On September 10,
2001, while working

his shift at his firehouse in Lower Manhattan, Richie Allen,


31, called one of his

brothers in Rockaway to see how the


waves were that night.
He planned on going surfing the next
day. Just as he was
getting off duty the
next morning, a plane
crashed
into
the
World Trade Center.
Allen answered the
call, jumping in with
his fellow firefighters
of Engine 4 to respond
to the scene. Allen
never made it home
to surf the waves that
day.
Richie just loved
surfing. The ocean
was always a part of
everything he did,
Richies mother, Gail
Allen said. Allen grew
up surfing the waves
of
Rockaway.
He
also lifeguarded the
beaches of Rockaway

Richie remembered on the boardwalk


and Riis Park. When
he studied film at St.
Francis College, Allen
made a movie about
his favorite surfing
spot on Beach 91st

Street. Surfing was his


passion.
Now every year, Allens life is celebrat-

Raising The Dead


So my friend was playing
golf. Hes out with some buddies having a good old time
when one of the guys looks
up before he tees off and asks
in the nicest way:
Hows
your dad?
What followed was the kind
of silence youd expect as
someone was about to putt
for a championship on the
18th hole. The others guys
looked away or at their shoe
tops.
Finally, Hows my dad?
Hes dead. And then a brutal pause. And you were at
the wake two months ago.
Oh, the cringe. It makes
you wonder who felt better
that day, the dead dad or
the guy who asked the question. Asking about parents is
like asking a woman if shes
pregnant. You just dont do
it. Let them volunteer the information. Until I hear otherwise, I assume the parents
are dead or the lady has just
put on a few lbs.
It can be tricky, though. If
they mention only one parent, My mothers going to
Florida you immediately
think the father must be dead
(and you start wondering if
you should know that). A little advice? Just wait, dont
ask if the father is going too.
You might have been a pallbearer at his funeral for all
you can remember.
Names, birthdays, graduations, anniversaries, how
are we supposed to remem-

ber what wakes and funerals


weve been to?
And the thing is, wakes for
people over say, 70 years old,
are pretty standard issue.
With all due respect, I mean
with ALL due respect, a wake
is a wake is a wake.
You go and you print your
name as legibly as possible
in the guest or visitor book so
you get credit for going. You
pay your respects and youre
on your way. How are you
supposed to remember if it
was somebodys mother or
father? I mean, months go
by and you know somebody
died, you went to somebodys
wake but the details get a little fuzzy. Its not like you can
ask, Was it your mothers or
fathers wake I went to?
Yeah, some of you can remember every name in the
phone book (oops, I forgot
something else theres no
such thing as a phone book
anymore but you get the
point). But for the rest of us
remembering is like staying
out all night in other words,
its something we used to be
able to do.
There are gadgets and
apps that help you find keys,
phones and even stolen
bikes and cars. There should
be some kind parent-status alert. A little pop up on
your phone would give you
the vital info: Mother: fine.
Father: dead. You attended
wake, not funeral. Or Both
Parents fine: you can ask how

theyre doing.
This forgetting thing is no
joke. These days I forget
everything except for the excruciatingly embarrassing
which reminds me of my own
cringer not too different from
the guys on the golf course.
I get a call on a cell phone
from a lifelong pal who, I
think, says his father just
died. I offer some trite stuff
about how it was good to
have had such a good long
life. And then I did what anybody would do: I asked how
his mother was handling the
news, Hows your mother
doing? Again, there was the
pause no one wants to experience.
I just told you she died.
How do you think she is?
Huh? Did he say his mother or father died? Effin cell
phones. I then did what any
stand-up guy would do: I
hung up.
I was in my car so I pulled to
the side of the road and tried
to get my mind straight. His
father had been sick a long
time. But he just said his

mother died. I hadnt seen
his parents in years. Was his
father already dead? Did I go
to his wake?
This is great, Im thinking.
He tells me his mother just
died and I ask how shes doing.
After a couple of minutes
I called him back and confessed: I didnt know who
was alive or dead.
He couldve tortured me
but we wound up both crying
with laughter.
So, needless to say Im a bit
gun shy about asking people
how their parents are doing.
I do want to know but Im
not getting caught dead asking, so to speak.

