2Purpose,scopeanduseofpgs29directive
Themainpurposeofthisdirectiveistominimizetheriskofaccidentandimprovethesafety.This
documentwillbeusedasareferencetoinspect,installandtooperateverticalstoragetanks.
Itisimportanttoreferthenormsandcodesgiveninthisdocumenttopreventundesiredeventswhich
eventuallyleadtoseriousaccidentsinsideandoutsidetheplant,totheatmosphereandtosoiland
waterpollution.
Thisdocumentmakesthebaseevaluationapproachtoextenttheexistingpermissionandtogivea
permissionforbuildingofanewstoragetank.

2.2ApplicationareaofPGS29
Itisusedforeverykindofverticalandcylindricaltankwhichisplacedonagroundunderatmospheric
pressureandcontentsflammableliquidofclassI,II,andIIIchemicalsandthatofclassIVchemicalwhich
arestorageatahightemperature.
Thisdocumentcanalsobeusedforthoseflammablechemicalswhichasaresultsofburningofthese
chemicalsdifferentconsequencessuchas,corrosive,toxicorharmfulmaterials,maycause.Forthese
typeofchemicalshoweverPGS29mayrequireadditionaldocuments(suchexplainedinWET
millieugevaarlijkestoffen,EuropeanDirective67/543/EEG)tofulfiltherequiredcompleterequirements.

PGS29directivemaybeapplied,suchatthediscretionofthecompetentauthority;
Nonflammableliquidssuchasaqueoussolutionsofinorganicsubstances,aerosols,foametc.;
Flammableliquidswithaflashpointofmorethan100Cwhicharenottobeheated,orincase
ofheatingthetankcontentthetemperatureoftheliquidremainsatleast20Cbelowtheflash
point.

4Storagetank,activitiesandlayout
InPGS29directive,therequiredservicesandmanagementmeasurementsaregivenhowtostorageof
theflammableliquidsinabovegroundcylindricalstoragetanks.

4.1Activities
Storageandtransportationofliquidchemicalsormineraloilproductsintheabovegroundstorage
tanks,tankvehiclesandvesselscanbesubdividedinto:

Storageofproducts,liquidwaste,washwaterandballastwaterofships
Loadingandunloadingofships,tankvehicles,railtankwagonsandtanks
Onboardboardtranshipmentbetweenships
Pumpingproductsviaexternalpipelines
Degassingandcleaningoftanksandlines
Mixingbutaneandgasolineproducts
Filtering,blendingandhomogenizationofproducts
Addingadditives
Heatingofproducts
Washingproducts

Theaboveactivitiesmayhavefollowingbuildingsandfacilities:

4.2Tankparkarrangement
Areadelimitation:Thetankparkareashouldbesurroundedbyanefficientfence.Thestructureandthe
heightmustbesuchthatenteringbepossibleonlythroughtheentrances.
Entrance:Withregardtotheaccessibilityincaseofemergency,thefacilityshouldhaveatleasttwoas
faraspossiblelocatedentrances.Dependingonthelocalsituationandthepossibilitiesthiscanbe
waivedinconsultationwiththefirebrigadedepartment.Theentrancesintheenclosuremustbekept
closedandtheoneopenentranceshouldbesupervised.
Roadplan:Theroadplanmustbesodesignedthatatalltimestheinstallations,storagetankand
buildingscanbereachedviaatleasttwoindependentroads.Additionalrequirementsareincludedin
themunicipalbuildingregulationdocuments.
TheroadplanmustbediscussedandapprovedwiththelocalauthorityandwiththeFireBrigade
Service.
Sitelighting:Thesidemustbeequippedwithsuchlightingsthatthenormalworkduringthenightand
alsosidesupervisingandmonitoringbecomepossible.
Planting:Dangerousflammabletreesandshrubplantingmustnotbeplantedwithinadistanceof15m
fromastoragetankorloadingandunloadingsitesforflammableliquid.
Theplantingmustnotcauseanyobstacletothefirefighting.
Exceptonland,theweedsandgrassmustbekeptshort.Deadwood,leavesandcutweedsorgrassmust
beremovedimmediately.Theuseofherbicidesispermittedonlyifthisisnotafirehazard.
Maintenance:Allroads,dikes,fencing,buildingsandotherfacilitiesonthepremisesofthetankpark
facilitymustbemaintainedgoodandclean.
Materialswhicharenotusedandthewastematerialsmustberemovedorbekeptinadesignatedarea,
inthespecialcontainers.

