REGULATIONS

AIFF YOUTH LEAGUE 2016-17

PREAMBLE
The AIFF YOUTH LEAGUE 2016-17 is a Tournament of the All India
Football Federation.

These Regulations and the current Constitution and Regulations of the


AIFF, regulate the rights, duties and responsibilities of the organising
Association, the participating teams, the concerned State Associations and
parties involved in the preparation, organization and hosting of the AIFF
YOUTH LEAGUE 2016-17.
The Organising Association/s and the Organising Committee/s for the AIFF
YOUTH LEAGUE 2016-17 is subject to the control and supervision of AIFF,
which has the last word on all matters relevant to this Tournament.

ART. 1:
1.

PARTICIPANTS
U-16 teams of I-LEAGUE 2015-16 & 2016-17, 2nd Division
League 2016-17 U-16 teams, ISL U-16 teams, AIFF Academies,
Sports Authority of India teams and any other team
nominated by AIFF through the Academy Accreditation 201617. In the event any team does not participate/ withdraw
from the competition, AIFF reserves the right to replace it by
another team.

Art. 2:

COMPETITION SYSTEM
a)

The competition shall consist of two phases


i. Phase One Zonal round consisting of group
matches (league system).
ii. Phase Two Final round, teams to be divided into
four groups, single leg matches. Followed by SemiFinals between top two teams of each group and
Finals.

b)

Phase ONE
Teams will be divided into six zones as follows:
Zone Delhi:
Baichung Bhutia Football Schools, Delhi United, Sudeva
FC, Concient FC, Real Sports FC, IYSA, Delhi Dynamos
& SAI Delhi.
**Zone to be further divided into two groups of four
teams each (to be decided by AIFF).
Zone East:
East Bengal, Mohun Bagan, United SC, Mohammedan
Sporting Club, SAI-Kolkata & Southern Samity.
Zone North East:
ShillongLajong FC, Royal Wahingdoh FC, Gauhati Town
Club, Rangdajied United FC, & SAI-North East.
Zone Mahrashtra:
FC Pune City, Mumbai FC, Steadfast Academy, DSK
Shivajians FC, PIFA Sports, Kenkre Sports, Football
School of India & Reliance Foundation Young Champs.
**Zone to be further divided into two groups of four
teams each (to be decided by AIFF).

Zone Kerala:
Kovalam FC, Prodigy Sports, Red Star FC Thrissur &
SEPT Football Nursery.

Zone Bengaluru-Chennai:
Ozone Football Academy, Boca Juniors Football School
India,

Roots

Football,

&

Mahogany

FC.

ROI Zones:
Teams forming part of this zone will be communicated
by AIFF in a separate notice.

** Qualification of team/teams to from each zone for Phase Two (Final


Round) will be communicated by AIFF in a separate notice.

ART. 3:

QUALIFICATION SYSTEM FOR THE GROUP STAGE AND


FINAL COMPETITION

1.

In the league stage of the Competition, three (3) points will


be awarded for a win, one (1) for a draw and no points for a
defeat.

2.

The ranking shall be determined in the order given below


i. Greater number of points obtained in all group matches;
ii. If two or more Teams are equal on the basis of the above
criterion, their place shall be determined as follows:
a) Greater number of points obtained in the matches
between the Teams concerned;
b) Goal difference resulting from the group matches
between the Teams concerned;
c) Greater number of goals scored in the matches between
the Teams concerned;

d) Goal difference in all the matches;