Community Board 14 Returns

The days get a little shorter and cooler, beach crowds


thin, schools open, and
Rockaway gets back to business.
Upward of 50 residents
filled the seats at the Knights
of Columbus for Community Board 14s first fall meeting on Tuesday, September 13. The night covered
everything from Edgemere
and Far Rockaway renewal
to crime statistics, the ferry, beach cleaning, healthcare, NY Rising and possible
homeless shelters. Community Board members themselves, were lightly represented and it wasnt until
later in the meeting that a
quorum was reached.
The meeting was called to
order at 7:30 by Chairperson
Dolores Orr, along with District Manager Jonathan Gaska. Bringing things up to
date, Orr stated that recent

proposals put out by New


York Rising did not correlate with the vision and expectations of the various
CB 14 committees input.
Queens Borough President
Melinda Katz representative Dan Brown announced
that she recently formed a
New York Rising committee
to bring together representatives from every area to
work with the City to make
their proposed projects
happen.
Gaska reported that the
downtown Far Rockaway redevelopment plan supported by Councilman Donovan
Richards is moving forward.
Mayor de Blasio has committed $91 million to the
multi-phase project, which
will bring new shopping and
housing to the area. The
Stark (Far Rockaway) Shopping Center is going away,
he said. He also praised
community civic associations from all across the

peninsula for offering their


input.
Shouts of Homeless shelter! erupted when Gaska
next reported on a planned
72 room hotel to be built
between Mott and Cornaga
Avenues. He said the owners also own the controversial La Quinta Inn on Beach
43rd Street. He said it will
most likely be approved,
since no zoning changes
required which would go
through the Board.
Representatives from the
NYC Housing Preservation
and Development gave an
update on HPDs Resilient
Edgemere urban renewal project. A summary will
be released just ahead of
a presentation of the draft
plan on Saturday, September 24, from 11 a.m. to 2
p.m. Residents are invited
to offer their input at the
Beach 41st Cornerstone
Community Center at 426
Beach 40th Street.

According to HPD, the long


term plan covers creating
affordable housing, including 700 one and two family
units, improving streets and
amenities, and providing resilience and protection from
sea level rising and future
storms. It covers the area
from Beach 49th Street to
Beach 45th and from Rockaway Freeway to the bay.
Later,
residents
from
the Edgemere Community
Group addressed the meeting, stating loudly that they
had given input but have
been left out of the final
plan. None of our suggestions, our ideas were addressed. They just talked
about NYCHA, one woman
said.
There is nothing in Edgemere for the community.
No supermarkets, no parks
within walking distance. We
need a hospital, another

Ahoy ! Poseidons Parade Saturday


Get ready to flip your
fins and make a splash.
Poseidons Parade is making its triumphant return
to the boardwalk and
youre not going to want
to miss this sea-inspired
spectacle.
Theres no better way
to send off the summer
than paying tribute to the
ocean. On Saturday, September 17, Poseidons
Parade will do just that
as mermaids, sea creatures and sailors will stroll
down the boardwalk,
showing off their best
nautical ensembles. Poseidons Parade is a family-friendly art parade that
encourages creativity and
artistic expression. Participants can march solo, in a
group, with a pull or push
float (no motorized floats)
or on a bike and prizes
will be given out to the
best of the best in several

different categories. Participants are encouraged


to start lining up around
Beach 106th at 11 a.m. The
106th Concession featuring Caracas and Brothers
will be open early to feed
and hydrate all the mermaids while The BEasy
Band will get everyone
pumped up with some
tunes. The parade kicks
off at noon from Beach
106th Street and continues to Beach 95th Street.
Poseidons Parade was
inspired by Coney Islands
Mermaid Parade, which
takes place in Brooklyn
at the beginning of each
summer. The Rockaway
Mermaid Brigade has
participated in Coney Islands parade for the past
10 years and has won first
place for Best Motorized
Float three years in a row.
The Mermaid Brigade
wanted to bring some of
that mermaid magic to
their hometown as a way

to close out the summer.


Coney welcomes the
summer on the Solstice
and Poseidon's Parade
is an opportunity for our
community to come together one last time before the Autumnal Equinox, Poseidons Parade
founder Casey Brouder
said. The spirit of the parade is to create beautiful
art and show appreciation
for the ocean.
Last years inaugural
Poseidons Parade went
swimmingly. More than
110 marchers and 12 floats
took over the boardwalk
last year and organizers
expect it to be even bigger
this year. I think the first
parade was a success. We
are very grateful for the
support from the community, Brouder said.
While last years parade
was a big hit, there will be
a few changes this year
to make things run a bit
more smoothly. There will

St. Johns Walk Raises $33K

More than 70 people participated in St. John Episcopal Hospitals 10th Annual Ocean Walk
on Thursday, September 8. The
walk was held to raise money
for the hospitals Obstetrics and
Maternity Department. The walk
went from the hospital on Beach
19th, down to the boardwalk to
Beach 9th and back to St. Johns.