4.3Distancesbetweenstoragetanks
TherequirementsrelatedtominimizingtheriskofthefireofthisDirectivearelargelybasedonthe
InstituteofPetroleum(IP)Code,Part19.
Forinstallationofthenewormodificationoftheexistingstoragetanks,theminimumdistances
betweenthedifferentpartsoftheinstallationmustcomplywiththecodesoftheInstituteofPetroleum
CodeNo.19:ModelCodeofSafePractice.
Explanation:
ThedistancebetweenthedifferentpartsofthestoragetankaredeterminedaccordingtoIPcodesfor
theflammableliquidsofclassesI,II,IIIasillustratedbelow.Thisshallnotbeappliedtosubstancessuch

asbitumenandonlybeappliedifthetanksarecomplyingwithrequirementsexplainedabovesuchas
accessroads.Thistableisforillustration.Foracorrectinterpretationofthedistance,itisrecommended
torefertheIP19codes.
ThedistancesfromtheIPcodesarerecommendations.Engineermustusethesecodesas
recommendations,howevertheengineercandeviatefromtherecommendationaslongasthenew
recommendationsguaranteetherequiredsufficientsafetyoffacilities.
Buildings:Thecrucialbuildingssuchasfirebrigadebuilding,firefightingmaterialdepomustnotbe
locatedinplaceswherethefiremayoccurandincaseoffirethesebuildingsmustnotbeeffectedby.
Thebuildingwheretheheatersarelocatedandusesatmosphericairtoburnthegas;thesuctionair
locationshouldcomefromasafelocation.
Thedistanceofloadinglocations,pumpbuildingsandthestoragelocationsforpackingproductsof
ClassesIandIImustbeatleast15mfarfrom:

TheLocationfordrumsstorageofproductsoftheclassIandII
Theterrainborderofthestoragetanks
Abuildingwheremaybeworkedwithfireorwheremaybeworkedwithopenfire,suchas
workshopsandweldments.

Thebuildingswhereopenflamesorignitionsourcesarepresent,suchastheworkplacesfor
maintenanceandservicebuildingsandboilerhouses.Thesebuildingsshouldbelocatedina
nonhazardousarea.
Heatingboilerslocatedoutsideshouldbeinanonhazardousarea.
Inallcasesthecombustionairforthefiremustbeusedfromairofthesafelocation.Thedoors
ofaboilerhouseshouldbefarawayofdangerousandhazardoussides.
Officebuildingsshouldbeinanonhazardousarea.Theconstructionmaterialsofthese
buildingsshouldbeofnoncombustibleconstructionmaterials.Thebuildingsmustpreferablybe
locatedsuchthattheaccessforthepublicbepossibleeasierandwithoutwalkingaroundthe
building.
Thedistancesmentionedinthissectionmaybedeviatedbythelicensingauthoritiesapproved
riskanalysiswhichdemonstratesthatevenwithasmallerdistancestheriskmaybeatalowand
acceptablelevel.

4.4Seweragesystemanddrainage

Thedrainage,rainwater,andotherpossiblycontaminatedwaterfromthetankparks,line
streets,pumpparks,loadingandunloadingareasetc.shouldbedisposedbyconsultingwiththe
responsibleauthoritiesandbeensuredonhavinganeffectivedrainagefacilities.

Adrainfromstoragetank:
o Drainofextinguishingwater:
Eachstoragetankmustbeequippedwithadrainagesystemwhichdisposes
safelytheextinguishingwaterandwatertransferswithoutanyproblem.

