The prime minister is trying to make a new bill that would illegal to

make people who sleep in a vehicle in a public place a criminal offence. Firstly, in
order to pass this act , the Prime Minister must introduce the bill to
parliament for the first reading. After they first reading have passed,
then the proposed bill will transfer to the related or selected
committee. In the selected committee stage, the people from public
society will able or allow to show their view on the proposed bill.
This is the most important step for Nelson to consider because this
stage related to the rate for the legislation successfully to pass and,
how he could defense it.
When the act successfully passed, then Nelson could take an action
by referring to the New Zealand law, for example he could refer to
the NZBORA 1990 Section 26(16): Everyone has the right to
freedom of peaceful assembly. This means Nelson would not be
charge for the offence according to the NZBORA .