After the walk, participants were


treated with a Zumba demo led
by Lisa George, followed by dinner, DJ music and raffles. More
than $33,000 was raised during
the event, which will go toward
new and innovative technology.

up our beaches. In honor of
International Coastal Cleanup Day, there will be two
beach cleanups taking place
on Sunday, September 18.
The Rockaway Beach Civic Association is partnering with
Ocean Conservancy and the
NYC Department of Parks and
Recreation to celebrate International Coastal Cleanup Day
for a Rockaway Beach cleanup. All are welcome to join in
and lend a helping hand. The
group will meet at the Beach
97th Concession on the boardwalk, with the cleanup taking
place between 9:30 a.m. and
11:30 a.m. Gloves and bags will
be provided. Volunteer certificates will also be handed out
at the end of the event, so it
is a great opportunity for vol-

The other beach cleanup
will take place in the Arverne
and Edgemere area. Rockaway
Waterfront Alliance is partnering with the American Littoral
Society for a cleanup which
will meet on the boardwalk at

take place from 11 a.m. to 1
p.m. All trash collected at this
event will be entered into the
national database, which goes
to help establish legislation to
reduce trash along our shores.
Students can receive community service hours for their efforts and they should bring any
paperwork from their schools
for signatures. The event is
rain or shine.

Stacey Amato Is Running For Assembly

Why is Stacey Amato running? Its a big question and a


longer answer.
As a lifelong Rockawayite
I want to preserve and protect everything that makes this
community great, she told the
Rockaway Times. As an Assemblymember, Id be able to
take it to the next level.
To do that Amato, a first time
candidate, is now campaigning
for 23rd District NY State Assemblyperson, a position current Assemblyman Phil Goldfeder will be vacating shortly.
The 23rd District covers Rockaway, Broad Channel, Howard
Beach, Hamilton Beach and
Ozone Park. Election Day is
November 8.
Amato was born at St. Josephs Hospital, now St. Johns
Episcopal, and raised in Far
Rockaway. She has been a resident of Dayton Beach Park for
the past 25 years and has raised
two children there. She is also
part-owner of Elegante Pizza in

business she became part of 20
years ago.
This is my first race, she
said. But Ive been involved in
community issues most of my
life. I learned at a very early age
that public service and community issues are very impor-

tant.
Carrying that forward she
notes she served on the Rockaway Beach Civic Association
for twenty years, has been president of the Scholars Academy
Parents Association and is part
of the NY Rising Rockaway
West Committee. I joined that

right after the storm, she said.


She has also been a Democratic Leader. Amato says her experiences have taught her a lot
about what Rockaway needs.
Im a small business owner, a
corner location that everyone
stops in at. Small businesses,
were the heart and soul of a lot
that goes on here.
Living, working, knowing
and being part of the community, Amato says, gives you
firsthand knowledge of the issues in the community.
She also says that having relationships with (people, businesses and organizations) here
and a proven track record that I
can get things done helps.
What else does she bring to
the election table this year?
I was a paraprofessional with
the New York City schools for
seven years, working with special needs kids. I also worked
for both the Sanitation Department and the FDNY. I was a
Procurement Analyst, working
within city budgets, bidding

On Sunday evening, September 11, a 9/11 Memorial Service


was conducted by several Broad
Channel organizations (Broad
Channel VFW, American Legion
and Volunteer Fire Department)
and attended by many of our
community's residents at the 17th
Road Park. The service marked
the 15th anniversary of that terrible day back in September of

2001 when our City's Twin Towers
were destroyed and some three
thousand of our fellow New Yorkers, including Broad Channel's
own Theresa "Terry" Munson, by
Islamic terrorists. The heartache
felt by Terry's daughter, Christine
Munson Campisi, is no less today
than it was 15 years ago when she
first realized that her mother had
been taken from her. We can only
hope that it is of some small comfort to Christine that her mother's
life is still an integral chapter of
our town's history to be kept alive
in the memory of our community
here in Broad Channel forever.
It did not go unnoticed that,
earlier that same day prior to the
memorial service, the men and
women from the Broad Channel
VFW packed up food and gifts
and spent Sunday afternoon visiting with the disabled veterans
who reside at the St Albans VA
Hospital in Queens. On the 15th
Anniversary of the 9/11 attacks on
our nation, it was especially important to let our veterans know
that their sacrifices and service to
our country are not forgotten.
The weather gods were smiling
on Broad Channel recently when

Tropical Storm Hermine was


forecast to track up the coast and
stall out close to the New Jersey
shore. If Hermine had tracked up
the coast and stalled as initially
predicted, we would have experienced significant coastal flooding with two-to-four foot tidal
departures over multiple high
tides. Thankfully, Hermine had
apparently not read the forecast
and instead tracked sufficiently far out to sea that by the time
it turned back towards the coast
and slowed, it was too far offshore
to have any significant impacts in
our area save for some overcast
skies, rough surf and rip tides.
September 10 marked the peak
of our 2016 Hurricane season in
the Atlantic Basin. This time of
year the clusters of t-storms that
are nearly almost always present around the equator have the
highest likelihood of developing
into an organized storm...a Tropical Depression, Storm or a Hurricane. Over the coming weeks, the
waters of the Atlantic will begin to
slowly cool and the threat of tropical activity will gradually diminish. That does not mean the threat
of a significant storm is no longer

a concern. Remember that Superstorm Sandy devastated our
area late during the 2012 hurricane season on October 29th. The
official end of hurricane season is
November 30th but storms can,
and have, occurred after that date.
Case in point was Hurricane Alex,
the first storm of our 2016 season,
which developed far out in the
Atlantic and never ventured close
to our shore during January 2016.
Of course as soon as hurricane
season draws to close we then
have winter nor'easters to look
forward to!
Keep in mind that as you are
driving around town these days
schools are once again open and
the little ones are all over the
place getting on or off school buses or walking to and from P.S. 47.
Please drive carefully, keeping
your eyes on the road and your
cell phones in your pockets and
as you pass 9th Road on Cross
Bay Boulevard, you might want to
toot your horn and say hello (and
thank you) to our local crossing
guard, Helen Henglein.