Whentankparkisdividedintofewcompartments,eachcompartmentmustbe
equippedwithowndrainsupply.
Whenthedisposalofextinguishingwaterhasconnectedpointorthetransferof
thedistinguishingwateroccursbymanualoperationsystem;thisconnecting
pointorthismanualcontrolmustbeoutsidetheheatradiationcontourof3
kW/m2.
o Productpumpinthestoragetank:
Incertaincases,ifitisallowedtousepumptotransfertheliquidto/from
storagetankbytheauthority;Thispumpmustmeetthefollowingrequirements:
Theelectricmotorofthepumpmustnotcomeincontactwiththe
surfaceoftheliquidasaresultofanincidentinthestoragetank.
Incaseofpowerfailure,ifthepumpisatypeofthepumpthattheliquid
fromthedischargeofthepumpcanflowreverseandcausehighrisk;
thananonreturnvalvemustbeinstalledindischargeofthepump.
Thepumpshouldbeonaconcretefloorwhichisliquidimpermeable.
Theelectricmotorofthepumpmustcomplywiththefollowingsafety
requirements:
ElectricalinstallationperformedinaccordancewithEexdCT4.
Maximumtemperatureoftheelectricmotor<135oC.
Temperaturemonitoringontheelectricmotormustbedoneby6PTC.
Stationaryheatingontheelectricmotorinordertopreventthe
formationofcondensation.
Themechanicalportionofthepumpmustcomplywith:
Protectedagainsttoohightemperaturebymonitoringtemperatureon
thebearingsandonthehousing.
Equippedwithgasketleakagedetection,e.g.bynitrogenflushingonthe
doublemechanicalseal.
Equippedwithflowmonitoringontheproductline.

Thedischargeofdrainageandrainwaterfromtankareatothesurfacewaterortoapublic
seweragesystemmustbeseparatedfromoilinaneffectiveoilandliquidseparators.The
underground,closedpartsofthissewagepipesmustbekeptfilledwithwatertoavoidtheriskof
explosion.
Drainagefromotherpartsofthetankinstallation:
o Drainageandrainwatercomingfromplaceswhereproductleakageisexpected(e.g.
pumpareaandlinestreets)mustbedisposedafterseparatingoilinaneffectiveoilor
liquidseparatorbeforedischargetosurfacewaterorthepublicsewer,inaccordance
withtheauthorizationresponsibleforthepollutionofsurfacewatersorthe
EnvironmentalManagementAct(WetMilieubeheer).
o Theriskofexplosioninundergroundsewerpipescanbepreventedbyfillingofthetube
withwater.
o Allotherundergroundsewerpipesshouldbelaidongrade.
o Drainage,rainwateranddomesticwastewatercomingfromwherenoproductleakage
canbeexpected,itcanbedisposedthroughaseparateseweragesysteminaccordance

withtheauthorizationresponsiblewiththepollutionofsurfacewatersorthe
EnvironmentalManagementAct.

4.5ElectricalInstallationandearthling
ElectricalInstallation
Theentireelectricalinstallationmustcomplywiththerequirementsofthestandards:
ANDNEN500110,Bedrijfsvoeringvanelektrischeinstallaties,1998
NEN3140,BedrijfsvoeringvanelektrischeinstallatiesAanvullendeNederlandsebepalingen
voorlaagspanningsinstallatie,1998.

Additionally,inadangerousareatheelectricalinstallationmustcomplywiththelegal
requirementsoftheEuropeanATEXdirectiveson'Equipmentandsafetysystemsinlocation
withpotentiallyexplosiveatmospheres'[Apparatenenbeveiligingssystemenopplaatsenwaar
ontploffingsgevaarkanheersen][ATEX95,Apparatenenbeveiligingssystemenopplaatsenwaar
ontploffingsgevaarkanheersen,94/9/EG]and'Protectionofworkerswithhighriskofexposeto
explosiveatmosphere'[Beschermingvanwerknemersdiedoorexplosieveatmosfeergevaar
lopen][ATEX137,15eaanvullendeEuropeseRichtlijn1999/92/EGBeschermingvan
werknemersdiedoorexplosieveatmosferengevaarlopen,2003].Theseguidelinesaretakenin
theDutchlegislationundertheLawonthedangerousequipments[WetopdeGevaarlijke
werktuigen,2003]andtheexplosionprotectedequipmentlaw[BesluitExplosieveiligmaterieel,
1998].

Theelectricalinstallationwithinadangerousareashouldbeswitchedoffbymeansofone
ormoreswitches.Theseswitchesmustbelocatedinanonhazardousarea.
Onorneareachswitcher,thefunctionandpositionofeachswitchesmustbeclearly
indicated.

