Vienna Police, but merely a more substantive summary of several incidents which may be of interest to the
community. Some reports may be outside the date parameters due to extended investigations or other
circumstances. Some cases are not included at all due to ongoing investigations. Please contact MPO Bill

INCIDENTS
James Schweitzer Jr., 40, of Meadow Lane in Vienna was located and arrested. He was
then transported to the Fairfax County Adult Detention Center. There he was held
without bond.

Civil Case/ Improper Towing Connection 10-4913
300 Block Dominion Road, NE
May 17 7:06 p.m.
A vehicle owner reported that while her vehicle was being towed it fell from the lift and
was damaged.
After investigation Officer Ruddy obtained a warrant for Improper Towing Connection
and served it on 28 year old William J. Pennington of Trailside Drive in Springfield,
Virginia. Mr. Pennington was released after signing the summons.
The driver refused to participate in any field sobriety tests and Officer Lyons placed the
man under arrest for Drunk in Public.
29 year old Nathan David Guilman of Idlewild Blvd. in Fredericksburg, Virginia was
then transported to the Fairfax County Adult Detention Center.

Fight Report 10-5148
Peterson Lane Park
500 Block Malcolm Road, NW
May 21 6:15 p.m.
A subject came to Vienna Police Headquarters to report being involved in a fight which
had occurred the previous night.
The complainant reported that he and another high school student agreed to meet at the
park to fight; and they did.
The parents of both boys were notified and briefed on the occurrence.
Marc Alexander Seger, 19, of Sweet Mint Drive in Vienna was issued a summons for
Speeding and Possession of Marijuana. He was released after signing both summonses.
Officer Ruddy located the man a short distance away and returned him to his home.

Assault Case 10-5157
ACE Vacuum
171 Maple Avenue, East
May 22 4:55 p.m.
A customer purchased a vacuum. After taking the vacuum home the customer attempted
to return it to the store but the return was refused. The customer than grabbed another
vacuum and attempted to leave the store with it.
An employee confronted the customer and asked her to release the vacuum. At some
point the confrontation turned mildly physical.
MPO Evans responded and advised both parties that it was primarily a civil matter. The
laws pertaining to assault were also explained to both parties.
Fairfax County EMS was summoned and responded to take the woman to an area
hospital for assessment.
Jose Tomas Lara, 33, of no fixed address was arrested for Drunk in Public and
transported to the Fairfax County Adult Detention Center.
Juan Manuel Peres, 36 of no fixed address and Pedro Castillo Villegas, 45 of Chain
Bridge Road in Vienna were arrested for Drunk in Public. They were both transported to
the Fairfax County Adult Detention Center.

Domestic Dispute 10-5162
300 Block Branch Road, SE
May 22 8:00 p.m.
A brother called to report that he and another brother were involved in a verbal argument.
When the complainant tried to leave the home, the other brother refused to allow it.
PFC Lewis investigated the case and determined that the other brother was concerned
about the complainant’s mental state and was trying to prevent him from driving.
Sergeant Smith detained the driver for further investigation. The driver refused to
perform any field sobriety tests and was arrested for Driving While Intoxicated. Phillip
Angelo Brown, 49, of Malcolm Road in Vienna was then transported to the Fairfax
County Adult Detention Center (ADC).
At the ADC Mr. Brown refused to provide a breath sample. He was then formally
charged with Driving While Intoxicated and Refusal to Submit to a Breath Test.
The woman was transported to an area hospital for treatment of her non life- threatening
injuries by Fairfax County EMS.
At approximately 9:30 p.m. the boy returned home and was counseled by MPO Shaver.