Pet and Use of Recycled Materials. Jimmy Dowd of Boarders and
St. James Clothing will be the MC
of the event and will announce
the winners after the parade.
The parade will be followed
by a celebration at the Under
the Sea Lounge at the plaza on
Beach 94th Street. This will include the announcement of the
winners, plus face painting, hula
hooping, a DJ and plenty of art
activities for the family. There will
also be event t-shirts for sale featuring artwork that was submitted by kids in a new contest. This
year we had a t-shirt design contest where children could submit
their drawings to be printed on
a t-shirt. It was a tough call but
we have decided on a winner,

held in February to raise money for this years parade. The
Prom was a great success. We
raised somewhere around $4,000
thanks to the beautiful donations
from artists, local businesses, and
the community who bought tickets, Brouder said. Because of
the size of projected participants
and spectators for this years parade, we had to buy different permits, insurance, and bonds. The
remainder goes to the DJ, face
painters, and art materials.
Poseidons Parade not only requires funding, but a lot of helping hands. Brouder credits Portia
Dyrenforth, Rockaways Administrator from the Parks Department
for helping to make the event
possible on the boardwalk. Materials for the Arts also helped by
providing free art materials. Geoff
Rawling and Alex Cannon collaborated on the event flyer. Carolyn
Cryan and the Rockaway Artists
Alliance helped host a night where
the public participants for able to
get help creating their costumes.
Brouder also credits John Cori and
Jerry Rea for being big supporters
as well.

Following Poseidons Parade,
there will be plenty to do. Back
at Beach 106th, Bad Sign will

perform starting at 4 p.m. At the


Beach 97th Concession, there will
be live music by Blac Rabbit, The
Forms, The National Reserve and
Ska Boom, plus the Self Portrait
Project will be on hand so people can take their own photos in
their mermaid garb. Down at the
Beach 86th Concession, Honey
Fest will be taking place or head
down the block from the end of
the parade route to Connollys for
a frozen.

Dear Editor:
As a Rockaway resident concerned about the storm security and beach enjoyment
of the peninsula, I have read
most of the Army Corps of
Engineers report designed to
identify a long term solution
to reduce the impact of storms
on our area.
Id like to address one area
of the report that concerns
me. As the report states, much
of the project area (Jamaica
Bay, Atlantic Ocean shorefront
along the Rockaway Peninsula

and Coney Island) are areas
governed by the National Park
Service. And the plan clearly
states:
Any Coast Storm Risk Management Plan developed for
the project area must be mutually acceptable to the National
Park Service and the U.S. Army
Corps of Engineers.
In fact, there is a 2011 eighteen-page agreement signed by
the Department of the Interior National Park Service Chief
and the Department of the
Navy Army Corps of Engineers
Director governing the collaboration between the two organizations. These two agencies have been and are bound
to work together, especially on
this plan.
Yet, the National Park Service (NPS) has not provided
their point of view regarding
the plan recommended by
the Army Corps nor have they
completed an interagency
collaboration form governed
by the 2011 agreement cited
above.
Since the National Park Service can veto the recommend-

ed plan wouldnt it be good to


know where the NPS stands
on the proposal? Will the NPS
review period stall the plan
further? Will it completely derail the plan proposed by the
Army Corps of Engineers?
I ask the National Park service to provide their point
of view related to the Army
Corps recommended plan on
or before the public meetings
take place.

My reasoning for this is, last
year, the column neglected
to mention that on September 12, 1960, was the day the
Rockaways were hit by Hurricane Donna, becoming the
worst storm to hit the Rocka-

how a significant event like
the community this newspaper serves, being hit by a
hurricane could not be in a

Here it is, just a year later, and Hurricane Donna is

first Monday after Labor Day,
which was then also the first
day of First Grade in Public
School 114, Donna was quite
significant, as it must have
been to probably all Rockaway
residents here at that time.
I'm told that WPIX TV 11 had a
news mobile that set up shop
on the porch of the Beach
116th Street FDNY House, that
showed the rising waters of
the Bay and the Ocean meeting in front of the firehouse!
It is my hope that in next
year's Rockaway Times, that
Hurricane Donna WILL be
mentioned in the "This Week

told him that they have no
interest in it. Then he began
to see it on their cars. He