e) Greater number of goals scored in all the matches;
f) Drawing of lots
iii. A team which does not turn up for the match at the
scheduled time, refuses to start or complete a match or fields
an ineligible player shall forfeit the match and the opponents
present at the venue shall be declared winners by a three
goal difference and three points shall be awarded to them. If
the goal difference was higher at the time the match was
abandoned for the teams refusal to continue to play, that
goal difference shall remain. The team may be further
penalised by the Disciplinary Committee of the AIFF.
iv. For the semi-finals and finals, the following rules shall
apply:
Determining the Winner by Penalty Kicks
a) If the result is still a draw after the two periods of extra
time, kicks from the penalty mark shall be taken to
determine the winner, in accordance with the procedures
described in the Laws of the Game.
b) If the taking of kicks from the penalty mark cannot be
completed because of weather conditions or for other
reasons beyond control, the results shall be decided by
the drawing of lots by the Referee in the presence of the
AIFF Match Commissioner and the two (2) team captains.
c) If, through the fault of a Team, the taking of kicks from the
penalty mark cannot be completed, Art. 4(1)(vii) of these
regulations shall apply.

ART. 4:
1.

WITHDRAWAL & PENALTY


If a participating Team/s withdraws after entering or does not
report for the match at any stage of the Competition, except
in cases of force-majeure recognized by AIFF, or if it refuses
to continue to play or leaves the stadium before the end of
the match, the Club shall:
i.

Be considered to have withdrawn from theCompetition.

ii.

Have all its matches cancelled and considered null and


void (all points, goals scored and goals against will not
be

counted

and

taken

into

consideration

when

deciding the ranking in the group)


iii.

Be required to pay compensation for any and all


damages or loss suffered by the other participating
Teams, the AIFF and AIFF commercial and TV

iv.

Be disqualified from taking part in the next edition of


the Competition (and its qualifying Competitions, if
any)

v.

Be referred to the AIFF Disciplinary Committee

vi.

The AIFF Executive Committee may impose additional


sanctions and fines depending on the gravity of the
situation.

vii.

All decisions of AIFF in this regard are final and binding


and not appealable.

ART. 5:
1.

COMPETITION SCHEDULE
The date of first match of the team in the Tournament will be
informed at least TEN (10) days before the commencement
of the Tournament.

2.

The detailed fixtures will be informed at least FIVE (5) days


before the start of the Tournament.

ART. 6:

ELIGIBILITY OF PLAYERS
Players born between 1st January 2000 - 31st December 2003
and a maximum of four (4) players born between 1st January
2004 31st December 2004, who are permanent residents of
India (No OCI/PIO card holders) and registered players of the
club they represent are eligible to participate. All Players shall
produce original birth certificates issued by the Municipal
Authorities/Registrar of Births or Passport issued by Government
of India. The date of registration of birth mentioned in the
certificate should have been within one year of the actual date of
birth of the concerned player.

1. Original Birth certificate issued by the Panchayat/Municipal


Authorities/Registrar of Births. The date of registration of birth
mentioned in

the certificate should be within one year of the

actual date of birth of the concerned player.


OR
School leaving Certificate (other than play school) from the first
attended recognized school, that is clearly indicating the date of
birth of the concerned player.

In all other cases where the player is unable to produce the birth
certificate issued within one year from the date of birth at the
time of registration, a medical age certificate issued by a
Registered

and

qualified

Radiologist,

preferably

from

the

Government Hospital should be produced along with the latest


X-Ray/MRI film as per the guidelines given below:
FOR 16 years
X-ray Elbow Joint (AP View) or MRI Elbow Joint
Fusion of medial epicondyle to humerus
X-ray Wrist joint (AP View) or MRI Wrist Joint
Epiphyseal union of metacarpal bones
2. The AIFF Medical Team may examine the birth certificates and
the X-ray/MRI reports submitted by the teams at the venue and
doubtful cases shall be referred for further medical examination
to ascertain the correct age.
3. The decision taken by the Medical Team on all the above cases
shall be final binding and Players who do not produce original
birth certificates/school leaving certificate or X-ray reports as
mentioned above shall not be allowed to take part in the
competition
4. The players must be registered with the respective State
Association to play for the Junior Teams of the Clubs, which they
are representing in this Tournament, are eligible to play. (Not
applicable to SAI and AIFF teams)

ART. 7:
1.