Arrests- Driving While Intoxicated, Eluding Police, Refusal to Submit to a Breath
Test, Drunk in Public 10-5220/ 10-5224
200 Block Maple Avenue, East
May 23 8:03 p.m.
MPO Seitz observed a vehicle committing a traffic infraction. As he attempted to conduct
a traffic stop the vehicle fled.
MPO Seitz followed the vehicle for a brief period of time but then ceased following it. A
short time later the vehicle crashed near Chain Bridge Road and Miller Road in Oakton,
Virginia. MPO Seitz witnessed the crash and as the driver exited the vehicle and fled on
foot, he gave chase.
An off- duty deputy sheriff came to assist MPO Seitz in successfully apprehending the
driver. The passenger in the vehicle was then also arrested for Drunk in Public.
Further investigation by Fairfax County Police determined that the vehicle was taken
from its owner without permission. The Fairfax County Police will follow up on this
aspect of the investigation.
The driver, 30 year old Abran David Flores of Malabar Street in Huntington Park,
California was transported to the Fairfax County Adult Detention Center. There he was
formally charged with Eluding Police, Driving While Intoxicated, and Refusal to Submit
to a Breath Test. He is being held without bond.
The passenger, 30 year old Santos Adelio Rivas- Chavarria, 30, of Georgia Avenue in
Washington, D.C. was arrested for Drunk in Public and transported to the Fairfax County
Adult Detention Center.

Medical Call 10-5250
Navy Federal Credit Union
820 Follin Lane, SE
May 24 2:14 p.m.
Officer Lyons responded for an individual that was threatening to harm himself. The man
was in the nurse’s area and asked to find help.
Officer Lyons transported the individual to a medical facility for assessment and
treatment.
Both boys were located and detained. The complainant did not wish to prosecute the boys
but did want them to restore her home to a clean condition.
After cleaning up the home, the boys, both 14 years of age, were transported to Vienna
Police Headquarters, counseled by Officer Lyons, and released to their parents.
Fairfax County EMS responded and treated the boy on the scene.

Found Property 10-5267
800 Block Ninovan Road, SE
May 24 7:58 p.m.
A citizen turned over a bicycle and scooter that had been left on his property.
PFC Simon transported the items to Vienna Police Headquarters for storage pending
retrieval by their owner.
The deer was placed in to a police van and was transported to an alternate location for
disposal.
MPO Burchfield responded and addressed the noise issue with all parties involved. The
matter was successfully resolved.

Assault/ Threats Toward Law Enforcement 10-5362
700 Block Cottage Street, SW
May 25 10:00 p.m.
A citizen notified police regarding a threat towards a Vienna Police Officer which had
been posted on Facebook. The threat targeted the officer’s family.
Juan Manuel Peres, 36, of Cedar Lane in Vienna was arrested for Drunk in Public and
transported to the Fairfax County Adult Detention Center.

Towed Vehicle 10-5384
Dominion Road at Ayrhill Avenue, NE
May 27 10:16 a.m.
Officer Ruddy towed a vehicle which was parked in violation of a “No Parking” sign.
Attempts to contact the owner were met with negative results.
Attempts to contact the wallet’s owner were met with negative results. The wallet was
placed in to storage pending retrieval by its owner.
Upon their arrival the officers located the individual and after a brief investigation placed
Wayne Haight, 48 of Lewis Street in Vienna under arrest for Drunk in Public.
Mr. Haight was then transported to the Fairfax County Adult Detention Center.
CRASHES

Parking Lot of 521 Maple Avenue, West 10-5192
May 23 3:55 a.m.
A light pole in a parking lot was struck as the driver was distracted by observing a police
officer in the area.
MEDIA RELEASES
As a result of those 226 stops, 32 drivers were given field sobriety tests, 9 were
ultimately arrested for DWI, and 252 summonses and warnings were issued.

On May 22, 2010 at 7:00 p.m. seven police agencies from Northern Virginia will team up
in a collaborative effort to conduct saturation patrols to detect and arrest drunk drivers.
Extra Eyes for DWI’s will involve officers and resources from the City of Falls Church
Police, Metropolitan Washington Airports Authority Police, Town of Vienna Police,
County of Fairfax Police, City of Fairfax Police, The United States Park Police and
Troopers from the Virginia State Police.

In the midst of the spring prom and graduation season law enforcement officers from
local, state, regional, and federal agencies will saturate the streets in several Northern
Virginia jurisdictions with personnel specifically targeting drunk drivers. Prior to the start
of the event Debbie Sausville, a M.A.D.D. mother who lost her step-daughter to an
alcohol related crash, will address the officers at a gathering.