4.5.2Earthling

AstoragetankmustbeearthedinaccordancewiththestandardsNEN1010[Ref.49]andNEN
1014[Ref.50].
TheinstallationoftheearthlingandtestingmustbetakenplaceaccordingtoNEN1014[Ref.50]
byanauthorizedexpertandapprovedbyanaccreditedorganization.Theexpertmustbemade
oftheearthlingacertificate.
TheEarthlingmustbeinspectedonceeveryfiveyearsbymeansofmeasurementofearth
electrodes(Spreidingsweerstandsmeting)byanexpertapprovedbythecompetentauthority.
Thefueltankinadiametergreaterthan6mmustbeequippedatleastwithtwoearthlingand
themutualdistanceoftheearthlingonthecircumferenceofthetankwallshouldnotbegreater
than20m.
Totankswithaninternalorexternalfloatingroofsmustbebetweentheroofandthetankwall
continuousconductivestainlesssteelstripswithaminimumwidthof30mm.
Thenumberofstripsisdependingontheinstalledtypeofseal.Theminimumdistanceis2m
stripfor'vapormountedseals'and'liquidmountedseals'.Iftankisequippedwithmechanical
shoeseals,inthatcasepereachshoeplateonestripshouldbeinstalled.

Whenthereisarollingladderispresent,thecablemaybeconnectedbetweenontheonehand
theladderassemblyandtheentranceplatform(tobridgefromthehinges)andontheother
handtheladderassemblyandtherails(forthebridgingofthewheels).

Tankswithaninternalfloatingroofmustbefittedwithearthlingcablesinstalledbetweenthe
tankandthefloatingroofaccordingtoNENEN140151[Ref.70],AppendixC.

4.5.3.Measuresagainststaticelectricity
AccordingtoASTMD486596[Ref.17]andtheNFPA77[Ref.78]duringpumpingofliquidselectro
staticcanbecharged,thespeedmustbeinthepipelineslimitedto1m/sinthefollowingcases:

Ifdifferentproducts(ofthesameclass)arepumpedthroughthepipe,separatedbywater.
Ifaproductinthepipelineisoustedbywater.
Ifitispumpedintoanemptyoralmostemptytank.
Iftheproductmightbecontaminatedbywater,airorsolidparticles.

Thislimitationonthespeedshouldbemaintaineduntiltheentirelinecontainsonlywithonetypefluid,
butatleastforhalfanhour.
Alargerfillingrateisonlyallowedwhentheabovementionedcasesdonotarise.Inthecaseofanempty
oralmostemptytankthelimitedspeedtobemaintaineduntilthefluidlevelinthetankisatleast0,50m
abovetheinletopening.

4.6Hazardousareaclassification
ExplosiveAtmospheresRegulations
ThedirectiveNPR79101[Ref.81]regulatestherulesfortheworkplaceswherepossibleexplosive
atmospheresmayoccur.
Explanatorynotes
TheWorkingConditionsDecreerequiresemployerstoassessandevaluatethehazardsassociatedwith
explosiveatmospheresandspecificrisksthatmayresultinthecontextoftheriskassessmentand
evaluationbeforestartinganylaboractivitiesandatanymajorchangeorextensionandbuildingofthe
workplace,workingmaterialsorexecutionofthework.Thisassessmentshouldbedocumentedinan
explosionprotectiondocument.

Iftheriskassessmentresultsthattheremayformanexplosiveatmosphereattheworking
areas,thanthatareaisclassifiedashazardorexplosionzoneaccordingtoAnnexIoftheNPR
7910[Ref.81].
Furthermore,theworkingconditionsdecreemakeitmandatorytoemployerstotakegeneral
andspecificmeasurementsrelatedtoexplosiveatmospheresandtheriskofoccurringthese
explosions.

Forthestorageofsubstancescontaininghydrogensulphide(H2S),aH2Shandlingpolicyshould
bepresent.Thispolicymustcontainconditionsrelatingto:

5.1Authorizedactivitiesinstoragetankbund

Inthestoragetankbundmustnotbeanychemicalexcepttherainwaterwhichisconnectedto
theopendrainagesystem.

workpermissionisgrantedbytheplantauthorities.

