were Lucas Matison at 1:05:26, followed by Derek Alcorn at 1:09:23 and Jon Clark at
1:14:49. Top female finishers were
Mary Colburn at 1:26:28, Mary Jones at
1:34:01 and Rhoda Shaver at 1:38:15.
The fastest Claremont resident was
48-year-old John Trafeconty at 1:17:33,
who was also first in his age group.
Also in the race was 66-year-old Ed
Paulson, who put in an impressive time
of 2:13:08, which was good enough for
fourth place in his age group. Mr. Paulson, a 1968 CHS graduate, also participated in the first Run-to-the-Top as a
16-year-old in 1966.
Olympian Mary Decker was the very
first winner for First Overall Female
in 1971. A note on the results sheet that
year read, Mary Decker 1:34:02
marathon wonder at age 12 years old
set a record for others to shoot at in the
years ahead.
Funds from the race allow the Mt.
Baldy Town Hall to make donations to
the all-volunteer Mt. Baldy Fire Department and West Valley Search and
Rescue, and to maintain an emergency
fund for disaster relief in Mt. Baldy.

OBITUARIES
Gladys met and married the Reverend John D. Robinson in 1943. Together, they served various churches in
North Carolina, Arizona and California. At Johns death, they had been
married nearly 48 years. Mrs. Robinson was a true partner in ministry, and
a person of many talents. Besides playing the piano, she loved to paint and
was active in PEO, a womans philanthropic organization, as well as Church
Women United and the United
Methodist Women.

The BioDensity machine, which will be made available to the public on September 24, is an apparatus focusing on applying pressure to the body to increase
bone density and bone strength in patients who sorely
need it. With treatments lasting up to a year, patients
can see their bone strength improve by up to 30 percent, says Claremont Club CEO Mike Alpert.
In addition to osteoporosis, BioDensity can treat
many different kinds of ailments for all age groups, including hip replacement surgery, pre and post surgery
rehab and even dental work, where dentists need strong
bones for a graft.
We think theres a great potential with womens
health, especially with pre- and post-menopausal
women, and people that either have osteopenia or osteoporosis, Mr. Alpert said. And we also think theres
a tremendous opportunity with the geriatric market with
older people that have weakened bones that are at risk
of falls and fractures, which in many cases are terminal
issues.
BioDensitywhich cost around $45,000looks
similar to an exercise machine found in a gym, and Mr.
Alpert likens it to a recumbent bike. The machine features four exercises designed to maximize bone
strengthleg press, arm curl, chest press and vertical
lift.
The machine is built around the tenets of Wolffs
Law, Mr. Alpert said, which says that bone density
grows and rebuilds itself when pressure is applied to it.
In physical therapy, exercise is of paramount importance when overcoming a bone fracture or osteoporosis.
BioDensity works in tandem with the Power Plate,
another healthcare machine that creates a harmonious
vibration that is said to produce involuntary movements that can also help people create greater bone density and strength.
The machines were installed on Monday, August 29,
and sit in their very own specialized room that used to
house the junior fitness room overlooking the Clubs
massive pool.
Mr. Alpert noted the entire process takes about 15

of considerable faith, she loyally attended the First Christian Church of Alhambra. She also always found time for
charity work.
Shes kind of the queen bee of the
family. Shes always been a goer, Ms.
Turnham said.
Mrs. Cannon also made miracles in
the kitchen. She was a good cook. She
made the best lemon pies of anybody,
Ms. Turnham noted.
Mr. Cannon died at age 72, after 48
years of marriage. Genevieve lived on
her own at a senior apartment for many
years before health issues precipitated a
move to the Pilgrim Place Health Center
10 years ago.
Her great-grandson Chandler Azling,
23, and her great-granddaughter Landon
Azling, 19, were among party attendees.
Chandler, a UC Berkeley graduate
preparing for a stint teaching English in
Japan, said its wonderful that Genevieve
has lived so long. Its surprising, but its
also not at the same time, he said.
There was an atmosphere of levity at
the party, for which Mrs. Cannon had
been outfitted with a tiara. Gifts included
bouquets of roses and orchids and her
cake featured smiling flowers in bloom.
Guests at the soiree included Ms. Turnhams husband John and Mrs. Cannons
granddaughters Carla Cannon-Azling
and Krista Donham. Janis Weinberger,
Mrs. Cannons roommate and mother of
COURIER publisher Peter Weinberger,
was another attendee.
Ms. Cannon-Azling, who jokingly insists she has always been Genevieves
favorite grandchild, shared an anecdote
about her grandmother involving a light
moment at a tough time. At age 99, Mrs.
Cannon suffered a stroke and a nasty fall.
She was in the hospital and had lost
much of her ability to talk. Nonetheless,
when Ms. Cannon-Azlings husband
by all accounts a handsome mancame
to see her at the hospital, she was
adamant about putting on her lipstick.

FREE SPEECH IN A DANGEROUS WORLD Professor Akeel Bilgrami will speak at 8 p.m. tonight in yet

the Claremont Colleges. The lecture, Pluralism, Difference and Freedom, is part of Pomona Colleges Free
Speech in a Dangerous World series. Mr. Bilgrami is the
Sidney Morgenbesser professor of philosophy at Columbia
University, where he is also a professor on the committee on global thought. He is the author of the books Belief and Meaning, Self-Knowledge and Resentment and
Secularism, Identity and Enchantment. He has edited the books, Whos Afraid of Academic Freedom? and
Beyond the Secular West, among other titles. His long
term future work is on the relations between agency, value, and practical reason. Free Speech in a Dangerous

Regional Housing Needs Assessment (RHNA) allocation. The RHNA allocation represents the Citys share
of the forecasted regional housing need quantified into
income categories, from extremely low-income to