Well, he did sue them, but
it took him ten years to finally win. He gave all his energy to this fight because he

got a settlement as well as being paid for every intermittent

Since our new boardwalk
opened a lot of people have
been complaining about bike
riders who do not stay in their

assigned lanes on the boardwalk. I am one of those riders, in fact I deliberately avoid
riding in the bike lanes, heres
why
1.) The bike lanes were incorrectly located on the north
edge of the boardwalk instead of in the middle where
they would be a lot safer; 2.)
Having the bike lanes along
the edge interferes with people entering and exiting the
boardwalk; 3.) Riders in the
bike lane may be unable to
avoid a collision because a
valuable escape route is constrained by the adjacent railing; 4.) Long Beach located
their bike lanes in the center
of their new boardwalk, just
like the old one. It is safe and
contiguous so you can also
ride from one end to the other without ever dismounting;
5.) In contrast, if you were to
follow all of the mount/dismount signs on Rockaways
boardwalk, well, you just
wouldnt; 6.) Additionally,
Rockaways boardwalk concessions were rebuilt without any
accommodation for bikes, so

you need to get off and walk;


7.) Many pedestrians seem
to naturally gravitate to the
north side of the boardwalk
and unwittingly walk in the
official bike lane; 8.) The
bike lanes east of Beach 108th
St. arent wide enough to safely accommodate two-way bike
traffic. The bike lanes west of
Beach 108th St. are narrower
and even more dangerous!
This is why bike lanes, at
least as they have been configured on Rockaways boardwalk are confusing, restrictive
and unsafe. They give riders
and walkers a false sense of
security while needlessly creating a contentious and unsafe environment for all.
The solution? Instead of
pitting riders against walkers
in a turf war, lets all use the
entire boardwalk so we can
give each other plenty of room
to pass safely. The safest environment is best realized if
everyone has the most discretion in determining the least
restrictive path. One only has

Back in 1915 my grandfather,


Mike Louis, borrowed $500 dollars from his Rockaway Beach
employer to buy a horse and
wagon. With this loan, my grandfather started his own business of
delivering ice to residents in summer bungalows and tent dwellers
in Edgemere. Over the years the

flourished and became the largest on the peninsula. Then a time
came when all home ice delivery
businesses began to decline because the refrigerator took the
world by storm. My grandfather
use to kick the new refrigerator with his foot every time he
walked by it. After all, it did put
him out of business!
In good spirit of this, some old-

er members of the Lucev Family became successful Licensed


Trade School Mechanical Refrigeration Technicians. Today,
my son and two grandsons are
all Refrigeration & HVAC Technicians/Engineers.
The Rockaway business owner who loaned my grandfather
money, was Jacob Rosenthal.
Beginning in 1906, Mr. Rosenthal owned and operated a large
butcher shop and grocery on
the northwest corner of Beach
86th Street and Rockaway Beach
Blvd. The family patriarch drove
a horse and wagon for Rosenthal
to make deliveries to homes and
hotels as well as picking up meat
stocks and groceries for the popular store.
In September of 1926, Mr.
Rosenthal and his family went to
Mexico on vacation. Rosenthal
was subsequently kidnapped by
Mexican bandits headed by Poncho Villa, pictured here today in
the Rockaway Ol Times.

It was recorded that if a $50,000
ransom was paid Rosenthal
would be unharmed and released. Sadly, Rosenthal was
found murdered anyway.
Mr. Rosenthal had over five
thousand people attend his
funeral on Mott Avenue in
Far Rockaway. In 1926 it was
recorded as the largest funeral ever held in the Rockaways. Hundreds of people
were turned away while others
jammed the sidewalks, over
crowded private porches and
climbed on rooftops to watch.

In 1926 war between America
and Mexico was feared due to the
fact that bandit Villa was raiding
American cities by coming over
the border into the United States.
The U.S. Army went into Mexico
in an attempt to capture Villa and
his band with mixed results. After this the U.S. Seventh Cavalry
was given the job of protecting
our Southern Border.

Dont think of them as traffic cones.


But as part of a $500 million improvement plan.

Last week in my yoga classes, we focused on the fourth


chakra which is located at the
heart center. (According to
yoga philosophy, there are seven chakras or energy centers
aligned up the spine that move
vital energy through the body.)
The quality of our thoughts can
directly control how each energy center functions. I believe
that by affirming the core issues of the chakras, profound
changes can take place. Also,

emphasizing balance of the energy centers, rather than opening them, is more centered and
stable.
The core issues associated with
the heart chakra, anahata, are
self-forgiveness,
compassion
and universal love. The first is
for oneself, the second is for others and the third is for the world.
Focus and understand how each
issue resonates within, not by
thinking but by feeling with the
intelligence of the heart.