5.2Minimumdistanceswithinstoragetankbund

Whentankswithfixedroofsandtankswithfloatingroofsarelocatedinonebund,thanallthe
regulationsrequirefortankswithfixedroofsarevalidforbothtankswithfixedroofandwith
floatingroofsinthatbund.
WheninastoragetankbundtheproductsofclassIII,classIandclassIIarestored,thanthe
regulationsrequirefortheproductsofclassIandIIarevalidfortheproductsofclassIII,classII,
andclassIinthatstoragetankbund.

5.3Holdupcapacityofstoragetankbund

Theholdupcapacityofastoragetankbundmustbeatleastequaltothecontentsofthelargest
tankcapacityadditionallythelargerofthefollowingtwovolumes:
10%ofthevolumeoftheothertanksinthatstoragetankbund.
Thevolumeofwaterrequiredtouseinonehourincaseoffireinthatstoragetankbund
accordingtotheauthorizationpermission.

5.4Constructionofstoragetankbund
5.4.1Storagetankbundbottom
Thestoragetankbundbottommustbeabovethehighestgroundwaterlevel.

Theheightoftheditchheightisdeterminedbasedontheholdupcapacityofthestoragetankbund,plus
0,25mtakenascontingencyforcontributionofhighheightduetopossiblewindwaves,plusthelocal
maximumestimatedcorrectionoftheditchuntilthenextheightinspection.

Thetankbundditchshouldbeasstrongandstableconstructed,thatcanresistmaximumexpected
resistanceandforalongtimeagainstthehighpressureexertedbyliquid.Intheconstruction,few
points/scenariosmustbetakenintoaccountsuchasthemaximumloadtowardsthesoilsurface,tothe
neighbouringroadsandquays,andpossibledamagingoftheditches.
Fireresistanceoftankbund
Thetankbundshallberesistanceagainstfireforanyforeseeablescenarios.
Inspectionandmaintenance
Tankbundsmustbecontinuouslyinspectedandmaintainedsothattheminimumheightand
theresistanceofthebundagainstpermeatingtheliquidintothesoilbottomtobeguaranteed.
Theinspecteddamagesshallbeimmediatelyrepaired.
Thegrowthgrassaroundthetankbundmustbekeptshort.
Passage
Passingthepipelinethroughthetankbundshallbeavoidedormustbeaslessaspossible.
Ifpipelineoranyotherlinesshouldpassthroughtankbund,itshouldbefireresistant,tohavethe
highestresistanceagainstpossiblehydrostaticpressureandtobecompatibleagainstthestored
substances.Thepassagesshouldbesufficientlystrongandflexibletobeabletocopewiththeexpected
settlementsofpipesandditches.

Accesstostoragetankbund
Tankbundbottomandditchesmustbeprotected.Thiscanbeforexampledonebyputtingstepsonthe
passagesandonthewalkingpaths.Thatcanpreventpossibledamagesduringtheinspectionorduring
samplingandloading/unloadingactivities.

storagetanksinthebundditchshouldbeadjustedpriorstartingtheexcavationactivity.Afterfinishing
alltheactivities,thebundditchmustberepairedsothattherepairedpartandtheotherpartsshould
meettherequirementsasmentionedaboveforthebundditches.Aworkpermitmustbegrantedfor
executingoftheexcavationactivity.

SewerageSystem
Eachtankbundortankbundcompartmentmustbeequippedwithadrainageandseweragesystemthat
operatesindependentlyoftheseweragesystemofothertankbundand/ortankbundcompartments.
Theshutoffvalveusetocontrolthedisposalofwaterfromthetankbund,mustbeinstalledoutsidethe
tankbundandbekeptclosed.Theshutoffvalvemayonlybeopenedduringthecontrolleddisposingof
water.Thepositionoftheshutoffvalvemustbevisibleontheoutside.Theseweragesystemshouldbe
fittedwithadevicewhichcontrolatalltimesforthepossiblecontaminationofthewater.

