We all know that public administration deals not only with the processes but
also with the substantive matters of administration, such as management, political
science and public policy. Public administration is an instrument with two blades like
a pair of scissors. One blade may be knowledge of the field, the other blade is
knowledge of the subject matter in which these techniques are applied. Both blades
must be good to make an effective tool.
In General, Public Administration is an academic discipline that studies the
implementation of government policy and prepares civil servants for working in the
public service. Its fundamental goal is to advance management and policies so that
the government can function. Public Administration is centrally concerned with the
organization of government policies and programs as well as the behavior of
officials formally responsible for their conduct. As to Management, according to
Henri Fayol, to manage is to forecast and to plan, to organize, to command, to
coordinate and to control. Management skills in politics used to build a power base
and to established connections. If Public Administrators studies not only the
government policy but can also apply management to Public Administration, they
can plan or decide what needs to happen in the future and generate plans for
action. They can make sure the human and nonhuman resources are put into place.
They can create a structure through which an organizations goals can be
accomplished. They can determine what must be done in a situation and getting
people to do it and they can check progress against plans then there will be what
we call the attainment of good life. As to Political Science, it is a social science
discipline that deals with systems of the government and analyzes the political
activity and political behavior. It deals extensively with the theory and practice of
politics which is commonly thought of as determining the distribution of power and
resources. It measure the success of governance and specific policies by examining
many factors. Political Science is essentially a study of human behavior. If Public
Administrators can deal with the system of the government and can analyze
carefully the political activities and behavior then there will be good progress or
growth to our government, there should be an attainment to good life. In any
society, governmental entities enact laws, make policies and allocate resources.
That is true in all levels. As to Public Policy, it can be generally defined as a system
of laws, regulatory measures, courses of action and funding priorities concerning a
given topic promulgated by a governmental entity or its representatives. A major
aspect of public policy is law. In general sense, the law includes specific legislation
and more broadly defined provisions of constitutional or international law. Public
policy making can be characterized as dynamic, complex and interactive system
through which public problems are identified and countered by creating new public

policy or by reforming existing public policy. Public policy is a continuous process
that has many loops. The public problems that influence public policy making can
be of economic, social or political nature. Each system is influence by different
public problems and thus requires different public policy. Since societies have
changed in the past decades the public policy making system changed too. Today,
public policy making is increasingly goal-oriented, aiming for measurable results
and goals, and decision-centric, focusing on decisions that must be taken
immediately. If Public Administrators can enact laws that can solve problems which
is beneficial to every citizens of the country, there will be good governance, growth
in our society. So therefore we will attain good life.

If these three is combined in Public Administration, we can serve our country

with more skills not only knowledge about policies in the government, if a proper
government will lead, we will attain good life. Good life usually means a life which
might rationally be wished for by every human. Some people led a good life, yet
they were still not happy in life. Having a good life will always starts from yourself.