MY CONCERNS WITH THE ARMY CORPS PLAN FOR THE ROCKAWAYS

Kevin Boyles article, Defend Rockaway! Army Corps


Delivers Its Plan on August
25, 2016 helped to summarize
the Army Corps voluminous
report. The focus is Coastal
Storm Risk Management. It
discusses coastal resiliency
and long term sustainability
as well as cost effectiveness for
the Rockaways. The report is a
Tentatively Selected Plan Summary along the Atlantic Ocean
Shorefront Beach fill and Groin
Improvements. It also includes
East Rockaway Inlet to Rockaway Inlet and Jamaica Bay enhancements.
The Ocean Front Plan calls
to extend five groins and construct 13 new groins as part
of the project. It ignores residents west of Beach 121th
Street to Beach 149th Street.
I am a lifelong resident and
surfer who has witnessed

beach erosion since the 1970s


along with multiple beach replenishment projects. The
report suggests beach replenishment may be needed
every four years. If rock jetties
had been put in place years
ago instead of only pumping
sand, it could have enhanced
and saved our beaches from
storm erosion. This point was
made by James OBriens letter to the editor on September 8, 2016. He suggested that
jetties should extend to Beach
149 Street and erosion would
be lessened. It appears that
residents on the West End are
not being considered. Erosion
has already happened with
Hermine.
The Army Corps past efforts
of pumping sand do not keep
up with the elements. They
have been pumping sand occasionally for the last 50 years.
Jetties, pumping sand, and
placement of artificial reefs

along with berms would be


more cost effective and offer
more protection for the Rockaway Peninsula in the long run.
I suggest that residents of
Rockaway download the report
at:
www.BelleHarbor11694.
org. Go to News tab and click
on the USACE draft plan. The
report runs over a thousand
pages with appendices. The
first twenty pages should give
you an overview of the project.
Some of the report includes
plans since the 1970s. It also
states in its Study Objectives
that they intend to be achieved
throughout the study period
which is from 2020-2070!
I wonder if the government
is looking to protect our coastal community or are they
spending money for salaries
and preliminary reports that
have been generated for the
last 50 years!
You may or may not agree
with my assessment. If you

In order to protect our beaches there has to be a combination of sand replenishment,

pedestrians can safely coexist without the need for bike
lanes. After all, humans have
a strong instinct to avoid pain
and have evolved to the point
where we have the physical
and mental ability to figure
out how not to crash into each

lanes, lets just follow the bicyclists golden rule: respect
others, yield to pedestrians
and ride in a safe and reasonable manner.

Dear Editor:
Last week, my husband and
I stopped by 'The Breezy Dog"
after work. We have been residents of Rockaway Park for
about 20 years. We have run a
small, not-for-profit school in
Richmond Hill since 1987.
While we ate, a gentleman
was affixing a poster to the

wall. I reminisced about the
times we walked about doing
the same. The gentleman saw
me and came over to talk. He
had an engaging smile, as he
told us about Alan Zwirn.
After we were comfortable,
he intimated that he was the
infamous Mr. Zwirn. Although
I tend to be a contrarian by
nature, I found that Mr. Zwirn
and I had much in common.
We were quite empathetic regarding the DOB, DOH and
sundry other City agencies,
which seem to be obstructionist in their approaches to
small business. Of course, we
had much to discuss regarding education and the essential role that the arts should
and could play in all of our
children being able to master reading and math. Then
the subject of transportation
in the Rockaways reared its
ugly head. My husband and
I like to attend the ballet at
Lincoln Center. We've even
compromised that matinees
are alright, however taking
the A train through Brooklyn
or taking two buses, followed

by a considerable walk isn't.


Wouldn't it be nice to have
a choice that didn't kill 3
to 4 hours?
I am writing this letter because I feel that Alan Zwirn
shared many of my concerns.
He was personable, searching for career that will enable him to address and help
many of these issues.
I enjoyed his zest for life,
his passion and that he isn't
afraid of work. He has humility, a sense of direction,
expertise and the kind of
knowledge that can be utilized by young families.
It was nice to meet a peer
who isn't ready to retire.
We're not dead yet. It was
refreshing to meet someone
other than through social
media. We can still say, "Hi,
you're talking to Alan Zwirn.
These are the issues. This is
where I stand. This is what I
want to do for you."