5.6Drainofextinguishingwater

Eachoftankbundmustbeequippedwithafiresafedisposalofextinguishingwater.The
disposalpassageshouldnotbearrangedinsuchawaythatitallowstostopflowingofthewater
throughthedisposalline.
Whenatankbundisdividedintocompartments,eachcompartmentmustbeequippedwith
owndrainsupply.
Ifthesedisposalsarebeingconnectinginapointorthedisposalisoperatedbymanual
operation,thisconnectingpointorthismanualcontrolmustbeoutsidetheheatradiation
contourof3kW/m2.

5.7Productpumpinthetankbund
Incertaincases,theplantauthoritymayallowapumpusedtotransportthetankproductinthetank
bundtobeinstallednearthestoragetank.Thispumpmustmeetthefollowingrequirements:

Theelectricmotorofthepumpmustnotcomeincontactwiththesurfaceoftheliquidinthe
tankbundasaresultofanincidentinastoragetank.
Incaseofpowerfailure,ifthepumpisatypeofthepumpthattheliquidfromthedischargeof
thepumpcanflowreverseandcausehighrisk;thananonreturnvalvemustbeinstalledin
dischargeofthepump.
Thepumpshouldbeonaconcretefloorwhichisliquidimpermeable.

Theelectricmotorofthepumpmustcomplywiththefollowingsafetyrequirements:

ElectricalinstallationperformedinaccordancewithEexdCT4;
Maximumtemperatureoftheelectricmotor<135oC;
Temperaturemonitoringontheelectricmotorby6PTC;
Stationaryheatingontheelectricmotorinordertopreventtheformationofcondensation.

Themechanicalportionofthepumpmustcomplywith:

Protectedagainsttoohightemperaturebymonitoringtemperatureonthebearingsandonthe
housing.
Equippedwithgasketleakagedetection,e.g.bynitrogenflushingonthedoublemechanical
seal.
Equippedwithflowmonitoringontheproductline.

5.8Pipesandvalvesinthetankbund
Theproductlinesandshutoffvalvesinthetankbundmustcomplywiththerequirementsofparagraph
7.4.Thevaporreturnlinesandtheirsafetyinstrumentsmustcomplywiththerequirementsof
paragraph7.1.

Thenumberoftheconnectedpipesinthestoragetankshouldbekeptaslessaspossible.
Connections(flangedconnections,flexiblejointsandbellows)shouldbeavoidedasfaras
possible.Theuseofhosesforproducttransportinthetankbundisnotallowed.
Valvesinthelinesinatankbund,intendedtotransportofliquidsofClasses1and2shallbefire
proof(minimumcodeASMEB16.5[Ref.11]),orthevalvesshallbeequivalentwiththevalve
whichmustbecompatiblewiththeproductfollowingthroughandfireproofgaskets.
Nevertheless,thevalvemustbeontheoutsideclearlyvisiblewhethertheshutoffvalveis
openedorclosed.
Thepipelinesandtheconstructmaterialsmustbeequippedwiththefiresafetysystemandthey
mustbefittedwithpassiveprotection,forexamplebyatypeoffoamcoating.

Theroofsofthetankwhicharepartofagroupinonetankbundshouldbealsoaccessiblevia
walkingbridgesconnectingbetweentanks.Thelasttankinarowfromthepointofviewofthe
ascendingspiralstaircasemusthaveacageladder.Dependingonthetankdiameterorthe
configurationofatankbundinadditionalafixedstaircasewithslopeof45degreeanda
staircasewidthofatleast0.6mmayberequired.
Tanksfittedwithexternalfloatingroofsmayneverbeconnectedbywalkingbridgestoeach
other.

6.3TankEquipment
6.3.1Aerationofatankwithafixedroof

Atankwithafixedroofmustbeprotectedagainstbothpossiblenegativepressure(vacuum)as
wellasagainsthighpressure.
IntheeventofthestorageofsubstancesofClassIandIIandtheliquidsubstanceswhichare
heatedandmustbeconsideredandtreatedassubstancesoftheclassIandII(see2.2.1);a
pressure/vacuumvalveshouldbeinstalledandthevalvesshouldbemetthefollowing
requirements:
o Thesetpointofpressurevalveshouldbesetinsuchawaythatthepressureoftank

shouldbeequippedwithpressureandvacuumvalves.Thecapacityofthevalvesshould

thevaporphasespaceabovetheinternalfloatingroofanexplosivemixtureregularly

97.Theproductlineswhicharenotusedanymoreforloadingandunloadingshouldbeblockedwitha
blindflangeorwithanatleastequivalentblockingfacilitytopreventanyleakageintheeventofa
malfunctionoroperatorerror.Howeverthisisnotvalidforthoselinesthatdonotcontainproduct,and
arecleanandhavebeendisconnectedfromtheinstallation.
98.Onthetransshipmentlocation,invicinityoftheplaceoftransshipmentorscaffoldandinthecontrol

