5Affirming the work of MERCOSUR in tackling regional issues of food security,

7Expecting that U.N. member states reaffirm their commitments to the Millennium
8Development Goals,

10Cognizant of the inequality at the multinational level of food production,

12Aware that the United States model of industrial production is not an exemplary model to
13implement and disperse into the international community,
14
15Recalling the exploitation of farmers and their subjugation to multinational corporations
16which limit local farming sectors,
17
18Proposes a shift away from the current international model of food production, which is
19owned by a few select firms,
20
21Recognizing the Johannesburg Plan of Implementation and its success in underlining the
22importance of regional actions towards sustainable development,
23
24Encourages the formulation of national sustainable development considering every region
25has its singularities,

28The Ministers of Uruguay recommend,

311. Requests that the global food crisis be addressed on a regional basis first, so that
32effective models may be perpetuated to the greater international community;

342. Recommends that Uruguayan foreign policy is directed towards pressuring the
35developed world into eventually reducing agricultural subsidies by implementing World
36Trade Organization stipulations as specified by the Uruguay and Doha Round of
37negotiations;

393. Supports the implementation of genetically modified crops to increase crop yields and
40improve profits in the agricultural sector of Uruguay;

424. Further invites the implementation of regional mechanisms that foster transparency in
43government interaction regarding the distribution of food to the most impoverished areas
44for the world;

465. Emphasizes the environmental and economic viability of vertical farming in so much
47as the concept;

a) Takes into consideration the increasing rate of the worlds population thereby

lessening the required amount of land for farming;

fuels for transportation;

a) Protection of logistics systems;

718. Urges the aforementioned modified IP system to promote environmental and socially
72friendly agricultural techniques such as:

a) Patent leasing incentives for companies that develop extraction methods that

do not deplete the soil of minerals and destroy the topsoil layer;

i. Limit the frequency of their use;

ii. Promote organic alternatives;

iii. Ban use where there is the risk of runoff and overspray into

streams and areas in the vicinity of primary schools;

11013. Recommends the continuation of negotiation for free trade agreements (FTA) with the
111Caribbean Community and Common Market (CARICOM), the Southern African Customs
112Union (SACU), the European Union (EU) and the Gulf Cooperation Council (GCC) by
113the Mercado Comun Del Sur (MERCOSUR);

11514. Suggests MERCOSUR to enter into negotiation with the Association of South-East
116Asian Nations (ASEANS) for the development of FTA;

11815. Requests a bilateral FTA between China and Uruguay;

12016. Urges the FTA agreements with the various regional bodies to follow:

a. Use of the DOHA and Uruguay Rounds of the World Trade Organization in

negotiations like;

i) Allows the subsidization of primary industries of national governments,

dairy, poultry, cereals, beef;

ii) Unfettered access to each others markets outside of the primary

industries;

b) The FTA would allow world governments to enter the process of trade

liberalization in the world market.
