National Board Inspection Code (NBIC) R

- Repairs and Alterations to Pressure Retaining Items


Inspection

Jurisdictional requirements may mandate that repairs and alterations to in-service


pressure equipment be carried out in accordance with the National Board
Inspection Code (NBIC), by an organisation holding an R Certificate of
Authorisation. Inspections of repairs and alterations must be performed by an
inspector holding a valid commission issued by the National Board and employed
by an accredited agency, such as LR Insurance, Inc. a subsidiary of Lloyds Register.
Authorised Inspection
Agency (AIA)
Within the UK, LR Insurance, Inc. serves
as an Authorised Inspection Agency (AIA)
to more than 35 manufacturers holding
ASME and National Board Certificates of
Authorisation.
Globally, LR Insurance, Inc. serves as the
AIA for more than 900 manufacturers,
and has qualified personnel operating in
more than 30 countries.
Steps to R certificate
For a manufacturer to begin the
process of gaining the R Certificate of
Authorisation, they must first appoint
an AIA such as LR Insurance, Inc. and
this is achieved by signing a letter of
agreement.

inspector and supervisor as appropriate
in preparing a written quality system to

meet the NBIC requirements.

The link with ASME


Many manufacturers holding ASME
Certificates of Authorisation also
additionally hold the National Board R
Certificate of Authorisation for repairs
and alterations to pressure equipment
which have been in-service. For these
organisations, a separate National
Board review may not be necessary, but
may be incorporated within the ASME
Joint Review, in conjunction with some
additional administrative requirements.

A review team comprising of a National


Board team leader and a representative
of LR Insurance, Inc. shall conduct a joint
review of the implementation of the
written quality system using current work
or a demonstration mock-up.
Upon satisfactory completion of this,
a recommendation is made to the
National Board for issuance of requested
certificates. Verification and witnessing
of repair activities will be carried out by
the inspector in accordance with the NBIC
requirements, including final inspection,
witnessing the pressure test as necessary
and application of the R stamp, with
certification of the Report of Repair or
Report of Alteration awarded when this

The NBIC R authorisation may however


be held by manufacturers who do not
hold ASME Certificates of Authorisation
and who are only interested in
performing repairs and alterations/
re-rating to in-service equipment,
particularly within the oil, gas and power
generation sectors.