PROOF OF ELIGIBILITY
The following shall be submitted as proof of the date of birth
of the player in original with a photocopy duly attested by a
Gazetted Officer. The original certificates will be returned to
the team Manager after verification. Either of the following
proofs is accepted:
a)

The Birth Certificate issued by the Panchayat or a


Taluka, Municipal Authorities or by Registrar of Births
issued not later than one year from the date of birth.

b)

Passport Copy

c)

School leaving Certificate (other than play school) from


the first attended recognized school, that is clearly
indicating the date of birth of the concerned player
copy certified by a gazetted officer.

ART. 8:
1.

SANCTIONS
Players, who do not produce a birth proof as prescribed in
Art. 7 above shall not be allowed to take part in the
tournament.

2.

Players who are found overage shall not be allowed to


participate in the tournament.

3.

Travelling, daily and any other allowances will not be paid to


the players, who are found to be overage or who do not
submit the proper documents as listed in Art. 7 above.

4.

If three or more Players of a team are found over-aged, the


whole team will be disqualified and will not be permitted to
participate in the Tournament and no daily allowance and
Railway fare will be payable. Further sanctions may also be
imposed by the AIFF Disciplinary Committee.

Art. 9:

ORGANISING HOME MATCHES FOR PHASE-1 &ORGANISING


COMMITTEE/S AND ITS RESPONSIBILITIES FOR PHASE 2

Phase-1
a) Hosting Club should ensure that the field of play is in good
playable conditions and all necessary on field and the Stadium as
well as other required facilities for the match being played as per
the Rules of the Game, including but not merely limited to
floodlights (whenever required), sound system, police, security and
safety, medical facilities inclusive of the doctor, stretcher bearers,
medical team, ambulances, volunteers, ball boys, uninterrupted
video recording of the entire match, printer, dedicated internet
connection are made available to the satisfaction of the Match
Commissioner immediately on his arrival till conclusion of the
Match.
b) The Match Commissioner will inspect the stadium prior to the
match day and also prior to commencement of the match so as to
satisfy that all arrangements are in accordance with The Laws of
the Game and these Regulations. If the conditions of the Field of
Play are not met by the Laws of the Game and other required
facilities are not provided, the Match Commissioner will issue
instructions for the hosting clubs to rectify and amend. The
decision of the Match Commissioner shall be final and binding.

c) A certified medical officer, Two (2) ambulances with designated


drivers equipped with oxygen, masks, defibrillator/AED, I/V drip
sets, emergency medicaments and trained medical staff.
d) The Host Club will be responsible for the security of the visiting
team and match officials from the moment they arrive until they
leave the State in which the match is played.
e) The host club is responsible for field markings, goal posts, corner
flags,

substitution

boards,

player

dugouts,

scoreboard

with

operator etc.
f) PA system to be installed at each venue sound to be distributed
evenly through the venue (speakers to be used and not loud
speakers)
g) FIFA Fairplay flag and anthem before each game
h) Provide visiting teams locker/change rooms along with attached
toilets.
i) However, if prior to the match kick-off time, Art. 9(b) is still not
complied with to the satisfaction of the Match Commissioner, the
Host Club shall forfeit the match and resultant three (3) points will
be awarded to the opposite team with additional 3 Goals award.
No appeal shall lie against the decision.

Phase-2
j) The organising committee/s shall be appointed by the AIFF in
consultation with the host Association.
k) The organising committee shall be responsible for organising the
Tournament in accordance with the AIFF Constitution and these
regulations.
l) The AIFF or the organising committee/s may if necessary appoint
one or more sub-committees to deal with various organizational
matters.
m) The organising committee/s shall supervise all the arrangements of
the Tournament.
n) The organising committee shall entirely be responsible for the
safety and security of the players, officials, media and spectators.
o) The organising committee shall conduct periodical safety checks
on the stadium and shall provide the AIFF with a safety certificate
at least 15 days before the Tournament starts.
p) The organising committee shall guarantee law and order as well as
safety in the stadium, equipment belonging to the AIFF, its agents,
media, etc, in collaboration with the relevant authorities.
q) The organising committee shall provide adequate insurance cover
to all the players, teams, match officials and spectators.
r) The organising committee shall provide all the necessary medical
facilities, including fully equipped ambulances (two nos), at the
venue and in hospitals situated at a distance of less than 5 kms