Thepressuretestshouldbeindicated/stampedwithdateandhallmarkintheconnectingflange
orjoins,insteadofthesetypesofindicationsontheflanges;thepressuretestcanalsobegiven
inthehosespressuretestregistrationsystemwhichcanbereferredtocertainhosewitha
numberstampedrelatedtothesamenumberstampedontheflangeconnectionorthesame
numberstampedonthejoin,thatcorrespondstotheregistrationsystem.
Registrationofthedatafromthistestandkeepingthedataforatleasttwoyears.

102.Damagedhosesmustnotbestoredontheloadingandunloadingsites.
103.Ifloadingandunloadinglinesandhosesarebeingemptied,thantheremustbefacilitiestoempty
thelineandhosesbeforetheirdecouplingtakeplace.Thesubstancesreleasedduringemptying,there
mustbedesignatedlocationtocollectthem.Forremainingunintentionallyresiduemustbeafacilityat
thelocationtocollectthem.
104.Theloadingmaytakeplaceonlyinaccordancewithinternwrittenprocedures,inwhichatleastto
payattentiononthefollowingpoints:
Thatthestaff,whotakescareoftheloadingensurethatthecorrectIDwillareaffixedonthe
designatedplaceofthetransportpriorstartingtheloading.

112.Thescaffoldingandquaysmustbebuiltonslopesandareequippedwithanopenedgeatthe
waterside.Theremustbeequippedwithfacilitiesbywhichitpreventsdirectdisposalofharmfulliquid
onthewatersurface.
113.Thescaffoldingmustbeconstructedsuchthat,inplaceswherethetankersareloadedorunloaded,
anyspilledorleakedproductsorproductscontaminatedwithrainorflushingwatershouldfollow
throughaclosedlinetoaseparatorandfurthertobepumpedorcollectedinadesignatedlocatedready

118.Theloadingandunloadingofshipsmayonlybecarriedoutinaccordancewithinternal,pre
established,writtenproceduresinwhichthefollowingelementshavebeencontained.
Thattheconnectionanddisconnectionoftheloadingandunloadingarmsorhosesshouldbe
carriedoutunderthedirectsupervisionofanofficialfromtheonshore.

Thatduringtheloadingorunloadingthestaffoftheonshoreandtheshipshouldhave
constantlyobservationtoensurethattherearenoleaks,spillage.
Themonitoringoftheonshoreandtheship,aswellasthecommunicationbetweentheshippersonnel
andtheonshorepersonnelmustbethesameasforbargingandasforseashiptransportwhichis
indicatedinpointsa5toa8ofthe'SafetyCheckListforseashiptanktransportation'[Ref.26].However
thepointa6relatedtothecommunicationsystemmaynotbeappliedbasedonthedistanceandthe
circumstanceswhichallowstocommunicatewithoutthetools.
Inthecasewhentheresponsiblestafffindsoutthatthemonitoringonloading/unloadingofshipor
bargeisnotsufficient,heshouldtakeimmediatemeasurestorestorethecommunication.Hemuststop

necessaryforsafety;

Atthemajorturnaroundofthetanks;theheatingelementsofthecriticalpartsofthetanksshouldbe
inspectedoncorrosionandthetankshouldbringunderpressuretoinspectthepossibleleakage.Ifit
seemsthattheelementisleaking,itmustbeimmediatelytakenmeasurementstosealtheleak(possibly
duetotheblind).
Whensubstancesarestoredinthetankwhichsolidifyorcrystallizeatambienttemperatures,thanthere
shouldbeaninspectionprogramtobecarriedoutontheheatingsystemofthetank.
