ADDENDUM /BID BULLETIN NO. 16-010
This Addendum/Bid Bulletin No. 16-010 is issued in response to the queries raised during the
pre-bid conference conducted on 08 September 2016 for the project Construction of UPOU
Teaching and Learning Hub. Bidders should note the following:
1. On the project requirements as indicated in the checklist of technical proposal, the
Contractor's All Risk Insurance (CARI) coverage for the duration of the project, copy of the
bidding documents, and copy of the application of the building permit duly received by the
Office of the Building Official shall not be included in the submission of the technical
documents.
2. The Project Architect shall perform the same function of a CADD Operator. Personnel with
multiple expertise and qualifications with at most three different positions mentioned under
GCC Clause 6.5 are allowed as long as he/she can provide the necessary documentation in
support of his/her qualifications, such as an appropriate license, certificate of training,
accreditation, and the like should be submitted separately for each position.
3. The eligibility documents and technical bid shall be opened on 20 September 2016 and the
technical bid will be inspected and evaluated by the Technical Working Group (TWG)). Only
the financial bids of those whose technical proposals will receive a Pass rating would be
opened on 27 September 2016. The financial bid of those whose technical and/or eligibility
documents are not compliant with the requirements will be returned to the bidders unopened.
4. The stand-by generator set for the building is not included in the contractors scope of work.
It shall be provided by UPOU and shall be purchased separately. The specifications was
included to serve as a reference for future purchase.
5. Bidders will be provided with formatted soft copy of the Summary of Breakdown of the
Detailed Cost Estimate Worksheet (DCEW). This shall only be the acceptable format for
submission.
6. The unit price shall be based on the specified brand. The list of brand names and
manufacturers/suppliers specified in the technical specifications is an indicator of the
preferred performance quality of the materials to be used in the construction and should be

used as a guide in costing. Other brands and/or suppliers/manufacturers of materials of the

same quality are allowed.
7. The Annual Income Tax Return to be submitted should be for 2015. Only tax returns filed
through the Electronic Filing Payment System shall be accepted, as per GPPB Resolution
No. 11-2013 and Revenue Memorandum Circular No. 30-2013. The latest audited financial
statements to be submitted should cover two years i.e. calendar years 2014 and 2015.
8. On page 98 of the Bid Forms, as regard to the authority of signatory, particularly the
secretarys certificate, the Project Reference Number should be 16-08-001.
This bid bulletin shall form an integral part of the bid documents for the project for inclusion in
the submission of technical and financial proposal.