from the match venue. The organising committee shall be fully


responsible for all medical arrangements during the Tournament.
s) The organising committee shall assist the teams in securing
accommodation at the venue of the Tournament.
t) The organising committee shall provide the stadium, the facility
areas, corridors, staircases free from all advertisements.
u) The AIFF appointed agents, broadcasters, sponsors, shall have
unhindered access to display, sell and promote their products, in a
manner that they deem fit.
Art. 10:
1.

DUTIES AND OBLIGATIONS OF THE PARTICIPATING TEAMS


On

entering

the

competition

the

participating

Teams

automatically undertake:
a)

To observe these Regulations

b)

To abide by the rules and regulations of the AIFF and


the AIFF YOUTH LEAGUE 2016-17 and by the decisions
of the AIFF Executive Committee (including that of using
and wearing the playing and practice kits whenever
these are supplied by the AIFF or its sponsors and or use
of Tournament sponsor Logo's on the players outfits of
the team) and the AIFF YOUTH LEAGUE 2016-17
organising committee.

c)

To accept all administrative, disciplinary and refereeing


matters connected with the AIFF YOUTH LEAGUE 201617.

d)

To

accept

all

arrangements

regarding

the

local

Organization made by the local organising committee.


e)

To accept the use, records and broadcast of the images


of teams, players and officials that may appear or be
generated in connection with the participation of the
teams in the AIFF YOUTH LEAGUE 2016-17.

f)

The AIFF right to use and/or sub-license, names and


images of teams, its players and officials shall be
exclusive in respect of, or in connection with, the filming,
recording,

broadcasting

transmission,

broadcast

and
in

any

other

connection

forms
with

of
this

Tournament.
g)

To comply with the Laws of the game issued by the


IFAB and published by FIFA.

h)
i)

To observe the principals of Fair Play.


To accept all the arrangements made by the Organising
Association in agreement with the AIFF.

Art. 11:
a)

RESPONSIBILITIES OF THE PARTICIPATING TEAMS


All participating Teams shall provide ample insurance cover to
their players and officials, including injury, accident and health
during the Tournament and teams travel.

b)

The participating teams shall also be responsible for the


behavior of the members of its delegation (officials and

players) and any person carrying out duties on behalf of the


team or any office bearer of the team (club).
c)

To give a certificate as specified by AIFF before the start of


the Tournament from a qualified doctor that all their players
are fit to play competitive football.

d)

To attend and participate in all official activities and events


such as team managers meeting, Media conference, other
media activities etc. organized by AIFF or the Organising
Association in accordance with guidelines and/or instructions
in circulars issued by AIFF.

ART. 12:

REGISTRATION OF PLAYERS & OFFICIALS

1. Each team participating in the Tournament shall register a maximum


of thirty (30) players and ten (10) officials.
2. Registration of players/ officials along with the proof of eligibility
shall be uploaded on the Competition Management System(CMS) of
AIFF at least 10 days before the Tournament starts or as notified by
AIFF.
3. Recent colour photograph of the players, shall be uploaded on CMS.
4. All registrations shall be endorsed/approved by the respective State
Association. Players/Teams who are not endorsed/approved by the
respective State Association, will not be accepted (Not applicable to
SAI or AIFF teams).
5. One of the ten (10) officials shall compulsorily be a Physiotherapist
or Doctor, with a degree from a recognized University. In the event

a team does not have a Physiotherapist or a Doctor they will be


paid allowances only for twenty (20) players and two (2) officials
and only two (2) officials shall be allowed to sit in the substitutes
bench for the final phase.

