BALANGA (Bataan) Bishop Socrates D. Villegas ap-
pealed to national and local midterm election winners

sue the common good.
In a statement, Bishop Villegas said elected public of-
ficials need to create an inclusive and accessible soci-
ety, especially for the poor.
“Please do not disappoint us. Help us realize our
dreams,” Villegas said.
A close confidant of the late Manila Archbishop Jaime
L. Sin, Villegas urged winners to remember voters who
believed and trusted them with their future.
“A new breed of leaders would help remove the Phil-
ippines from the list of the world’s most corrupt coun-
tries,” he further said.
He emphasized “serving the common good also
means serving the Lord.”
He appealed to the losers to accept defeat honorably
as “there are many ways of serving the poor aside from
getting elected into public office.”
“By the very fact you are born in the Philippines, you
are called to serve the Filipinos with or without any
position in government,” the 46 year-old prelate added.
He urged everyone to move forward and “forget di-
visive politics, corrupt politics and let us give the kind
of politics that gives life, that lives to progress and that’s
God-centered,” Villegas said.
On the same appeal, CBCP Philippines President and
Jaro Archbishop Angel N. Lagdameo asked Filipinos to
watch winners during the past elections deliver their
campaign promises.

Politics is Divisive
LAST May 13, the spokesman for the 5th General
Conference of the Bishops of Latin America, Most Rev.
Hector Pabon, said in no uncertain words that priests
who get involved in politics “immediately break the
unity and mission they were entrusted with.” Bishop
Pabon said that some priests and their communities want
to take advantage of the leadership and organization
skills of the priests themselves—eventually turning them
into partisan politicians.
The same bishop spokesman said that as soon as a priest
becomes “political”, the human community and fraternal

disturbed and fractured. In other words, politics proper
is necessarily partisan and consequently have divisive
effects on people who would otherwise remain one and

That is why priests and bishops for that matter may and
should even dutifully address the socio-moral maladies
brought about by politics per se adversely affecting their
respective communities and/or countries according to
the social doctrine of the Church. But they are expressly
and definitely enjoined not to engage in politics proper
which cannot but be partisan and wherefore necessarily
divisive of people.
The social teachings of the Church such as on the
primacy of truth, justice and consequent peace, the
inherent value of human dignity and pursuant human
rights, the common good and human welfare of all
citizens, the integral human development and substantive
party of socio-economic progress for all people
irrespective of their race, color and creed, and many
other realities in the order of nature—all these key

WE HAVE had our parish priest with us for two years now. He is
something of an eccentric, very inconsistent. It’s okay with us, if
that’s the way he is, but what bothers those of us who work closely
with him in the parish is that at times he disappears for days without
telling us where to reach him in case he is needed. He has a couple
of friends, guest priests, who take over when he is away, but they
are there only for the sacraments. They can not decide or guide us
in making decisions that have to be made when our parish priest
happens to be absent. It can be very frustrating. What does Canon

After 25 years of fruitful missionary
endeavors, the Congregation for the
Propagation of the Faith separated the
missionary territory of the Montañosa
or Mountain Provinces, in a decree
issued on July 15, 1931, from the Eccle-
siastical jurisdiction of the Diocese of
Nueva Segovia (Vigan, Ilocos Sur).
The new Ecclesiastical Territory was
named the Apostolic Prefecture of
the Montañosa and was entrusted to
the Congregation of the Immaculate