Simple: Jetties
Needed

Dear Editor:
I hope you can handle another article on the beach
erosion situation. Let me
first
compliment
James
OBrien and Mike OToole
Jr. on two great letters in
last weeks Rockaway Times.
They both brought up some
excellent points and Mike,
you should not call yourself
a nay-sayer when all you
were trying to do is make
some sense.
I am a born and raised
Rockaway guy and the
beach erosion situation has
been going on my whole
life. You want to know what
else has gone on my whole
life? The sand staying on
the beaches from at least
Beach 72nd to Beach 90th
where the surfers can get
tickets. (That's a joke. Hello, they are surfers.) How do
I know that the sand stayed
there?
My grandmother
lived in 7600 Shore Front
Parkway for many, many
years. The beaches there are
much, much longer than the
beaches heading west.
Why did the sand stay
there?I would bet that it

was the rock jetties. Yes I
said it, the rock jetties. I
cannot believe I figured it
out. The rock jetty on Beach
149th Street also was a great
barrier as it used to go much
further out and be in a lot
better shape than it is now.
I truly feel that the studies
are a waste to time, money
and resources. Just my opinion but here is my solution.
Step one, measure the distance between all the rock
jetties from Beach 72nd
Street to Beach 90th Street.
(I will do it if the powers that
be want me to.) Step two,
install rock jetties the same
distance that the measured
jetties are all the way to
Beach 149 Street. Obviously they have worked very
well for a long, long time.
Step three, dredge one more
time, make the beaches even
bigger than they have been
in a long time and hopefully
it will be 25 years or longer
before the conversation has
to be brought up again.
Of course this will cost a
lot of money but whatever
else they are planning will
also cost a lot of money. It
will also help against another Superstorm which none of
us ever want to see happen
again. We all know how great
the Rockaway comeback has
been. Can you imagine how
great it would be if all the
beaches were as wide as they
could be? Once again thank
you for your time.

In one particular heat, Mark
took off on a wave with a blue

of it until he popped up
another 30yBSET

Everyone hooted and hollered, and I
mean everyone!
In the end Mark won the event, he
also made an exclusive trophy for the
RBSU/RBSA future events to have
winners names added to it. Where
this trophy will call home is still being decided, but one thing is for sure,
this is going to be a contest that will be
around for a long time with a level of
enthusiasm rarely seen.

Serves: 6-8
Ingredients:
8 cups 1-1/4 inch chunks seedless watermelon
3 pounds ripe tomatoes (I prefer cherry tomatoes, sliced)
1 teaspoon coarse kosher salt
5 tablespoons extra virgin olive
oil, divided
1-1/2 tablespoons red wine
vinegar
1-1/2 pounds shrimp, cleaned
deveined (boiled or grilled //
your choice)
3 tablespoons chopped assorted herbs (dill, basil and mint)
6 cups fresh arugula leaves or
small watercress sprigs
1 cup crumbled feta cheese

Directions:
Combine arugula, watermelon and tomatoes in a large
bowl. Sprinkle with 1 teaspoon
salt; let stand for 10 minutes.
Add shrimp, herbs, red wine
vinegar, 4 tablespoons olive
oil to melon mixture. Season to taste with pepper and
more salt, if desired. Add the

We have plenty of birds at the


shoreline. There are no shortages of seagulls, terns, sandpipers,
Oystercatchers and herons. But
when you move off the shore
have you noticed the different
types of birds in Rockaway?
Of course we have pigeons.
They have been nominated to

survive a nuclear war with a few


other types of animals. We have
sparrows too, a lot of sparrows.
Because we live so close to a wild
life preserve we get all sorts of
other visitors too. My backyard
is home to a family of cardinals.
The red male has a very distinctive call. I hardly ever see blue
jays however. I like blue jays, even
though they can be aggressive.
I see robins mostly by the path
in back of the pitch and putt
golf course. And I see swallows
in two locations: to the south of
the pitch and putt golf course
and also by the sewage plant.
Someone needs to talk to the
latter group because it is a lot

nicer in Riis Park.


Mockingbirds are around and
you can hear them making their
calls. I see them in the backyard too, but also in numbers
up in Fort. Tilden. Every once
in a while we get a migration of
crows. At least I think they are
crows, they could be ravens too.
They usually travel in packs of
four or five and can be pretty annoying with their cawing sounds.
I love driving through Broad
Channel to see if the ospreys are
in their nest. Those guys are really cool. Occasionally I will see

a night heron or a large white


heron on the bay side.
This spring I had about twenty
yellow finches in my front trees.
It felt like they had broken out
of Kennedy Airport and were
making a run for it! On very rare
occasions I will catch a hummingbird in the backyard. That
is always a treat!
We are blessed to have so
many different types of birds in
Rockaway. Hope they always
continue to migrate, visit and

who was a firefighter, a surfer, a lifeguard, a teacher, a
brother, a son, an uncle, a
friend, and a hero. The 12th
Annual Richie Allen Memorial Surf Classic is Sunday,
September 18.
Since 2005, the Allen family, with the help of Boarders
Surf Shop, has held a surf
contest for kids to honor
the life of Richie. On Sunday, the contest kicks off at 9
a.m., with registration starting at 8 a.m. on Beach 91st
Street. The contest features
contests for boys 10 and under, 11 to 13 and 14 to 16,
plus girls 12 and under, and

13 to 16. Prizes are given out


for all age categories. We
wanted young kids to enjoy what Richie loved. Most
contests are expensive to enter or are made for adults,
so we wanted to give kids
something, Gail Allen said.
Besides working as a lifeguard and firefighter, Allen
was a teacher. He spent his
winters working for the New
York City Public School system, and in his free time, he
taught kids how to surf. He
went out of his way to show
people how to do what he
loved. And thats what were
trying to do here. Were trying to encourage young kids
to get that love of surfing
that Richie had. He wouldve
loved to be a part of this and
it was important to do this in
his memory, Allen said.