ART. 13:
1.

REGISTRATION OF PLAYERS & OFFICIALS FOR MATCHES


From the thirty (30) names registered on CMS, a maximum of
eighteen (18) players shall be registered for each match
(eleven first team players and seven substitutes)

2.

Seven (7) substitutes and three (3) officials will be allowed to


occupy the reserve bench.

ART. 14:

MATCH STARTING LIST


a. The Club must indicate on the Player Selection List the first
eleven (11) players and seven (7) substitutes. The Club
Captain, Goalkeepers, Substitutes must be tick marked
accordingly. The Player Selection List must be handed over to
the Match Commissioner upon his arrival at the match venue.
**Note: Only one (1) player born between 1st January 2004
31st December 2004 can be on the pitch at any given
point of time in the match.
b. Both Clubs must hand their Player Selection List duly signed
by the head coaches and team managers to the Match
Commissioner at least Ninety (90) minutes prior to the kickoff of their match.

c. If the Player Selection List is not completed and submitted on


time, the matter will be submitted to the AIFF for disciplinary
sanctions.

d. After the Player Selection List has been completed and signed
by both Teams and submitted to the Match Commissioner,
and if the match has not yet kicked-off, the following
instructions shall apply:
i.

If a named substitute starts a match instead of a named


player and the referee is not informed of this change:

the referee allows the named substitute to


continue playing

no disciplinary sanction is taken against the


named substitute

the named player can become a named


substitute

the number of substitutes is not reduced

the referee reports the incident to the


appropriate authorities

ii.

If any of the substitutes listed on the Match Starting


List are not able to be fielded for any reason, they may
not be replaced, which means that the quota of
substitute players will be reduced accordingly.

ART. 15:
1.

SUBSTITUTION
Not more than three (3) players may be substituted during a
match, from all the remaining reserve players, who must be
declared before the commencement of the match.

ART. 16:

Any player substituted cannot re-enter the game.

DURATION OF THE MATCHES

16.1 Qualifiers:
a) Each Match shall last ninety (90) minutes, comprising two periods of
forty-five (45) minutes (hereinafter, normal playing time).
b) There shall be an interval of fifteen (15) minutes between the periods,
commencing from the whistle ending the first period and ending upon the
whistle starting the second period.
16.2 Finals:
a) Each Match shall last ninety (90) minutes, comprising two periods of
forty-five (45) minutes (hereinafter, normal playing time)
b) There shall be an interval of fifteen (15) minutes between the periods,
commencing from the whistle ending the first period and ending upon the
whistle starting the second period.
c) If the result is level at the end of normal playing time during the KnockOut Stage matches in the Finals, directly, Penalty Kicks shall be taken to
determine the winner, in accordance with the procedures described in the
Laws of the Game.
d) If Penalty Kicks cannot be completed because of weather conditions or
for any Force Majeure reasons, the results shall be decided by the drawing
of lots by the Referee in the presence of the AIFF Match Commissioner
and the two (2) team captains.

ART. 17:
a.

ABANDONED MATCHES
If the match is stopped by the Referee before the end of the
normal time or during the extra time because of any force
majeure or any other incidents such as, but not limited to, the
field is not fit to play, weather conditions, floodlight failure,
etc. the following procedure must be followed:
i.

The match is automatically suspended for the duration


of thirty (30) minutes to allow conditions to improve
sufficiently to restart the match, unless the referee
decides that the match can be resumed earlier

ii.

At the discretion of the Referee, another suspension of


maximum of thirty (30) minutes shall be allowed if in
his opinion

this extra period of suspension will allow

the match to be resumed.

Otherwise, at the end of

this second thirty (30) minutes period, the Referee must


declare the match to have been abandoned.
iii.

