Effectiveness
Overall, the effectiveness of the Banks operations is
satisfactory, indicating the contribution of the operations to
promoting growth and limiting fragility factors. In addition,
the assessment of the operations by beneficiaries is positive.
However, the Banks emergency assistance operations are not
satisfactory, despite improvements in the last operation.

Sustainability

Policy Formulation, Knowledge and Counselling

Regarding infrastructure, Bank projects are well designed and are


based on relevant technical options. However, the sustainability
of infrastructure is not guaranteed for various reasons: lack of
maintenance and overload regarding road projects, erosion at the
Lome Port, and lack of ownership of the SIIEAU project.

The Bank carried out policy dialogue on sensitive issues with


concrete results, although such dialogue has been slow recently.
Analytical works contributed to establishing the Banks status as
trusted partner.

What did IDEV Recommend for the Future Strategy?


Make a significant shift to focus the next CSP on inclusive and
green growth by seizing opportunities in sectors where the Bank
has a comparative advantage

Reviving policy dialogue by focusing on a few key subjects

Improve the use and monitoring of analytical works

Strengthen results orientation and the assessment of strategies

Make sustainability a strategic issue

What did Management Respond?


Management welcomes IDEVs evaluation findings, which focused on Bank Group assistance to Togo over the 2004-2013 period and its
contribution to the countrys development. Overall, Management agrees with the conclusions of the report. These recommendations will
be taken into account when preparing the Banks new assistance strategy for Togo (2016-2020) and the various resulting operations.