The Surf Classic not only
keeps kids engaged in the
sport, but allows Richie
Allen to live on through
younger generations. We
have kids as young as
five that get out there on
surfboards. I now have a
grandchild named Richie
who loves it. My grandchildren are remembering an
uncle that they didnt even
know. Its a way to keep
him alive, Allen said.
While the contest is reserved
for
youngsters,
the Richie Allen Memorial Surf Classic is a nice
day for the entire family.
The event also includes a
DJ, food, drinks and special event t-shirts that are
sold to raise money for a
local family with a loved
one that is going through a
medical hardship. The day
also ends with a memorial
paddle out. At the end of
the day, ever yone joins in
on the paddle out, which is
a memorial tradition from
Hawaii. Ever yone goes out
on a board and forms a
circle and throws flowers
while saying things about

This year will be the
first year since Hurricane
Sandy that the sign declaring Beach 91st as Richie
Allens Way since 2004,
is back on the boardwalk.
The sign was recovered
by the Allen family from
a piece of the boardwalk
that had floated down the
block. It had been kept at
Boarders Surf Shop until
the boardwalk was complete. The sign continued
to be a part of the contest,
with a temporar y pole set
up to display the sign for
the event day, but as of
this late summer, the sign
is permanently back on Richies beach. It s nice to
see it back up again, Allen
said.
Allen says the Memorial Surf Classic helps her
family. It helps me get
through the next year. I
find a lot of joy in it. A lot
of stories are told and the
memories come back and
it helps us remember what
a good life Richie lived
and how much he enjoyed
what he had, she said.

Alan Zwirn, who is running
for the New York State Assembly to succeed departing
Assemblyman Phil Goldfeder, announced that he will
hold a rally in front of John
Adams High School in Ozone
Park on Friday, September
16 at 4 p.m., to call attention
to New York Citys floundering school system.
According to Zwirn, who
taught in the citys public
schools before retiring in
2004, Our schools are under
attack by bureaucrats who
have created and imposed arbitrary standards on teachers
and principals to incentivize
grade inflation and the skewing of test results, just to look
better on paper. In the meantime, our kids lose out because of a focus on numbers
geared toward good press,
rather than learning.

The candidate said he aims


to bring attention to the education crisis by presenting a
series of proposals which he
hopes to turn into a legislative initiatives once elected
to the Assembly in November. My bill, he explained,
will re-emphasize the need
for honesty in educational
measures and reporting by
penalizing various practices which enable some in the
system to manipulate the
data in ways that conceal the
truth about actual student
performance, thus making
the outcomes of some of our
schools look better than they
really are.
Zwirn plans to present his
detailed plan for restoring
honesty in measurement to
the school system and for
fixing certain practices that
lower standards and incen-

tivize negative student behavior at the John Adams

subjects in the school system
for 32 years, he points out,
including in the Elementary Classroom, Middle School
Social Studies, and Music
Education at all levels. Since
2008, Ive served as an Educational Field Consultant at
Long Island University mentoring new teachers in the
New York City Department
of Education Teaching Fellows Program. Ive seen that
parental engagement is crucial at all levels. But honesty
at the administrative level is
essential. Refocusing on educational reality will give all
our students a fair chance
at success so they can actually get something real from
their school experience rather than an illusion of success

falsely created by manipulated statistics.


Zwirn also challenged his
opponent, Stacey Amato, to
meet him on stage in a series of public debates on the
issues affecting residents of
the district.
The only way for voters to
make a smart choice in November is to hear us both
out and see who has the best

with no supervision. This
includes a number of sexual
predators, they said.
Jonathan Gaska advised
them he and the Community
Board could help, and asked
for their information.
A St. Johns Episcopal Hospital representative spoke
about the hospitals PAM
(Patient Activation Measurement) Project. It focuses on
for Rockaway residents with-

out health insurance, and


now Medicaid patients who
use the emergency room as
their primary care option.
The program steers them to
doctors who can work with
their care situation.
PAM is also conducting
a survey about health care
in the Rockaways. For more
information call 718-4742201, Monday to Friday 10
a.m. to 1 p.m.
Community
Education
Council President Dr. Harold Paez introduced himself. He explained that the
CECs took the place of the
old school boards and acts
as the liaisons and advocates for the schools. He was
there, he said, to open a dialogue with CB 14 on Rockaways educational issues.
Community Board member
Noreen Ellis made a motion
to work jointly with the new
Council and also invite parents to join in that dialogue.
The motion was passed.
The meeting adjourned
shortly afterward, around
8:45 p.m.