In the case of an abandoned match, the Match


Commissioner shall decide within two (2) hours of the
Referees decision to abandon the match whether to
order only the part of the match, which has not been
completed to be replayed, provided this can be done
on the next day of the abandoned match or whether a
replay shall be organized and whether the match result
at the time of abandonment is valid, taking sporting
and organizational considerations into account.

b. In case of an abandoned match as a result of force majeure after it


has already kicked off, the following principles will apply:
1. the match shall recommence at the minute at which play was
interrupted rather than being replayed in full, and with the same
scoreline;
2. the match shall recommence with the same players on the pitch
and substitutes available as when the match was abandoned;
3. no additional substitutes may be added to the list of players on
the team sheet;
4. the teams can make only the number of substitutions to which
they were still entitled when the match was abandoned;
5. players sent off during the abandoned match cannot be
replaced;
6. any sanctions imposed before the match was abandoned remain
valid for the remainder of the match;
7. the kick-off time, date and location shall be decided by the
Organising Committee.
c.

No appeal may be lodged against decision stated in Art. 17 above.

ART. 18:
a)

CANCELLATION OF MATCHES
If the Match cannot commence on time due to Force Majeure
or any other incidents such as, but not limited to, the field is
not fit for play, weather conditions, floodlight failure, etc. the
following procedures must be followed:

i.

The Match must first be delayed for a minimum of thirty (30)


minutes, unless the Referee decides that the Match can
commence earlier, before a decision to reschedule the Match
is taken.

ii.

At the discretion of the Referee, another delay of a maximum


of thirty (30) minutes shall be allowed if in his opinion this
extra period of delay will allow the Match to commence.
Otherwise, at the end of this second thirty (30) minute period,
the Referee must declare the Match to have been cancelled.

iii.

In the case of a cancelled Match, the Match Commisioner shall


decide within two (2) hours of the Referees decision to cancel
the Match whether the Match can be rescheduled, taking
sporting and organisational considerations into account, or
whether any other action and decision is needed to continue
with the Competition. Any disciplinary sanctions resulting
from the cancelled Match shall remain in force.

b)

No appeals may be lodged against decisions stated in clause


(a) above.

ART. 19:
1.

LAWS OF THE GAME


All matches shall be played in accordance with the Laws of
the Game laid down by the International Football Association
Board and published by FIFA.

ART. 20:
1.

PLAYERS OUTFITS
The basic compulsory outfits of a player shall consist of a
jersey or shirts, shorts, stockings, shin guards and footwear.
Shin guards, which must be covered entirely by the stockings
shall be made of a suitable material (rubber, plastic,
polyurethane or similar substance)

A player shall not wear anything, which is dangerous to


another player.

3.

If under shorts are used, they shall be the same colour as the
main colour of the shorts. If under garments are worn, the
colour of the sleeve should be the same main colour as the
sleeve of the jersey or shirt.

ART. 21:
1.

TEAM COLOURS/NUMBERS
Teams must declare their first and second colours during the
Manager's meeting and use these colours for all matches.

2.

Teams are obliged to bring along their first and alternate set
of jerseys in contrasting colours.

3.

Players shall wear registered numbers on their jersey (back


and front) and shorts. Number on jerseys, in contrasting
colours shall be twenty five (25) cm high at the back and ten
(10) cm high in front. The number on the shorts (below right)
shall be ten (10) cm high in contrasting colours. The numbers
on the jerseys and shorts shall be clearly visible. Goalkeepers
shall wear colours contrasting with those of the two teams
and the referee.

4.

Any team found guilty of allowing players to play in jerseys


with numbers other than those registered shall be subject to
disciplinary action, including fines.

5.

Numbers should range from 1 to 99 in figures universally


used with the first goalkeeper's number being one (1)

6.

In the event of clash of colours, lots shall be taken to decide


which team shall wear their alternate set of jerseys.

In this

matter the Referees decision shall be final.

ART. 22:
1.

PROTESTS
Protest relating to qualification and eligibility of players
participating in the competition must be submitted to the
Match Commissioner with a copy to the General Secretary of
AIFF, as soon as the final registration of players is completed.
The

protesting

team

should

request

the

Match

Commissioner for the copy of the team list/s.


2.

Protest against any incidents that occurs during a match shall


be communicated orally by the team captain immediately
after the disputed incident and before play has been
resumed. The Team Manager shall confirm such protests in
writing to the match commissioner within two (2) hours after
the match.

3.

Protest against the state of pitch, the markings, the accessory


equipment or the footballs shall be made in writing to the
referee before the start of the match by the manager of the
team lodging protest.

4.

The final decision on this matter will rest with the match
referee.

5.

All protests must be in writing and must be accompanied by


a fee of Rs. 20000/- (rupees twenty thousand only)

6.

If the protest lodged is found to be unfounded or


irresponsible, then the protest fee will be forfeited and a fine
will be imposed on the protesting team. However, if the
protest is upheld the fee shall be refunded

7.

No

protest

shall

be

made

against

referees

decisions

regarding facts connected with play, such decisions being


final.
8.

Once the winning team and the classification of the


competition have been proclaimed, any protest lodged will be
disregarded

9.

Pursuant to the regulations of the AIFF, Clubs are forbidden


from taking disputes to a Civil Court, but may submit them to
the appropriate body of the AIFF.

ART. 23:
1.

DISCIPLINARY MATTERS
DISCIPLINE
a)

Participating teams, players and officials are bound by


the FIFA Disciplinary Code and AIFF Disciplinary
Regulations.

b)

Infringement of any of these regulations or any other


regulations of the AIFF shall be referred to the
Disciplinary Committee of the AIFF.

c)

In deciding upon disciplinary measures to be taken, the


Disciplinary

Committee

shall

be

guided

by

the

provision of the regulations mentioned in 23.1.a above.

2.

CAUTIONS AND EXPULSIONS


a)

A player who receives two (2) cautions (yellow cards)


during

the

Tournament

shall

automatically

be

suspended for the match following the match in which


he receives the second caution.
b)

A player expelled from the field of play by the Referee


shall be suspended for the next match unless otherwise
determined by the Disciplinary Committee, which shall
meet within twenty-four (24) hours of the match
concerned.

c)

Cautions will not be carried forward but Expulsions to


be carried forward from one phase to another phase of
the Tournament.

d)

A player who is sent off before or after kick off :

before the submission of the team list cannot be


named on the team list in any capacity

after being named on the team list and before


kick-off may be replaced by a named substitute,
who cannot be replaced

after the kick-off cannot be replaced

ART. 24:

1.

DISCIPLINARY COMMITTEE

The AIFF Disciplinary Committee shall deal with all the matters
related to the discipline on and off the field of play

2.

When taking decisions, the AIFF Disciplinary Committee shall


refer to the report of the Referee and if necessary on the
report of assistant referees, Fourth official video evidence.

3.

The Disciplinary Committee shall base its decisions on AIFF


Disciplinary Regulations.

ART. 25:
1.

APPEAL COMMITTEE
The AIFF Appeals Committee shall hear appeals lodged
against decisions passed by the Disciplinary Committee.

2.

The Appeals Committee shall reach its decisions on the basis


of the documents and other means of evidence contained in
the Disciplinary Committee's file.

However, the Appeal

Committee may, if necessary, also resort to any further


evidence (including television and video recording etc.), which
it considers relevant.

ART. 26:
1.

MATCH OFFICIALS
REFEREES
Sufficient number of Referees shall be posted for supervision
of the matches.

MATCH COMMISSIONER
A Match Commissioner shall be posted at each venue of the
Tournament, who shall be the guiding factor for all the
matters connected with the championship and shall submit a
report to the Federation with proposals and suggestions for
improvement, if any. He shall advise the Referees Assessor in
any matter connected with Referees affairs, if considered
necessary.

ART. 27:

FINANCIAL REGULATIONS

1. PHASE 1
All expenses related to Phase 1 of the tournament i.e. travel,
boarding and lodging costs, organisation of home matches and
other expenses are to be borne by the teams.

2. PHASE 2
OUTSTATION TEAMS
(a)

Outstation teams shall be reimbursed A/C III tier rail fare for
twenty three (23) persons (20 players and 3 officials) and bus
fare, where bus journey is involved on production of actual
tickets only.

(b)

Rail fare/bus fare reimbursement shall be paid only for the


actual number of players and officials accompanying the

team, subject to a maximum of twenty-three (23) persons.

(c)

Outstation teams shall be paid an allowance of rupees seven


hundred and fifty (Rs. 850/-) per person per day, towards their
boarding and lodging, starting two days before the teams first
match and ending one day after their last match in the
competition.

d)

The duration of the benefits for players and officials of the


teams as stipulated above are limited to two (2) days before
the teams first match and one (1) day after their last match,
but subject to actual arrival and departure of the teams. The
teams and other officials shall have to make its own
arrangements for stay beyond these days. All the teams shall
travel by the shortest routes.

3.

MATCH OFFICIALS AND OTHER AIFF OFFICIALS

Financial Terms for the match officials will be finalised by a separate


agreement.

LOCs:
A)

AIFF will look after the expenses incurred under the


following heads:
i)

Travel of teams as per Art. 27/2a & b

ii)

All Allowances to teams as per Art. 27/2/c & d

iii)

Accommodation, travel and allowance for Referees


and other AIFF Officials as per Art. 27/3

iv)

Winners & Runner-up Trophies and 30 Medals


each for Winner and Runner-Up

Cost to be Paid to Host during final round Phase-Two: Financial


Terms will be finalised by a separate agreement.

ART. 28:
1)

TROPHIES AND PRIZES


Trophies to be awarded to the Winning & Runner Up Teams
& 30 Medals each shall be awarded to the Winners and
Runner Up teams. Also cash prize of Rs. 5 Lacs to be awarded
to the Winning Team.

ART. 29:
a)

INFORMATION
All participating member Associations are responsible for
all information provided on their players. Any information
found to be fraudulent will subject the offending member
Association

to

information has resulted in the member Association


fielding ineligible player/s, the case will be treated as
provided for in Art. 8 of these regulations.

Art. 30:
1.

COMMERCIAL & MARKETING RIGHTS


All

the

Commercial,

Wireless,

Broadcast,

Interactive,

Advertisement & Marketing rights related to the Tournament


including the title, gate decoration, decoration of stage for
prize distribution, are the property of the AIFF
2.

All the perimeter boards, advertising areas at ground, first,


second tier levels area are also the property of the AIFF or its
marketing agent.

However, each host Association will be

given four perimeter boards at each venue. Boards with


products conflicting with the products of our sponsors cannot
be displayed.

Prior permission of the AIFF will have to be

obtained for displaying the boards. These boards should not


be in conflict with the AIFF and Tournament sponsors.
3.

Advertisement rights on the match tickets belong solely to


the AIFF. The ticket design will be given by AIFF.

4.

The television, Internet rights and other media rights belong


solely to the AIFF.

ART. 31:
1.

MISCELLANEOUS
The AIFF reserves the right to alter, amend, remove from
and/or add to these rules as and when necessary.

2.

Teams infringing, any of the above rules may be debarred


from playing for one year or more as the AIFF may decide.

AIFF shall in no way be responsible for any loss

or injury that

may take place during the team's journey, stay

participation in the Tournament.

5.

ART.

32:

In the event of any dispute regarding interpretation of these


regulations the decision of the AIFF shall be final and binding.

GENERAL

The Organising Committee/s shall decide on all cases and


events not covered by these regulations and their decision
shall be final
